सं० 41/19/2003-पी० एण्ड पी० डब्ल्यू( जी) --दिनांक 18 अक्टूबर , 2001 के संकल्प संख्या सं ०41/8/ 2001-पी० एण्ड पी० डब्ल्यू(जी) के द्वारा गठित पेंशन तथा पेंशनभोगी कल्याण विभाग के स्वैच्छिक एजेन्सियों की स्थायी समिति (स्कोवा) अशासकीय सदस्यों के कार्यकाल की समाप्ति पर राष्ट्रपति, निम्नलिखित सदस्यों द्वारा स्कोवा का पुनर्गठन करते हैं:-
1. अध्यक्ष अथवा महासचिव , इंडियन एक्स-सर्विसेज लीग , नई दिल्ली।
2. अध्यक्ष अथवा महासचिव , वायुसेना एसोसिएशन, नई दिल्ली ।
3. अध्यक्ष अथवा महासचिव , अखिल भारतीय सेवानिवृत्त रेलवे कर्मचारी संघ, दोम्बिव्ली, मुम्बई ।
4. अध्यक्ष अथवा महासचिव , अखिल भारतीय सेवानिवृत्त रेलवे अधिकारी संघ, सिकन्दराबाद ।
5. अध्यक्ष अथवा महासचिव , पेंशनर्स संस्थाओं का अखिल भारतीय परिसंघ , चेन्नई ।
6. अध्यक्ष अथवा महासचिव , अखिल भारतीय डाक और तार एवं अन्य संगठन, पटना ।
7. अध्यक्ष अथवा महासचिव, पेंशनभोगी स्वच्छिक संगठन , लखनऊ ।
8 . अध्यक्ष अथवा महासचिव, भारत पेंशनर्स समाज , नई दिल्ली ।
9. अध्यक्ष अथवा महासचिव, वोन्द्रीय सरकार पेंशनभोगी समन्वय समिति. चंडीगढ़ । 10. अध्यक्ष अथवा महासचिव, डाक व तार और अन्य केन्द्रीय सरकार पेंशनभोग। संगठन , अहमदाबाद ।
11. अध्यक्ष अथवा महासचिव, सेवानिवृत्त दूरसंवार अधिकारी केन्द्र , कोलकाता । 12. अध्यक्ष अथवा महासचिव, अखिल भारतीय पेंशनभोगी संगठन और केन्द्र, भीपाल । 2.. पेंशन तथा पेंशनभोगी कल्याण विभाग के अपर सचिव समिति के संयोजक तथा सदस्य सचिव के रूप में कार्य करेंगे । 3. अशासकीय सदस्यों की अवधि 31 मार्च, 2005 तक होगो ।
4. स्कोवा जब आवश्यक समझेगी अपनी बैठक करेगी । 5 . स्कोवा निम्नलिखित उद्देश्यों को प्रोत्साहित करने लिए कार्य करेगी:--
(१ ) विभाग के योजना कार्यान्वयन का फोड नं मुहैया कराना ।
( ii) नीति अभिक्रम पर चर्चा और समीक्षक जाँच करना, और
( iii ) सरकारी कार्रवाई की पूर्ति हेतु स्वैच्छिक उपाय जुटाना ।
6. स्कोवा की बैठक में उपस्थिति हेतु अशासकीय सदस्यों को यात्ता भत्ता तथा दैनिक भत्ता एस० आर० 190 के उपबंधानुसार और इस संबंध में समय -समय पर जारी भारत सरकार के आदेशों के अनुसार विनियमित होंगे ।
7. इसमें शामिल व्यय की पूर्ति कार्मिक, लोक शिकायत तथा वेशन संत्रालय को स्वीकृत बजट अनुदान में से की जाएगी ।
आदेश
आदेश है कि संकल्प भारत के राजपत्त्र में प्रकाशित होगा । आदेश यह भी कि संकल्प की प्रति सभी राज्य सरकारों संघ राज्य क्षेत्र प्रशासन, भारत सरकार के सभी मंत्रालयों विभागों और अन्य सभी संबंधितों को प्रेषित की जाए ।

