का.आ. 5556(अ).— जबकि, के न्रीय सरकार ने राष्ट्रीय राजमार्ग अधिनियम, 1956 (1956 का 48) की धारा 5 के अधीन जारी की गई भारत सरकार के सड़क परिवहन और राजमार्ग मंत्रालय की अधिसूचना सं. का. आ. 3033 (अ), दिनांक 22.06.2018 के द्वारा उत्तर प्रदेश राज्य में स्थित नए राष्ट्रीय राजमार्ग संख्या -135ए के खंड को उत्तर प्रदेश राज्य सरकार के सुपुर्द कर दिया है।

अत: अब, राष्ट्रीय राजमार्ग शुल्क (दरों का निर्धारण और संग्रहण) नियमावली, 2008 (जो इसमें आगे 'नियम' के रूप में उल्लिखित है) के नियम 3 के साथ पठित राष्ट्रीय राजमार्ग अधिनियम, 1956 (1956 का 48) की धारा 7 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए के न्रीय सरकार, एतदद्वारा उत्तर प्रदेश राज्य में राष्ट्रीय राजमार्ग संख्या 135ए के मिर्ज़ापुर- भदोही-जौनपुर खंड के डिज़ाइन किलोमीटर 15.00 से किलोमीटर 81.926 तक और राष्ट्रीय राजमार्ग 135ए (जिसे बाईपास किया जाना है) के किमी 2.000 से किमी 5.200 तक के मौजूदा खंड के 2.20 किमी निवल सड़क खंड लंबाई के पेव्ड शोल्डर सहित दो लेन के खंड के उपयोग हेतु [तालिका 2] तालिका 1 के कॉलम (2) में र्निर्दष्ट दर के 60% पर तथा 59.495 किमी [तालिका 2] तथा 7.32 किमी (0.732 किमी लंबाई वाली [तालिका 4]) की समतुल्य संरचना लंबाई के चार या अधिक लेन वाले खंड के लिए आधार दर के 100% पर और दस करोड़ रुपये या उससे अधिक की लागत वाली 7.199 किमी लंबाई के बाईपास [तालिका 3] के लिए आधार दर के डेढ़ गुना पर, नीचे दी गई तालिका 1 के कॉलम (1) में विर्निर्दष्ट प्रकार के वाहनों पर शुल्क उदगृहीत करती है तथा भारतीय राष्ट्रीय राजमार्ग प्राधिकरण को उसके अधिकारियों अथवा किसी ठेके दार के माध्यम से उक्त शुल्क के संग्रहण के लिए प्राधिकृ त करती है, अर्थात्:-

1. इसके अंतर्गत उदगृहीत और संगृहीत की जाने वाली शुल्क ऐसे शुल्क प्लाजाओं के लिए विर्निर्दष्ट निवल

2. इसके अतिरिक्त, 10 करोड़ रुपये या उससे अधिक की लागत वाले बाईपास के उपयोग के लिए, निम्नलिखित शुल्क प्लाजा पर ऐसे शुल्क प्लाजाओं के लिए विर्निर्दष्ट निवल बाईपास लंबाई के लिए निम्नलिखित शुल्क देय और संदेय

3. उपयु र्क्त के अतिरिक्त, निम्नलिखित शुल्क प्लाजा पर 60 मीटर से अधिक लंबाई वाली निम्नलिखित अवसंरचनाओं के उपयोग के लिए 10 के समतुल्य गुणक द्वारा ऐसी अवसंरचनाओं की लंबाई को गुणा करके राजमार्ग की समतुल्य लंबाई में अवसंरचनाओं की लंबाई को परिर्वर्तत करके निम्नलिखित शुल्क भी देय और संदेय होगी:-

4. गैर-वाणिज्यिक प्रयोजनों के लिए पंजीकृ त यांत्रिक वाहन के स्वामी और शुल्क प्लाजा से बीस किमी की दूरी के भीतर निवास करने वाले व्यक्ति के लिए मासिक पास की दर वर्ष 2026-27 के लिए 360.00 रु. (तीन सौ साठ रुपए मात्र) है और उक्त नियमों के प्रावधानों के अनुसार प्रतिवर्ष संशोधन के अध्यधीन है।

6. शुल्क प्लाजा स्थित होने वाले जिले में पंजीकृ त वाणिज्यिक वाहनों (राष्ट्रीय परमिट के अधीन चलाए जा रहे वाहनों को छोड़कर) के लिए शुल्क उस श्रेणी के वाहन हेतु निर्धारित दर की 50% होगी, बशते कि ऐसे वाणिज्यिक वाहनों के प्रयोग के लिए कोई र्सर्वस रोड या वैकल्पिक सड़क उपलब्ध न हों।

