मानव संसाधन विकास मंत्रालय (माध्यमिक और उच्चतर शिक्षा विभाग) नई दिल्ली, दिनांक10 जून 2002 सं० एफ ० 23-2/ 2001- टी ० एस०- III- इंस्टीट्यूशन आफ मैकेनिकल इंजीनियर्स ( इंडिया) , मुम्बई से संबंधित सिविल रिट याचिका सं ० 3570/2001 तथा एल ० पी ० ए ० सं ० 49-50/ 2002 के मामले में माननीय दिल्ली उच्च न्यायालय के दिनांक 31-1-2002 के निर्देशों के अनुसरण में शैक्षिक अर्हताओं को मान्यता देने संबंधी उच्च स्तरीय समिति ने 12-2-2002 तथा 15-5-2002 को आयोजित अपनी विशेष बैठक में केन्द्र सरकार के तहत नियोजन के प्रयोजनार्थ इंस्टी ट्यूशन आफ. मैकेनिकल इंजीनियर्स ( इंडिया ) , मुम्बई द्वारा आयोजित तकनीशियन इंजीनियर्स परीक्षा ( त ० ) के भाग-1 तथा II और एशोशिएट मेम्बरशिप परीक्षा के सैक्शन " ए" तथा " बी" को दी गई मान्यता की समीक्षा की ।
2. इंस्टीट्यूशन आफ मैकेनिकल इंजीनियर्स ( इंडिया ) , मुम्बई की समुचित सुनवाई करने के पश्चात उच्च स्तरीय समिति ने निम्नलिखित निर्णय लिए:--
(1) केन्द्र सरकार के तहत नियोजन के प्रयोजनार्थ इंस्टीट्यूशन आफ मैकेनिकल इंजीनियर्स ( इंडिया) , मुम्बई की एसोशिएट मैम्बरशिप परीक्षा के सेक्शन "ए" तथा "बी" और तकनीशियन इंजीनियर्स परीक्षा ( त० ) के भाग-1 तथा II को दी गई मान्यता तत्काल प्रभाव से बापस ले ली गई है । ( II ), मान्यता वापस लेने संबंधी निर्णय भविष्यलक्षी प्रभाव से लागू होगा अर्थात जिन विद्यार्थियों ने इंस्टीट्यूशन आफ मैकेनिकल इंजीनियर्स ( इंडिया) , मुम्बई द्वारा आयोजित सेक्शन " ए " तथा " बी" और भाग -1 तथा II परीक्षा उत्तीर्ण कर ली है थे केन्द्र सरकार में नौकरी प्राप्त करने हेतु पात्न बने रहेंगे ।
( III ), इंस्टीट्यूशन आफ मैकेनिकल इंजीनियर्स ( इंडिया ) , मुम्बई अपनी पाठ्यचर्या , परीक्षा प्रणाली नियुक्ति प्रक्रिया तथा परीक्षकों की अर्हता, तथा अन्य संबंधित मुद्दों के संबंध में उच्च स्तरीय समिति द्वारा गठित दल द्वारा यथा उल्लिखित सभी कमियों को दूर करने के पश्चात् केन्द्र सरकार के तहत नियोजन के प्रयोजनार्थ इस संस्थान द्वारा आयोजित की जाने बाली परीक्षाओं को मान्यता के लिए मानव संसाधन विकास मंत्रालय से विचार- विमर्श करने के लिए आवेदन कर सकता है ।

विषय : सर्व जिआ अभियान के लिए राष्ट्रीय मिशन की स्थापना-शुद्धि पत्त्र
सं ० एफ 2-4/ 2000 -ई ० ई०- III ( डेस्क ० ई ० ई ० ) - भारत गरकार के संकल्प सं ० एफ० 2-4/ 2000-डेस्क ( ई० ई ० ) दिनांक 2 जनवरी , 2001 के तहत प्रधानमंत्री की अध्यक्षता में सर्व शिक्षा अभियान के लिए राष्ट्रीय मिशन का गठन किया गया था । इस मिशन में एक शासी परिषद और एक कार्यकारिणी ममिति है ।
मिशन की शासी परिषद और कार्यकारिणी समिति के गठन के आंशिक आशोधन के अनुसार राज्य मंत्री, मानव संसाधन विकाम, शासी परिषद के सदस्य व कार्यकारिणी समिति के वरिष्ठ उप-सभापति होंगे । शासी परिषद व कार्यकारिणी ममिति का परिनोति गठ इस प्रकार होगा:- गासी परिषद्