आदेश दिया जाता है कि इस संकल्प की प्रति समिति के सभी सदस्यों, सभी राज्य सरकारों एवं संघ राज्य क्षेत्र प्रशासनों, भारत सरकार के सभी मंत्रालयों/ विभागों, राष्ट्रपति सचिवालय, प्रधान मंत्री कार्यालय , मंत्रिमंडल सचिवालय , संसदीय कार्य मंत्रालय , लोक सभा सचिवालय , राज्य सभा सचिवालय, योजना आयोग तथा भारत के नियंत्रक एवं महालेखा परीक्षक को भेजी जाए ।
सं० 11015 /1/ 2002-हिन्दी-इस मंत्रालय के दिनांक 28 जनवरी , 2002 के समसंख्यक संकल्प के अनुक्रम में उपर्युक्त संकल्प में निम्नानुसार संशोधन किए जाते हैं :-
यह भी आदेश दिया जाता है कि इस संकल्प को सर्वसाधारण की जानकारी के लिए भारत के राजपत्त्र में प्रकाशित किया जाए ।
" गठन" शीर्षक के अंतर्गत क्रम सं० 3 ( 2 ) में डॉ० वी० मैत्रेयन, संसद सदस्य ( राज्य सभा सदस्य की प्रविष्टि को जोड़ा जाए ।

4. The SCOVA will hold its meeting as often as maybe necessary.
5. The SCOVA will function to promote the following objectives :
(i) To provide a feed back to program implementa- tion of the Department .
(ii) To discuss and critically examine the policy initi- atives and

Consequent on the expiry of the term of the office prescribed for the Non- Official mem- hers of the Standing Committee of Voluntary Agencies SCOVA) for the Department of Pension & Pensioners ' Wel- fare constituted under resolution No. 41 / 8 /2001 -P& W( G) dated 18th October , 2001 , the President is pleased to recons- titute the SCOVA with the following composition :-
( iii ) To mobilize voluntary efforts to supplement the Government action .

6. Travelling Allowance and Daily Allowance to Non offi- cial members for attending the meeting of the SCOVA shall be regulated in accordance with th provisions of SR 190 and orders of Government of India there under as issued from time to time.

7. The expenditure involved will be met from within the sanctioned budget grant of Ministry of Personnel, Pensioners Grievances & Pensions.

केन्द्रीय सचिवालय सेवा. के सहायक ग्रेड में अथवा केन्द्रीय सचिवालय आशु- लिपिक सवा के ग्रेड- II/ ग्रेड' ग ' में अथवा दोनों में, जैसी भी स्थिति हो , अनु- मोदित तथा लगातार सेवा 5 वर्षसे कम न हो।

भारतीय विदेश सेवा शाखा ' ख' का आशुलिपिक संवर्ग केग्रेड- II
भारतीय विदेश सेवा शाखा ' ख' के आशुलिपिक संवर्ग केग्रेड- II में अनुमोदित तथा लगातार सेवा 5 वर्ष से कम न हो।
वर्ग-6 1. प्रत्येक ग्रेड की चयन सूची में सम्मिलित करने के लिए चयन किए जाने वाले व्यक्तियों की संख्या आयोग द्वारा जारी किए गए नोटिस में निर्दिष्ट की जाएगी । अनुसूचित जातियों तथा अनुसूचित जनजातियों के उम्मीदवारों के लिए पद सरकार द्वारा निश्चित रिक्तियों को देखते हुए आरक्षित रखे जाएंगे ।
