2. पेट्रोलियम अन्वेषण अनुज्ञप्ति प्रदान किया जाना अनुज्ञप्तिधारी को अलग से सूचित किए जा रहे निबंधनों और शर्तों के अधीन है ।

संगठनों के साथ परामर्श करके मह निर्णय लिया गया है कि राष्ट्रीय एअरो स्पोर्ट्स पर्यटन विकास और परामर्शदात्री समिति, (एनएएसडीएसी ) जिसे इसके बाद एनएएसडीएसी कहा जाएगा, का गठन , पर्यटन और संस्कृति मंत्रालय , पर्यटन विभाग , भारत सरकार के अंतर्गत , नई दिल्ली मुख्यालय में किया जाए । समिति में निम्मानुसार स्थाई सदस्य होगें: -- स्थाई सदस्य
2. पेट्रोलियम अन्वेषण अनुज्ञप्ति प्रदान किया जाना अनज्ञप्तिधारी को अलग से सूचित किए जा रहे निबंधनों और शर्तों के अधीन है ।
एन०सी० जाखुप , अवर सचिव स्वास्थ्यऔर परिवार कल्याण मंत्रालय (स्वास्थ्यविभाग) नई दिल्ली, दिनांक 26 मार्च 2003 संकल्प सं ० एक्स० 19014/1 / 95-डी/डी० एम०एस०/पी ० एफ० ए०--दिनांक 12-3-1991 के संकल्प सं ० एक्स 19020/1 / 89-डी ० एम ० एस ० एण्ड पी० एफ ० ए ० द्वारा गठित की गई भारतीय भेषज संहिता समिति के कार्यकाल , जिसे 11-3-2003 तक बढ़ाया गया था , को आगे 6 महीने की अवधि के लिए अर्थात् 11-9-2003 तक बढ़ाया जाता है ।
समिति के अन्य निबन्धन और शतं वहीं रहेगीं ।

आदेश दिया जाता है कि इस संकल्प की एक प्रति भारत सरकार के सभी मंत्रालयों/ विभागों , स्वास्थ्य सेवा महा- निदेशालय, नई दिल्ली और भारतीय भेषज संहिता समिति के सभी सदस्यों को भेजी जाए ।
आदेश दिया जाता है कि इस संकल्प की एक प्रति सामान्य सूचना हेतु भारत के राजपत्र में प्रकाशन के लिए भेजी जाए ।

समिति के गठन में , यदि किसी समय कोई परिवर्तन या आवश्यकता के अनुसार किसी स्थिति पर परिवर्तन की आवश्यकता पड़ी, तो समिति के स्थाई सदस्यों के साथ परामर्श करके एनएएसडीएसी के अध्यक्ष द्वारा किया जा सकता है । राष्ट्रीय एरो स्पोर्ट्स पर्यटन विकास और परामर्शी समिति (एनएएसडीएसी) के संदर्भ शर्त ।
2. राष्ट्रीय एरो स्पोर्ट्स पर्यटन विकास और परामर्शी समिति ( एनएएसडीएसी ) के संदर्भ में शर्ते निम्नानुसार होंगी:
(क ) एरों स्पोर्ट्स पर्यटन से सम्बन्धित मामलों के विकास के लिए एनएएसडीएसी, नागर विमानन निदेशालय (डोजोडीए ) , नागर विमानन मंत्रालय, भारत सरकार के लिए सिफारिशी प्राधिकरण होमा
(ख) एनएएसडीएसी की सहायता, फ्री फ्लाइट एसोसिएशन ऑफ इंडिया जैसी व्यावसायिक निकाय द्वारा की जाएगी जिसे इसके बाद ( एफएफएआई) कहा जाएगा जिसे देश में एरो स्पोर्ट्स पर्यटन के नियंत्रण , प्रचालन और विकास के लिए एरो स्पोर्ट्स पायल्ट्स सोसाइटी द्वारा पंजीकृत की गई है । (ग ) एफएफएआई नोडल एजेंसी होगी , जो एनएएसडीएसी के माध्यम से पर्यटन मंत्रालय , नागर विमानन मंत्रालय और युवा मामले तथा खेल मंत्रालय , भारत सरकार और राज्य सरकारों/ संघशासित क्षेत्र प्रशासनों, रक्षा मंत्रालय, गृह मंत्रालय और यूरो क्लब और यरो क्लब ऑफ इंडिया के बीच संबंध बनवाएगी ।
