टिप्पण: जहाजरानी तथा परिवहन मंत्रालयों तथा वाणिज्य विभाग तथा राज्य व्यापार निगम के प्रतिनिधियों को आवश्यकता पड़ने पर बोर्ड की बैठक में भाग लेने के लिए आमन्त्रित किया जा सकता है ।
संसद के वे सभी सदस्य जो क्षेत्रोष नमक सलाहकार वोड के. सदस्य हैं, बोर्ड को बैठकों में भाग ले सकते हैं ।
2. केंद्रीय सलाहकार वोर्ड के कार्यकलापों में नमक उपकर अधिनियम, 1953 की धारा 3 के तहत उद्गृहीत नमक उपकर की आय के प्रशासन पर भारत सरकार को सलाह देना और नमक उद्योग के विकास के लिए सामान्यतया प्रेरणादायक उपायों को विकारिरों करना शानिज हैं, जैसे कि:
(i ) अनुसंधान केंद्रों, नाडल फार्मों और नमक कारखानों की स्थापना एवं रखरखाव,
( ) वह को बेगियों का निर्माण और इसकी गुमत्रता में सुधार करना,
(iii) निर्यात में वृद्धि,
( iv ) नमक विनिर्माताओं के बीच सहकारी प्रथा स बढ़ाना तथा प्रोत्साहित करना,
मामला, (V ) नमक उद्योग के विकास से संबंधित कोई अन्य (vi ) नमक उद्योग में नियोजित श्रमिकों के कल्याण को बढ़ावा देना !
3. (क) बोर्ड का कार्यकाल इस संकल्प के जारी होने की तारीख से 3 वर्ष की अवधि के लिए होगा ।
(ख ) यदि किसी गैर- सरकारी सदस्य का पद खाली होता है तो केंद्र सरकार वोर्ड के कार्यकाल की शेष अवधि के लिए उस रिक्तिकोभरने के लिए किसी नये व्यक्तिको नामित करेगी । 4. ( क ) यदि कोई नामित व्यक्ति बैठक में भाग लेने की स्थिति में नहीं होता है तो वह इसको लिखित सूचना बोर्ड के अध्यक्ष को देगा ।
(ख) बोर्ड की बैठक के लिए कोरम संख्या तीन होगी । ( ग ) बोर्ड की बैठक में अथवा बोर्ड द्वारा विधिवत गठित किसी उपसमिति की बैठक सें भाग लेने वाला हर एक गैर -सरकारी सदस्य नियमाधीन अथवा केंद्र सरकार द्वारा समय -समय पर भारत का राजपत्र , जनवरी 18 , 2003 (पौष 28, 1924)

