फा.सं. विगन प र विशेषज्ञ समिति- पहली बैठक.— जबकि खाद्य सुरक्षा और मानक अधिनियम, 2006 (2006 का संख्यांक 34) (जिसे इसके पश्चात् उक्त अधिनियम कहा गया है) की धारा 92 की उप-धारा (1) की अपेक्षा के अधीन भारतीय खाद्य सुरक्षा और मानक प्राधिकरण की अधिसूचना संख्या फा. सं. विगन पर विशेषज्ञ समिति- पहली बैठक, तारीख 28 फरवरी, 2025 द्वारा खाद्य सुरक्षा और मानक (विगन खाद्य) संशोधन विनियम, 2025 का प्रारूप भारत के राजपत्र, असाधारण, भाग 3, खंड 4 में प्रकाशित की गई थी, जिसमें उससे प्रभावित होने की संभावना वाले व्यक्तियों से उक्त अधिसूचना वाले राजपत्र की प्रतियां जनता को उपलब्ध कराए जाने की तारीख से साठ दिन की अवधि की समाप्ति से पहले आक्षेप और सुझाव आमंत्रित किए गए थे;
और जबकि उक्त राजपत्र की प्रतियां 4 मार्च, 2025 को जनता को उपलब्ध करा दी गई थीं;
और जबकि उक्त प्रारूप विनियमों पर जनता से प्राप्त आपत्तियों और सुझावों पर भारतीय खाद्य सुरक्षा और मानक प्राधिकरण द्वारा विचार किया गया है;

7514 GI/20262 THE GAZETTE OF INDIA : EXTR AOR DINAR Y [PART III—SEC.4] अतः अब, भारतीय खाद्य सुरक्षा और मानक प्राधिकरण, उक्त अधिनियम की धारा 92 की उप-धारा (1) और उप- धारा (2) के खंड (फ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और कें द्रीय सरकार के पूर्वानुमोदन से खाद्य सुरक्षा और
1. (1) इन विनियमों का संक्षिप्त नाम खाद्य सुरक्षा और मानक (वेगन फू ड) दूसरा संशोधन विनियम, 2026 है।
(2) ये तारीख 1 अप्रैल, 2027 से प्रवृत होंगे।
2. खाद्य सुरक्षा और मानक (वेगन फू ड) विनियम, 2022 में, –
(a) विनियम 5 के उप-विनियम 3 में, "प्राधिकरण द्वारार् र्नदिष्ट प्रारूप" शब्दों को "इन विनियमों के प्ररूप-I" से प्रतिस्थापित किया जाएगा।
(b) विनियम 5 के बाद निम्नलिखित को अंत: स्थापित किया जाएगा-

| 12. घोषणापत्र अधोहस्ताक्षरी प्राधिकृ त अधिकारी प्रमाणित करता है कि ऊपर र्वर्णत उत्पाद निम्नलिखित आवश्यकताओं को पूरा करते ह ैं: क. खाद्य उत्पाद (उत्पादों) में सुरक्षा मूल्यांकन सहित किसी भी उद्देश्य के लिए कोई पशु परीक्षण शामिल नहीं है जब तक कि किसी नियामक प्राधिकरण द्वारा प्रदान नहीं किया गया हो। ख. नॉन-वेगन उत्पादों की अनेपक्षित उपस्थिति को रोकने के लिए उत्पादन, प्रसंस्करण और वितरण के चरणों को अच्छी विनिर्माण प्रथाओँ के अनुरूप उचित सावधानियों के साथ डिजाइन किया गया है। ग. वेगन और नॉन वेगन कच्चे माल को अलग – अलग संग्रहित किया जाता है। उपरोक्त कं पनी की उत्पादन सीमा नॉन वेगन उत्पादों या सामग्रियों से अलग है। घ. यह सुनिश्चित किया जाना चाहिए कि शाकाहारी उत्पादों का उत्पादन शुरू होने से पहले सभी संबंधित मशीनरी, उपकरण, बर्तन और सतहों के लिए अच्छी विनिर्माण प्रथाओं के अनुरूप पूरी तरह से सफाई या तुलनीय उपाय किए गए हैं। ङ. उत्पादों और उनके स्त्रोत का पता लगाने की क्षमता स्थापित की गई है। | |

NOTIFICATION
New Delhi, the 28th September, 2026
F. No. ExpertcommitteeonVegan-1stmeeting.— Whereas the draft of the Food Safety and Standards (Vegan Foods) Amendment Regulations, 2025 were published, as required under sub -section (1) of section 92 of the Food Safety and Standards Act, 2006 (34 of 2006) (herein after referred to as the said Act) vide notification of the Food Safety and Standards Authority of India number F.No. ExpertcommitteeonVegan-1stmeeting, dated the 28th February, 2025 in the Gazette of India, Extraordinary, Part III, section 4, inviting objections or suggestions from the persons likely to be affected thereby, before the expiry of the period of sixty days from the date on which the copies of the Official Gazette containing the said notification were made available to the public;
And whereas, the copies of the said Official Gazette were made available to the public on the 4 th March, 2025;
And whereas, the objections and suggestions received from the public in respect of the said draft regulations have been considered by the Food safety and Standards Authority of India;
Now, therefore, in exercise of the powers conferred by sub -section (1) and clause (v) of sub-section (2) of section 92 of the said Act, the Food Safety and Standards Authority of India, with the previous approval of the Central Government, hereby makes the following regulations further to amend the Food Safety and Standards (Vegan Foods) Regulations, 2022, namely:
1. (1) These regulations may be called the Food Safety and Standards (Vegan Foods) Second
Amendment Regulations, 2026.
(2) They shall come into force on 1 st April, 2027.
2. In the Food Safety and Standards (Vegan Foods) Regulations, 2022, –
(a) in regulation 5, in sub-regulation (3), for the words "the format as specified by the authority is accepted", the 5 [भाग III—खण् ड 4] भारत का राजपत्र : असाधारण
words and figures "Form-I of these regulations" shall be substituted.
(b) after regulation 5, the following shall be inserted, namely: -

(c) Vegan and non-vegan raw materials are stored separately. The production line of the above company is separate from non-vegan products or ingredients. (d) If not separate thorough cleaning or comparable measures in conformity with good manufacturing practices have been carried out before production of vegan products commences and also for all associated machinery, equipment, utensils, and surfaces. (e) Backward traceability of ingredients and their source is established. | |

No. Std/TF-Vegan Foods/Notif./FSSAI, dated the 10 th June 2022 and was last amended vide notification number F. No. SS-T0T1(NOTI)/1/2025-Standard-FSSAI, dated the 21st May 2026.
