सं० 2/9 / 2002-बो ० एम०--राष्ट्रीय जल विकास अभिकरण सिचाई मंत्रालय ( संप्रति जल संसाधन मंत्रालय ) के अधीन कार्यरत एक पंजीत संस्थ है । इसका गठन वर्ष 1982 में जल संसाधन का विकास करने के लिए राष्ट्रीय परिप्रेक्ष्य के प्रायद्वीपीय घटक संबंधी विस्तृत अध्ययन, सर्वेक्षण एवं अन्वेषण करने के उद्देश्य से किया गया था । राष्ट्रीय जल विकास अभिकरण की सोसाइटी एवं शास निकाय की संरचना दिनांक 26-8-1981 के संकल्प सं ० 1 ( 7 ) / 80- पीपी के क्रमश: पैरा 3 और 5 के अंतर्गत प्रकाशित की गई थी।
सरकार ने बाद में जल संसाधन विकास के राष्ट्रीय परि- प्रेक्ष्य वाले हिमालयो घटक को शामिल करने के एन डब्ल्यूडी ए के लक्ष्य में दिनांक 11 मार्च , 1994 के संकल्प सं ० 22/271 92-बी० एम ० के माध्यम से संशोधन किया ।
वर्ष 2002 में मध्य प्रदेश और उत्तर प्रदेश राज्यों का सोसाइटो और शासी निकाय में प्रतिनिधित्व सुनिश्चित हुआ थः बिहार को पनर्गठित किया गया है । दिनांक 26-8-1981 370

के संकल् सं ० 1 ( 7 ) /80- पीपी के जार होने के बाद कुछ विभागों के नामों में पारेवर्तन हुआ है । इसके अतिरिक्त कई वर्षों से यह देखा गया है कि नागर विमानन मंत्रालय का एन डब्ल्यू डी ए के क्रियाकलापों से कोई संबंध नहीं रहा है । उपरोक्त के मद्देनजर दिनांक 26-8-1981 के संकल्प सं ० 1 ( 7 )/80-पी पी के पैरा सं ० 3 और 5 में संशोधन की आवश्यकता है । तदनुसार सरकार इन पैरा में संशोधन करता है । किया गया संशोधन इस प्रकार पठित है :-
पैरा सं ० 3 केन्द्रीय जल संसाधन मंत्री इस सोसाइटी के अध्यक्ष एवं केन्द्रीय जल संसाधन राज्य मंत्र। इसके उपाध्यक्ष होंगे । योजना आयोग के सदस्य, मुख्य मंत्री/मंत्त्रः और सचिव अथवा उनके स्थान पर नामित व्यक्ति जो मुख्य अभियंता क स्तर से कम नहीं तथा जो आंध्र प्रदेश, असम , बिहार, छत्तीसगढ़ , गुजरात, हरियाणा , झारखंड , कर्नाटक , केरल, मध्य प्रदेश , महाराष्ट्र, उड़ीसा, पंजाब , राजस्थान, तमिलनाडु , उत्तर प्रदेश, उत्तरांचल, पश्चिम बंगाल, पांडिचेरी संघ राज्य क्षेत्र के जल संसाधन/तिवाई के प्रभारी के रूप में नामित, सचिव अथवा उनके स्थान पर नामित व्यक्ति जो कृषि ( कृषि और सहकारिता विभाग ) , विद्युत , वित्त ( व्यय विभाग ) , पर्यावरण एवं वन , विज्ञान और प्रौद्योगिकी मंत्रालयों के संयुक्त सचिव अथवा समकक्ष के स्तर से कम न हों ; सचिव अथवा उनके स्थान पर नामित व्यक्ति जो योजना आयोग के संयुक्त सचिव अथवा समकक्ष स्तर से कम न हों; महानिदेशक अथवा उनके स्थान पर नामित व्यक्ति जो भारतोष मौसम विज्ञान विभाग , भारत के भू- भौतिकी सर्वेक्षण विभाग के संयुक्त सचिव अथवा समकक्ष के स्तर से कम नहीं , भारत के महातर्वेक्षक अथवा उनका प्रति- निधि, भारत का सर्वेक्षण विभाग; केन्द्रीय जल आयोग , केन्द्रीय विद्युत प्राधिकरण, केन्द्रीय भूमि जल बोर्ड के अध्यक्ष; केन्द्रीय जल आयोग में जल आयोजना एवं परियोजना तथा डिजाइन एवं अनुसंधान के प्रभारी सदस्य; आयुक्त ( परि- योजनाएं ) , जल संसाधन मंत्रालय और निदेशक, राष्ट्रीय दूर संवेदी अभिकरण इस संस्था के सदस्य होंगे । महानिदेशक , राष्ट्रीय जल विकास अभिकरण इसके सदस्य सचिव होंगे । पैरा सं ० 5--प्रस्ताविः लक्ष्यों को प्रभावी ढंग से क्रियान्वित करने के लिए राष्ट्रीय जल विकास अभिकरण का एक शासी निकाय होगा जिसको संरचना निम्नानुसार होगी:

