बैंककारी कंपनी ( उपक्रमों का अर्जन और अंतरण ) अधिनियम, 1970/1980 (1970 का 5/1960 का 4 ) की धारा 19 की उप - धारा ( 2 ) के द्वारा प्रदत्त शक्तयों का प्रयोग करते हुए पंजाब एण्ड सिंध बैंक का निदेशक मंडल , भारतीय रिजर्व बैंक के परामर्श से तथा केन्द्र सरकार की पूर्व मंजूरी से एत‌द्वारा पंजाब एण्ड सिंध बैंक , सामान्य विनियम -1998 में आगे निम्नलिखित संशोधन करता है, अर्थात्ः-

1. (1 ) . इन विनियमों को पंजाब एण्ड सिंध बैंक सामान्य( संशोधन ) विनियम , 2003 कहा जाएगा । (2) . ये विनियम सरकारी गजट में प्रकाशन की तिथि से प्रभावी होंगे ।

2. "पंजाब एण्ड सिंध बैंक सामान्य विनियम -1998 " को " पंजाब एण्ड सिंध बैंक (शेयर तथा बैठकें ) सामान्य विनियम 1998 " नया नाम दिया जाएगा ।

3. इस प्रकार पुनर्नामित विनियम पंजाब एण्ड सिंध बैंक (शेयर तथा बैठकें ) सामान्य विनियम 1996 के विनियम 2 में ,

(i) खंड(e ) के स्थान पर निम्नलिखित को प्रतिस्थापित किया जाएगा, अर्थात्ः

समिति का अर्थ है विनियम -2 क के अंतर्गत गठित समिति

( ii) खंड(1 ) के अंत में निम्नलिखित शब्द तथा अंक जोड़े जाएंगे , अर्थात्ः

"तथा निक्षेपागार अधिनियम ,1996 1996 का 22 ) की धारा 11 के अंतर्गत निक्षेपागार द्वारा बनाया गया लाभग्राही स्वामियों का रजिस्टर "

4. विनियम 2 के बाद , निम्नलिखित नया विनियम जोडा जाएगा , अर्थात्ः

"2क( 1 ) विनियम 67 के खंड ( ii ) के प्रावधान के अतिरिक्त , बोर्ड अनिवार्यतानुसार इन विनियमों के लिए एक समिति का गठन कर सकता है जिसमें अध्यक्ष एवं प्रबंध निदेशक अथवा उनकी अनुपस्थिति में कार्यकारी निदेशक तथा अन्य दो निदेशक , जैसा उचित समझा जाएगा , होंगे । 9749 भारत का राजपत्र, दिसम्बर 6 , 2003 ( अग्रहायण 15, 1925)

( II ) इस विनियम के अंतर्गत गठित समिति बोर्ड द्वारा निर्देशित प्रक्रिया के नियमों का पालन करेगी । "

5. विनियम 5 में खंड ( ७ ) को छोड दिया जाएगा ।

6 . विनियम 5 के बाद , निम्नलिखित विनियम जोडा जाएगा , अर्थात्ः

"5क (1 ) यदि रजिस्टर स्वयं इंडेक्स के रुप में नहीं है तो बैंक एक ऐसा इंडेक्स रखेगा जो शेयरधारकों के नामों के कार्ड इंडेक्स के रुप में हो सकता है । तथा अंशधारियों के रजिस्टर में कोई परिवर्तन होने पर परिवर्तन के 14 दिनों के अन्दर इंडेक्स में भी आवश्यक परिवर्तन किया जाएगा ।

(ii ) इंटैक्स को शेयरधारकों के रजिस्टर के साथ रखा जाएगा । "

7. विनियम ? के खंड ( ii ) में , " फर्मों की स्थिति में " के स्थान पर " साझेदारी फर्मों की स्थिति में " को प्रतिस्थापित किया जाएगा ।

