का.आ. 5555(अ).— जबकि, के न्रीय सरकार ने राष्ट्रीय राजमार्ग अधिनियम, 1956 (1956 का 48) की धारा 5 के अधीन जारी की गई भारत सरकार के सड़क परिवहन और राजमार्ग मंत्रालय की अधिसूचना सं. का. आ. 3689(अ), दिनांकित 09.12.2016 के द्वारा उत्तर प्रदेश राज्य में नए राष्ट्रीय राजमार्ग सं. 731ए के खंड को उत्तर प्रदेश राज्य सरकार को सुपुर्द कर दिया है;

अत: अब, राष्ट्रीय राजमार्ग फीस (दरों का निर्धारण और संग्रहण) नियमावली, 2008 (जो इसके आगे 'नियम' के रूप में उल्लिखित है) के नियम 3 के साथ पठित राष्ट्रीय राजमार्ग अधिनियम, 1956 (1956 का 48) की धारा 7 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, के न्रीय सरकार, एतदद्वारा उत्तर प्रदेश राज्य में राष्ट्रीय राजमार्ग सं.-731ए के मंझनपुर से राजापुर खंड के डिज़ाइन किलोमीटर 74.700 से किलोमीटर 112.950 तक चार या अधिक लेन वाले खंड के उपयोग हेतु 27.80 किमी [तालिका-2] की निवल सड़क खंड लंबाई के लिए तथा 9.60 किमी (0.960 किमी की लंबाई वाले, [तालिका-4] के समतुल्य संरचना लंबाई (60 मीटर से अधिक की लंबाई वाले) के लिए तालिका 1 के कॉलम (2) में विर्निर्दष्ट आधार दर पर तथा दस करोड़ रुपये या उससे अधिक की लागत वाले 9.49 किलोमीटर [तालिका-3] लंबे बाईपासों के लिए तालिका 1 के कॉलम (2) में विर्निर्दष्ट आधार दर के डेढ़ गुना दर पर तालिका 1 के कॉलम (2) में विर्निर्दष्ट वाहनों के प्रकार पर फीस उदगृहीत करती है तथा भारतीय राष्ट्रीय राजमार्ग प्राधिकरण को उसके अधिकारियों अथवा किसी ठेके दार के माध्यम से उक्त फीस के संग्रहण के लिए प्राधिकृ त करती है, अर्थात्:-

1. इसके अंतर्गत उदगृहीत और संगृहीत फीस ऐसे पथकर प्लाजा के अंतर्गत विर्निर्दष्ट निवल सड़क लंबाई

2. उपयु र्क्त के अतिरिक्त, निम्नलिखित टोल प्लाजा पर 10 करोड़ रुपये या उससे अधिक की लागत वाले बाईपास के उपयोग के लिए ऐसे शुल्क प्लाजाओं के लिए विर्निर्दष्ट निवल बाईपास लंबाई के लिए निम्नलिखित फीस भी देय और संदेय होगी:-

3. उपयु र्क्त के अतिरिक्त, निम्नलिखित शुल्क प्लाजा पर 60 मीटर से अधिक लंबाई वाली निम्नलिखित अवसंरचनाओं के उपयोग के लिए 10 के समतुल्य गुणक द्वारा ऐसी अवसंरचनाओं की लंबाई को गुणा करके राजमार्ग की समतुल्य लंबाई में अवसंरचनाओं की लंबाई को परिर्वर्तत करके निम्नलिखित शुल्क भी देय और संदेय होगी:-

4. गैर-वाणिज्यिक प्रयोजनों के लिए पंजीकृ त यांत्रिक वाहन के स्वामी और शुल्क प्लाजा से बीस किमी की दूरी के भीतर निवास करने वाले व्यक्ति के लिए मासिक पास की दर वर्ष 2026-27 के लिए 360.00 रु. (तीन सौ साठ रुपए मात्र) है और उक्त नियमों के प्रावधानों के अनुसार प्रतिवर्ष संशोधन के अध्यधीन है।

6. शुल्क प्लाजा स्थित होने वाले जिले में पंजीकृ त वाणिज्यिक वाहनों (राष्ट्रीय परमिट के अधीन चलाए जा रहे वाहनों को छोड़कर) के लिए शुल्क उस श्रेणी के वाहन हेतु निर्धारित दर की 50% होगी, बशते कि ऐसे वाणिज्यिक वाहनों के प्रयोग के लिए कोई र्सर्वस रोड या वैकल्पिक सड़क उपलब्ध न हों।