सशस्त्र सेना मुख्यालय आशुलिपिक सेवा का ग्रेड 'ग'
2. संघ लोक सेवा आयोग द्वारा यह परीक्षा इन नियमों के परिशिष्ट में निर्धारित ढंग से ली जायेगी ।
सशस्त्र सेना मुख्यालय आशुलिपिक सेवा के ग्रेड- II/ग्रेड'ग' मेंअनु- मोदित तथा लगातार सेवा 5 वर्ष से कम न हो । परीक्षा की तारीख और स्थान आयोग द्वारा निर्धारित किए जाएंगे ।
वर्ग -7
रेलवे बोर्ड सचिवालय आशुलिपिक सेवा का ग्रेड' ग'
रेलवे बोर्ड सचिवालय आशुलिपिक सेवा के ग्रेड- II/ग्रेड ' ग ' में कम से कम 5 वर्ष की अनुमोदित तथा लगातार सेवा हो । 3. नीचे कालम । में उल्लिखित ग्रेडों ओर सेवाओं के स्थायी अथवा नियमित रूप से नियुक्त अस्थायी अधिकारी जो पहली जुलाई, 2003 को कालम 2 में उल्लिखित सेवा की अवधि से संबंधित शर्तें पूरी करते हैं , कालम 3 में उल्लिखित सेवा के वर्ग के लिए परीक्षा में बैठने के पात्र होंगे।

किन्तु शर्त यह है कि किसी प्रतियोगिता परीक्षा , जिसमें सीमित विभागीय प्रतियोगिता परीक्षा शामिल है, के परिणामों के आधार पर यदि कोई उम्मीदवार उपरोक्त कालम । में उल्लिखित ग्रेडों में नियुक्त हो गया है, ऐसी परीक्षा निर्णायक तारीख से कम से कम 5 वर्ष पहले हो गई हो और उस ग्रेड में उसने कम से कम 4 वर्ष की अनुमोदित तथा. लगातार सेवा कर ली है ।
टिप्पणी । ऊपर के कालम में उल्लिखित ग्रेडों और सेवाओं के वे स्थाई अथवा नियमित रूप में नियुक्त अधिकारी जो सक्षम प्राधिकारी की स्वीकृति से नियत 'अवधि के लिए संवर्ग बाह्य पदों पर प्रतिनियुक्ति पर हैं, र्याद अन्यथा पात्र हों , तो इस परीक्षा में प्रवेश पाने के पात्र होंगे और प्रतिनियुक्ति की अवधि के दौरान उनके द्वारा की गई सेवा कालम 2 में उल्लिखित सेवा अवधि के लिए अर्हक होगी ।
परन्तु यह कालम । में उल्लिखित ग्रेडों तथा सेवाओं के उन अधिकारियों पर लागू नहीं होता है जिन्हें संवर्ग बाह्य पद पर अथवा अन्य सेवा में " स्थानान्तरण " पर नियुक्त किया गया हो और जो कालम । में उल्लिखित ग्रेडों तथा सेवाओं में कोई पुनर्ग्रहणाधिकार नहीं रखते हैं ।
टिप्पणी-2: केन्द्रीय सचिवालय सेवा के सहायक और केन्द्रीय सचिवालय आशुलिंपिक सेवा के आशुलिपिक जिन्होंने भारतीय विदेश सेवा की शाखा ' ख ' में नियुक्ति के लिए विकल्प दिया हो और ऐसे विकल्पके अनुसरण में उस सेवा के किसी ग्रेड में नियुक्त दार लिए गए हों, वे वर्ग । और वर्ग 4 के लिए परीक्षा में प्रवेश के पात्र नहीं होंगे ।
टिप्पणी-3: केन्द्रीय सचिवालय सेवा के सहायक तथा केन्द्रीय सचिवालय आशुलिपिक सेवा के आशुलिपिक जो भारतीय विदेश सेवाः शाखा ' ख' में प्रतिनियुक्ति पर हैं वे वर्ग 2 तथा 5 के लिए परीक्षा में प्रवेश पाने के पात्र नहीं होंगे ।