8. विनियम 8 में खंड ( ii ) के बाद निम्नलिखित खंड जोडा जाएगा अर्थात्ः

(!!!).. इलेक्ट्रोनिक रुप में रजिस्टर बनाया जाएगा बशर्ते कि सूचना तकनीकी अधिनियम , 2000 ( 2000 का 21 ) के अंतर्गत इलेक्ट्रोनिक रिकार्ड प्राप्त करने के लिए निर्धारित सुरक्षा उपाय कर लिए गये हों । "

9 . विनियम 11 खंड ( 1 ) में , "प्रत्येक 100 शब्दों के लिए रु.5/- की दर से " के स्थान पर "रु .5/- की दर से अथवा प्रत्येक 1000 शब्दों के लिए बोर्ड द्वारा निर्धारित दर से " को प्रतिस्थापित किया जाएगा ।

10. विनियम 12 के लिए निम्नलिखित को प्रतिस्थापित किया जाएगा , अर्थात्ः

"12. रजिस्टर को बंद करना लागू होने वाले दिशानिर्देशों का अनुपालन सुनिश्चित करने तथा स्टाक एक्सचेंजों के साथ लिस्टिंग समझौता करने के बाद तथा भारत में परिचालित कम से कम दो समाचार पत्रों में विज्ञापन के माध्यम से कम से कम सात दिन का पूर्व नोटिस देने के बाद बैंक यदि अनिवार्य समये तो शेयरधारकों के रजिस्टर को एक वर्ष में किसी भी अवधि में कुल अधिकतम 45 दिनों के लिए बंद कर सकता है परन्तु एक समय में यह अवधि 30 दिनों से अधिक नहीं होनी चाहिए । "

11. विनियम 13 में ,

(1) खंड( ii ) में " बोर्ड द्वारा नियुक्त कोई अन्य अधिकारी " के स्थान पर " वेनतमान – ।। श्रेणी से ऊपर का कोई अन्य अधिकारी अथवा कंपनी सचिव " को प्रतिस्थापित किया जाएगा । [भाग III-खण्ड 4 9750

( ii ) खंड (७ ) को छोड दिया जाएगा ।

12. विनियम 15 में , शीर्षक "शेयर प्रमाणपत्र का नवीकरण " के स्थान पर निम्नलिखित को प्रतिस्थापित किया जाएगा , अर्थात्ः " नया अथवा डुप्लीकेट शेयर प्रमाणपत्र जारी करना "

13. विनियम 17 में , खंड ( iii ) व ( iv ) के स्थान पर निम्नलिखित खंड प्रतिस्थापित किए जाएंगे , अर्थात्ः "(iii ) बैंक द्वारा अंतरण को रजिस्टर करने के अनुरोध तथा शेयर प्रमाणपत्र के साथ अंतरण का लिखत प्राप्त होने पर बोर्ड द्वारा प्राधिकृत बोर्ड या समिति उक्त अंतरण के लिखत- को शेयर -प्रमाणपत्र के साथ रजिस्ट्रार या शेयर अंतरण एजेंट को अग्रेषित करेगी जो यह सत्यापित करेंगे कि उपरोक्त से संबंधित तकनीकी अपेक्षाओं का पूर्ण अनुपालन किया गया है । रजिस्ट्रार या शेयर अंतरण एजेंट अंतरण के लिखत को शेयर प्रमाणपत्र के साथ अंतरणी को पुनः प्रस्तुत करने के लिए वापस करेगा बशर्ते कि अंतरण के लिखत को रजिस्ट्रेशन के लिए समुचित रूप से स्टाम्प लगा कर तथा निष्पादित करके बैंक में प्रस्तुत न किया गया हो तथा संबंधित शेयर प्रमाणपत्र के साथ तथा अन्य प्रमाण पत्र के साथ है जो कि बोर्ड को अंतरण करने के लिए अंतरणकर्ता का स्वामित्व दिखाने हेतु आवश्यकता है ।

