सं० 55-46/ 2003 -ए एच टी. इस मंत्रालय के दिनांक 28 अगस्त, 1998 के संकल्प संख्या 3-16/ 95 ( सी डी) और समय-समय पर जारी किए गए संशोधनों में भारत सरकार ने यह निर्णय लिया है कि गोसम्बर्धन सलाहकार परिषद को तत्काल प्रभाव से तीन वर्ष की अवधि के लिए पुनर्गठित किया जाए ।

इस सलाहकार परिषद के निम्न कार्य होंगे:-- ( 1 ) गोपशुओं के संरक्षण , त्रिका प्रजनन , आहार और विपणन से जुड़ी हुई योजनाओं की समय- समय पर समीक्षा करना ।
( 2) उपरोध किती एक मामले में केन्द्र और राज्य सरकारों को सलाह दे ना ।
( 3) गोपशुधन विकास विशेषकर अनुचित तर्ज पर गोशालाओं के विकास की समीक्षा और समन्वय करना ।
( 4) देश के किसी भी क्षेत्र में गोपशुधन के विकास के लिए किसी अन्य कार्यों की शुरूआत करना जैसा कि भारत सरकार चाहती है ।
( 5 ) गोपशु विकास के लिए जहां गैर -सरकारी संस्थानों का सहयोग अपेक्षित है, वहां बढ़ावा देने वाले क्रियाकलापों को शुरू करना, और
परिषद उस समय और उस स्थान पर आवधिक रूप से बैठक करेगी जैसा अध्यक्ष द्वारा निर्णय लिया जाएगा ।
आदेश
:
1. आदेश दिया जाता है कि संकल्प की एक प्रति सभी राज्य सरकारों, संघ शासित प्रशासन और भारत सरकार के 1106
मंत्रालयों के विभाग , योजना आयोग, मंत्रिमंडल सचिवालय, प्रधान मंत्री सचिवालय , लोक सभा सचिवालय तथा राज्य सभा सचिवालय और अन्य संबंधित संगठनों को भेजी जाए ।
2. यह भी आदेश दिया जाता है कि संकल्प को भारत के राजपत्र में सामान्य सूचना के लिए प्रकाशित किया जाए ।

संकल्प
: 12016: 9 / 2003 - एस सी डी ( आर एल सैल ).-- जबकि भारत सरकार को उन अनधिसूचित जनजातियों, खाना- बदोग तना अर्थजारावदोत " जनजातियों " की विकासात्मक जरूरतों की जानकारी है जो अनुसूचित जातियों, अनुसूचित जनजातियों और अन्य पिछड़े वर्गों एवं अन्य के बीच फैले हुए हैं ।
2 तथा जबकि संविधान के कार्यकरण की समीक्षा करने के लिए राष्ट्रीय आयोग ने भी अपनी रिपोर्ट में उल्लेख किया है कि अधिसूचित " जनजातियों" को गलत रूप से अपरात्र अत्रण हा में कतंकित किया गया है और कानून- व्यवस्था के प्रतिनिनियों के द्वारा तथा सिविल सोसाइटी द्वारा कठोरता का व्यवहार और जोग किया जाता है, इसने अन्य वःतों के साथ-साथ यह भी सिफारिश की थी कि सामाजिक न्याय और अधिकारिता मंत्रालय तथा जनजातीय कार्य मंत्रालय को अवधिसूचित जनजातियों, खानाबदोश तथा अर्थ - बानाबदोश जनजातियों समुशयों के सामाजिक-आर्थिक विकास , शैक्षिक विकास , रोजगार के अवसरों के सूजन, साभाजिक स्वतंत्रता नया पूर्ण पुनर्वास संबंधी कार्यक्रमों को सुदृढ़ करना चाहिए । अतः जब जारत सरकार ने उन अनत्रिसूवित जन- जातियों, खानावदोज तथा अर्धवानाबदोश " जनजातियों " के MINISTRY OF AGRICULTURE

RESOLUTION
No. 55-46 /2003 - AHT. In continuation of this Ministry's Resolution No. 3-16/ 95 ( CD ) dt. 28th August 1998 and sub- sequent amendments issued from time to time the Govern- ment of India have decided to reconstitute the Gosamvar- dhana Advisory Council for a further period of three years with immediate effects .