4. दो वर्गों के लिए प्रतियोगिता में भाग ले रहे उम्मीदवार अपने आवेदन- पत्र में अपनी पसन्द के अनुसार वर्गों का वरीयताक्रम स्पष्ट रूप में लिख दें । किसी उम्मीदवार द्वारा उनके आवेदन- पत्र में एक बार दर्शाई गई वरीयता में कुछ जोड़ने या परिवर्तन करने के किसी भी अनुरोध पर आयोग द्वारा विचार नहीं किया जाएगा ।
5. किसी भी उम्मीदवार का आवेदन स्वीकार करने तथा परीक्षा में बैठने के लिए उम्मीदवार की पात्रता या अपात्रता के सम्बन्ध में आयोग का निर्णय अंतिमहोगा ।
6. किसी भी उम्मीदवार को परीक्षा में तब तक प्रवेश नहीं दिया जाएगा जब तक कि उसके पास आयोग का प्रवेश प्रमाण- पत्र न हो ।
[भाग -खण्ड । 7. जो उम्मीदवार निम्नलिखित के लिए दोषी है अथवा आयोग द्वारा दोषी घोषित किया गया है: --
( 1 ) किसी भी प्रकार से अपनी उम्मीदवारी के लिए समर्थन प्राप्त किया है, अथवा
(2) नाम बदल कर परीक्षा दी है, अथवा
( 3) किसी अन्य व्यक्ति से छद्म रूप से कार्य कराया है, अथवा ( 4 ) जाली प्रमाण- पत्र या ऐसे प्रमाण- पत्र प्रस्तुत किए हैं जिनमें तथ्यों को बिगाड़ा गया हो, अथवा
( 5 ) गलत या झूठे वक्तव्य दिए हैं या किसी महत्वपूर्ण तथ्यों को छिपायाहै, अथवा
( 6 ) परीक्षा में प्रवेश पाने के लिए, किसी अन्य अनियमित अथवा अनुचित उपायों का सहारा लिया है, अथवा
(7) परीक्षा के समय अनुचित साधनों का प्रयोग किया हो , अथवा (8 ) उत्तर पुस्तिकाओं पर असंगत बातें लिखी हों , जो अश्लील भाषा मैं या अभद्र आशय की हों, अथवा
(9 ) परीक्षा भवन में और किसी प्रकार का दुर्व्यवहार किया हो, अथवा
( 10 ) परीक्षा चलाने के लिए आयोग द्वारा नियुक्त कर्मचारियों को परेशान किया हो या अन्य प्रकार की शारीरिक क्षति पहुंचाई हो, अथवा
( 11 ) उम्मीदवार को परीक्षा देने की अनुमति देते हुए प्रेषित प्रवेश प्रमाण- पत्र के साथ जारी किसी अनुदेश का उल्लंघन किया ही, अथवा
( 12) उपर्युक्त खण्डों में उल्लिखित सभी अथवा कोई भी कार्य किया हो अथवा करने का प्रयास किया हो ।
उस पर आपराधिक अभियोग ( क्रिमिनल प्रोसीक्यूशन ) चलाया जा सकता है, और उसके साथ ही उसे: --
( क ) आयोग द्वारा उस परीक्षा से जिसका वह उम्मीदवार है , बैठने के लिए अयोग्य ठहराया जा सकता है,
और/या
(ख) उसे अस्थायी रूप से अथवा एक विशेष अवधि के लिए: -- ( 1 ) आयोग द्वारा ली जाने वाली किसी भी परीक्षा अथवा चयन केलिए;
(2) केन्द्रीय सरकार द्वारा उनके अधीन किसी भी नौकरी से .. वारित किया जा सकता है, और
( ग ) उसके विरुद्ध उपयुक्त नियमों के अधीन अनुशासनिक कार्यवाही कीजा सकती है ।
किन्तु शर्त यह है कि इस नियम के अधीन कोई शास्ति तब तक नहीं दी जायेगी जब तक: --
( 1) उम्मीदवार की भी इस सम्बन्ध में लिखित अभ्यावेदन जो वह देना चाहे प्रस्तुत करने का अवसर न दिया गया हो , और 743 भाग 1-खण्ड 1 ]

( 2) उम्मीदवार द्वारा अनुमत समय में प्रस्तुत अभ्यावेदन पर यदि कोई हो, विचार न किया गया हो ।