स्पष्टीकरणः तकनीकी आवश्यकताओं के उदाहरणों से अभिप्राय हैः

(क). अंतरण विलेख पर समुचित स्टाम्प लगी होः

(ख) . अंतरण विलेख में उल्लेखित प्रमाणपत्र संख्या या डिस्टिंक्टिव संख्या शेयर -प्रमाणपत्र के साथ मेल खाती हो ।

(ग) . अंतरणकर्ता के हस्ताक्षरों का मिलान होना चाहिए ।

(घ). अंतरण विलेख का साक्ष्यांकन किया जाना चाहिए । "

( 2) बोर्ड द्वारा प्राधिकृत बोर्ड या समिति अंतरण को रजिस्टर करायेगी बशर्ते कि वह विनियम 19 के अंतर्गत अंतरण को रजिस्टर करने से इन्कार न करे ।

(0 ) जब तक विनियम 19 के अंतर्गत शेयरों के अंतरण को रजिस्टर करने से इन्कार नहीं किया जाता, समुचित रुप से अंतरित शेयर प्रमाणपत्र अंतरण-लिखत प्रस्तुत करने की तिथि के 60 दिनों के भीतर अंतरणी को सुपुर्द कर दिये जाएंगे ।

14.विनियम 19 मेंঃ

( i ) खंड ( 1 ) में "बोर्ड इन्कार कर सकता है " के स्थान पर " बोर्ड या समिति इन्कार कर सकती है " को प्रतिस्थापित किया जाएगा ।

खंड( ।। ) मेंः

(iii)

(क) . प्रारंभिक भाग में " बोर्ड करेगा " के स्थान पर " बोर्ड या समिति करेगी " को प्रतिस्थापित किया जाएगा ।

(ख ) , उप -खंड (ख ) के लिए , निम्नलिखित उप -खंड को प्रतिस्थापित किया जाएगा , अर्थात्ः " यदि विचार बना लिया है कि ऐसे रजिस्ट्रेशन के लिए उप विनियम ( 1 ) उल्लेखित किसी भी कारण से इन्कार किया जाना है तो उसे अंतरणकर्ता एवं अंतरणी को अंतरण फार्म प्राप्ति के 60 दिनों भीतर अथवा संबंधित स्टाक एक्सचेंज के साथ किये गए लिस्टिंग करार में निधर्धारित अवधि के अनुसार इन्कार करने के कारणों को लिखित नोटिस द्वारा सूचित किया जाएगा । " 15.विनियम 21 में निम्नलिखित स्पष्टीकरण जोडा जाएगा , अर्थात्ः

"स्पष्टीकरण - इस विनियम के उद्देश्य से , शेयरधारक रजिस्ट्रेशन के लिए पात्र नहीं रहेगा, (क ) . यदि वह अवयस्क का अभिभावक है, तो अवयस्क के वयस्क हो जाने पर ,

(ख ) . यदि वह कर्ता के तौर पर शेयरधारक है , तो उसके कर्ता न रहने पर "

16 . विनियम 32 में "बोर्ड द्वारा उससे संबद्ध संकल्प के द्वारा " के स्थान पर "विनियम 31 के अंतर्गत जब्ती-नोटिस की अवधि समाप्त होने पर बोर्ड द्वारा अपनी आगामी बैठक में उससे संबद संकल्प के द्वारा " को प्रतिस्थापित किया जाएगा ।

17. विनियम 44 में , "बैंक का कोई अन्य अधिकारी " के स्थान पर " कंपनी सचिव अथवा वेनतमान - ॥ से ऊपर का कोई अन्य अधिकारी " को प्रतिस्थापित किया जाएगा ।

18. विनियम 46 में, खंड( 1 ) के परंतुक में,

( 1 ). "पावली सहित या रहित रजिस्टर्ड डाक द्वारा " के स्थान पर " पावती सहित या रहित रजिस्टर्ड डाक द्वारा या कोरियर सेवा या किसी इलेक्ट्रोनिक तरीके से को प्रतिस्थापित किया जाएगा ।

(il ) . "डाक के सामान्य ढंग " के बाद " या इलेक्ट्रोनिक तरीके से , जैसी भी स्थिति हो " शब्दों को जोड़ा जाएगा ।

