का.आ. 5118(अ).— जबकि, के न्र सरकार ने राष्ट्रीय राजमार्ग अधिनियम, 1988 (1988 का 68) की धारा 11 के अधीन जारी की गई भारत सरकार के सड़क परिवहन और राजमार्ग मंत्रालय की अधिसूचना सं. का. आ. 270 (अ), दिनांक 14.02.2012 के द्वारा राजस्थान राज्य में स्थित एनएच-23 (पुराना-एनएच-11बी) के मौजूदा चैनेज किमी 0.00 से किमी 85.520 तक के लालसोट- करौली खंड को भारतीय राष्ट्रीय राजमार्ग प्राधिकरण (जो इसमें आगे 'प्राधिकरण के रूप में उल्लिखित है) के सुपुर्द कर दिया है।

अत: अब, राष्ट्रीय राजमार्ग शुल्क (दरों का निर्धारण और संग्रहण) नियमावली, 2008 (जो इसमें आगे 'नियम' के रूप में उल्लिखित है) के नियम 3 के साथ पठित राष्ट्रीय राजमार्ग अधिनियम, 1956 (1956 का 48) की धारा 7 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए कें र सरकार, एतदद्वारा राजेस्थान राज्य में एनएच-23 (पुराना-एनएच-11बी) के डिजाइन चैनेज किमी 33.000 से किमी 126.520 (मौजूदा चैनज किमी 0.000 से शुरू और किमी 85.520 पर समाप्त) तक के लालसोट- करौली खंड के 10.383 किमी निवल सड़क खंड की लंबाई के उपयोग के लिए [तालिका -2] और 1.470 किमी (0.147 किमी की लंबाई वाली) (तालिका-3) की समतुल्य संरचना लंबाई (60 मीटर से अधिक की लंबाई वाली) के चार लेन के उपयोग के लिए तालिका 1 के कॉलम (2) में विर्निर्दष्ट दर पर तथा 78.905 किमी निवल सड़क खंड लंबाई

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] [तालिका -2] और 0.75 किमी (0.075 किमी की लंबाई वाली) [तालिका -3] की समतुल्य संरचना लंबाई (60 मीटर से अधिक की लंबाई वाली) के पेव्ड शोल्डर सहित दो लेन के उपयोग के लिए तालिका 1 के कॉलम (2) में विर्निर्दष्ट दर के 60% पर नीचे दी गई तालिका 1 के कॉलम (1) में विर्निर्दष्ट वाहनों के प्रकार पर शुल्क उदगृहीत करती है तथा प्राधिकरण को उसके अधिकारियों अथवा किसी ठेके दार के माध्यम से उक्त शुल्क के संग्रहण के लिए प्राधिकृ त करती है, अर्थात्:-

1. इसके अंतर्गत उदगृहीत और संगृहीत की जाने वाली शुल्क ऐसे शुल्क प्लाजाओं के लिए विर्निर्दष्ट निवल सड़क लंबाई हेतु निम्नलिखित शुल्क प्लाजा में देय और संदेय होगी:-

2. उपयु र्क्त के अतिरिक्त, निम्नलिखित शुल्क प्लाजा पर 60 मीटर से अधिक लंबाई वाली निम्नलिखित अवसंरचनाओं के उपयोग के लिए 10 के समतुल्य गुणक द्वारा ऐसी अवसंरचनाओं की लंबाई को गुणा करके राजमार्ग की समतुल्य लंबाई में अवसंरचनाओं की लंबाई को परिर्वर्तत करके निम्नलिखित शुल्क भी देय और संदेय होगी:-

3. गैर-वाणिज्यिक प्रयोजनों के लिए पंजीकृ त यांत्रिक वाहन के स्वामी और शुल्क प्लाजा से बीस किमी की दूरी के भीतर निवास करने वाले व्यक्ति के लिए मासिक पास की दर वर्ष 2026-27 के लिए 360.00 रु. (तीन सौ साठ रुपए मात्र) है और उक्त नियमों के प्रावधानों के अनुसार प्रतिवर्ष संशोधन के अध्यधीन है।

4. राजमार्ग खंड पर बहुल यात्राओं के लिए निम्नलिखित दरों पर पास जारी किए जाएंगे, अर्थात्