8. ( 1 ) परीक्षा के बाद अंतिम रूप से प्रत्येक उम्मीदवार को दिए गए अंकों के आधार पर आयोग योग्यताक्रम से उम्मीदवारों की सूची बनाएगा, और उसी क्रम से जितने उम्मीदवार अर्हता प्राप्त समझे जाएंगे उन्हें अपेक्षित संख्या तक प्रत्येक वर्ग की चयन सूची में शामिल करने के लिए आयोग द्वारा अनुशंसा की जाएगी ।
विच्छेद कर लेता है , अथवा उसकी सेवा उसके विभाग द्वारा समाप्त कर दी जाती हैअथवा उसे किसी संवर्ग बाह्य पद पर अथवा अन्य सेवा में स्थानान्तरण पद पर नियुक्त कर दिया जाता है और केन्द्रीय सचिवालय सेवा/रेलवे बोर्ड अचिवालय सेवा/सशस्त्र सेना मुख्यालय सिविल सेत्रा के सहायक ग्रेड अथवा केन्द्रीय सचिवालय आशुलिपिक सेवा/रेलवे बोर्ड सचिवालय आशुलिपिक सेवा/सशस्त्र सेना मुख्यालय आशुलिपिक सेवा के ग्रेड " ग ", अथवा भारतीय विदेश सेवा शाखा " ख " में किसी पद पर उसका अपना पुनर्ग्रहणाधिकार नहीं है तो वह इस परीक्षा के परिणाम के आधार पर नियुक्त होने का पात्र नहीं होगा ।
परन्तु यह बात उस व्यक्ति के मामले में लागू नहीं होती जो सक्षम प्राधिकारी के अनुमोदन से संवर्ग बाह्य पद पर प्रतिनियुक्ति पर नियुक्त कर दिया गया है ।
( 2 ) किसी भी अनुसूचित जातियों अथवा अनुसूचित जनजातियों के उम्मीदवारों की अनुसूचित जातियों और अनुसूचित जनजातियों के लिए आरक्षित रिक्तियों की संख्या तक आयोग द्वारा मानक में छूट देकर सिफारिश की जा सकती है बशर्ते कि ये उम्मीदवार प्रत्येक वर्ग की सूची में शामिल किंए जाने के लिए उपयुक्त हों चाहे परीक्षा के योग्यताक्रम में उनका कोई भी स्थान क्यों न हो ।
परन्तु अनुसूचित जाति तथा अनुसूचित जनजाति के जिन उम्मीदवारों की अनुशंसा आयोग द्वारा परीक्षा के किसी भी चरण में अर्हता या चयन मापदंडों में रियायत/ छूट दिए बिना की जाती है, उनका समायोजन अनुसूचित जाति तथा अनुसूचित जनजाति के लिए आरक्षित रिक्तियों में नहीं किया जाएगा ।
12. जिन उम्मीदवारों ने 26 अक्तूबर, 1962 को जारी की गई आपातकाल की उद्घोषणा के प्रवर्तन काल में अर्थात् 26 अक्तूबर, 1962 से 9 जनवरी, 1968 तक सशस्त्र सेना में नौकरी की हो और जो सशस्त्र सेना में अपनी सेवा अवधिके दौरान ली गई अनुभाग अधिकारियों की सीमित विभागीय प्रतियोगिता । परीक्षा ( ओं ) और अनुभाग अधिकारी ग्रेड ( रेलवे बोर्ड) की सीमित विभागीय प्रतियोगिता परीक्षा ( ओं ) में न बैठ सके हों , यदि इस परीक्षा के परिणामों के आधार पर अनुभाग अधिकारियों के ग्रेड को चयन सूची में सम्मिलित करने के लिए अन्तिम रूप से उनकी अनुशंसा की जाती है तो, उनकी वरिष्ठता भारत सरकार द्वारा जारी किए गए विशेष आदेशों के अनुसार विनियमित की जायेगी ।