आदेश
आदेश है कि इस संकल्प की एक- एक प्रति सर्व शिक्षा अभियान के सभी सदस्यों को परिचालित कर दी जाए । आदेश है कि इस संकल्प की एक- एक प्रति भारत सरकार के सभी मंत्रालयों और विभागों को भेज दी जाए ।
आदेश है कि इस संकल्प को सामान्य सूचना के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

नई दिल्ली, दिनांक 19 सितम्बर 2003 सं ० पी० एल ०यू० 12/ 1/ 03-पी ० पी०/1- इस मंत्रालय के दिनांक 17-4-95 के संकल्प संख्या 15/ 2/ 91-बी०एम ० तथा दिनांक1-8-96 की अधिपूचना संख्या 32/ 1/ 96-ई० आर ० 591 में आंशिक संशोधन करते हुए जल संसाधन मंत्री के अनु मोदन से यह निर्णय लिया गया है कि " तटीय सुरक्षा और विकास सलाहकार समिति" के संघटन में क्रम सं० 7 पर आयुक्त ( पूर्वी नदियां ) , जल संसाधन मंत्रालय के स्थान पर आयुक्त (नीति एवं आयोजना ) , जल संसाधन मंत्रालय का नाम शामिल किया जाए ।
इस मंत्रालय के दिनांक 17-4-95 के संकल्प संख्यः 15/2/91-बी० एम ० के अनुसार उक्त सम्मिति के अन्य सभी कार्य तथा निबन्धन और शर्तें अपरिर्वातत रहेंगी ।

The High Level Committee for recognition of Educational Qualifications in its special meeting held on 12-2-2002 and 15-5-2002 in pursuance of the dites- tions of the Hon'ble Hig !. Court of Delhi dated 31-1-2002 in the matter of Civil Wric Petition No. 3570/2001 and LPA No. 49-50/2002 relating to Institution of Mechanical Engi neers ( India ) , Mumbai reviewed the recognition granted to Part I and 11 of Technician Engineer ; Examination ( 1 ) and Section A& B of Associate Member hip Examination of the Institution of Mechanical Engineers ( India ) , Mumbai for the purpose of employment under Central Goveinment .
2. After giving a fair hearing to the Institution of Mecha- nical Engineers ( India ) , Mumbai, the High Level Committee took following decisions :-
( i ) Recognition of Associated Membership Examina- tion of Section A & B and Part - I & Ii of Technician Engineers Examination (T ) of the Institution of Mechanical Engineers ( India ) , Mumbai for the pur- poses of employment under Central Government stand withdrawn with immediate effect .
(ii ) Withdrawal of the recognition will be effective pros- pectively , i.e. students who have already got Section A&B and Part - 1 and Il awards from IME ( India ) , Mumbai will continue to be eligible for employmeni in Central Government .
(iii) IME ( India ) , Mumbai will be at liberty to approach the Ministry of Human Resource Development for recognition of awards granted by them for employ- ment purposes in the Central Government as and when they remove all deficiencies with regard to revision and upgradation of curriculum , examination system, procedure for appointment and qualification of examiners and other related issues , as pointed out by the Group constituted by the High Level Committee.

Subject : Setting up of National Mission for Sarva Shiksha Abhiyan-Corrigendum.
No. F. 2-4 /2000 -EE.III ( Desk-EE ) -Govt . of India vide resolution No. F. 2-4/ 2000 - Desk ( EE) dated 2nd January , 2001 had set up the National Mission for Sarva Shiksha Abhiyan under the Chairmanship of the Prime Minister. The Mission have a Governing Council and an Executive Committee.
In partial modification of the composition of the Govern- ing Council and the Executive Committee of the Mission . The Minister of State , HRD will be a member of the Gov- erning council and Senior Vice-Chairman of the Executive Committee. In partial modification of this Ministry's Resolution No. 15 / 2 / 91 -BM dated 17-4-95 and Notification No. 32 / 1 / 96 - ER/ 591 dated 1-8-96, it has been decided with the approval of Minister of Water Resources that in the composition of the "Coastal Protection and Development Advisory Committee " , the name of Com- missioner ( PP ) , Ministry of Water Resources may be included as a Member at Sl . No. 7 in lieu of Commissioner (ER) , Ministry of Water Resources .
(xi ) Seven non- officials comprising of teachers , NGOs representatives , educationists to be nominated by Chairman of the Council
All other functions and , terms and conditions of the above Committee as per this Minin try's Resolution No. 15 / 2/91- BM dated 17-4-95 will remain unchanged .