(घ) राष्ट्रीय एरो स्पोर्ट्स पर्यटन विकास और परामर्शदात्त्री समिति ववाव कार्यों के लिए सुरक्षा, रक्षा संबंधी अपेक्षाओं और दिशानिर्देश सहित एरो स्पोर्ट्स पर्यटन विकास के विभिन्न पहलुओं के सम्बन्ध में प्रंचार करेगी और साहसिक टूअर आपरेटरों और अन्य के साथ- साथ साहसिक पर्यटन के उत्साही पर्यटक और एरो स्पोर्ट्स व्यावसायिक को जागरूक और शिक्षित करेगी । एफएफएआई सम्बद्ध एअरो क्लबों/ अन्य संगठनों के माध्यम से पूरे देश में इस सम्बन्ध में सभी प्रकार की सहायता प्रदान करेगा ।
(ङ) राष्ट्रीय एसे स्पोर्ट्स पर्यटन विकास और परा- मर्शदात्री समिति एरो स्पोर्ट्स पर्यटन को लोकप्रिय बनाने के लिए एफएफएआई के माध्यम से देश और पूरे विश्व के ऐसे क्षेत्रों में , जहां अपने-अपने देश के एरो स्पोट्स एसो- सिएशनों और क्लबों के माध्यम में रजिस्टर्ड रिक्रियेशनल उड़ानचालक के रूप में भावी इन बाउण्ड पर्यटक विद्यमान है, सूचना-पत्र/ पैसफ्लेट्त, ब्रोशरों और अन्य सम्बन्धित संवर्धनात्मक मामग्री प्रकाशित करने के लिए प्रयास करेगी ।
[भाग 1 (च) राष्ट्रीय एरों स्पोर्ट्स पर्यटन विकास और परा- मर्शदात्री समिति एफएफएआई, के माध्यम से पर्यटकों को उत्कृष्ट एरो स्पोर्ट्स उत्पाद उपलब्ध कराने के लिए एरो स्पोट्स अनुशासनों से सम्बन्धित कानूनी विनियमों का सख्ती से अनुपालन के लिए राज्य/ जिला एरो स्पोर्ट्स क्लबों को सुनिश्चित करेगी । फेडरेशन एरोनाटिक इंटरनेशनल, सीएए आफ यूके, ब्रिटिश माइक्रो एअरक्राफ्ट एसोसिएशन (बीएमएए) ब्रिटिश है । ग्लाइडिंग एंड पाराग्लाइडिंग एसो- सिएशन ( बीएचपीए ) जैसे अन्तरष्ट्रिीय स्पोटिंग निकायों द्वारा किए गए परिवर्तनों/ संशोधनों के अनुसार एअर स्पोर्ट्स अनुशासन सम्बन्धी/अद्यतन सुझाव डीजीसीए को नियमित रूप से दिए जाएंगे ।
(छ) राष्ट्रीय एरो स्पोर्ट्स पर्यटन विकास और परामर्शी समिति सुरक्षा और बीमा पहलुओं सहित निर्धारित कानूनी विनियमों की मानीटरिंग और अनुपालन द्वारा एरो स्पोर्ट्स में सुरक्षा और प्रशिक्षण के उच्च मानक सुनिश्चित करने के लिए एरो स्पोट्स पाइलटों, एरो स्पोर्ट्स उपकरणों के निर्माण, ऑपरेटरों आदि पर डाटा बैंक के साथ भारत एरो क्लब और एफ एफ ए आई जैसे व्यावसायिक निकायों के माध्यम से देश में एरो स्पोर्ट्स पर्यटन कार्यकलापों के सभी पहलुओं की सिफारिश , मानीटर और विश्लेषण करेगी ।
(ज) एफएफएआई पर एरो स्पोर्ट्स पायलटों, पायलट गाइडों, तांडेम पायलटों अनुदेशकों, आपरेटरों, कोचों आदि, जो उड़ान भरने या अनुभव उड़ान भरने के लिए पर्यटकों को ले जाते हैं, के लिए एरो स्पोट्स उपकरण की प्राप्ति उनके रजिस्ट्रीकरण प्राधिकरण की सिफारिशें एनएएसडीएसी को भेजेगी, जो डीजीसीए , सिविल विमानन मंत्रालय , भारत सरकार को सिफारिश करने के लिए विचार करेगी । डीजीसीए सम्बन्धित अविदक को प्राधिकरण देने में विचार कर सकता है । ( च) एनएएसडीएसी परामर्शदात्नी देश में एरो स्पोर्ट्स पर्यटन के व्यवहार