3. समिति के विचारार्थ विषय इस प्रकार होंगे :-- "ईग्नों और रसायनों के रूप में प्रयोग करने के लिए हाईड्रोकार्बन कच्चे माल की अधिकतम संसाधन प्रक्रिया सुनिश्चित करने हेतु विज्ञान ओर प्रौद्योगिकी संबंधी नीतियों तथा उपायों पर सलाह देना ताकि उनको कार्यान्वित किया जा सके ।"
4. समिति आवश्यकता अनुसार बैठकें करेगी किन्तु एक- तिमाही में कम से कम एक बैठक जरूर होगी और वह पैट्रो- लियम और प्राकृतिक गैस मंत्रालय को समय-समय पर उचित सिफारिशें करेगी ।
5. उच्च प्रौद्योगिकी केन्द्र समिति को अपेक्षित सचिबीय सहायता प्रदान करेगा ।
6. वैज्ञानिक सलाहकार समिति की हर बैठक में भाग लेने हेतु समिति के गैर- सरकारी सदस्यों को1000/- रुपए (एक हजार मात्र) का मानदेय दिया जाएगा । तेल उद्योग विकास बोर्ड , भारत सरकार गैर - सरकारी सदस्यों के यात्त्रा भत्ते/ दैनिक भत्ते का खर्च वहन करेगा । केन्द्र सरकार/सार्व- जनिक क्षेत्र उपक्रमों के सरकारों कर्मचारियों/ प्रतिनिधियों का यात्रा भता दैनिक भत्ता खर्व संबंधित विभागों/ उपक्रमों द्वारा वहन किया जाएगा । समिति के अन्य खर्च तेल उद्योग विकास बोर्ड वहन करेगा ।
7. अध्यक्ष-वैज्ञानिक सलाहकार समिति उन व्यावसायिकों तकनीकी विशेषज्ञों को उचित/ सांकेतिक मानदेय के भुगतान की सिफारिश कर सकता है :--
(क) जिनसे वैज्ञानिक सलाहकार समिति को प्रस्तुत प्रस्तावों का पुनरीक्षण कर उन प्रस्ताबों के तकनीकी गुणावगुणों पर अपना-अपना मत प्रकट करने का अनुरोध किया गया है ।
(ख) जिन्हें समिति की बैठक में तेल उद्योग संबंधी विषयों पर तकनीकी चर्चा करने या महत्वपूर्ण निधेशों की व्यवस्था हेतु आमंत्रित किया गया हो ।
आदेश
आदेश दिया जाता है कि इस संकल्प की एक प्रति , राज्य सरकारों , संघ राज्य क्षेत्र के प्रशासकों, लोक सभा और राज्य सभा सचिवालयों और भारत सरकार के संबधित मंत्रालयों तथा विभागों को भेजी जाए ।
यह भी आदेश दिया जाता है कि इस संकल्प को आम सूचना के लिए भारत के राजपत्तन में प्रकाणित किया जाए ।

संकल्प
सं ०: 12015/ 1 / 2001 -हिंदी- सरकार की राजभाषा नीति में प्रेरणा और प्रोत्साहन का प्रावधान है । राजभाषा बिभाग के निर्देशों के अनुसार वैज्ञानिक तथा तकनीकी साहित्य हिंदी में तैयार किया जाना चाहिए तथा केन्द्रीय सरकार के कार्यालय अपने कार्यों से संबंधित विषय-वस्तुओं पर लेख प्रकाशित करे । इन दिशा- निर्देशों को ध्यान में रखते हुए विद्युत संबंधी बिषयों पर मौलिक रूप से हिंदी में पुस्तक लेखन को प्रोत्साहित करन के लिए विद्युत मंत्रालय, केन्द्रीय विद्युत प्राधि- करण ने एक नकद पुरस्कार योजना 1 जनवरी , 2003 से चलाने का निर्णय लिया है जिसका नाम "केन्द्रीय विद्युत पुस्तक लेखन पुरस्कार योजना " है ।
केन्द्रीय विद्युत पुस्तक लेखन पुरस्कार विनियम 1. नामः इन विनियनों का नाम "केन्द्रीय विद्युत पुस्तक लेखन पुरस्कार योजना विनियम " है ।
2. परिभाषाएं: इन विनियनों में , जब तक कि संदर्भ से अन्यथा अपेक्षित न हो :--
( i) योजता के अभिप्राय है " विद्युत संबंधी विषयों पर मौलिक रूप से हिंदी में पुस्तक लेखन को प्रोत्साहित करने के लिए केन्द्रीय विद्युत प्राधिकरण की पुरस्कार योजना" ।
( ii ) " पुस्तक" से आशय प्रकाशित पुस्तक से है । ( iii) " विनियम" से अभिप्राय है : "केन्द्रीय विद्युत पुस्तक लेखन पुरस्कार योजना विनियम" ।
( iv) "वर्ष" से अभिप्राय है : "कैलेण्डर वर्ष जो कि 1 जनवरी से 31 दिसम्बर तक माना जाएगा" । 3. उद्देश्य योजना का उद्दे श्य विद्युत के विभिन्न विषयों के बारे में उच्च स्तर के तकनीकी साहित्य के निर्माण को प्रोत्साहन देना है । साथ ही साथ , तकनीकी क्षेत्र में हिंदी के प्रयोग को बढ़ाना है ।
4. पुरस्कार:

रु ० 50,000/-

द्वितीय पुरस्कार ( एक ) रु० 30,000/ -

5. अवधि: इस योजना की अवधि 1 जनवरी से 31 दिसम्बर तक एक कैलेण्डर वर्ष की होगी और पुरस्कार प्रत्येक वर्ष दिया जाएगा । पुरस्कार के लिए उस पुस्तक पर विचार किया जाएगा जिसका प्रकाशन उसी वर्ष के दौरान हुआ हो । यह पुरस्कार योजना 1 जनवरी, 2003 से लागू है । 6. पुरस्कार के लिए पात्रता एवं शर्ते:
1. पुस्तक की विषय-वस्तु विद्युत क्षेत्र से संबंधित हो । 2. इस योजना में भारत का कोई भी नागरिक , केन्द्र सरकार/ राज्य सरकार के किसी भी कार्यालय में कार्यरत अधिकारी/ कर्मचारी या किसी शैक्षणिक संस्थान/ विश्व- विद्यालय में कार्यरत व्यक्ति भाग ले सकता है । 3. यदि एक पुरस्कार के लिए चुनी गई पुस्तक के लेखक एक से अधिक होंगे तो पुरस्कार की राशि उनमें बराबर -बराबर बांट दी जाएगी ।
4. पहले से पुरस्कृत पुस्तकों को इस योजना में पुरस्कार के लिए सम्मिलित नहीं किया जाएगा ।
7. मूल्यांकन समिति:
1. एक मूल्यांकन समिति द्वारा प्रविष्टियों पर विचार किया जाएगा जिसका गठन अध्यक्ष , के ० वि ० प्र ० के अनुमोदन से किया जाएगा । इसमें निम्नलिखित सदस्य होंगे :--
अध्यक्ष , केन्द्रीय विद्युत प्राधिकरण : अध्यक्ष संयुक्त सचिव ( आर एंड आर )
: सदस्य विद्युत मंत्रालय
अध्यक्ष , वैज्ञानिक एवं तकनीकी शब्दावलो आयोग : सदस्य एन ०टी० पी ० सी०/ एन ० एच ०पी ०/ पावरग्रिड ( कारपोरेट कार्यालय ) से
: दो सदस्य निदेशक ( परियोजना)
सचिव, केन्द्रीय विद्युत प्राधिकरण : सदस्य सचिव 2. मूल्यांकन समिति मूल्यांकन के अपने मानदण्ड निश्चित करेगी ।
3. मूल्यांकन समिति का निर्णय अंतिम और सभी प्रकार से बाध्यकर होगा । तथापि मूल्यांकन समिति के निर्णय को ध्यान में रखते हुए विद्युत मंत्रालय का निर्णय अंतिम और बाध्यकर होगा । किसी एक वर्ष में मंत्रालय इस आशय का निर्णय ले सकता है कि कोई भी प्रविष्टि पुरस्कार के लिए उपयुक्त नहीं है अथवा पुरस्कारों की संख्या तीन से कम होगी ।
4. मूल्यांकन समिति के सदस्य केन्द्रीय विद्युत प्राधिकरण द्वारा निर्धारित मानदेय के भी अधिकारी होंगे । 5. मूल्यांकन समिति के सदस्य नियमानुसार दैनिक भत्ता एवं यात्रा भत्ता पाने के पात्र होंगे ।