19. अध्याय ।।। मैं,

(1) विनियम 47 में , " एक या अधिक निक्षेपागार " के स्थान पर " निक्षेपागार अधिनियम,1996 की धारा 2 ( e ) में उल्लेखित परिभाषा के अनुसार एक या अधिक निक्षेपागार " को प्रतिस्थापित किया जाएगा ।

(ii ) विनियम 48 से 55 को छोड़ दिया जाएगा ।

20. विनियम 56 खंड ( 1 ) मैं , " किसी प्राधिकृत अधिकारी " के स्थान पर "वेनतमान- से 9752

ऊपर का कोई अन्य अधिकारी अथवा कंपनी सचिव को प्रतिस्थापित किया जाएगा । 21. विनियम 61 के बाद , निम्नलिखित विनियम जोडा जाएगा, अर्थात्ः

"61 क . व्यक्ति-चयन (Poll ) में सर्ववीक्षाकर्ताः

(1) व्यक्ति चयन के समय , बैठक के अध्यक्ष दो संवीक्षाकर्ताओं का चयन करेंगे जो मतदान की संवीक्षा करेंगे तथा उसकी रिपोर्ट अध्यक्ष को देंगे ।

( ii ) बैटक के अध्यक्ष को संवीक्षाकर्ताओं को परिणाम घोषित होने से पूर्व किसी भी समय हटाने तथा उसके परिणामस्वरुप हुई रिक्तियों को भरने का अधिकार होगा ।

(iii) इस विनियम के अधीन नियुक्त दो संवीक्षाकर्ताओं में से एक हमेशा बैठक में उपस्थित एक शेयरधारक होगा परंतु वह किसी बैंक का कार्मिक या अधिकारी न हो) बशर्ते कि ऐसा शेयरधारक उपलब्ध हो तथा वह नियुक्ति के लिए इच्छुक भी हो ।

61ख . व्यक्ति-चयन विधि तथा उसके परिणामः

बैठक के अध्यक्ष को व्यक्ति चयन की विधि के नियमन का अधिकार होगा । (i) व्यक्ति -चयन विधि के परिणाम संबंधित बैठक के संकल्प पर बैठक के निर्णय समहो जाएंगे । "

22. विनियम 62 में खंड( iii ) के बाद , निम्नलिखित खंड जोडा जाएगा, अर्थात्ः

"( iv ) शेयरधारक द्वारा कार्यवृत्त पुस्तिका के निरीक्षण अथवा किसी निर्दिष्ट बैठक के कार्यवृत्त की प्रति के लिए किए गए लिखित अनुरोध पर बैंक उक्त शेयरधारक को कार्यवृत्त- पुस्तिका के निरीक्षण की अनुमति देगा अथवा कार्यवृत्त की एक प्रति उपलब्ध करायेगा , जैसी भी स्थिति होगी । "

23. विनियम 65 खंड(1 ) उप -खंड( क ) में , "100 ( एक सौ शेयरों का धारक " के स्थान पर "100 ( एक सौ ) से अधिक शेयरों का धारक " को प्रतिस्थापित किया जाएगा ।

[भाग III --- खण्ड 4 दरगाह ख्वाजा साहेब , अजमेर के वर्ष 2001-02 के लेखों पर लेखापरीक्षा प्रतिवेदन 1. प्रस्तावना

1.1 दरगाह ख्वाजा साहिब , अजमेर (दरगाह) के समुचित प्रशासन के लिए संसद ने वर्ष 1955 में दरगाह ख्वाजा साहिब अधिनियम पारित किया था ।

दरगाह धर्मादे का प्रशासन, नियंत्रण और प्रबन्ध दरगाह कमेटी के पास है जो भारत सरकार द्वारा कमेटी से परामर्श कर नियुक्त किए गए ' नाजिम ' के माध्यम से कार्य करती है ।

