फा. सं. पीएनजीआरबी/तकनीकी/1-टी4एससीजीडी/(4)/2023-भाग(1) (ई-6228) — पेट्रोलियम एवं प्राकृ तिक गैस विनियामक बोर्ड अधिनियम, 2006 (2006 का 19) की धारा 61 की उप-धारा (2) के खंड (ज) द्वारा प्रदत्त शक्तियों का उपयोग करते हुए, पेट्रोलियम एवं प्राकृ तिक गैस विनियामक बोर्ड एतद्द्वारा पेट्रोलियम एवं प्राकृ तिक गैस विनियामक बोर्ड (नगर या स्थानीय प्राकृ तिक गैस वितरण नेटवर्क के लिए सुरक्षा मानकों सहित तकनीकी मानक और विशिष्टियां) विनियम, 2008 में आगे और संशोधित करने के लिए निम्नलिखित विनियम
1. लघु शीर्षक और प्रारंभण
(1) इन विनियमों को पेट्रोलियम एवं प्राकृ तिक गैस विनियामक बोर्ड (नगर या स्थानीय प्राकृ तिक गैस वितरण नेटवर्क के लिए सुरक्षा मानकों सहित तकनीकी मानक और विशिष्टियां ) संशोधन विनियम, 2026 कहा जाएगा।
(2) ये विनियम सरकारी राजपत्र में प्रकाशन की तिथि से लागू होंगे।
2. पेट्रोलियम एवं प्राकृ तिक गैस विनियामक बोर्ड (नगर या स्थानीय प्राकृ तिक गैस वितरण नेटवर्क के लिए सुरक्षा मानकों सहित तकनीकी मानक और विशिष्टियां ) विनियम, 2008 (जिसे इसके बाद आगे "उक्त विनियम" कहा जाएगा) की अनुसूची-1 'ए' में, "सामग्री और उपकरण" शीर्षक के अंतर्गत —

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ए) उप-शीर्षक "मीटर सेट असेंबली तक भूमिगत/भूतल के ऊपर की र्सर्वस लाइनों के लिए पाइप और ट्यूबिंग" की विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियाँ प्रतिस्थापित की जाएंगी, अर्थात्:—
"(1) उपभोक्ता मीटर या मीटर नियंत्रण वाल्व तक भूमिगत/भूतल के ऊपर की र्सर्वस लाइनों में गैल्वेनाइज्ड आयरन (जीआई) पाइप का उपयोग किया जाएगा तथा कॉपर ट्यूबिंग का उपयोग के वल उपभोक्ता मीटर के बाद किया जाएगा, ताकि यह सुनितिि किया जा सके की यह तृतीय पक्ष की पहुंच से बाहर है। ।"
(2) उपभोक्ता मीटर से पहले, यथास्थिति, कॉपर पाइप या ट्यूब का उपयोग के वल रसोईघर के अंदर किया जाएगा।
कॉपर पाइप या ट्यूब के विकल्प के रूप में, यथास्थिति, आईएसओ17484-1 या आईएस 17544 की आवश्यकताओं के अनुरूप बहु-परतीय मितिि पाइप का भी उपयोग किया जा सकता है।
(3) यदि रसोईघर के बाहर, उपभोक्ता मीटर से पहले (अपस्ट्रीम) आईएसओ 17484-1 या आईएस 17544 के अनुरूप बहु-परतीय मितिि (एमएलसी) पाइप का उपयोग किया जाता है, तो र्निर्दष्ट सुरक्षा आवश्यकताओं के अनुपालन में, निर्धारित स्थापना पद्धतियों, पर्याप्त सुरक्षा उपायों तथा तृतीय पक्ष द्वारा होने वाली क्षति से बचाव के लिए भूतल के ऊपर पीएनजी र्सर्वस लाइनों हेतु बहु-परतीय मितिि (एमएलसी) पाइपिंग प्रणालियों के नियंत्रण उपयोग के संबंध में जारी पीएनजीआरबी के दिशा-निदेशों के प्रावधानों का अनुपालन किया जाएगा।
(4) गैल्वेनाइज्ड आयरन (जीआई) पाइप और कॉपर ट्यूबिंग- इस मानक के अनुलग्नक-IV में विर्निर्दष्ट आवश्यकताओं के अनुरूप होने चाहिए तथा गैर-गैल्वेनाइज्ड पाइपों के उपयोग को यथासंभव प्रतिबंधित किया जाना चाहिए;
