8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1]D. DOMESTIC INDUSTRY
5. The application has been filed by DCW Limited, Epigral Limited and Lubrizol Advanced Materials India Private Limited. DCW Limited and Epigral Limited were producers of the product under consideration during the period of investigation, whereas Lubrizol Advanced Materials India Private Limited commenced commercial production of CPVC Resin subsequent to the period of investigation. On the basis of the information available on record, the Authority is satisfied that the application has been made by or on behalf of the domestic industry in terms of Rule 2(b) read with Rule 26(1) of the Rules.

F. GROUNDS FOR ALLEGED CIRCUMVENTION
7. The application for anti-circumvention investigation has been filed seeking extension of existing anti- dumping duty levied on PUC vide Notification No. 15/2024-Customs (ADD) dated 23rd August 2024; to PUI exported by EBC Corporation from Japan, exported by Sasia Chlorine Polymers Sdn. Bhd. from Malaysia and Sekisui Specialty Chemicals (Thailand) Co. Ltd. from Thailand, which is allegedly circumventing the existing anti-dumping duty. The applicants have furnished reasons/ evidence for seeking anti-circumvention investigation which, inter alia, includes:
a. CPVC in resin form is being exported from China to Malaysia and Japan which is then exported to India as CPVC in resin form.
b. CPVC in resin or compound form is being exported from China to Thailand which is then being exported as CPVC in resin or compound form by Sekisui Specialty Chemicals.
c. The request contains sufficient prima facie evidence that the price of the product under investigation is dumped.
d. While the imports have increased, the domestic industry is operating with idle capacities.
8. The Authority on the basis of prima facie evidence provided by the applicants, notes that there is a change in the pattern of trade wherein imports of PUI from Japan, Malaysia and Thailand have increased to significant level without any sufficient cause or economic justification thereby undermining the remedial effects of the existing anti-dumping measure imposed on imports of PUC from China PR.