8. सामान्य:
1. पुरस्कार के निर्णय की सूचना औपचारिक पत्त्र द्वारा दी जाएगी ।
2. पुरस्कार निर्धारण की प्रक्रिया के बारे में कोई पत्न व्यवहार नहीं किया जाएगा ।
3. पुरस्कार वितरण समारोह में उपस्थित होने के लिए पुरस्कार विजेता नियमानुसार दैनिक भत्ता/ यात्रा भत्ता के हकदार होंगे ।
4. पुरस्कार के लिए भेजे जाने वाली प्रत्येक पुस्तक के साथ उसके लेखक द्वारा पुस्तक की मौलिकता से संबंधित प्रमाण-पत्र अनिवार्य रूप से देना होगा ।
5. पुरस्कृत पुस्तक पर लेखक का कॉपीराइट अधिकार पुरस्कार प्राप्त करने पर भी बना रहेगा ।
9. प्रविष्टि भेजने की विधि:
1. प्रविष्टियां संलग्न प्रपत्त्र में भेजी जाएंगी ।
2. पुरस्कार के लिए प्रविष्टि की जाने वाली प्रत्येक पुस्तक की तीन प्रतियां भेजनी होंगी, जो वापस नहीं की जाएंगी ।
3. एक लेखक एक से अधिक प्रविष्टियां विचारार्थ भेज सकता है, बशर्ते कि उनकी विषय -वस्तु परस्पर भिन्न हों ।
4. प्रविष्टियां निम्न पते पर परिपत्र/ विज्ञापन में उल्लि खित अन्तिम तारीख तक पहुंच जानी चाहिए: -

C&MD/Director ( R)/ Director . (0 ) of Public Sector Oil Companies and Secretary , OIDB will be permanent invitees to the Committee meetings . The Chairman may also invite any other person ( s ) to attend the meeting of the Committee or to assist the Committee .
3. Objective : The objective of this scheme is to encourage creation of high standard Technical literature in Hindi on. different branches of Electricity as well as to promote the usage of Hindi in technical field .
3. The terms of reference of the Committee will be as under : .--
4. Awards :
First Prize ( one ) Rs . 50,000 /- ( Rupees fifty thousand ) Second Prize ( one ) Rs . 30,000/- ( Rupees thirty thousand) "To advice on policies relating to Science and Techno- logy and measures to implement them to ensure opti- mum processing of hydrocarbon raw material for use as fuels and chemicals" .
Third Prize (one ) Rs . 20,000 / - ( Rupees twenty thousand) Certificate and a momento will be given alongwith cash prizes.
4. The Committee shall meet as often as necessary but at least once a quarter and will make suitable recommenda- tion to the Ministry of Petroleum and Natural Gas for time to time.
5. The Secretarial assistance required to the Committee will be provided by the Centre for High Technology.
5. Period : The period of the scheme will be calendar year from 1st January to 31st December , and it will be implemented every year. Books publi hed during the year will be considered for wards . This scheme is in operation w.e.f. 1st January , 2003 .
6. Eligibility & Conditions for Awards :
1. The ubject matter of the book should be related to power sector .
6. An honnrarium of Rs . 1000 /- ( one thousand only ) will be paid to the non- official members of the Committee for particinating in each SAC meeting . The expenditure on TA/ DA of the non official members will be met by the Oil Industry Develooment Board (OIDB) . Government of India . TA/ DA of Government Officials / representatives of Central Public Sector Undertakings , will be met by the concerned Demartment/ Undertaking( s ) . Any other expenditure on the Committee will be borne by OIDB .
2. A citizen of India , pfficer/ emplovee working in offices of Central /State Govt . or person working in any educational Institution/University may take part in thi , Soheme.

3. In case a book selected for an award is written by more then one writer the award money will be distributed among them equally .
4. Books which might have received any other award will not be considered for award under this scheme .

3. The decision of the Evaluation Committee will be final and binding in all respects . However , keeping in view the decision of the Evaluation Committee the decision of M / o Power will be final and binding. The Ministry of Power may take a view to the effect that in a particular year none of the entries may qualify for an award or that the number of Awards may be less than three .