बशते कि, यदि गैर-गैल्वेनाइज्ड पाइपों का उपयोग किया जाता है, तो उन्हें ठीक से संरक्षित और रंगा जाना चाहिए।
(5) पॉलीइथाइलीन (पीई) पाइप का उपयोग भूमिगत गैस पाइप के लिए तब तक नहीं किया जाएगा जब तक कि इसे विनियमों में विशेष रूप से अनुमति न दी गई हों।
उपभोक्ता मीटर सेट असेंबली और उपभोक्ता के गैस उपकरण को जोड़ने के लिए ट्यूबिंग अथवा होज़ पाइप।
उपभोक्ता मीटर सेट असेंबली और गैस उपकरण (उपभोक्ता द्वारा उपलब्ध कराया गया हो) के बीच कनेक्शन गैल्वेनाइज्ड आयरन (जीआई) पाइप या इस मानक के अनुलग्नक-IV में दी गई आवश्यकताओं को पूरा करने वाली कॉपर ट्यूबिंग अथवा स्टील-प्रबलित रबर होज़ द्वारा किया जाएगा।
स्टील-प्रबलित रबर होज़ आईएस: 9573 भाग 2 के अनुरूप होना चाहिए।"
3. उक्त विनियम में, अनुसूची-1डी में, "डिजाइन, स्थापना और परीक्षण" शीर्षक के अंतर्गत ,—
(ए) उप-शीर्षक "नेटवर्क डिजाइन आवश्यकताएँ" के तहत, "वितरण दबाव विनियमन स्टेशन (डीपीआरएस) और व्यक्तिगत दबाव विनियमन स्टेशन (आईपीआरएस)" से संबंधित मद (बी) में, "भूतल के ऊपर स्थापित डीपीआरएस/आईपीआरएस शब्दों के लिए स्थानीय अधिकारियों की आवश्यकता के अनुरूप उचित सुरक्षा बाड़ प्रदान की जाएगी। बाड़ लगाने और निकटतम भवन/संरचना की दीवार के बीच की दूरी दो (2) मीटर से कम नहीं होनी चाहिए" शब्दों को निम्नलिखित से प्रतिस्थापित किया जाएगा, अर्थात्: -
"भूतल के ऊपर स्थापित डीपीआरएस/आईपीआरएस को स्थानीय प्राधिकरणों की आवश्यकताओं के अनुसार उचित सुरक्षा बाड़ प्रदान की जाएगी तथा डीपीआरएस/आईपीआरएस के बाड़े और निकटतम भवन/संरचना की स्थायी दीवार के बीच की दूरी, यथास्थिति, दो (02) मीटर से कम नहीं होनी चाहिए।"
(बी) "स्टील पाइप" शीर्षक के अंतर्गत , "तालिका 2—स्टील पाइप निर्माण के लिए डिजाइन कारक" में "पुलों पर पाइपलाइन" से संबंधित चतुर्थ (4वीं) पंक्ति तथा उससे संबंधित प्रविष्टियों को हटा दिया जाएगा।
(सी) "ग्राहकों के मीटर और नियामक" शीर्षक के तहत, उप-शीर्षक "ग्राहकों और नियामक की स्थापना के लिए स्थान" को निम्नलिखित उप-शीर्षक से प्रतिस्थापित किया जाएगा, अर्थात्: —
" ग्राहकों के मीटर और नियामक स्थापना हेतु स्थान";
(डी) "गैस र्सर्वस लाइनें" शीर्षक के अंतर्गत, उप-शीर्षक "र्सर्वस लाइनों की स्थापना" के अंतर्गत "भूतल के ऊपर की र्सर्वस पाइपिंग गैल्वेनाइज्ड आयरन या कॉपर या कार्बन स्टील से सुरक्षात्मक एंटी-कु रुसिव कोटटंग" शब्दों के स्थान पर निम्नलिखित शब्द प्रतिस्थापित किए जाएंगे, अर्थात्: -3 [भाग III—खण्ड 4] भारत का राजपत्र : असाधारण "भूतल के ऊपर स्थित र्सर्वस पाइपिंग गैल्वेनाइज्ड आयरन (जीआई) अथवा कॉपर अथवा एंटी-कोरोसिव कोटटंग से संरक्षित कार्बन स्टील की होगी तथा आवासीय सोसाइटियों या आवासीय परिसरों में, यथास्थिति, मौजूदा कार्बन स्टील या माइल्ड स्टील रेटिकु लेटेड लिफििाइड