संकल्प
(ग) कार्यकाल
समिति का कार्यकाल उसके गठन की तारीख से तीन वर्ष होगा, बशर्ते कि:-
( 1) समिति में नामित संसदं सदस्य, जैसे ही संसद के सदस्य नहीं रहेंगे, इस समिति के भी सदस्य नहीं रहेंगे ।

( 2) समिति के सरकारी सदस्य उस समय तक सदस्य बने रहेंगे जब तक वे उस पद को धारण किए हुए हैं जिनके कारण उन्हें समिति का सदस्य बनाया गया है ।

सं० ई-110 11/11/2002 हिन्दी-पोत परिवहन मंत्रालय की हिन्दी सलाहकार समिति की बैठक में दिए गए सुझाव के अनुसरण में, भारत सरकार, पोत परिवहन मंत्रालय ने भारतीय पत्तनों तथा नौवहन से संबंधित विषयों पर हिन्दी में मूल रूप से पुस्तकें लिखने को बढ़ावा देने के लिए उन पुस्तकों के लेखकों को, नकद पुरस्कार देने के लिए एक योजाना आरंभ करने का इस योजना की मुख्य-मुख्य बातें निम्न निर्णय किया
प्रकार हैं :--
1. योजना का नाम : इस योजना का नाम " पोत परिवहन मौलिक हिन्दी पुस्तक लेखन योजना" होगा । 2. योजना का उद्देश्य : इस योजना का उद्देश्य भारतीय पत्तनों तथा नौंवहन से संबंधित विषयों पर हिन्दी में मूल रूप से पुस्तकों के लेखन को प्रोत्साहित करना है ।
3. पुरस्कारों का इस योजना के अधीन हिन्दी में मूल पुस्तकों के लिए निम्नलिखित पुरस्कार दिए जाएंगे : मूल्य
प्रथम पुरस्कार---15,000 /-रु ०.
द्वितीय पुरस्कार--10,000 /-रु० तृतीय पुरस्कार--7,000 / -रु ० 4. मुख्य विशेषताएं: 1. इस योजना का संचालन पोत परिवहन मंत्रालय द्वारा किया जाएगा ।
2. पुरस्कार प्रत्येक कलेण्डर वर्ष के लिए दिए जाएं ।
3. लेखक अपने आवेदन निर्धारित फार्म में भरकर संयुक्त सचिव ( नौवहन/राज- भाषा) , पोत परिवहन मंत्रालय, परिवहन भवन , नई दिल्ली-110001 को भेजेंगे । 5. योजना में भाग: 1. सभी भारतीय नागरिक इस पुरस्कार योजना में भाग ले सकते हैं । लेने के लिए पात्रता
2. इस योजना में हिन्दी में मौलिक प्रका- शित पुस्तकों अथवा पाण्डुलिपियों पर विचार किया जाएगा ।
3. जिन लेखकों की पुस्तकों को इन प्रति- योगिताओं में शामिल किया जाएगा उनका अपनी पुस्तकों पर प्रतिलिप्याधि- कार ( कापीराइट ) बना रहेगा ।
4. जिन पुस्तकों को इन प्रतियोगिताओं के लिए पेश किया जा चुका होगा उन्हें इन प्रतियोगिताओं के लिए दोबारा प्रस्तुत नहीं किया जा सकेगा ।

