नई दिल्ली, 9 अक्तूबर, 2026
का.आ. 5561(अ).— भारतीय मानक ब्यूरो अधिनियम, 2016 (2016 का 11) की धारा 16 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और हैंड टूल्स (गुणवत्ता नियंत्रण) आदेश, 2025 का अधिक्रमण करते हुए, ऐसे अधिक्रमण से पहले की गई या करने से छोड़ी गई बातों को छोड़कर, के न्र सरकार, जिसका भारतीय मानक ब्यूरो से परामर्श करने के बाद यह मत है कि यह जन हित में आवश्यक अथवा हितकर है, अत: एतद्द्वारा निम्नलिखित आदेश करती है, नामत:-
1. संक्षिप्त शीर्षक और प्रारंभ.- (1) इस आदेश को हैंड टूल्स (गुणवत्ता नियंत्रण) आदेश, 2026 कहा जाएगा।
(2) यह आधिकारिक राजपत्र में इसके प्रकाशन की तारीख से लागू होंगे।
2. मानक चिह्न का अनिवार्य प्रयोग- तालिका के कॉलम (2) में विर्निर्दष्ट वस्तुएं या सामान तालिका के कॉलम (3) में विर्निर्दष्ट तदनुरूप प्रविष्टि के अनुरूप होंगे तथा उन पर भारतीय मानक ब्यूरो (अनुरूपता मूल्यांकन) विनियम, 2018 की अनुसूची-II की स्कीम-I के अनुसार ब्यूरो के लाइसेंस के तहत मानक चिह्न लगा होगा।

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] बशते कि सूक्ष्म, लघु और मध्यम उद्यम विकास अधिनियम, 2006 (2006 का 27) के तहत यथा परिभाषित लघु उद्यम और सूक्ष्म उद्यम क्रमशः तालिका के कॉलम (6) और (7) में विर्निर्दष्ट संगत प्रविष्टि में विर्निर्दष्ट तारीख से ऐसे भारतीय मानकों का अनुपालन करेंगे:
बशते कि इस आदेश में से कु छ भी निर्यात के लिए घरेलू स्तर पर विनिर्र्मत वस्तु या सामान पर लागू नहीं होगी:
बशते यह भी कि इस आदेश में से कु छ भी हैंड टूल्स के विनिर्माताओं द्वारा अनुसंधान और विकास के उद्देश्य से प्रति वर्ष आयातित दो सौ वस्तुओं या सामानों के लिए लागू नहीं होगा और ऐसी आयातित वस्तुएं और सामान वाणिज्यिक रूप से बेचे नहीं जाएंगे और उन्हें स्क्रै प के रूप में निपटाया जाएगा और विनिर्माता ऐसी वस्तुओं या सामानों का वर्ष-वार रिकॉर्ड रखेंगे तथा सरकारी प्राधिकरण द्वारा मांगे जाने पर इसे प्रस्तुत करेंगे।

टिप्पणी: इस तालिका के प्रयोजनों के लिए, ब्यूरो द्वारा समय-समय पर यथा अधिसूचित संशोधनों सहित भारतीय मानकों
का नवीनतम संस्करण लागू होगा।
3. प्रमाणन और प्रवर्तन प्राधिकरण – ब्यूरो, तालिका के कॉलम (2) में विर्निर्दष्ट वस्तुओं या सामानों के लिए प्रमाणन
और प्रवर्तन प्राधिकरण होगा।
4. उल्लंघन के लिए पेनल्टी– इस आदेश के प्रावधानों का उल्लंघन करने वाले व्यक्ति को भारतीय मानक ब्यूरो
अधिनियम, 2016 के प्रावधानों के तहत दंडित किया जाएगा।

ORDER
New Delhi, the 9th October, 2026
S.O. 5561(E).— In exercise of the powers conferred by section 16 of the Bureau of Indian Standards Act, 2016 (11 of 2016) and in supersession of the Hand Tools (Quality Control) Order, 2025, except as respects things done or omitted to be done before such supersession, the Central Government, after consulting the Bureau of Indian Standards, is of the opinion that it is necessary or expedient so to do in the public interest, hereby makes the following Order, namely:-
1. Short title and commencement. – (1) This Order may be called the Hand Tools (Quality Control) Order, 2026.
(2) It shall come into force from the date of its publication in the Official Gazette.
2. Compulsory use of Standard Mark.- Goods or articles specified in column (2) of the Table shall conform to the corresponding entry mentioned in column (3) of the Table and shall bear the Standard Mark under a licence from the Bureau as per Scheme-1 of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018:
Provided that the small enterprises and micro enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006) shall conform to such Indian Standards from the date specified in the corresponding entry under columns (6) and (7) of the Table respectively:
Provided further that nothing in this Order shall apply to goods or articles manufactured domestically for export:
Provided also that nothing in this order shall apply for two hundred numbers of goods or articles imported for the purpose of research and development by manufacturers of hand tools per year and those imported goods and articles shall not be sold commercially and shall be disposed of as scrap and the manufacturers shall maintain a year-wise record of such goods or articles and furnish the same, if so, desired by Government authority.

Note.— For the purposes of this Table, the latest version of Indian Standards including the amendments thereof, as notified by the Bureau from time to time shall apply.
3. Certification and enforcement authority.- The Bureau shall be the certifying and enforcing authority for the goods or articles specified in column (2) of the Table.
4. Penalty for contravention.- Any person who contravenes the provisions of this Order shall be punishable under the provisions of the Bureau of Indian Standards Act, 2016.