पेट्रोलियम गैस (एलपीजी) मैनिफोल्ड पाइपलाइन प्रणालियों का उपयोग पाइप्ड नेचुरल गैस (पीएनजी) की आर्पूर्त की जाने की स्थिति में , पाइपलाइन प्रणालियों की सुरक्षा एवं अखंडता सुनितिि करने के लिए पीएनजी आर्पूर्त हेतु आवासीय सोसाइटियों/आवासीय परिसरों में मौजूदा रेटिकु लेटेड एलपीजी मैनिफोल्ड पाइपलाइन प्रणालियों के उपयोग की अनुमति प्रदान करने संबंधी पीएनजीआरबी के दिशा-निदेशों का अनुपालन किया जाएगा।"
4. उक्त विनियम में, अनुसूची-1ई में "वितरण पाइपिंग अनुरक्षण" शीर्षक के तहत, उप-शीर्षक "दाब नियंत्रण के लिए थमोप्लास्टिक पाइप या ट्यूबिंग को स्ीिज़-ऑफ करना तथा पुनः खोलना" के तहत विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित को प्रतिस्थापित किया जाएगा, अर्थात्:—
"जहाँ एक बार स्ीिज़िंग और पुनः खोलने की प्रक्रिया की गई हों, वहाँ उक्त स्थान को समुचित रूप से चिनिनत किया जाएगा, ताकि यह स्पष्ट रूप से अभिज्ञात किया जा सके कि उस स्थान पर पाइप को स्ीिज़ किया गया है और पुनः खोला गया है। पुनः खोले गए पाइप को उसी स्थान पर दोबारा स्ीिज़ करने की अनुमति नहीं होगी, बशते कि लगातार दो स्ीिज़-ऑफ स्थानों के बीच की न्यूनतम दूरी एक (1) मीटर से कम नहीं होनी चाहिए।"

NOTIFICATION
New Delhi, the 18th September, 2026
F. No. PNGRB/Tech/1-T4SCGD/(4)/2023-Part(1) (E-6228) - In exercise of the powers conferred by clause (h) of sub-section (2) of section 61 of the Petroleum and Natural Gas Regulatory Board Act, 2006 (19 of 2006), the Petroleum and Natural Gas Regulatory Board hereby makes the following regulations further to amend the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for City or Local Natural Gas Distribution Networks) Regulations, 2008, namely: -
1. Short title and commencement: -
(1) These regulations may be called the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for City or Local Natural Gas Distribution Networks) Amendment Regulations, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for City or Local Natural Gas Distribution Networks) Regulations, 2008, (hereinafter referred to as the said regulations), in Schedule - 1A, under the heading "MATERIALS AND EQUIPMENT", -5 [भाग III—खण्ड 4] भारत का राजपत्र : असाधारण (a) under the sub-heading "Pipes and tubing for above ground service lines up to meter set assembly" for the existing entries, the following shall be substituted, namely: -
"(1) Galvanized Iron (GI) pipes shall be used in above ground service lines up to consumer meter or meter control valve and the use of copper tubing shall only be after consumer meter such that this is not accessible to third party.