5. जिन पुस्तकों को भारत सरकार या राज्य सरकार या संघ राज्य क्षेत्र के प्रकाशन की किसी योजना के अधीन एक बार पुरस्कार दिया जा चुका होगा उन्हें इस योजना में शामिल नहीं किया जाएगा
6. शत :
साधारण 1. यदि पुरस्कार प्राप्त करने वालो किसी पुस्तक के एक से अधिक नेवक हैं तो पुरस्कार की राशि को उनमें बराबर - बराबर बांट दिया जाएगा ।
2. यदि किसी वर्ष मूल्यांकन समिति किसी भी पुस्तक/पाण्डुलिपि को पुरस्कार दिए जाने के उपयुक्त नहीं समझती है तो मूल्यांकन समिति अपने विधेक पर इस पुरस्कार को रोक सकती है ।
3. पुरस्कार प्रदान किए जाने या पुरस्कार के लिए पुस्तकों के चयन की प्रक्रिया के बारे में कोई पत्त्र व्यवहार नहीं किया जाएगा । 4. पुरस्कार वर्ष 2003 से आरंभ होंगे और प्रत्येक कलेण्डर वर्ष में दिए जाएंगे । यदि किसी कलेण्डर वर्ग के लिए उपयुक्त पुस्तकें उपलब्ध नहीं होंगो तो उस वर्ष पुरस्कार नहीं दिए जाएंगे ।
समिति :
7. मूल्यांकन 1. पुरस्कार प्रदान किए जाने के लिए पुस्तकों पांडुलिपियों का चयन करने के लिए एक मूल्यांकन समिति होगी ।
2. मूल्यांकन समिति के अध्यक्ष और सदस्यों की नियुक्ति पोत परिवहन मंत्रालय के सचिव द्वारा की जाएगी ।
3. यदि मूल्यांकन समिति का कोई सदस्य इस पुरस्कार योजना में शामिल होना चाहता है तो वह उस वर्ष के लिए मूल्यांकन समिति का सदस्य नहीं होगा । मूल्यांकन समिति द्वारा लिया गया फैसला अन्तिम होगा । 8. योजना में 1. पोत परिवहन मंत्रालय को इस योजना में संशोधन का संशोधन करने का अधिकार होगा । अधिकार :

आदेश दिया जाता है कि संकल्प को एक- एक प्रति सभी राज्य सरकारों , भारत सरकार के सभी मंत्रालयों/ विभागों, भारत के सभी विश्वविद्यालयों और समाचार अभिकरणों को भेजी जाए ।
यह भी आदेश दिया जाता है कि यह संकल्प आम जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

The functions of the Committee will be to advise the Ministry of Petroleum & Natural Gas in matters relating to the progressive use of Hindi for Official work and allied issues falling within the frame-work of the Official Language Policy laiddown by the Government of India,
(c) Tenure
The term of the Committee will be three years from the date of its composition, provided that :-
( 1) A member of Parliament nominated to the Com- mittee shall cease to be a member of the Committee as soon as he ceases to be a member of Parliament .
( 2) Official members of the Committee shall continue as members as long as they hold office by virtue of which they are the members of the Committee .
(3) Any mid - term vacancy shall be filled un by the concerned member's successor in office, who shall be a member the Committee for the remaining term of three years . of
(d) Travelling and other Allowances
The non-official members of the Committee will be paid travelling and daily allowances for attending the meeting of the Committee as per the guidelines contained in Office Memorandum No. 11 / 20034 / 86- OT. , ( A - 2 ) dated 22nd January 1997 of Derartment of Officiat Tanguage and at the fived rates and as per rules ameided by Government of India from time to time.

No. E - 11011 / 11 / 2002 - Hindi . In pursuance of the sugges- tion made in the meeting of Hindi Salahakar Samiti , the Govt . of India , Ministry of Shipping have decided to intro- duce a scheme for awarding writers with cash prizes to encourage them to write original books in Hindi on Indian Ports and allied subjects relating to Shipping. The main features of the scheme are as under :-
1. Name of the Scheme The Scheme will be called "Pot Parivahan Maulik Hindi Pustak Lekhan Yojana" .
2. Objectives of the Scheme The aims of the Scheme is to promote writing of original books in Hindi on Indian Ports and Shipping related subjects .
3. Value of the Awards : The following prizes will be awarded for original works in Hindi under the Scheme :-
First Prize Rs . 15,000/ -
Second Prize : Rs . 10,000 / -
Third Prize : Rs . 7,000/- 988