1.2 उक्त अधिनियम की धारा 19(2) में यह उल्लिखित है कि कमेटी प्रति वर्ष दरगाह के प्रशासन पर एक प्रतिवेदन तैयार करेगी जो दरगाह के लेखों और लेखापरीक्षा प्रतिवेदन के साथ सरकारी राजपत्र में प्रकाशित होगा वर्ष 1999-2000 और 2000-2001 के वार्षिक प्रशासनिक प्रतिवेदन , वर्ष 1998-99 और 1999-2000 के लेखापरीक्षा प्रतिवेदन के साथ भारत सरकार के सरकारी राजपत्र दिनांक 19 जनवरी 2002 में प्रकाशित हुए है ।

1.3 उक्त अधिनियम की धारा 19(1) के अन्तर्गत भारत सरकार ने नियंत्रक - महालेखापरीक्षक ( कर्तव्य , शक्तियां तथा सेवा की शर्ते) अधिनियम , 1971 की धारा 20 ( 1 ) के प्रावधानों के तहत भारत के नियंत्रक- महालेखापरीक्षक को 1998-99 से 2002-03 तक , 5 वर्षों की अवधि के लिए लेखापरीक्षा सौपी है । 2. तुलनपत्र

2.1 (क) तुलनपत्र में दर्शाये गये स्वर्ण और रजत आभूषणों का मूल्य निम्न दिये गये ब्योरे के अनुसार चालू बाजार मूल्य (स्वर्ण के लिए रू. 550 प्रति ग्राम और रजत के लिए रू. 7.80 प्रति ग्राम) पर नहीं आंका गया था :-

इसके परिणामस्वरूप परिसम्पत्तियां रू. 1.07 लाख की कम बतायी गयी ।

दरगाह कमेटी ने बताया (जून 2003) कि वर्ष 2001-02 के दौरान दान में प्राप्त आभूषणों का मूल्य 31 मार्च 2002 के बाजार मूल्य पर आंका गया था । उत्तर मान्य नहीं है क्योंकि तुलनपत्र में दिखाए गए सभी स्वर्ण और रजत आभूषणों का मूल्य 31.3.2002 को प्रचलित बाजार दर पर आंकने के अभाव में तुलनपत्र इनका सही मूल्य नहीं दर्शाता है ।

(ख) 2001-02 के दौरान प्राप्त 252.94 ग्राम के रजत आभूषणों का मूल्य रू. 0.02 लाख ( रू. 7.80 प्रति ग्राम की दर से) आंकने के बजाय रू. 0.20 लाख गलत आंक लिया गया जिससे परिसम्पत्तियों रू. 0.18 लाख की अधिक बतायी गयी । दरगाह कमेटी ने बताया (जून 2003) कि यह गणना में त्रुटि थी जिसे सही कर लिया जाएगा ।

2.2 दरगाह प्रशासन ने 1998-2000 के दौरान ' जी ' ब्लाक गेस्ट हाउस बनाने के लिए केन्द्रीय वक्फ बोर्ड (के. व बो) , नई दिल्ली से रू. 60.00 लाख का कर्ज लिया था । करार के अनुसार कर्ज की किस्त देने की दिनांक से 2 वर्ष पूर्ण होने पर तथा उसके बाद अर्धवार्षिक रूप में प्रति वर्ष 6 प्रतिशत वार्षिक दर से दान देना था । सितम्बर 1999 और फरवरी 2000 में कमशः निर्मुक्त रू. 10.00 लाख और 15.00 लाख की 4 थी और 5 वीं किस्त पर वर्ष 2001-02 के दौरान रू. 1.50 लाख (17.9.99 से 16.3.02 तक राशि रू. 10.00 लाख का 6 प्रतिशत) और रू. 1.80 लाख (14.2.2000 से 13.2.2002 तक राशि रू. 15.00 लाख का 6 प्रतिशत) का दांन देय बनता था ।

