अधिसूचना

का.आ. 5106(अ).— भारत सरकार, रेल मंत्रालय (रेलवे बोर्ड) की अधिसूचना संख्या का.आ. 3224(ई), दिनांक 04 जून, 2026, जो भारत के राजपत्र में राजपत्र संख्या 3101, असाधारण, भाग-II, खंड 3, उप-खंड (ii), दिनांक 18 जून, 2026 के अंतर्गत प्रकाशित हुई तथा रेलवे अधिनियम, 1989 (1989 का 24) की धारा 20ए की उपधारा (1) के अंतर्गत जारी की गई थी (जिसे आगे उक्त अधिनियम कहा गया है), द्वारा कें द्रीय सरकार ने उक्त अधिसूचना से संलग्न अनुसूची में विर्निर्दष्ट भूमि को विशेष रेलवे परियोजना, अर्थात् "3000 मीट्रिक टन लदान लक्ष्य को पूरा करने के लिए विद्युत कर्षण प्रणाली को 1x25 के वी से 2x25 के वी में उन्नयन कार्य हेतु गुत्ती – गु ंतकल – कडपा सेक्शन में गुत्ती टीएसएस का निर्माण", के निष्पादन, अनुरक्षण, प्रबंधन और प्रचालन के प्रयोजन हेतु र्अर्जत करने के अपने आशय की घोषणा की थी। उक्त भूमि चेत्तनेपल्ली ग्राम एवं गुत्ती मंडल, अनंतपुरमु जिले, आंध्र प्रदेश राज्य में स्थित है।

और यह कि, उक्त अधिसूचना की विषय-वस्तु का सार दैनिक समाचार-पत्रों, अर्थात् "साक्षी (अनंतपुर मेन)" (तेलुगु) तथा "डेक्कन क्रॉनिकल" (अंग्रेजी) में क्रमशः 23 और 24 जून, 2026 को प्रकाशित किया गया था, जिसे श्री एच.के . भगोरिया, मुख्य इंजीनियर, निर्माण-I, दक्षिण मध्य रेलवे, सिकं दराबाद के अनुमोदन से प्रकाशित किया गया था।

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] और यह कि, कोई आपत्ति प्राप्त नहीं हुई तथा प्राप्त आपत्तियों पर विचार करते हुए उन्हें सक्षम प्राधिकारी द्वारा अस्वीकृ त कर दिया गया है और तदनुसार आदेश पारित किए गए हैं; और यह कि, उक्त अधिनियम की धारा 20ई की उपधारा (1) के अनुसरण में सक्षम प्राधिकारी ने अपनी रिपोर्ट कें द्रीय सरकार को प्रस्तुत कर दी है;

अतः अब, सक्षम प्राधिकारी की उक्त रिपोर्ट प्राप्त होने पर तथा उक्त अधिनियम की धारा 20ई की उपधारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, कें द्रीय सरकार एतद्द्वारा घोषणा करती है कि इसके साथ संलग्न अनुसूची में विर्निर्दष्ट भूमि को उपयु र्क्त प्रयोजन के लिए र्अर्जत किया जाएगा।

और आगे, उक्त अधिनियम की धारा 20ई की उपधारा (2) के अनुसरण में, कें द्रीय सरकार एतद्द्वारा घोषणा करती है कि इस अधिसूचना के राजपत्र में प्रकाशित होने पर, इसके साथ संलग्न अनुसूची में विर्निर्दष्ट भूमि सभी प्रकार के भारों से मुक्त होकर पूर्णतः कें द्रीय सरकार में निहित हो जाएगी।

अधिग्रहण की जाने वाली भूमि का विवरण : आंध्र प्रदेश राज्य के अनंतपुरमु ज़िले के चेतनेपल्ली गाँव और गुत्ती मंडल

के गुत्ती-कडपा सेक्शन में अर्थात् "3000 मीट्रिक टन लदान लक्ष्य को पूरा

करने के लिए विद्युत कर्षण प्रणाली को 1x25 के वी से 2x25 के वी में

उन्नयन कार्य हेतु गुत्ती– गु

ंतकल – कडपा सेक्शन में गुत्ती टीएसएस का

निर्माण"।

NOTIFICATION

Visakhapatnam, the 17th September, 2026

S.O. 5106(E).— Whereas, by the notification of the Government of India, in the Ministry of Railways (Railway Board), number, S.O.3224(E), dated the 4th June, 2026 published in Gazette of India vide Gazette No.3101 Extraordinary, Part II, Section 3, Sub-Section (ii), dated the 18th June, 2026 and issued under sub-section (1) of section 20A of the Railways Act, 1989 (24 of 1989) (hereinafter referred to as the said Act), the Central Government, declared its intention to acquire the land specified in the Schedule annexed to the said notification for the Purpose of execution, maintenance, management and operation of the Special Railway Project namely, "Construction of Gooty TSS in Guntakal –Kadapa section for Up-gradation work of Electric Traction System from 1x25kV to 2x25KV to meet 3000 MT loading target " in Chetnepalli village & Gooty Mandal in Ananthapuramu District in the state of Andhra Pradesh.

And, whereas, the substance of the said notification was published in the daily newspapers namely the "Sakshi (Ananthapur Main)" (Telugu) and Deccan chronicle" (English), dated 23 and 24th of june, 2026 with the approval of H.K. Bhagoria, Chief Engineer, Construction-I, South Central Railway, Secunderabad.

And, whereas, NO objections were received and same have been considered and disallowed by the Competent Authority and accordingly orders have been passed And, whereas, in pursuance of sub-section (1) of section 20E of the said Act, the competent authority has submitted its report to the Central Government;

Now, therefore, upon receipt of the said report of the competent authority, and in exercise of the powers conferred by sub-section (1) of section 20E of the Said Act, the Central Government hereby declares that the lands specified in the Schedule annexed hereto shall be acquired for the aforesaid purpose;

And, further, in pursuance of sub-section (2) of section 20E of the said Act, the Central Government hereby declares that on publication of this notification in the Official Gazette, the land specified in the Schedule annexed hereto shall vest absolutely in the Central Government free from all encumbrances.
