सं ०. 2/ 21 / 2002-३०प्र०--श्री सुरेश पी० प्रभु, संसद सदस्य लोकसभा की अध्यक्षता में जल संसाधन मंत्रालय के संकल्प सं०-2/ 21 /2002-वे ० प्र०, दिनांक 13 दिसम्बर द्वारा अंतनंदी सम्पर्क पर एक कार्यबल का गठन किया गया था । सं० ए-42011/ 21 / 2002-प्रशा- II-कम्पनी अधिनियम, 1956 ( 1956 का 1 ) की धारा 209 क की उपधारा ( 1) के खण्ड ( II ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय सरकार श्री एस ० वी० गोतम , उप- निदेशक (निरीक्षण) को कम्पनी कार्य विभाग में कथित द्वारा 209 क के उद्देश्य के लिए प्राधिकृत करती है ।

सं० 3/ 3/ 2003-बागाम( गः) कॉकी , चाय, रव एवं तंबाक की निरंतर कर्म कीमतें रहने की वजह से इन वस्तुओं से उपजकर्ताओं को हुई कठिनाई को समाप्त करने की दृष्टि से और इन वस्तुओं के उपजकर्ताओं के हितों की रक्षा करने के लिए सरकार ने इन वस्तुओं के उपजकर्ताओं के लाभार्थ एक कीमत स्थिरीकरण निधि ( पी एस एफ) की स्थापना करने और एक स्कीम लागू करने का निर्णय लिया है ।
स्कीम का नाम
इस स्कीम का नाम कीमत स्थिरीकरण निधिःस्कीम होगा । उद्देश्य
पी एस एफ का उद्देश्य विनिर्दिष्ट स्तर से नीचे इन वस्तुओं की कीमतें कम हो जानो पर सरकारी एजेंसियों द्वारा खरीद प्रचालनों की प्रथा अपनाए बिना उपजकर्ताओं को वित्तीय सहायता प्रदान करना है ।
निधि का वित्तपोषण .
इस कीमत स्थिरीकरण निधि की स्थापना 500 करोड़ रुपए की राशि से की जाएगी जिसमें केन्द्र सरकार द्वारा एक बार अंशदाम के रूप में 482.88 करोड़ और 500 रुपए प्रति उपजकर्ता की दर से भागीदार उपजकर्ताओं द्वारा गौर वापसके योग्यं-आरंभिक योगदान के रूप में 17.12 करोड़ रुपए. शामिल होंग । इस निधि की धन राशि भारत सरकार के सार्वजनिक खाते में रखी जाएगी । निधि की इस राशि पर मिलन वाले ब्याज को जी पी एफ , एस डी एस और सार्व- जनिक खाते क़ी इसी प्रकार की निधियों पर लागू ब्याज दरे
[भाग खण्ड 1 की तरह निर्धारित किया जाएगा । निधि की इस राशि का उपयोग नहीं किया जाएगा और केवल ब्याज पर प्राप्त आय का प्रभीग कीमत स्थिरीकरण निधि स्कीम के प्रचालन हेतु किया जाएगा । धन राशि पर अजित होने वाले वार्षिक व्याजको नाबार्ड द्वारा प्रशासित न्याय निधि को जारी किया जाएगा । नाबार्ड द्वारा प्रशासित न्याय निधि की लेखा परीक्षा भारत के नियंत्रक एवं महालेखा परीक्षक द्वारा की जायगी । स्कीम की व्याप्ति
प्रारंभ में इस स्कीम में चाय , कॉफी, प्राकृतिक रबड़ और तंबाकू के 4 हेक्टयर तक के प्रचलनात्मक जोतों वाले लगभग 3.42 लाख उपजकर्ताओं में से जो सर्वाधिक जरूरतमंद है, शामिल होंग
कीमत सीमा ववपनाना
इक सभी चारों वस्तुओं के लिए 40 प्रतिशत की एक समात सीमा अपनाई जायेगी जो सात वर्षों की अंतर्राष्ट्रीय चल औसत कीमत में से +/- 20% की कीमत सीमा के दायरे में होमी । स्क्रीम की मुख्य विशेषताएं
यह स्कीम उत्पादकों और सरकार के अंशदान के सिद्धान्त पर आधारित होगी जो सामान्य/ अत्याधिक/ संकटकालीन अब- धियों पर निर्भर होगा और जिसमें संकटकालीन अवधि के दौरान उपाय वापस लेने की व्यवस्था होगी ।
भागीदार और सरकार के अंशदान को किसी निदिष्ट बैंक में इस स्कीम के प्रयोजनार्थ खोले गए भागीदार उत्पादक के खातें में जमा किया जायभाः । उत्पादक के खाते में भागीदार उत्पादक' सरकार का अंशदान और उससे धनराशि की वापसी विनिर्दिष्ट कीमत सीमा के साथ संदभित होगी ।
स्कीम के प्रचालन की अवधि
यह स्कीम प्रारंभ में 10 वर्षों की अवधि के लिए अप्रैल , 2003 से चल रही हैं । 5 वर्ष के बाद इस स्कीम की समीक्षा कीजायेगी ।

