जी० एम ० आर० सं ० आई ० आर ०डी०/ 184/06-बैंककारी कंपनी ( उपक्रमों का अधिग्रहण और अंतरण ) अधिनियम , 1970 ( 1970 का 5 ) की धारा 12 , की उपधारा 2 के माथ पठित धारा 19 द्वारा प्रदत शक्तियों का प्रयोग करते हुए इण्डियन ओवरसीज बैंक का निदेशक मंडल , भारतीय रिजर्व बैंक के परामर्श से और केन्द्रीय सरकार की पूर्व ग्वीकृति में एतद्वारा निम्नलिखित विनियम बनाता है , अर्थात्:--

1. संक्षिप्त नाम और प्रारंभ
( 1) इन विनियमों को इण्डियन ओवरसीज बैंक अधिकारी कर्मचारी ( अनुशासन एवं अपील ) ( संशोधन ) विनियम 2001 कहा जा सकेगा ।
( 2 ) पे तरकारी राजपत्र में अपने प्रकाशन की तारीख से लागू होंगे ।
2. इण्डियन ओवरसीज बैंक अधिकारी कर्मचारी (अनुशासन एवं अपील ) विनियम 1976 में विनियम 6 में, उप-विनियम (2 ) के लिए, निम्नलिखित उप- विनियम प्रतिस्थापित किया जाएगा, अर्थात्:-- " ( 2 ) जब कभी अनुशासनिक प्राधिकारी की राय हो कि किसी अधिकारी कर्मचारी के खिलाफ के दुराचरण या कदाचार के किसी अभ्यारोपण की सत्यता की जांच करने के लिए आधार है, तो वह स्वयं उसकी सत्यता की जांच कर सकेगा या किसी अन्य व्यक्ति, जो लोक सेवक है या रहा हो (जिने इसमें इसके पश्चात जांच प्राधिकारी कहा गया है ) की उसकी सत्यता की जांच करने के लिए नियूक्त कर सकेगा ।
स्पष्टीकरण:
जब अनुशासनिक प्राधिकारो स्वयं जांच करता है तो उप- विनियम ( 8) से लेकर उप- विनियम ( 2 ) तक में जांच प्राधिकारी के प्रति किसी निर्देश का अर्थ यह लगाया जाएगा कि वह अनुशासनिक प्राधिकारी के प्रति निर्देश है । "

नई दिर्ली -110066 , दिनांक 26 मार्च 2001 सं० पीएनबी/डीएसी/ पी/ 1 / 2001-बैककारी कम्पनी ( उपक्रमों का अर्जन एवं अन्तरण ) अधिनियम , 1970 (1970 का 5) की धारा 19 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए पंजाब नेशनल बैंक का निदेशक मण्डल भारतीय रिजर्व बैंक के परामर्श से तथा केन्द्रीय सरकार के पूर्वानुमोदन से पंजाब नेशनल बैंक अधिकारी कर्मचारी ( चरण) विनियमन 1977 में संशोधन करने के लिए , एतद्वारा , निम्नलिखित विनियमन वनाता है नामत:
1. ( i ) इन विनियमों को पंजाब नेशनल बैंक अधिकारी कर्मचारी ( आचरण ) संशोधन विनियम 2001 कहा जा मकेगा ।
(ii) ने विदिपग राजश्व प्राकनारण में पभावी होंगे ।
[भाग III खण्ड 4 2. पंजाब नेशनल बैंक के अधिकारी कर्मचारी (आचरण) विनियम , 1977 में--
(1) विनितम 3 के उपनियम ( 1) में निम्नलिखित प्रनिस्यापित किया जाए, नामत-
"प्रत्येक अधिकारी कर्मचारी बैंक हितो का सुनिश्चित करने एवं उनकी रक्षा करने के लिए सदैव सभी संभव उपाए करेगा तथा अपना कार्थ पूरी मत्यनिष्टा , ईमानदारी , निष्ठा एवं सत्परता से करेगा तथा ऐसा कोई कार्य नहीं करेगा जो एक विकारी कर्मचारी केलिये जशोभनीय हो ।"
(ii) विनियम 3 के उप नियम ( 3 ) के बाद निम्नलिखित उपबंध जोड़ा जाएगा, नामत
"वशन कि, हाँ ऐसे निदेग होविक रून में दिए जाएं , इन निदेशों की पुष्टि उसके वरिष्ठ अधिकारी द्वारा लिखित रूप में की जाएगी ।"
(iii ) विलियम 6 के उप- विनियम ( 1 ) में विश्मान उपबंध के स्थान पर निव्नलिखित प्रतिस्थापित किया जाएगा, नामत'-
"किन्तु ऐसी मंजूरी के बिना कोई अधिकारी कर्मचारी , सामाजिक या धर्मार्थ , अवैतनिक कार्य या साहित्य, कला, वैज्ञानिक कार्य या साहित्य , कला , वैज्ञानिक, व्यावसायिक , सांस्कृतिक, शैक्षणिक, धार्मिक या सामाजिक प्रकार के प्रासंगिक कार्य कर सकता है, बश्थतें कि उससे उसकी कार्यालय ड्यूटियों पर प्रतिकूल प्रभाव न पड़े । लेकिन यदि सक्षम प्राधिकारी द्वारा इसके लिए कारण बताते हुए ऐसा न किया जाने का अनुदेश दिया जाता है तो वह ऐसा कार्य नहीं करेगा या जारी नहीं रखेगा ।"
(iv) विनियम 6 के उप विनियम ( 4 ) में निम्नलिखित प्रतिस्थापित किया जाएगा, नामत:--
" ( 4 ) सक्षम प्राधिकारी की मंजूरी के बिना कोई अधिकारी कर्मचारी किसी सार्वजनिक निकाय या किसी प्राइवेट व्यक्ति के लिए अपने द्वारा किए गए किसी कार्य के लिए शुल्क, पारिश्रमिक, नानदेय ऐसे किसी रूप में नकद अथवा इस प्रकार का कोई भुगतान स्वीकार नहीं करेगा । "