विकासात्मक पहलुओंका अध्ययन करने के लिए एक वर्ष के लिए राष्ट्रीय आयोग का गठन करने का संकल्प किया है । 4. आयोग के विचारार्थ विषय नीचे दिए गए हैं :-- (क) अनधिसूचित, खानाबदोश तथा अर्धखानाबदोश "जनजातियों" की पहचान करना और उनमें जो अनुसूचित जातियों, अनुसूचित जनजातियों तथा अन्य पिछड़ बर्गों में श्रेणीबद्ध किए गए में हैं, की राज्य/ संघ राज्य क्षेत्रवार सूची तैयार करना;
(ख ) अनधिसूचित, खानाबदोश तथा अर्ध -खानाबदोश "जनजातियों" की सामाजिक-आर्थिक और शैक्षिक जरूरतों का अध्ययन करना;
( ग) भारत सरकार को उनके समग्र विकासात्मक पहलुओं के लिए अपेक्षित विशेष उपायों की सिफारिश करना; तथा (घ) उनसे संबंधित या उनले प्रासंगिक कोई अन्य सिफारिशें करना जिन्हें आयोग आवश्यक समझे ।
5. केन्द्र सरकार किती राज्य सरकार तथा किसी अन्य प्राधिकरण, संगठन या व्यक्ति से आयोग ऐसी सूचना प्राप्त करेगा जो अपने प्रयोजनार्थ आवश्यक या संगत समझे । 6. आयोग का एक अध्यक्ष होगा और उपयुक्त विशेष- ज्ञता वाले चार अन्य सदस्य होंगे, जिनमें से एक सदस्य-सचिव होगा ।
7. आयोग कार्यकरण के लिए अपनी ही प्रक्रिया तैयार करेगा और जब कभी जरूरी समझा जाए भारत के किसी भाग का दौरा करेगा ।
8. आयोग अपनी रिपोर्ट इस संकल्प की तारीख से एक वर्ष के अन्तर्गत प्रस्तुत करेगा ।
आदेश
आदेश दिया जाता है कि इस संकल्प को भारत के राजपत्त्र में प्रकाशित किया जाए ।

2. And whereas the National Commission to review the working of the Constitution has also observed in its Report that the Denotified 'tribes' have been wrongly stigmatized as crime prone and subjected to high handed treatment as well as exploitation by the representatives of law & order as well as by the general society , it has , inter-alia recommended that the Ministry of Social Justice and Empowerment and the Ministry of Tribal Affairs should strengthen the programmes for the socio- economic development , educational develop ment , generation of employment opportunities , social libera- tion and full rehabilitation of denotified tribes , nomadic and semi - nomadic tribes /communities .
To be nominated by Lok Sabha /Rajya Sabha Secretariat.

The functions of this Advisory Council will be as under:
3. Now, therefore , the Government of India has resolved to constitute a National Commission for one year to study the developmental aspects of the Denotified Tribes , Nomadic and Semi- nomadic "Tribes' .
(i ) To review from time to time the schemes relating to the preservation , development , breeding , feeding and marketing of cattle .
( ii ) To advice the Central and State Governments on any of the above matters .
4. The Terms of Reference of the Commission are given below :-
(iii) To review and coordinate the development of cattle wealth particularly, development of gaushalas on proper lines .
(a) to identify Denotified , Nomadic and Semi -nomadic 'Tribes' and prepare a State/Union Teritory -wise list of those who have been categorized amongst them as Scheduled Castes , Scheduled Tribes and Other Backward Classes;
(iv) To undertake any other functions as required by the Govt. of India for the development of cattle wealth in any area of the country .
(b) to study socio- economic and educational needs of Denotified, Nomadic and Semi - nomadic "Tribes' ;
(v) To undertake promotional activities for the deve- lopment of cattle , especially where cooperation of the non-official institutions is required and
( c) to recommend to the Government of India, the specific interventions required for their overall developmental aspects ; and
The Council will meet periodically at such time and place " as may be decided by the Chairman.

(d) make any other recommendations connected there- with or incidental thereto, which the Commission considere nesessary .

8. The Commission shail submit its report within one year from the date of this Resolution
5. The Commisen may obtain such information as consi- dered necessary or expedient for its purpose from the Central Government , any State Government and any other authority , organization or individual .

6. The Commission shall consist of a Chairperson and four other Members with suitable expertise, one of them will function as the Member Secretary .