Prabhu , Member of Parliament ( LS) As per the Resolution , other Members are to be nominated in consultation with the Chairman of the Task Force and with the approval of the Printe Minister . Accordingly , on the recommendation of Chairman of the Task Force and after the approval of Prime Minister , Sh . A. Mohanakrishna , Advisór Government of Tamil Nadu is , hereby, nominated as part - time Member of the Task Force .

RESOLUTION
No. 3 /3 /2003 - Plant . In order to alleviate the hardship faced by the growers of coffee , tea , rubber and tobacco due to continued low prices of these commodities and to safeguard the interests of the growers of these commodities , the Government has decided to establish a Price Stabilisation Fund (PSF) and implement a Scheme for the benefit of the growers of these commodities .
Name of the Scheme
The Scheme will be called the Price Stabilisation Fund Scheme .
Objective
The objective of the PSF is to provide financial relief to the growers when prices of these commodi- ties fall below a specified level , without resorting to the practice of procurement operations by the Government agencies .
Funding of the Corpus
The Price Stabilisation Fund will be established with a corpus of Rs . 500 crores which shall include Rs . 482.88 crore as a one time contribution by the Central Government and Rs . 17.12 crores as a non- refundable initial contribution by the participating growers @ Rs . 500 per grower . The corpus of the Fund will be kept in the Public Account of the Government of India . The Interest on the corpus Fund will be benchmarked to the interest rate as is applicable on the GPF, SDS and similar Funds in Public Account . The corpus Fund would remain undisturbed and interest earnings alone will be utilised for of India operationalising the price Stabi- lisation Fund Scheme . The annual interest accruing on the corpus would be released to the Trust Fund to be administered by the NABARD .
The Trust Fund administered by the NABARD will be audited by the Comptroller & Auditor General of India .

[PART I-SEC. 11 Coverage of the Scheme
Initially, the Scheme will cover a total of about 3.42 lakh growers of tea , coffee , natural rubber and tobacco , being the most needy amongst those having operational holdings of upto 4 hectares .
Adoption of a Price Band
A uniform band of 40 per cent for all the four commodities wiil be adopted with a price spectrum band of 20 % from the seven years moving average of international prices .
Salient features of the Scheme
The scheme will be based on the principle of contributions from the growers and from the Government depending on normal /boom/distress periods , with a provision for withdrawal by the growers during distress period .
The contributions of the participant as well as of the Government would be made to an account of the participant grower , opened for the purpose of this Scheme , with any designated Bank . The contribution of the participant grower /Government to the grower's account and withdrawal therefrom would be with reference to the price band specified .
Period of operation of the scheme
The scheme is operational from April 2003 onward , initially for a period of ten years . The scheme will be reviewed after 5 years .