लेखापरीक्षा के दौरान यह ध्यान में आया कि दरगाह ने रू. 3.30 लाख के दान के विरूद्ध केवल रू. 1.50 लाख (नवम्बर 2001 में रू. 0.60 लाख और फरवरी 2002 में रू. 0.90 लाख) का भुगतान किया । रू. 1.80 लाख का शेष दायित्व तुलनपत्र में नहीं दर्शाया गया था , जिससे इस सीमा तक दायित्व कम आंका गया । इसके अतिरिक्त कर्ज के लेखे का केन्द्रीय वक्फ बोर्ड से मिलान नहीं किया जा रहा था ।

दरगाह कमेटी ने बताया (जून 2003 ) कि केन्द्रीय वक्फ बोर्ड ने इस वर्ष कर्ज-विवरण नहीं भेजा था और इसलिए शेष का मिलान नहीं हो सका था । इसका भविष्य में ध्यान रखा जाएगा । 9762

2.3 तुलनपत्र में स्थाई परिसम्पत्तियों का मूल्य रू . 258.08 लाख दर्शाया गया है जो अभिग्रहण का अंकित मूल्य दर्शाता है और पूंजीगत लेखे में तदनुरूप कमी करते हुये मूल्य हास को भी हिसाब में नही लिया गया है । इस प्रकार पूंजी और परिसम्पत्ति लेखे अधिवर्णित है और सही तस्वीर प्रस्तुत नही करते ।

दरगाह कमेटी ने बताया ( जून 2003) कि स्थावर परिसम्पत्तियों का मूल्य भढ़ जाने के कारण मूल्य हास नहीं दिखाया गया था । उत्तर मान्य नहीं है क्योंकि मूल्य हास के अभाव में तुलनपत्र परिसम्पत्तियों का सही मूल्य नहीं दर्शाता है ।

2.4 राजस्थान राज्य पुल निर्माण निगम के द्वारा ' जी ' ब्लाक गेस्ट हाउस भवन के लिए दरगाह की ओर से जल आपूर्ति, सीवरेज और विद्युत आपूर्ति के लिए रू. 4.00 लाख जमा कराए गये जिसे तुलनपत्र में शीर्ष ' प्रतिभूति जमा ' में नहीं दर्शाया गया है । अतः परिसम्पत्तियों का मूल्य रू. 4.00 लाख से कम दर्शाया गया है ।

दरगाह कमेटी ने बताया (जून 2003) कि इस संबंध में राजस्थान राज्य पुल निर्माण निगम से स्पष्टीकरण मांगा गया है ।

3 . सामान्य

गरीब नवाज कम्प्यूटर केन्द्र भारत सरकार , मानव संसाधन विकास मंत्रालय , शिक्षा विभाग, राष्ट्रीय उर्दू भाषा संवर्धन परिषद् (रा.उ.मा.स.प. ) , नई दिल्ली की सहायता से स्थापित (सितम्बर 1999) किया गया था । विद्यार्थियों से प्राप्त शुल्क (रू. 250 प्रति विद्यार्थि प्रति माह) ' संग्रह निधि' बनाकर पृथक् बैंक खाते में रखा जाना था । तथापि , 30 सितम्बर 2002 को संग्रह निधि में रू. 2.65 लाख का जमा शेष तथा इससे संबंधित लेनदेन दरगाह के वर्ष 2001-02 के वार्षिक लेखों में नहीं दर्शाये गये ।

दरगाह कमेटी ने बताया (जनवरी 2003) कि संग्रह निधि सृजित नहीं की गई थी क्योंकि इसमे हानि प्रकट होती । उत्तर मान्य नहीं है क्योंकि वित्तीय वर्ष 2001-02 में संग्रह निधि में रू. 0.89 लाख का शेष था । 9763 भारत का राजपत्र, दिसम्बर 6 , 2003 ( अग्रहायण 15, 1925 )