5. शुल्क प्लाजा स्थित होने वाले जिले में पंजीकृ त वाणिज्यिक वाहनों (राष्ट्रीय परमिट के अधीन चलाए जा रहे वाहनों को छोड़कर) के लिए शुल्क उस श्रेणी के वाहन हेतु निर्धारित दर की 50% होगी, बशते कि ऐसे वाणिज्यिक वाहनों के प्रयोग के लिए कोई र्सर्वस रोड या वैकल्पिक सड़क उपलब्ध न हों।

6. संबंधित श्रेणी के वाहनों के लिए विर्निर्दष्ट अनुज्ञेय भार से अधिक भार लदे यांत्रिक वाहन का चालक या स्वामी या प्रभारी व्यक्ति, राष्ट्रीय राजमार्ग पर अतिभार लदे वाहन के प्रवेश के लिए टोल संग्रहण एजेंसी को ऐसी श्रेणी के वाहनों के प्रवेश लिए, उक्त नियमों के नियम 10 में र्विर्नदिष्ट शुल्क के समतुल्य शुल्क का भुगतान करने के लिए उत्तरदायी होगा।

7. सभी परिभाषाएं, यांत्रिक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छू ट प्राप्त वाहनों की श्रेणी, र्सर्वस रोड, वैकल्पिक सड़क इत्यादि पूवोक्त नियमों में विर्निर्दष्ट परिभाषाओं के अनुरूप होंगी।

8. शुल्क की दरें उक्त नियमों के नियम 12 के अनुसरण में प्रयोक्ताओं के सूचनार्थ प्रर्दर्शत करनी होंगी।

9. यांत्रिक वाहनों से शुल्क की वास्तविक राशि उपयु र्क्त तालिका-1 में यथा-उल्लिखित आधार वर्ष 2007-08 के लिए प्रति किमी शुल्क की आधार दर के आधार पर प्रभारित होगी और छू टों की गणना प्राधिकरण द्वारा खंड की पूरी हो गई लंबाई के आधार पर की जाएगी और उसे उक्त नियमों के नियम 5 के अनुसार प्रति वर्ष संशोधित किया जाएगा तथा तदनुसार उसे अंग्रेजी और क्षेत्रीय भाषा के कम से कम एक-एक समाचार पत्र में प्रकाशित किया जाएगा।

10. इस परियोजना की प्राक्कलित पू ंजीगत लागत 127.82 करोड़ रु. है। प्राधिकरण द्वारा प्राप्त प्रयोक्ता शुल्क के माध्यम से वसूल की गई पू ंजीगत लागत का रिकार्ड रखा जाएगा।

NOTIFICATION

New Delhi, the 17th September, 2026

S.O. 5118(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 270(E) dated 14.02.2012 issued under section 11 of the National Highway Authority of India Act, 1988 (68 of 1988) , the Central Government has entrusted the stretch from chainage Km 0.000 to 85.520 of NH-23 (Old NH-11B) of Lalsot – Karoli Road in the State of Rajasthan to the National Highways Authority of India (hereinafter referred to as the "Authority");

Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 and amended from time to time (hereinafter referred to as the "rules"), the Central Government hereby levies the fee at rate specified in column (2) of the Table 1 for net road section of length 10.383 Km [Table 2] and for equivalent structure length (having length more than 60 m) 1.470 km [Table-3] (having length of 0.147 km) for use of four lane and at 60% of the rates specified in column (2) of the Table 1 for net road section of length 78.905 kms [Table 2] and for equivalent structure length (having length more than 60 m) 0.75 km [Table-3] (having length of 0.075 km) for use two lane with paved shoulders on the type of vehicles specified in column (1) of the Table 1 below, of Lalsot – Karoli section from Km 33.000 to 126.520 (Existing Ch. Starting from 0.000 and Ending at Km. 85.520) of NH-23 (Old NH-11B) in the State of Rajasthan and authorises Authority to collect, either through its officials or through a contractor, the said fee, namely:-

1. The fee to be levied and collected hereunder shall be due and payable at the Fee Plaza for net road length specified for such Fee Plaza, namely: -

In addition to above, the following fee shall also be due and payable for the use of the following structures having length more than 60m at the following Fee Plaza, by converting the length of structures into an equivalent length of highway by multiplying the length of such structures by an equalisation factor of 10: -

The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs 360.00 (Rupees Three Hundred Sixty only) for the year 2026-27 and is subject to revision every year as per the provisions of the said rules.

4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: -

5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles.

6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified rule 10 of the said rules.

7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules.

8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules.

9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language.

10. The estimated capital cost of the project is Rupees 127.82 crore. The Authority shall maintain a record of the recovery of capital cost through user fee realised.