आदेश
यह आदेश दिया जाता है कि यह संकल्प सभी संबंधित राज्य सरकारों तथा संघ राज्य क्षेत्रलों, राष्ट्रपति के निजी एवं सैन्य सचिवों, प्रधानमंत्री कायलिय , भारत के लेखा एवं महा नियंत्रक , योजना आयोग तथा केन्द्र सरकार के सभी संबंधित मंत्रालयों एवं विभागों को सूचनार्थ प्रेषित किया जाए । 2. यह भी आदेश दिया जाता है कि यह संकल्प भारत के राजपत्र में प्रकाशित किया जाए तथा आम सूचना के लिए राज्य के राजपत्र में प्रकाशित करने के वास्ते संबंधित राज्य सरकारों से अनुरोध किया जाए ।

RESOLUTION
and No. 2/9 /2002- BM .- The National Water Development Agency (NWDA , a Registered Society under the Ministry of Irrigation (now Ministry of Water Resources ) was set up in the year 1982 to carry out detailed studies , surveys investigations in respect of Peninsular Component of National Perspective for water resources development . The Compo- sition of the Society and Governing Body of NWDA were published under Para 3 and 5 of the Resolution No. 1 ( 7 ) / 80 -PP dated 26-8-1981 respectively.
The Government subsequently modified the objectives of NWDA to include the Himalayan component of National Pers- pective of water resources development through a Resolution No. 22 / 27/ 92 - BM dated J1th March, 1994.
In the year 2000 , the States of Madhya Pradesh and Uttar Pradesh, represented in the Society and Governing Body and Bihar have been reorganized . The names of the certain Deptts . have undergone changes after the issue of Reso- lution No. 1 ( 7 ) / 80-PP dated 26-8-1981 . Besides it has been observed over the years that Ministry of Civil Aviation is not concerned with the activities of NWDA .
In view of the above , the Paras Nos . 3 & 5 of the Resolu- tion No. 1 ( 7 ) /80- PP dated 26-8-1981 require modification . Accordingly, the Government modifies these paras to read as under :-
Para No. 3 : The Society will have the Union Minister for Water Resources as its President and Union Minister of State for Water Resources at its Vice-President . A Member from the Planing Commission , Chief Ministers /Ministers and Secretaries or their nominees not below the rank of Chief Engineer so nominated in- charge of Water Resources / Irriga- tion of the States of Andhra Pradesh , Assam , Bihar , Chhattis- garh , Gujarat . Punjab , Rajasthan , Tamil Nadu Uttar Pradesh , Uttranchal , West Bengal Union Territory of Pondicherry, Secretaries or his nominee , not below the rank of Joint Secretary or equiva'ent of the Union Ministries of Agriculture (Department of Agriculture & Cooperation) .