3.2 दरगाह कमेटी के निर्णयानुसार , वर्ष 1998-99 में हजरत ख्वाजा मोइनुद्दीन चिश्ती पर रू. 4.33 लाख की लागत से डाक्युमेंटरी फिल्म की 1000 वीडियो कैसेट तैयार की गई थी । यह तय किया गया कि विडियो कैसेट रू. 150/- प्रति कैसेट बेची जाएगी । तथापि , 1000 कैसेट में से 220 कैसेट निःशुल्क वितरित की गई और शेष 780 कैसेट अपलिखित कर दी गई तथा 31.3.2002 को उनका घटा मूल्य रू.. 0.41 लाख दिखा दिया गया । चूँकि कैसेट बिकी करके राजस्व वसूल करना था , अतः चल परिसम्पत्तियों की तरह उनके मूल्य का अपलेखन करना सही नहीं था । बल्कि रू. 4.33 लाख की हानि के अपलेखन के लिए दरगाह को दरगाह कमेटी की स्पष्ट मंजूरी लेनी थी ।

दरगाह कमेटी ने बताया (जून 2003) कि चूंकि कैसेट की पुनर्बिकी का मूल्य शून्य था , अतः उनको सामान्य प्रकिया के अनुसार अपलिखित किया गया था । इस कारण दरगाह कमेटी का अनुमोदन अपेक्षित नहीं था । उत्तर मान्य नहीं है क्योंकि धार्मिक प्रयोजन के लिए रखी गई संपत्ति को अपलिखित करने के लिए दरगाह ख्वाजा साहिब अधिनियम 1955 के प्रावधान 11 (क) के अंतर्गत दरगाह कमेटी का स्पष्ट अनुमोदन आवश्यक था ।

3.3 दरगाह ने वार्षिक लेखों के साथ लेखो में पारदर्शिता लाने के लिए महत्वपूर्ण लेखांकन नीतियां एवं लेखों की टिप्पणियां संलग्न नहीं की थी ।

दरगाह कमेटी ने बताया (जून 2003) कि महत्वपूर्ण लेखांकन नीतियां एवं लेखों की टिप्पणियां भविष्य में वार्षिक लेखों के साथ संलग्न कर दी जाएगी । 3.4 लेखा- महानियंत्रक , वित्त मंत्रालय ने केन्द्रीय स्वायत्तशासी निकायों के लेखों के लिए एक समान प्रारूपं निर्धारित किया था । लेखापरीक्षा में पाया गया कि दरगाह ने अपने वार्षिक लेखों वर्ष 2001-2002 के लिये इस नये निर्धारित प्ररूप को नहीं अपनाया था ।

दरगाह कमेटी ने बताया (जून 2003) कि भविष्य में लेखे समान प्रारूप में संधारित कर दिए जाएगें ।

2.1 जनाब कादिर भाई वाडीवाला साकिन सूरत एंव हाजी सैयद अब्दुल बारी चिश्ती को सामाजिक न्याय एंव अधिकारिता मंत्रालय , भारत सरकार , नई दिल्ली ने नोटिफिकेशन कमांकः एस.ओ. (ई) दिनांकः 10 जुलाई 2002 के द्वारा दरगाह कमेटी , दरगाह ख्वाजा साहिब , अजमेर के सदस्य मनोनित किए । 3. वर्ष 2002-2003 के लिए जनाब अब्दुल माबूद खॉ साहिब अध्यक्ष और जनाब इस्माईल यूसूफ बेग उपाध्यक्ष चुने गए । 4. निम्न लिखित सदस्यों का कार्यकाल वर्ष 2002-2003 में समाप्त हो गया था ।

6. लंगर और रमजान लंगर दरगाह समिति की तरफ से प्रतिदिन दो वक्त का लंगर बिना किसी जॉत पात या भेदभाव के बॉटा जाता है । लंगर के लिए जौ एंव गेहूँ के लिए तीन लाख पैसठ हजार रुपए का बजट चालू वित्तीय वर्ष मे खर्च किया गया है । 176 क्विटल गेहूं और 95 क्विंटल जौ खर्च हुआ ।