और विकास के लिए भारत सरकार के पर्यटन मंत्रालय और युषा कार्य और खेलकूद मंत्रालय तथा राज्य सरकार/ संघ शासित क्षेत्र प्रशासनों और अन्य व्याव 'सायिक संगठनों का प्रस्ताव भेजने पर विचार कर सकती है । (ञ) एफएफएआई को साथ ही साथ एरो स्पोर्ट्स उपकरण आदि सम्बन्धी अनुमति/लाइसेंस , रजिस्ट्रेशन और प्रमाण-पत्त्रों के प्रयोजन के लिए डीजीसीए के साथ डील करने और एरो स्पोर्ट्स पर नोडल एजेंसी बनने के लिए सिविल विमानन अपेक्षाओं ( सीएआर ) में जैसा कि सहमत और साथ ही अनुबद्ध है व्यावसायिक निकाय/ सोसाइटी के रूप में डीजीसीए द्वारा मान्यता दी जायेगी
( ङ) राष्ट्रीय एरो स्पोर्ट्स पर्यटन विकास और परामर्श- दात्त्रो समिति इस प्रयोजन के लिए सृजित सुरक्षा निधि और देश में राष्ट्रीय अन्तर्राष्ट्रीय एरो स्पोर्ट्सकाःक्रिमों के साथ -साथ एरो स्पोर्ट्स पर्यटन के सवंर्धन के लिए सम्बन्धित मंत्रालयों/ पड 10

विभागों और अन्तर्राष्ट्रीय संगठनों से कार्पोरेट स्पॉनशरशि१/ अनुदानों की वृद्धि में एफएफएआई को समर्थन देगी । (ठ) राष्ट्रीय एरो स्पोर्ट्स पर्यटन विकास और परामर्श- दात्री समिति अन्तर्राष्ट्रीय संगठनों के साथ- साथ , युवा कार्य और खेल कूद मंत्रालय , विज्ञान और प्रौद्यौगिक विभाग, भारत सरकार, जिनके पास इस प्रयोजन के लिए विनिर्दिष्ट यौजनायें हैं, के माध्यम से प्रशिक्षकों/ अनुदेशकों/कोचों के प्रशिक्षण कार्य चलाने हेतु और आधुनिक एरो स्पोर्ट्स उपकरण के नए उत्पादन के प्रचालन के लिए एरो स्पोर्ट्स पायलटों का विशेष व्यावसायिक प्रशिक्षण प्रदान करने के एफएफएआई के प्रयास को भी समर्थन देगी ।
(ड ) राष्ट्रीय एरौ स्पोर्ट्स पर्यटन विकास और परामर्श- दानी समिति युवा कार्य और खेल -कूद मंत्रालय और पर्यटन मंत्रालय , भारत सरकार , नागर विमानन मंत्रालय , भारत सरकार के माध्यम से देश में राष्ट्रीय/अंतर्राष्ट्रीय एरो स्पोर्ट्स कार्यक्रम कराने के साथ - साथ अंतर्राष्ट्रीय एरो स्पोर्ट्स संगठनों/ एसोसिएशनों/क्लबों के साथ प्रदान प्रशिक्षण कार्यक्रमों के द्वारा एरो स्पोर्ट्स के क्षेत्र में भारत की सुविज्ञता के केन्द्रों के सूजन के लिए एफएफएआई और अन्यं एरो स्पोर्ट्स निकायों/ संगठनों के समर्थन देने वाले प्रयासों पर भी विचार करेगी । (ढ़ ) देश में एरो स्पोर्ट्स प्रशिक्षण कार्यकलाप पर्यटकों/ साहसिक रुचि वाले व्यक्तियों और अन्य द्वारा उनकी अपनी जोखिम पर किए जाते हैं । एनएएडीएसी और एफएफएआई, डीजीसीए , पर्यटन और संस्कृति मंत्रालय, युवा मामले और खेल मंत्रालय और भारत सरकार से सम्बन्धित अन्य संगठन किसी भी अनहोनी घटनाओं और जीवन की हानि हित अन्य किसी मामले के लिए किसी भी तरह उत्तरदायी नहीं होंगे यह सूचना पर्यटन स्थलों पर मुख्यालय से लगाई गई है जहां एरो स्पोर्ट्स पर्यटन का अभ्यास किया जाता है ।