देवकी नंदन गुप्ता उप सचिव । नोट:- उम्मीदवारों को. यह स्पष्ट रूप से समझ लेना चाहिए कि यह प्रतियोगिता परीक्षा है, न कि अर्हक परीक्षा । परीक्षा के परिणाम के आधार पर प्रत्येक चयन सूची में शामिल किए जाने वाले व्यक्तियों की संख्या नियत करने के लिए सरकार पूरी तरह से सक्षम है । अतः कोई भी उम्मीदवार इस परीक्षा में अपने निष्पादन के आधार पर चयन सूची में शामिल किए जाने के लिए अधिकार के रूप में दावा नहींकर सकेगा ।
शुद्धिपत्र
9. प्रत्येक उम्मीदवार को परीक्षाफल की सूचना किस रूप में और किस प्रकार दी जाए, इसका निर्णय आयोग द्वारा अपने विवेकानुसार किया जाएगा । आयोग परीक्षाफल के बारे में किसी भी उम्मीदवार से पत्राचार नहीं करेगा ।
सं. 5/12/2002- के. से. 1- भारत के राजपत्र के भाग-1 खण्ड-1 में दिनांक 2.11.2002 को प्रकाशित अनुभाग अधिकारी ग्रेड और आशुलिपिक ( ग्रेड बी/ ग्रेड -1 ) हेतु चयन सूचियों में परिवर्धन हेतु निम्नलिखित उप पैरा को, संघ लोक सेवा आयोग के द्वारा आयोजित सीमित विभागीय प्रतियोगिता परीक्षा, 2002 में संयुक्त अनुभाग अधिकारियों/ आशुलिपिकों ( ग्रेड " बी" ग्रेड-1 ) की नियमावली के नियम ४ में जोड़ा जाता है । 10. परीक्षा में पास हो जाने मात्र से नियुक्ति का अधिकार तब तक नहीं मिलता जब तब कि सरकार आवश्यक जांच के बाद संतुष्ट न हो जाए कि उम्मीदवार सेवा में कार्यसंचालन की दृष्टि से चयन के लिए हर प्रकार से योग्यहै ।
परन्तु आयोग द्वारा चयन के लिए अनुशंसित किए गए किसी अम्मीदवार को चयन के लिए अपात्र मानने के बारे में निर्णय आयोग के साथ परामर्श करके किया जाएगा ।
परन्तु अनुसूचित जाति तथा अनुसूचित जनजाति के जिन उम्मीदवारों की अनुशंसा आयोग द्वारा परीक्षा के किसी भी चरण में अर्हता या चयन मापदंडों में रियायत छूट दिए बिना की जाती है, उनका सभायोजन अनुसूचित जाति तथा अनुसूचित जनजाति के लिए आरक्षित रिक्तियों में नहीं किया जाएगा ।

The rules for a combined S.Os '/ Stenographers's ( Grade ' B ' /Grade - I ) Limited Departmental Competitive Examination to be held by the Union Public Service Cominission in 2003 for additions in the Select Lists for the Section Officers ' Grade and Stenographers ' (Grade B/Grade- 1 ) of the Services mentioned below are , with the concurrence of the Ministries concerned published for general information .
Category I
Section Officers ' Grade of the Central Secretariat Service.
Category II
Section Officers ' Grade ( Integrated Grade II & III ) of the General Cadre of the Indian Foreign Service , Branch ' B '
Category III
Section Orts ' Grade of the Railway Board Secretariat Service
Category IV
Grade ' A ' & ' B' merged of the Central Secretariat Stenographers Service .