यथा अनुमोदित यात्रा भत्ता और दैनिक भत्ता पाने का पान होगा ।
(घ) नमक आयुक्त, जयपुर गैर- सरकारी सदस्यों के यात्रा तथा दैनिक भत्तों के बिलों पर प्रतिहस्ताक्षर करने के लिए नियंत्रण अधिकारी होगा ।
( ङ) कोई भी गैर- सरकारी सदस्य बोर्ड के अध्यक्ष को पत्तन भेजकर अपने पद से त्यागपत्र दे सकता है ।
(च ) यदि कोई गैर -सरकारी सदस्य भारत से बाहर जाता है तो वह बोर्ड के अध्यक्ष को भारत से जाने से पहले अपने प्रस्थान करने की तारीख तथा भारत वापस आने की संभावित तारीख को सूचना और यदि वह छः महीने से अधिक अवधि के लिए भारत से बाहर रहना चाहता है तो वह अपना त्यागपत्त्र प्रस्तुत करेगा । यदि कोई ऐसा सदस्य उपर्युक्त अनुदेश का पालन किये बिना ही भारत से बाहर चला जाता है तो यह समझा जाएगा कि उसने भारत से बाहर जाने की तारीख से अपना त्यागपत्र दे दिया है ।
(छ) बोर्ड का अध्यक्ष किसी सदस्य को निम्नलिखित अवस्थाओं में उसे उसके पद से हटा सकता है:-- (i ) यदि वह दिवालिया हो गया हो, अथवा
( ii ) यदि उसे किसी अपराध के लिए दण्डित किया गया हो जिससे वह केंद्र सरकार की राय में नैतिक रूप से भ्रष्ट हो, अथवा
(iii ) यदि वह बोर्ड के अध्यक्ष से छुट्ट्टो लिए बिना ही बोर्ड की लगातार तीन बैठकों में अनुपस्थित रहता है, अथवा (iv ) यदि केंद्र सरकार की राय में उसे बोर्ड का सदस्य बने रहने के लिए उचित नहीं समझा जाता है ।
(ज ) बोर्ड के अध्यक्ष की अनुमति से बोर्ड का सचिव क्षेत्रीय नमक सलाहकार बोर्ड के किसी एक अथवा अधिक गैर- सरकारी सदस्यों को वोर्ड की किसी बैठक में भाग लेने हेतु आमंत्रित कर सकता है और ऐसे सदस्य अथवा व्यक्ति ऊपर खंड ( ग ) में निदिष्ट यात्ना भत्ता आदि पाने के हकदार होंगे ।
(झ) बोर्ड की बैठक अध्यक्षद्वारा निर्धारित स्थान समय पर की जाएगी ।
(अ) भारत में मौजूद 'प्रत्येक सदस्य को प्रत्येक साधारण बैठक के लिए निर्धारित समय व स्थान की सूचना उस बैठक के आयोजन से कम से कम 15 दिन पहले देनी होगी और प्रत्येक सदस्य को उस बैठक में निपटायी जाने वाली कार्यसूची भेजनी होगी ।
( ८) बशर्ते, यदि अध्यक्ष द्वारा को आपातकालीन बैठक आयोजित की जाती है तो ऐसी स्थिति में नोटिस भेजना आवश्यक नहीं होगा ।
(ठ) किसी भी ऐसे मद पर जो सूची में शामिल नहीं है, बोर्ड के अध्यक्ष को पूर्व अनुमति के बिना उस पर बैठक में विचार नहीं किया जायेगा ।
69 (ड) बोर्ड की जिस बैठक में अध्यक्ष उपस्थित होंगे उसकी अध्यक्षता वह स्वयं करेंगे । किंतु, यदि अध्यक्ष किसी बैठक में उपस्थित नहीं होते हैं तो सभोसइस किलो एक सदस्य को अध्यक्ष के रूप से चुनेंगे और इस प्रकार से चुना गया वह सदस्य उस बैठक में अध्यक्ष को प्रदत सभी शक्तियों का प्रयोग करेगा ।
(ढ) बोर्ड की बैठक में प्रत्येक प्रश्न पर उपस्थित सदस्योंके बहुमत तथा उस प्रश्न पर मतदान द्वारा निर्णय लिया जायेगा । मतदान के बराबर- बराबर रहने के मानने में अध्यक्ष एक अति- रिक्त मत देगा
(ण ) बोर्ड की प्रत्येक बैठक की कार्यवाहियाँ भारत में मौजूद सभी सदस्यों को परिचालित की जायेंगी तथा तत्पश्चात उसे कार्य वृत पुस्तकमें दर्ज किया जायेगा, जिसेस्थाई रिकार्ड के लिये रखा जायेगा । प्रत्येक बैठक कार्यवाहियों के रिकार्ड पर बोर्ड के अध्यक्ष के हस्ताक्षर होंगे ।
(त ) किसी क्षेत्र में व्यय के प्रस्तावों को उपकर की उगाही से पूरा किये जानेपर सर्वश्थन क्षेत्रोत्र बोर्ड सिद्धांत संहिता के अंतर्गत सरकार द्वारा निर्धारित वित्तीय सीमाओं के अंतर्गत विचार करेगा । इस प्रयोजनार्थ, प्रस्तावों तथा इसके अनुमानित लागत के ब्यौरों के प्राथमिक आकलन सहित अन्य आवश्यक आंकड़े क्षेत्रीय अधि कारियों द्वारा तैयार किये जायेंगे । यदि परियोजना की लागत वित्तीय सीमाओं से अधिक हो जाती है तो क्षेत्रीय बोर्ड को सिफारिशों सहित प्रस्तावों पर केन्द्रीय सलाहकार बोर्ड द्वारा विचार किया जायेगा ।
( थ ) केन्द्रीय सलाहकार बोर्ड की सिफारिशों को स्वीकारोक्ति के लिये केन्द्रीय सरकार को प्रस्तुत किया जायेगा जिसके पश्चात् विस्तृत आकलन तैयार किया जायेगा आकलनों को सक्षन प्राधिकारी द्वारा स्वीकृत किया जायेगा ।

आदेश है कि इस संकल्प की एक प्रति सभी संबंधित व्यक्तियों को भेज दी जाए ।
बोटं को विशेष उद्देश्यों के लिए समिति( यों) कार्य समूहों इत्यादि गठित करने की शक्तियां होगीं । बोर्ड को अपनी बैठक में आवश्यकतानुसार व्यक्तियों को आमन्त्रित करने का अधिकार होगा ।
यह भी आदेश है कि सामान्य सूचना हेतु संकल्प की एक. प्रति भारत के राजपत्त्र में प्रकाशित किया जाए ।
लघु उद्योग बोर्ड की अवधि भारत के राजपत्र में प्रकाशित होने का तारीख से दो वर्ष के लिए होगी ।

