Election petition under the Representation of People Act,
1951 and under Section 100 of the said Act
of1951 Sub . Clauses ( c) and ( d) (iv) praying that:
O.N.1 . In pursuance of Section 106 of the Repre- sentation of the People Act, 1951 (43 of 1951 ), the Election Commission of India hereby publishes the judgement, dated 11thNovember, 2002 of the High Court of Punjab and Haryana at Chandigarh in Election Petition No. 5 of 1999.
(a) Election of Respondent No. 1 be declared 3890 GI/2002

bad and illegal and void ab - initio ;
(b) voting right of Respondent No. 1 be stayed/ suspended till the final hearing of the petition;
(c) letter ofthe Election Commission. 76-H.N.LA/ 96( 1 ) Annexure P- 1 and letter dated 19-8-99 of ReturningOfficer Annexure P - 2 be quashed ;
(d) operation of the Annexure P - 1 disqualifying the petitioner from contesting Election of Assembly/ Lok Sabha be stayed;
(e) may pass any order direction which may be deemed fit under the circumstances of the petition.
(f) costs of the petition be awarded to the peti- tioner against respondent No. 1 .
CIVIL MISC . No. 17/E of 2001
Application under Order 14 Rule 2 read with Section 151 CPC praying that the issues No. 1 , 2 and 3 mentioned in the petition may be treated and decided as preliminary Issues before the parties are required to lead their evidence .
CIVILMISC. No. 24- E of 2001
Application under Section 151 CPC praying that theAddi- tional Advocate General may be restrained from appearing in the matter or may pass any order as may be deemed fit under the circumstances of this matter.