1. The number of persons to be selected for inclusion in the Select List for each grade will be specified in the Notice issued by the Commission . Reservation shall be made for candidates belonging to the Scheduled Castes and the Scheduled Tribes in respect of vacancies as may be fixed by the Government .
2. The examination will be conducted by the Union Public Service Cominission in the manner prescribed in Appendix to these Rules .
The dates on which and the places at which the examination will be held shall be fixed by the Commission .
3. Permanent or regularly appointed temporary Officers of the Grades and Services mentioned in column I below who on 1st July 2003 satisfy the conditions regarding length of service mentioned in column 2 shall be eligible to appear at the examination for the category of service mentioned in Column 3 .

PART I--SEC . 1 ]
Provided that in the case of a candidate who had been appointed to the Grades mentioned in column 1 above on the result of a Competitive Examination , including a Limited Departmental Competitive Examination , such an examination. should have been held not less than 5 years before the crucial date and he should have rendered not less than 4 years approved and continuous service in that grade .
Note 1. Permanent or regularly appointed officers of the Grades and Services mentioned in Column I above who are on deputation to ex - cadre posts for a specified period with the approval of the competent authority will be eligible to be admitted to the examination . if otherwise eligible and the service rendered by them during the period of deputation will qualify towards the length. of service mentioned in column 2.
This , however does not apply to the officers of the Grades and Services mentioned in Column I above who have been appointed to ex - cadre posts or to another Service on " transfer " and do not have a lien in the Grades and Services referred to in Column 1 .
Note 2. Assistants of the Central Secretariat Service and Stenographers of the Central Secretariat Stenographers ' Service who have opted for appointment to the Indian Foreign Service , Branch ' B ' and have been appointed to any Grade of that Service in pursuance of such option shall not be eligible for admission to the examination for Categories I and IV .
Note 3. Assistants of the Central Secretariat Service and Stenographers of the Central Secretariat Stenographers ' Service who are on deputation to the Indian Foreign Service . Branch ' B ' shall not be eligible for admission to the examination for Categories II and V.
4. A candidate competing for two categories should specify in his application the Categories for which he wishes to be considered in the order of preference . No request for addition / alteration in the preferences already indicated by a candidate in his application will be entertained by the .Commission .
5. The decision of the Commission with regard to the acceptance of the application of a candidate and his eligibility or otherwise for admission to the Examination shall be final .
6. No candidate will be admitted to the examination unless he holds certificate of admission from the Commission .
7. A candidate who is or has been declared by the Commission to be guilty of:-
( i) obtaining support for his candidature by any means , or
(ii) impersonating, or
(iii) Procuring impersonation by any person , or (iv) submitting fabricateddocument or documents which have been tampered with , or
745 (v) making statements which are incorrect or false or suppressing material information , or
(vi ) resorting to any other irregular or improper means in connection with his candidature for the examination , or
(vii ) using unfair means during examination , or (viii) writing irrelevant matter , including obscene language or pornographic matter in the script (s ) , or
( ix) misbehaving in any other manner in the examination hall , or
harassing or doing bodily harm to the staff employed by the Commission for the conduct of their examination , or
(xi) violating any of the instructions issued to candidates alongwith their Admission Certificates permitting them to take the examination , or (xii) attempting to commit or, as the case may be abetting the commission of all or any of the acts specified in the foregoing clauses .
may , in addition to rendering himself liable to criminal prosecution , be liable
(a) to be disqualified by the Commission from the examination for which he is a candidate , and/or (b) to be debarred either permanently or for a specified period-
(i ) by the Commission from any examination or selection held by them:
( ii ) by the Central Government from any employment under them; and
(c) to disciplinary action under the appropriate rules.