2. The functions of the Central Advisory Board will be to advise the Govt . of India on the administration of proceeds of the Salt Cuss revied under Section 3 of the Salt Cess Act , 1953 and to make recommen- dations generaly for measures conducive to development of the salt industry, e.g. the
( 1) No business which is not on the ist , snail be consid.red by a meeting without une prior permission of the Chairman Of the Boara.
( i) Establishment and maintenance of research stations , model farms and salt factories ;
( ii) fixing the grades of salt and improving its quality;
(iii ) development of exports ;
(m) The Chairman shall preside over the meeting of the Board at w.cn ne is present , if Lue Clan mau aosent Пош аду meeing , the members shall elect a memoer as Chania and the memoer so erected shad , at that mestu.g exercise an the powers of the Chairman .
( iv ) promoting and encouraging co- operative efforts among the manuutacturers of salt;
(v ) any other matter pertaining to the development of sait industry;
(n) Every question at a meeting of the Board shall be decided by a majouty of vores of the memners present and young on anat quesuoд . In the case of an equal division of Voles, the Chauman shall give an auditional vote.
( vi ) promoting the welfare of labour employed in the sait industry .
(0) The proceedings of each meeting of the Board shall be Circulated to all members presem in India and thereaдер ге- coraed in a Minute Book, waren shall be kept for permanent record .
3. ( a ) The Board will have a term of 3 ( three ) years w.e.f. the date of issue of this Resolution .
The record of the proceedings of each meeting shall be signedby ane Chauman of the Board.
(b ) If the seat of a non- official member falls vacant , the Central Government shalt maxe fresh nomination to fill up the vacancy for the unexpired portion of the term of the Board.
4. ( a) If a nominated member is not in position to attend the meeting , he will intimate the fact in writing to Chairman of the Board . the
(p) Proposals for expenditure in a Region to be met from the proceeds of the Cess shall be cousinered first by the Regional Board winnin the financial mas prescmed by the Government under Code of rrinc.ples . In case cost of the project exceeds financial limits , the proposals together with the Regional Boards recommendations snail be considered by the Central Advisory Board.
(b ) The quorum for a meeting of the Board shall be three.
(q) The recommendations of the Central Advisory Board shau be submitted to the Central Government for acceptance aner wien desaned estimates snail ne prepared . The esti- mates shall be sanctioned by competent authority ,
(c ) Every non- official member attending the meeting of the Board or of a sub-committee duly constituted by the Board sualı be entitled to travelling allowance and daily allowance as admissibie under the rules or as approved by Central Government from time w time.
(r) No act or proceeding of the Board shall be called in the ground merely of the existence of any question on vacancy in, or defect in the constitution of the Board .
( d) The Salt Commissioner, Jaipur will be the controiling officer for the purpose of counter - signing of the travelling and daily allowance bils of the non-official members .

( e) A non - official member may resign his office by a letter addresssed to the Chairman of the Board
Ordered that this Resolution be communicated to all State Governments , all Ministries of Government of India, Plann- ing Commission, Cabinet Secretariat and the Prime Minister's Office.

( f ) If a non - official member leaves India , he shall inti- mate to the Chairman of the Board , before leaving India, the date of his departure from and the date of his expected return to India, and, if he intends to be absent from India for a period longer than six months , he shall tender his resig- nation. If any such member leaves India without complying with the above , he shall be deemed to have resigned with effect from the date of his departure from India.

FUNCTIONS OF THE BOARD
The functions of the Board will be to advise the Govern- ment on all policy matters relating to the development of small scale industries .
The Board will have powers to appoint Committees . Stand- ing Committees , Working Grouns etc. for specific purpose . It shall also have powers to invite persons to the meeting of the Board as and when necessary .
The terms of the Small Scale Industries Board shall be for a period of TWO YEARS from the date of publication in the Gazette of India .
The Non -official Members will be eligible for TA/ DA as per rules on the subject .

No. E- 11017 /2 / 2001 - Hindi . In partial modification of this Department's Resolution No. E- 11017/ 1 /2001 -Hindi dated the 6th November, 2000 regarding " Dr. Meghnad Saha Award Scheme " for writing original Scientific books in Hindi , following changes have been made therein :-

the No. X.19014/ 1 / 95 -D /DMS & PFA. The term of Indian Pharmacopoeia Committee constituted vide Resolution No. X. 19020 / 1 / 89 - DMS & PFA dated 12-3-1991 , which was extended upto 11-9-2002 is further extended for a priod of six months i.e. upto 11-3-2003 .
The otherterms and conditions of the Committee will re- main the same .
