2. यह नियुक्ति, केन्द्रीय सचिवालय सेवा के ग्रेड-1 की अयम सूचो तैयार होने तक अथवा अगले आदेशो तक इनमें से जो पहले हो , पूर्णतः तदर्थ आधार पर है । श्री एम० पी० जॉन अपनी , तदर्थ आधार पर नियुक्ति के कारण केन्द्रीय सचिवालय सेवा, ग्रेड-1 की प्रवर सूची में अपना नाम शामिल करवाने के लिए कोई दावा नहीं करेंगे । श्री जॉन का नाम केन्द्रीय सचिवालय सेवा , ग्रेड-1 की प्रवर सूची में जब कभी भी शामिल किया जाएगा तो बरिष्ठता का दावा करने के लिए तदर्थं पदोन्नति का उपयोग नहीं किया जाएगा ।