के रूप में निश्चित की है जिसमे उक्त विनियम - 95-क तथा केरल कर्मचारी राज्य बीमा नियम 1957 में निर्दिष्ट चिकित्सा हितलाभ केरल राज्य में निम्नलिदिन क्षेवों में बीमांकित व्यक्तियों के परिवारों पर लागू किए जाएंगे , अर्थान:-
"जिला पालकाड के चिट्टा तालुक में राजस्व ग्राम नल्लेपिल्सि के अधीन आने वाले क्षेत्र" ।

एम ० रामाराव क्षेषीय निर्देगक of Section 12 of the Banking Compnies (Acquisition and Transfer of undertakings) Act , 1970 (5 of 1970) the Board of Directors of Indian Overseas Bank in consultation with the Reserve Bank of India and with the previous sanction of the Central Government , hereby makes the following Regulations , namely : - 1. SHORT TITLE AND COMMENCEMENT :
( 1 ) These regulations may be called the Indian Overses Bank Officer Employecs (Discipline and Appeal) (Amendment) Regulations . 2001 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Indian Overseas Bank Officer Employees' (Discipline and Appeal ) Regulations , 1976, in regulation 6. for sub -regulation (2 ) , the following " b- regulation shall be substituted , namely :---
"(2) Whenever the Disciplinary Authority i of the opinion that there are grounds for inquiring into the truth of any imputation of misconduct or misbehaviour against an officer employee , it may itself enquire into , or appoint any other 2770

person who is , or has been , a public servant (hereinafter referred to as the Inquiring authority ) to inquire into the truth thereof.
EXPLANATION
When the Disciplinary Authority itself holds the inquiry any reference in sub - regulation (8) to sub- regulation ( 21 ) to the Inquiring authority shall be construed as reference to Disciplinary Authority .

New Delhi , the 26th March 2001 No. PNB/ DAC/P/ 12001 : -In exercise of the powers conferred by section 19, of the Banking Companies (Acquisition and Transfer of Undertak- ings ) Act , 1970 (5 of 1970) the Board of Directors of Punjab National Bank in consultation with the Reserve Bank of India and with the previous sanc- tion of the Central Government , hereby makes the following Regulations to amend the Punjab National Bank Officer Employees' ( Conduct) Regulations , 1977 namely :مس
1. ( i ) These Regulations may be called the Punjab National Bank Officer Employees' (Conduct) Amend- ment Regulations . 2001 .
(ii ) They shall come into force on the date of their publication in the " Official Gazette " .
2. In the Punjab National Bank Officer Emplo- yees' (Conduct ) Regulations , 1977-
(i) in regulation 3 , for sub - regulation ( 1 ) , the following shall be substituted , namely :
"(1 ) Every officer employce shall, at all times take all possible steps to ensure and protect the interests of the bank and dis- charge his duties with utmost integrity, honesty, devotion and diligence and to noth- ing which is unbecoming of an officer em- ployee" .
(ii) In regulation 3 , after sub -regulation (3) , the following proviso shall be inserted , namely : - "Provided wherever such directions are oral in nature the same shall be confirmed in writing by his superior official" .
(iii) In regulation 6, in sub-regulation (1 ) , for the existing proviso , the following shallbe subs- tituted, namely :---
"Provided that an officer employee may, without such sanction undertake honorary
[PART III- SEC . 4 work of a social or charitable nature or occasional work of a literary , artistic , scienti- fic, professional , cultural . educational , religi- ous or social character , subject to the condi- tion that his official duties do not thereby suffer but he shall not undertake or shall discontinue such work if so directed by the competent authority after recording reasons for the same" .
(iv) in regulation 6, for sub - regulation (4) , the following shall be substituted , namely :-
" (4) No officer employee shall accept any payment in the form of fee , remuneration . honorarium and the like in cash or kind for any work done by him for any public body or any private person without the sanction of the competent authority" .