(ण) पॉयलट/अनुदेशक/रेंडम पायलट/ आपरेटर/कोच/पर्य- टक साहसिक रुचि वाले व्यक्ति और अन्य को उड़ान पर जाने से पूर्व एक घोषणा- पत्त्र पर हस्ताक्षर करने होते हैं कि उन्होंने एल्कोहल/ शराब का सेवन नहीं किया है और यह भी घोषणा करनी होती हैं कि उड़ान भरने के 24 घण्टों के पूर्व उन्होंने एल्कोहल/ शराब का सेवन नहीं किया है और वे शपथ लेते हैं । उन्हें सभी सुरक्षा और संरक्षा नियमों तथा अन्य संवैधानिक अपेक्षाओं को भी पूरा करना होगा ।
1 एनएएसडीएसी तीन महीनों में कम से कम एक बार मिलेंगे ताकि देश में एरो स्पोर्ट्स पर्यटन और सम्बन्धित अन्य कार्य कलापों के संवर्धन तथा विकास के संचालन से सम्बन्धित सभी कार्यकलापों की संवीधा तथा निर्धारण किया जा सके । 2 कार्यालयी तथा गैर कार्यालयी सदस्य दोनों ही और नामित एवं आमंत्रित सदस्य, यदि कोई हो तो, एनएएसडीएसी की बैठकों में उपस्थित होने/ भाग लेने कौर पर्यटन एवं संस्कृति मत्तालय, पर्यटन विभाग, भारत सरकार से सम्बन्धित अन्य कार्यकलापों के लिए किसी भी टीए डीए व्यय के हकदार नही होंगे ।

In order to promote and develop Aero -Sports Tourism and other related activities in the country and to ensure effective implementation of the stipulated regulations governing Aerosports related oper- ations/activities , it has been decided in consultation with the concerned Ministries /Departments /NGOs and Protes- sional experts/Organizations in the field of Aerosports Tourism to constitute a "National Aero- sports Tourism Development and Advisory Committee " ( NASDAC) here- inafter referred as NASDAC, with Headquarters in New Delhi under Ministry of Tourism and Culture , Department of Tourism , Govt. of India. THE TERMS OF REFERENCE OF THE NATIONAL AEROSPORTS TOURISM DEVELOPMENT AND ADVI- SORY COMMITTEE (NASDAC )
2. The following shall be the terms of reference of the National Aerosports Tourism Development and Advisory Com- mittee (NASDAC) :
(a) NASDAC shall be the Recommendatory Authority to the Directorate General of Civil Aviation (D.G. C.A. ) , Ministry of Civil Aviation, Govt . of India for development of Aerosports Toursim related matters .
(b ) NASDAC shall be assisted by the professional body viz . Free Flight Association of India ( FFAI) here- inafter referred as FFAI. a registered society of Aero- Sports Pilots for Control , Operations and Develop- ment of Aerosports Tourism in the country.
(c) FFAI shall be the nodal agency, which will liaise among Ministry of Toursim, Ministry of Civil Avia- tion and Ministry of Youth Affairs and Sports, Govt. of India and State Govts./Union Territory Adminis- trations , Ministry of Defence , Ministry of Home Affairs & Aero Club of India through NASDAC.