7. संबंधित श्रेणी के वाहनों के लिए विर्निर्दष्ट अनुज्ञेय भार से अधिक भार लदे यांत्रिक वाहन का चालक या स्वामी या प्रभारी व्यक्ति, राष्ट्रीय राजमार्ग पर अतिभार लदे वाहन के प्रवेश के लिए टोल संग्रहण एजेंसी को ऐसी श्रेणी के वाहनों के प्रवेश लिए, उक्त नियमों के नियम 10 में र्विर्नदिष्ट शुल्क के समतुल्य शुल्क का भुगतान करने के लिए उत्तरदायी होगा।

8. सभी परिभाषाएं, यांत्रिक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छू ट प्राप्त वाहनों की श्रेणी, र्सर्वस रोड, वैकल्पिक सड़क इत्यादि पूवोक्त नियमों में विर्निर्दष्ट परिभाषाओं के अनुरूप होंगी।

9. शुल्क की दरें उक्त नियमों के नियम 12 के अनुसरण में प्रयोक्ताओं के सूचनार्थ प्रर्दर्शत करनी होंगी।

10. यांत्रिक वाहनों से शुल्क की वास्तविक राशि उपयु र्क्त तालिका-1 में यथा-उल्लिखित आधार वर्ष 2007-08 के लिए प्रति किमी शुल्क की आधार दर के आधार पर प्रभारित होगी और छू टों की गणना भारतीय राष्ट्रीय राजमार्ग प्राधिकरण द्वारा खंड की पूरी हो गई लंबाई के आधार पर की जाएगी और उसे उक्त नियमों के नियम 5 के अनुसार प्रति वर्ष संशोधित किया जाएगा तथा तदनुसार उसे अंग्रेजी और क्षेत्रीय भाषा के कम से कम एक-एक समाचार पत्र में प्रकाशित किया जाएगा।

11. इस परियोजना की प्राक्कलित पू ंजीगत लागत 780.897 करोड़ रु. है। पू ंजीगत लागत में परिवर्तन हो सकता है क्योंकि भूमि अधिग्रहण, जनोपयोगी सुविधाओं का स्थानांतरण, पेड़ों की कटाई, भावी सुदृढ़ीकरण, क्षमता संवर्धन आदि कार्यकलापों को पूरा किया जाना है। भारतीय राष्ट्रीय राजमार्ग प्राधिकरण द्वारा प्राप्त प्रयोक्ता शुल्क के माध्यम से वसूल की गई पू ंजीगत लागत का रिकार्ड रखा जाएगा।

NOTIFICATION

New Delhi, the 7th October, 2026

S.O. 5556(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 3033(E) dated the 22.06.2018 issued under section 5 of the National Highways Act, 1956 (48 of 1956), the Central Government has entrusted the stretch of the New National Highways No. 135A in the State of Uttar Pradesh to the State Government of Uttar Pradesh.

Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 and amended from time to (hereinafter referred to as the "Rules"), the Central Government hereby levies the fee at 60% of the rate specified in column (2) of the Table 1 for net road section length of 2.20 km [Table 2] for the use of two Lane with Paved shoulder section & at 100% of the base rate for 59.495 km [Table 2] & for equivalent structure length of 7.32 Km (having length of 0.732 Km [Table 4]) for four or more lane section and at one and half times the base rate for bypasses having length of 7.199 Km [Table 3] costing rupees ten crore or more on the type of vehicles specified in column (1) of the Table 1 below, of Mirzapur-Bhadohi-Jaunpur Section from design Kilometer 15.00 to Kilometer 81.926 of National Highway number 135A and existing section from km 2.000 to km 5.200 of NH 135A (to be bypassed) in the State of Uttar Pradesh and authorizes the National Highways Authority of India to collect, either through its officials or through a contractor, the said fee, namely:-

1. The fee to be levied and collected hereunder shall be due and payable at the Toll Plaza for

2. In addition to the above, the following fee shall also be due and payable for use of the bypass costing Rs. 10 crore or more at the following Fee Plaza for net bypass length specified for such Fee Plaza(s), namely: -

The rate of monthly pass for a person who owns a mechanical vehicle registered for non- commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs 360 (Rupees Three Hundred and Sixty only) for the year 2026-27 and is subject to revision every year as per the provisions of the said rules.

5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: -

6. Fee for commercial vehicles (excluding vehicles plying under National permits) registered in the district where the fee plaza falls shall be 50% of the specified rates for that category of vehicle provided no service road or alternate road is available for use of such commercial vehicles.

7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highways to toll collecting agency, equal to the fees specified in rule 10.

8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc., shall be as per definitions specified in the said rules.

9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules.

10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1, the actual amount of fee to be charged from the mechanical vehicles and the discount will be calculated by the National Highways Authority of India on the basis of the completed portion of the length of the project highway and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language.

11. The estimated capital cost of the project is Rs. 780.897 Cr. The Capital Cost is subject to variation as the activities of Land Acquisition, Utility Shifting, Tree Cutting, Future Strengthening, Capacity Augmentation etc. are yet to be completed. The National Highways Authority of India shall maintain a record of the recovery of Capital Cost through user fee realised.
