सं० एफ ० 5 ( 1) -पो०डी०/ 2003- आम जानकारी के लिए यह घोषित किया जाता है कि वर्ष 2003-2004 के दौरान सामान्य भविष्य निधि तथा उसी प्रकार की अन्य निधियों के अधिदाताओं की कुल जमा रकमों पर 8% (काठ प्रतिशत ) प्रतिवर्ष की दर पर ब्याज देय होगा । यह दर 1 अप्रैल, 200 से आरम्भ होने वाले वित्तीय वर्ष के दौरान लागू रहेगी । संबंधित निधियां निम्नलिखित हैं -

उपयोग आधुनिक प्रौद्योगिकी पर आधारित अन्तर्राष्ट्रीय मानदण्डों के मानकों को प्रोत्साहित करने की दृष्टि से सरकार ने उर्वरक विभाग के दिनांक 30-1-2003 के पत्त्र संख्या 12019/5/ 98 -एफ० पी० पी० के माध्यम से भारत सरकार के दिनांक 1 नवम्बर , 1977 के संकल्प सं० 166/24/ 77-- एफ ० डी ( ए) द्वारा अधिसूचित प्रतिधारण मूल्य योजना का अधिक्रमण करते हुए यूरिया इकाईयों के लिये दिनांक 1 अप्रैल 2003 में एक नई मूल्य निर्धारण योजना लागू करने का निर्णय लिया है ।
2 सरकार ने नई मूल्य निर्धारण योजना के प्रशासन एवं संचालन हेतु उर्वरक उद्योग समन्वय समिति ( एफ आई सी सी) का पुनर्गठन करने का निर्णय लिया है । एफ आई सी सी की संरचना निम्नवत होगी:-
अध्यक्ष
1. मचिष, उर्वरक विभाग, नई दिल्ली ।
सदस्य
2. सचिव, औद्योगिक नीति और संवर्धन विभाग , नई दिल्ली । 3. मचिव, कृषि तथा सहकारिता विभाग, कृषि मंत्रालय , नई दिल्ली ।
4. मचिव, व्यय विभाग , वित्त मंत्रालय , नई दिल्लीं । 5. नन्त्चिव , पेट्रोलियम तथा प्राकृतिक गैस मंत्रालय , नई दिल्ली । 6. अध्यक्ष, टैरिफ आयोग ।
7. तथा 8. यूरिया उद्योग के दो प्रतिनिधि, जिनका नामांकन उर्वरक विभाग द्वारा किया जायेगा ।

3. समिति का कार्य क्षेत्र और उसका कार्य निम्न प्रकार होगा: -
1. नाइट्रोजनयुक्त उर्वरकों की उत्पादक इकाईयों के लिये भाड़ा दरों और अन्य सम्बद्ध मानकों सहित समूह रियायत दरों का निर्धारण करना ।
2. लेखों का रख- रखाव तथा भुगतान करना व उर्वरक कम्पनियों से वसूली करना ।
3. अंकेक्षण तथा अन्य तकनीकी कार्य करना । 4. लागत संबंधी उत्पादन और खपत आंकड़ों तथा अन्य सूचना का एकक्षण व आवधिक विश्लेषण करना । 5. रियायत दरों की आवधिक समीक्षा करना तथा रियायत दरों में, जहाँ आवश्यक हो, सरकार की पूर्व सहमति में समायोजन करना ।
6. भावी आवधियों के लिये रियायत दरों के निर्धारण हेतु आवश्यक जांच करना ।
7. प्रतिधारण मूल्य योजना से संबंधित सामने आने वाले संदर्भों पर कार्यवाही करना ।
8. सरकार द्वारा समिति को समय-समय पर सौंपे जाने वाले कार्य करना ।
4. समिति का मुख्यालय नई दिल्ली में होगा ।
5. समिति का अपना सचिवालय होगा और वह अपने कार्य के लिये स्वंय पद्धति तैयार करेगी । इस संकल्प के प्रयोजनार्थः एफ आई सी ती के मौजूदा सचिवालय को मान्यता दीजाएगी ।
आदेश
आदेश विया जाता है कि इस संकल की एक प्रति सभी राज्य सरकारों, संघशासित प्रदेशों, लोक सभा और राज्य सभा सचिवालय और भारत सरकार के संबंधित मंत्रालयों और विभागों को भेजी जाए ।
यह भी बादेश दिया जाता है कि इस संकल्प को आम सूचना के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

No. 12019/ 5/98 -FPP.--With a view to encourage efficiency parameters of international standards based on the usage of the most efficient feedstock , state- of- art technology alongwith viable rate of return to the urea units , the Government have , vide Department of Fertilizers ' letter No. 12019/5/98- FPP dated 30-1-2003 decided to introduce a New Pricing Scheme for urea units w.e.f. 1st April , 2003 in supersession of the Retention Price Scheme notified by Government of India's Resolution No. 166/ 24/ 77- FD(A) dated 1st November , 1977.