(2) Use of copper pipe or tube, as the case may be, before consumer meter should be inside the kitchen only and as an alternate to copper pipe or tube, as the case may be, multi layered composite pipe complying with the requirements of ISO 17484-1 or IS 17544 may also be used.
(3) In case ISO 17484-1 or IS 17544 compliant multi layered composite (MLC) pipes are used upstream of the consumer meter outside the kitchen, the provisions of the PNGRB Guidelines for the Controlled Utilization of Multilayer Composite (MLC) Piping Systems for above-ground PNG Service Lines shall be complied with to ensure adherence to specified safety requirements, prescribed installation practices, adequate protection measures, and safeguards against third-party damage.
(4) Galvanized iron (GI) pipes and copper tubing shall conform to the requirements given in Annexure-IV of this standard and the use of non-galvanized pipes shall be restricted as far as possible; Provided that if non-galvanized pipes are used, they shall be properly protected and painted.
(5) Polyethylene (PE) pipe shall not be used for above ground gas pipes unless it is specifically permitted in the regulations.
Tubing or hose pipe for connecting consumer meter set assembly and consumer appliance. The connection between consumer meter set assembly and gas appliance (provided by consumer) may be made by galvanized iron pipes or copper tubing meeting requirements given in Annexure-IV of this standard or steel reinforced rubber hose and the steel reinforced rubber hose shall confirm to IS: 9573 Part 2."
3. In the said regulation, in Schedule - 1D, under the heading "DESIGN, INSTALLATION AND TESTING", -
(a) under the sub-heading "Network Design Requirements", in item (b) relating to "Distribution Pressure Regulating Station (DPRS) and Individual Pressure Regulating Station (IPRS)", for the words "DPRS/IPRS installed above ground shall be provided with proper security fencing as per requirement of local authorities. The distance between fencing and the wall of nearest building/ structure shall not be less than two (2) meters", the following words shall be substituted, namely: -
"DPRS/IPRS installed above ground shall be provided with proper security fencing as per requirement of local authorities and the distance between DPRS/IPRS enclosure and permanent wall of nearest building / structure, as the case may be, shall not be less than two (02) meters.";
(b) under the heading "STEEL PIPE", in 'Table 2 -Design Factors for Steel Pipe Construction", the fourth (4th) row relating to "Pipelines on bridges" and the corresponding entries relating thereto shall be omitted;
(c) under the heading "CUSTOMERS' METERS AND REGULATORS", for the sub-heading "Location for Customers' and Regulator Installations", the following sub-heading shall be substituted, namely: -
"Location for Customers' Meter and Regulator Installations";
(d) under the heading "GAS SERVICE LINES", under the sub-heading "Installation of Service Lines", for the words, "Above ground service piping shall be Galvanized Iron or copper or carbon steel protected by anti corrosive coating", the following words shall be substituted, namely: -
"Above ground service piping shall be galvanized iron or copper or carbon steel protected by anti corrosive coating and in case of usage of existing carbon steel or mild steel reticulated liquified petroleum gas (LPG) manifold pipeline systems for piped natural gas (PNG) supply in housing societies or residential complexes, as the case may be, the PNGRB Guidelines for Permitting Usage of Existing Reticulated LPG Manifold Pipeline Systems for PNG Supply in Housing Societies / Residential Complexes shall be adhered to ensure safety and integrity of the said pipeline systems.".

In the said regulation, in Schedule - 1E, under the heading "DISTRIBUTION PIPING MAINTENANCE", under sub-heading "Squeezing-off and reopening of Thermoplastic Pipe or Tubing for Pressure Control", for the existing entries, the following shall be substituted, namely: -
"Location where squeezing and reopening is done once shall be marked appropriately to identify that the pipe has been squeezed and reopened. Squeezing of reopened pipe at the same location shall not be permitted, provided that the minimum distance between consecutive squeeze-off locations shall not be less than one (1) meter.".
