का. नि. आ. 1.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए रक्षा मंत्रालय ज्येष्ठ विश्लेपक (कार्य अध्ययन ) , कनिष्ठ विश्लेषक ( कार्य अध्ययन ) , और अनुसंधान सहायक ( कार्य अध्ययन ) भर्ती नियम, 1988 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय ज्येष्ठ विश्लेषक ( कार्य अध्ययन ) , कनिष्ठ विश्लेषक (कार्य अध्ययन) और अनुसंधान सहायक ( कार्य अध्ययन ) भर्ती ( संशोधन ) नियम, 2002 है ।

( 2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. रक्षा मंत्रालय ज्येष्ठ विश्लेषक ( कार्य अध्ययन ) , कनिष्ठ विश्लेषक ( कार्य अध्ययन ) और अनुसंधान सहायक ( कार्य अध्ययन ) भर्ती नियम, 1988 की अनुसूची में:-

(i ) स्तंभ 5 में शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जायेगा , अर्थात्: -

" चयन सह ज्येष्ठता या योग्यता के आधार पर चयन या अचयन पद"

( ii ) स्तंभ 11 में शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जायेगा, अर्थात्: -

L " भर्ती की पद्धति: भर्ती सीधे होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति/आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता। "

(iii) स्तंभ 12 में शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जायेगा, अर्थात्: -

भर्ती की पद्धति : भर्ती प्रोन्नति द्वारा या प्रतिनियुक्ति/ आमेलन द्वारा होगी तथा विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता

(सशस्त्र बल कार्मिक के लिए ) प्रतिनियुक्ति/पुनर्नियोजन प्रतिनियुक्ति केन्द्रीय सरकार के ऐसे अधिकारी-

(क) ( i ) जो नियमित आधार पर सदृश पद धारण किए हुए हैं ; या

( ii) जो 5000-150-8000 रु. के या समतुल्य वेतनमान में के पदों पर 3 वर्ष नियमित सेवा कर चुके हैं ; या

( iii ) जो 4500-125-7000 रु. के या समतुल्य वेतनमान में के पदों पर 6 वर्ष सेवाकर चुके हैं ; या

(iv) जो 4000-100-6000 रु. के या समतुल्य वेतनमान में के पदों पर 10 वर्ष सेवाकर चुके हैं ; और

(ख) ( i ) किसी मान्यताप्राप्त विश्वविद्यालय से उपाधि या समतुल्य रखते हों; और ( ii) आई एस टी एम का आधारिक प्रबंध सेवा पाठ्यक्रम या किसी अन्य मान्यताप्राप्त संस्था से समतुल्य प्रशिक्षण सफलतापूर्वक पूर्ण किया हो या कार्य अध्ययन/संगठन और पद्धतियाँ/विश्लेषणात्मक/सांख्यिकीय/संक्रिया अनुसंधान या अन्य प्रबंध अनुसंधान तकनीकों के अनुप्रयोजन का कम-से - कम एक वर्ष का अनुभव हो ।

(प्रतिनियुक्ति की अवधि , जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति के ठीक पहले धारित किसी अन्य काडर - बाह्य पद पर [ भाग II- खण्ड 4 ]

प्रतिनियुक्तिकी अवधिहै, साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति की नियुक्तिके लिए अधिकतम आयु सीमा, आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । )

सशस्त्र बल कार्मिक के लिए/प्रतिनियुक्ति/पुनर्नियोजन:

का

कनिष्ठ कमीशन्ड अधिकारी ( इसमें सूबेदार भी है ) की पंक्ति के ऐसे सशस्त्र बल कार्मिकों के संबंध में भी विचार किया जाएगा जो 6750-190-9790 रु. , 6600-170- 9320 रु., 6495-175-9295 रु., 6170-175-8970 रु. और 5620-175-8100 रु . के पुनरीक्षित वेतनमान में है और एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले हैं या रिजर्व में स्थानांतरित किए जाने वाले हैं और जिनके पास ऊपर विहित अनुभव और अर्हताएं हैं । यदि उनका चयन कर लिया जाता है तो ऐसे अधिकारियों को उस तारीख तक प्रतिनियुक्ति के निबंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बल से निर्मुक्त किया जाना है; तत्पश्चात् उन्हें पुनर्नियौजन पर बने रहने दिया जा सकता है । यदि पद पर वास्तविक चयन किए जाने से पूर्व ऐसे पात्र अधिकारी सेवानिवृत्त हो जाते हैं या रिजर्व में स्थानांतरित कर दिए गए हैं तो उनकी नियुक्ति प्रतिनियुक्तिके आधार पर की जाएगी ( सिविल पदों के प्रतिनिर्देश से अधिवार्षिता की आयु तक पुनर्नियोजन);

यदिविभागीय प्रोन्नति समिति है तो उसकी संरचना

भर्ती करने मेंकिन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

S. R. O. 1. In exercise of the powers conferred by the proviso to article 309 of the Constitutior , the President hereby makes the following rules further to amend the Ministry of Defence Senior Analyst (Work Study) , Junior Analyst (Work Study ) and Research Assistant ( Work Study ) Recruitment Rules , 1988 , namely: ---

1. ( 1 ) These rules may be called the Ministry of Defence Senior Analyst ( Work Study ) , Junior Analyst ( Work Study) and Research Assistant ( Work Study ) Recruitment ( Amendment ) Rules , 2002 .

( 2) They shall come into force on the date of their publication in the Official Gazette .

2. In the Ministry of Defence Senior Analyst ( Work Study) , Junior Analyst ( Work Study) and Research Assistant (Work Study) Recruitment 1988 , in the Schedule;

( i) in column 5, for the heading , the following heading shall be substituted , namely:- "Whether selection by merit or selection -cum- seniority or non - selection posts " ;

(ii) in column 11 , for the heading , the following heading shall be substituted, namely ;-

"Method of Recruitment ; whether by direct recruitment or by promotion or by deputation/absorption and percentage of the post to be filled by various methods . " ;

(iii ) in column 12 , for the heading , the following heading shall be substituted, namely: -

"In case of recruitment by promotion/deputation/absorption grades from which promotion/deputation/ absorption to be made . " ;

3.Against the post of Research Assistant ( Work Study), for the existing columns and the entries relating thereto , the following columns and entries shall be substituted namely: - 4

(Period of deputation including period of depu- tation in another ex -cadre post held immediately preceding this appointment in the same or some other organisation/department of the Central Government shall ordinarily not to exceed 3 years . The maximum age limit for appointment by depu- tation shall be not exceeding 56 years as on the closing date of the receipt of applications) .

For Armed Forces Personnel/deputation/ re- employment :

The Armed Forces Personnel holding the posts in the rank of Junior Commissioned Officer ( in- cluding Subedars ) and are in the revised pay scale ofRs . 6750-190-9790 , Rs . 6600-170-9320, Rs . 6495- 175-9295 , Rs . 6170-175-8970 and Rs . 5620-175- 8100 who are due to retire or to be transferred to reserve within a period of one year and have the qualifications and experience prescribed above shall also be considered . If selected , such offic- ers , will be given deputation terms upto the date onwhich they are due for release from the armed forces; thereafter they may be continued on re- employment terms . In case such eligible officers have retired or have been transferred to reserve before the actual selection to the post is made, theirappointment will be on re - employmentba- sis . (Re -employment up to the age of super- annuation with reference to civil posts) .
