का.आ. 5228(अ).— जबकि कें द्रीय सरकार, व्यवसाय करने में आसानी को बढ़ावा देने हेतु परिचालन दक्षता बढ़ाने के लिए, महानिदेशक, नागर विमानन सुरक्षा ब्यूरो (बीसीएएस) द्वारा वतर्मान में प्रयोग की जाने वाली कु छ शक्तियों को प्रत्यायोजित करना आवश्यक और समीचीन समझती है;
अब, इसलिए, भारतीय वायुयान अधिनियम, 2024 की धारा 5 की उप-धारा (4) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, कें द्रीय सरकार एतद्द्वारा निर्देशित करती है कि वायुयान (सुरक्षा) नियम, 2023 के अधीन महानिदेशक, नागर विमानन सुरक्षा ब्यूरो (बीसीएएस) द्वारा प्रयोग करने योग्य शक्तियां, जैसा कि इसके साथ संलग्न अनुसूची के कॉलम (2) और (3) में विनिर्दिष्ट हैं, उक्त अनुसूची के कॉलम (4) में संबंधित प्रविष्टि में विनिर्दिष्ट अधिकारियों द्वारा भी प्रयोग करने योग्य होंगी, जो इसके साथ निर्धारित शर्तों के अध्यधीन होंगी।

| निम्नलिखित मामलों में शक्ति प्रत्यायोजित की जाती है: - ल डसाइड अवसंरचना ैं 4 .1. सीसीटीवी के स्थानांतरण या परिवर्धन और नाका, अवरोध और बोलार्ड के स्थानांतरण के लिए लैंडसाइड पर आंशिक आशोधन। तथापि, यदि ऐसे उपकरणों की संख्या कम की जानी है, तो फाइल बीसीएएस मुख्यालय को भेजी जाएगी। ट र्मिनल भवन के भीतर की अवसंरचना टर्मिनल भवन के भीतर निम्नलिखित 4 .2. अवसंरचना का स्थानांतरण/आशोधन। 4.2.1 इन उपकरणों की विशिष्टताओं में परिवर्तन क े कारण सीसीटीवी, एक्स-बीआईएस, डीएफएमडी, बॉडी स्कै नर, अलार्म सिस्टम का प्रतिस्थापन। 4.2.2 बिना किसी श्रमशक्ति निहितार्थ के मौजूदा पहुंच नियंत्रण द्वारों में यथास्थान आशोधन। | |||

(1) प्रत्यायोजित शक्तियों का प्रयोग भारतीय वायुयान अधिनियम, 2024, वायुयान (सुरक्षा) नियम, 2023 और बीसीएएस द्वारा जारी किए गए सभी लागू परिपत्रों, आदेशों और दिशा-निर्देशों के प्रावधानों के अनुसार कड़े अनुसरण में किया जाएगा।
(2) नागर विमानन सुरक्षा ब्यूरो के संबंधित संयुक्त महानिदेशक नियमित रूप से इन प्रत्यायोजित शक्तियों के अंतर्गत जारी किए गए अनुमोदनों और छू टों में के कम से कम दस प्रतिशत (10%) की पुन: जाँच और प्रमाणन प्रदान करेंगे।
(3) अनुसूची के क्रमांक 2 में विनिर्दिष्ट प्रत्यायोजित शक्तियों के संबंध में, किसी भी अतिरिक्त जानकारी के मामलों को नागर विमानन सुरक्षा ब्यूरो के महानिदेशक के समक्ष रखा जाएगा।
(4) अनुसूची के क्रमांक 5 में विनिर्दिष्ट शक्तियों के संबंध में, सुरक्षा कार्यक्रम के लिए नए या नवीकरण संबंधी आवेदनों को नागर विमानन सुरक्षा ब्यूरो के महानिदेशक द्वारा अनुमोदित किया जाना जारी रहेगा।

New Delhi, the 14th September, 2026
S.O. 5228(E).— Whereas the Central Government considers it necessary and expedient to delegate certain powers presently exercised by the Director General, Bureau of Civil Aviation Security (BCAS), in order to enhance operational efficiency with a view to promoting the ease of doing business;
Now, therefore, in exercise of the powers conferred by sub-section (4) of section 5 of the Bharatiya Vayuyan Adhiniyam, 2024, the Central Government hereby directs that the powers exercisable by the Director General, Bureau of Civil Aviation Security (BCAS), under the Aircraft (Security) Rules, 2023, as specified in column (2) and (3) of the Schedule appended hereto, shall also be exercisable by the officers specified in the corresponding entry in column (4) of the said Schedule, subject to the conditions laid down herewith.

(1) The delegated powers shall be exercised strictly in accordance with the provisions of the Bhartiya Vayuyan Adhiniyam, 2024, the Aircraft (Security) Rules, 2023, and the applicable circulars, orders, and guidelines issued by BCAS.
(2) The concerned Joint Director General, Bureau of Civil Aviation Security shall cross-check and validate at least ten percent (10%) of the approvals and exemptions issued under these delegated powers on a regular basis.
(3) In respect of the power delegated as specified in Sr. No. 2 of the Schedule, in case of any additional inputs the matter would be put up before the Director General, Bureau of Civil Aviation Security.
(4) In respect of the power delegated as specified in Sr. No. 5 of the Schedule, new or renewal applications for security programme shall continue to be approved by the Director General, Bureau of Civil Aviation Security.