Provided that no penalty under this rule shall be imposed . except after-
(i ) giving the candidate an opportunity of making such representation in writing as he may wish to make in that behalf ; and
( ii) taking the representation , if any submitted by the candidate within the period allowed to him into consideration .
8. ( i ) After the examination , candidates will be arranged by the Commission in the order of merit as disclosed by the aggregate marks finally awarded to each candidate; and in that order so many candidates as are found by the Commission to be qualified at the examination shall be recommended for inclusion in the Select List for each category upto the required number .
( ii ) The candidates belonging to any of the Scheduled Castes or the Scheduled Tribes may to the extent of the number of vacancies reserved for the Scheduled Castes and 746
the Scheduled Tribes be recommended by the Commission by a relaxed standard , subject to the fitness of these candidates for inclusion in the Select List for each category irrespective of their ranks in the order of merit at the examination.
Provided that the candidates belonging to the Scheduled Castes and the Scheduled Tribes who have been recommendedby the Commission without resorting to any relaxations / concessions in the eligibility or selection criteria, at any stage of the examination , shall not be adjusted against the vacancies reserved for Scheduled Castes and the Scheduled Tribes .
Note-Candidate should clearly understand that this is a competitive and not a qualifying examination . The number o: persons to be included in each Select List on the result the examination is entirely within the competence of Government to decide . No candidate will therefore have any claim for inclusion in the Select List on the basis of his performance in this examination as a matter of right .
9 The form and manner of communication of the result of the examination to individual candidates shall be decided by the Commission in their discretion and the Commission will not enter into correspondence with them regarding the result.
10. Success in the examination confers no right to selection unless Government are satisfied after such enquiry as may be considered necessary , that the candidate , having regard to his conduct in service , is eligible and suitable in all respects for selection .
Provided that the decision as to ineligibility for selection in the case of any candidate recommended for selection by the Commission shall be taken in consultation with the Commission.
11. A candidate who after applying for admission to the examination or after appearing at it, resigns his appointment orotherwise quits the service or severs his connection with it or whose services are terminated by his Department or who is appointed to an ex - cadre post or to another Service on ' transfer ' and does not have a lien in the Assistants ' Grades of the Central Secretariat Service /Railway Board Secretariat Service/Armed Forces Headquarters Civil Service or Stenograpiter Grade-C of the Central Secretariat

Stenographers Service/ Railway Board Secretariat Stenographers Service/Armed Forces headquarters Stenographers' Service or any post in the Indian Foreign Service , Branch ' B ' will not be eligible for appointment on the result of this examination .
This however, does not apply to a person who has been appointed on deputation to an ex - cadre post with the approval of the competent authority .
12. The seniority of candidates who joined the Armed Forces during the period of operation of the Proclamation of Emergency issued on 26th October , 1962 namely 26th October, 1962 to 9th January , 1968 and who could not compete at the Section Officers ' Grade Limited Departmental Competitive. Examination (s) and Section Officers Grade (Railway Board) Limited Departmental Competitive Examination ( s) held during the period of their service in the Armed Forces shall be regulated in accordance with the special orders issued by the Government of India in this behalf, in case they are finally recommended for inclusion in the Select List for the Section Officers ' Grade on the result of the examination .

No. 5/12/2002 CS.I.-The following sub - para is addedto Rule 8 of the Rules for the combined Section Officers '/ Stenographers ' ( Grade ' B ' /Grade ' I ' ) Limited Departmental Competitive Examination held by the Union Public Service Commission in 2002 for addition in the Select Lists for the Sections Officers Grade and Stenographers' ( Grade ' B' / Grade ' I' ) published in Part- I , Section - I of the Gazette of India dated 2.11.2002:-
"Provided that the candidates belonging to the Scheduled Castes and Scheduled Tribes who have been recommended by the Commission without resorting to any relaxations/ concessions in the eligibility or selection criteria , at any stage of the examination , shall not be adjusted against the vacancies reserved for the Scheduled Castes and the Scheduled Tribes! "