7. संबंधित श्रेणी के वाहनों के लिए विर्निर्दष्ट अनुज्ञेय भार से अधिक भार लदे यांत्रिक वाहन का चालक या स्वामी या प्रभारी व्यक्ति, राष्ट्रीय राजमार्ग पर अतिभार लदे वाहन के प्रवेश के लिए टोल संग्रहण एजेंसी को ऐसी श्रेणी के वाहनों के प्रवेश लिए, उक्त नियमों के नियम 10 में र्विर्नदिष्ट शुल्क के समतुल्य शुल्क का भुगतान करने के लिए उत्तरदायी होगा।

8. सभी परिभाषाएं, यांत्रिक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छू ट प्राप्त वाहनों की श्रेणी, र्सर्वस रोड, वैकल्पिक सड़क इत्यादि पूवोक्त नियमों में विर्निर्दष्ट परिभाषाओं के अनुरूप होंगी।

9. शुल्क की दरें उक्त नियमों के नियम 12 के अनुसरण में प्रयोक्ताओं के सूचनार्थ प्रर्दर्शत करनी होंगी।

10. यांत्रिक वाहनों से शुल्क की वास्तविक राशि उपयु र्क्त तालिका-1 में यथा-उल्लिखित आधार वर्ष 2007-08 के लिए प्रति किमी शुल्क की आधार दर के आधार पर प्रभारित होगी और छू टों की गणना भारतीय राष्ट्रीय राजमार्ग प्राधिकरण द्वारा खंड की पूरी हो गई लंबाई के आधार पर की जाएगी और उसे उक्त नियमों के नियम 5 के अनुसार प्रति वर्ष संशोधित किया जाएगा तथा तदनुसार उसे अंग्रेजी और क्षेत्रीय भाषा के कम से कम एक-एक समाचार पत्र में प्रकाशित किया जाएगा।

11. इस परियोजना की प्राक्कलित पू ंजीगत लागत 1190.86 करोड़ रु. है। पू ंजीगत लागत में परिवर्तन हो

सकता है क्योंकि भूमि अधिग्रहण, जनोपयोगी सुविधाओं का स्थानांतरण, पेड़ों की कटाई, आदि कार्यकलापों को पूरा किया

जाना है। भारतीय राष्ट्रीय राजमार्ग प्राधिकरण द्वारा प्राप्त प्रयोक्ता शुल्क के माध्यम से वसूल की गई पू ंजीगत लागत का

रिकार्ड रखा जाएगा।

NOTIFICATION

New Delhi, the 7th October, 2026

S.O. 5555(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O.3689 (E) dated the 09.12.2016 issued under section 5 of the National Highways Act, 1956 (48 of 1956), the Central Government has entrusted the stretch of the new National Highways No. 731A in the State of Uttar Pradesh to the State Government of Uttar Pradesh.

Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the "rules"), the Central Government hereby levies the fee at the rate specified in column (2) of the Table 1 for net road section length of 27.80 km [Table-2] and for equivalent structure length (having length more than 60m) of 9.60 km (having length of 0.960 km [Table-4]) and at one and one- half times the base rate for bypasses having length of 9.49 km [Table-3] costing rupees ten crore or more on the type of vehicles specified in column (1) of the Table 1 below for four or more lane of Manjhanpur to Rajapur section from design kilometer 74.700 to kilometer 112.950 of National Highway number 731A in the State of Uttar Pradesh and authorizes the National Highways Authority of India to collect, either through its officials or through a contractor, the said fee, namely:-

1. The fee to be levied and collected hereunder shall be due and payable at the Toll Plaza for net road length specified for such Fee Plaza(s), namely: -

2. In addition to the above, the following fee shall also be due and payable for use of the bypass costing Rs. 10 crore or more at the following Fee Plaza for net bypass length specified for such Fee Plaza(s):-

In addition to the above, the following fee shall also be due and payable for use of the following structures having length more than 60m at the following Fee Plaza, by converting the length of structure into an equivalent length of highway by multiplying the length of such structures by an equalization factor of 10:

The rate of monthly pass for a person who owns a mechanical vehicle registered for non- commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 360 (Rupees Three Hundred and Sixty only) for the year 2026-27 and is subject to revision every year as per the provisions of the said rules.

5. For multiple journeys on the highway section, passes shall be issued at the following rates,

6. Fee for commercial vehicles (excluding vehicles plying under National permits) registered in the district where the fee plaza falls shall be 50% of the specified rates for that category of vehicle provided no service road or alternate road is available for use of such commercial vehicles.

7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highways to toll collecting agency, equal to the fees specified in rule 10 of the said rules.

8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc., shall be as per definitions specified in the said rules.

9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules.

10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1, the actual amount of fee to be charged from the mechanical vehicles and the discount will be calculated by the National Highways Authority of India on the basis of the completed portion of the length of the project highway and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language.

11. The estimate capital cost of the project is Rs. 1190.86 crore. [The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting etc. is yet to be completed. The National Highways Authority of India shall maintain a record of the recovery of capital cost through user fee realised.
