विषय: कम मूल्य के निर्यात के लिए पंजीकरण-सह-सदस्यता प्रमाण पत्र (आरसीएमसी) आवश्यकताओं से न्यूनतम छू ट के संबंध में।
का.आ. 5092(अ).— समय-समय पर यथा संशोधित विदेश व्यापार नीति, 2023 के पैरा 1.02 के साथ पठित विदेश व्यापार (विकास और विनियमन) अधिनियम, 1992 की धारा 5 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, कें द्र सरकार एतदद्वारा तत्काल प्रभाव से विदेश व्यापार नीति, 2023 में निम्नलिखित संशोधन करती है:
विदेश व्यापार नीति, 2023 में, उप-पैरा (ख) के बाद, पैरा 2.57 में, निम्नलिखित उप-पैरा का समावेश किया जाएगा, अर्थात्:-
2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (ग) उपयु र्क्त उप-पैरा (क) और (ख) में निहित किसी भी बात के बावजूद, एक पंजीकरण-सह-सदस्यता प्रमाण पत्र या पंजीकरण प्रमाण पत्र की आवश्यकता उस निर्यात खेप पर लागू नहीं होगी जहां खेप का फ्री-ऑन-बोर्ड (एफओबी) मूल्य 3,00,000रुपए से अधिक नहीं है।
अधिसूचना का प्रभाव: कम मूल्य के निर्यात, विशेष रूप से डाक, कू रियर और अन्य उभरते चैनलों के माध्यम से निर्यात को बढ़ावा देने के उद्देश्य से यह अधिसूचना 3,00,000 रुपये से अनधिक वाले एफओबी मूल्य के निर्यात खेप को आरसीएमसी या पंजीकरण प्रमाणपत्र प्राप्त करने की आवश्यकता से छू ट देती है। 3,00,000 रुपए से अधिक के एफओबी मूल्य वाले निर्यात खेप के लिए वैध आरसीएमसी या पंजीकरण प्रमाणपत्र की आवश्यकता जारी रहेगी जहां भी ऐसी आवश्यकता विदेश व्यापार नीति, 2023 के तहत अन्यथा लागू होती है।
इसे वाणिज्य एवं उद्योग मंत्री के अनुमोदन से जारी किया जाता है।

Subject: De minimis exemption from Registration-cum-Membership Certificate (RCMC) requirements for low-
value exports - regarding
S.O. 5092(E).— In exercise of powers conferred by Section 5 of Foreign Trade (Development & Regulation) Act, 1992, read with paragraph 1.02 of the Foreign Trade Policy, 2023, as amended from time to time, the Central Government hereby makes the following amendment to the Foreign Trade Policy, 2023, with immediate effect:
In the Foreign Trade Policy, 2023, in paragraph 2.57, after sub-paragraph (b), the following sub-paragraph shall be inserted, namely :—
(c) Notwithstanding anything contained in sub-paragraphs (a) and (b) above, the requirement of a Registration-cum- Membership Certificate or a Certificate of Registration shall not apply to an export consignment where the Free-on- Board(FOB) value of the consignment does not exceed ₹ 3,00,000.
Effect of the Notification: With an objective to promote small value exports, especially Exports through Postal, Courier and other emerging channels, this notification exempts export consignments with an FOB value not exceeding ₹ 3,00,000 from the requirement of obtaining a RCMC or Certificate of Registration. Export consignments with an FOB value exceeding ₹ 3,00,000 shall continue to require a valid RCMC or Certificate of Registration wherever such requirement is otherwise applicable under the Foreign Trade Policy, 2023.