(d) NASDAC shall disseminate , create awareness and educated Adventure enthusiasts , tourists and Aero- sports practitioners as well as Adventure tour ope- rators and others regarding various aspects of Aero- sports Tourism Development including safety, Security requirements and guidance for Rescue operations , FFAI shall render all assistance in this regard through affiliated Aero clubs /other orga- nizations all over the country .
( e ) NASDAC shall endeavor through FFAI to publish Newsletters /pamphlets , Brochures and other related promotional material for popularizing Aerosports Tourism in the country and worldwide in regions where prospective in bound tourist exist in the form of registered recreational fliers through their res- pective country's Aerosports Associations and Clubs
[PART I-SUC. 1 FFAI shall undertake production of publicity and promotional material on Aerosports incruding Safety and Security related matters and arranges to distribute & supply to all as well as to tourists .

(f) NASDAC shall ensure through FFAI, State/District Aerosports Clubs for strict adherence of statutory regulations concerning Aerosports disciplines in order to provide quality Aerosports Tourism product to the tourist . Regular updating suggestions will be made to DGCA concerning Aerosports discipline as per the changes/modifications formulated by International Sporting bodies like Federation Aeronatique Internationale, C.A.A. of U.K. , British Microlight Aircraft Association (B.M.A.A. ) , British Hang Glid- ing and Paragliding Association (B.H.P.A. ) .
(a ) NASDAC shall recommend, monitor and analyze all aspects of Aerosports Tourism activities in the country through professional bodies like Aero Club of India and FFAI with data bank of Aerosports pilots, manufacturers of Aerosports equipment, ope- rators etc. to ensure higher standard or safety and training in the aero sports by monitoring and adhe- rence of laid down statutory regulations including Rescue and Insurance aspects .
(h) FFAI shall send- in the recommendations - on procure- ment of Aerosports equipment and their registra- tion, authorization for Aerosports pilots , pilot guides , Iandem Pilots , Instructors , Operators , Coaches etc. who take tourists for flying or experience flights -to NASDAC which may consider recommending the same to D.G.C.A. , Ministry of Civil Aviation , Govt . of India. D.G.C.A. may consider giving authoriza- tion to the concerned applicant.
(i ) NASDAC may consider recommending proposals for practice and development of Aerosports tourism in the country to Ministry of Tourism and Ministry of Youth Affairs and Sports , Govt . of India and the State Govt./Union Territory Administrations and other professional organizations .
(j ) FFAI shall be recognized by D.G.C.A. as profes- sional body /society as agreed upon as well as it is also stipulated in Civil Aviation requirements (C.AR. ) to become nodal agency on Aerosports and to deal with D.G.C.A. for the purpose of obtaining permissions /Licenses , registrations and certifications of Aerosports equipment etc.
(k) NASDAC shall support FFAI in raising corporate aponsorships /grants from concerned Ministries/ Departments and International Organizations for promotion of Aerosports Tourism as well as for holding National / International Aerosports Events in the country and a Safety Fund created for this puf- pose.!
(1 ) NASDAC shall support FFAI effort to get specializ- ed professional training for Aerosports pilots to handle new generation of modern aerosports equip- ment and also to undertake training of trainers/ Instructors /Coaches through Ministry of Youth Affairs and Sports , Department of Science & Techno- logy, Govt . of India who have specific schemes for this purpose as well as with International organiza- tions .
(m) NASDAC shall also consider supporting efforts of FFAI and other Aerosports bodies /organizations for creating nucles of India's expertise in the field of Aerosports by way of Exchange training programms with International Aerosports organizations / Associa- tions/Clubs as well as holding National /International Aerosports events in the country through Ministry of Youth Affairs and Sports and Ministry of Tourism, Govt. of India, Ministry of Civil Aviation , Govt . of India 657 THE GAZETTE OF INDIA , MAY 10, 2003 ( VAISAKHA 20, 1925 )

They shall also adhere to all Safety & Security regulations & other statutory requirements .
2. Ministry of Railways (Railway Board) have decided that the tenure of Passenger Amenities Committee may be extended up to 31-05-2003 beyond 11-04-2003.