6.1 यह खर्च रमजान के मास मे दिए जाने वाले स्पेशल लंगर , जो कि लगभग 400 व्यक्तियों को प्रतिदिन दिया जाता है के खर्च से अलग है । इसके अतिरिक्त केन्द्रीय कारागृह में कैदियों के लिए अलग से इफतारी जैसे कि खजूर , फल इत्यादि का प्रबंध किया जाता है जो कि रोजा रखते है । इस मद पर कुल खर्चा 0.82 लाख रुपए का हुआ ।

7. मेडीकल सुविधाएँ वर्ष भर यूनानी दवाखाना और होम्योपेथिक दवाखाना दरगाह कमेटी द्वारा चलाए जाते है । दोनो दवाखानों के लिए दवाओं इत्यादि की खरीद पर चालू वित्तीय वर्ष के दौरान 3.26 लाख रुपए का खर्चा आया । चालू वर्ष के दौरान यूनानी शफाखाने और होम्योपेथिक दवाखाने में 50000 हजार मरीजों का निशुल्क इलाज किया गया ।

शिक्षा के प्रोग्राम :

8.1: दारुल उलूम मोईनिया उस्मानिया :- कुल 2.35 लाख रुपए दारुल ऊलूम पर खर्च किए गए । 77 छात्रों ( तलबा) ने परीक्षा में भाग लिया एंव 12 शाबान 1423 हिजरी को 70 छात्रों को उत्तीर्ण घोषित किया गया । 56 छात्र राजस्थान से बाहर के एंव 24 स्थानीय छात्र विभिन्न कक्षाओं में पढ़ रहे थे जिनका विवरण निम्न है । कुल विद्यार्थियों की संख्या 82 थी ।

8.2.1 ख्वाजा मॉडल स्कूलः चालू वित्तीय वर्ष मे 6.62 लाख रुपए ख्वाजा मॉडल स्कूल पर खर्च किए गए । कुल 164 छात्र छात्राएँ कक्षा नर्सरी से पाँचवी कक्षा तक अध्ययनरत थे ।

8.2.2 ख्वाजा मॉडल स्कूल के भवन निर्माण के लिए एक नक्शा बना कर मंजूरी हेतु पेश किया गया था जिसे कि नगर परिषद ने स्वीकृत कर दिया है । बहुत जल्द कार्य शुरु कर दिया जाएगा । हमारा यह प्रयास है कि हम ज्यादा से ज्यादा राशि सांसद विकास फण्ड से प्राप्त करें ।

8.3:

गरीब नवाज कम्प्यूटर सेन्टर : एक कम्प्यूटर ट्रेनिग प्रोग्राम दरगाह अपार्टमेंट सिविल लाईन्स मे राष्ट्रीय परिषद बधए तरक्की उर्दू भाषा, मानव विकास संसाधन मंत्रालय , भारत सरकार , नई दिल्ली के सहयोग से चल रहा है । वर्तमान मे 11 कम्प्यूटर्स है और 45 विद्यार्थी अध्ययनरत है जिनहे दो बैचों मे बाटों हुआ है । दो फेक्लटी मेम्बर , राष्ट्रीय परिषद बराए तरक्की उर्दू भाषा, मानव विकास संसाधन मंत्रालय , नई दिल्ली ने उपलब्ध कराए है । कम्प्यूटर सेन्टर के लिए 2.14 लाख रुपए का खर्चा दरगाह समिति द्वारा किया गया है । वर्ष 2001-2002 के बैच में 47 विद्यार्थी परीक्षा मे बैठे जिनमे से 38 को उत्तीर्ण घोषित किया गया । सेन्टर का स्वय का इस समय 3 लाख रुपए का कोरपस फण्ड है ।

8.4:

ग्रामीण क्षेत्रों मे स्कूल ब्यावर जिला अजमेर के ग्रामीण क्षेत्रों में दरगाह समिति इस समय 6 स्कूल चला रही है । इसमे लगभग 1.89 लाख रुपए का खर्च आया है । कुल 400 छात्र / छात्राएँ इस समय अध्ययनरत है ।

बाबा फरीद गंज- ए- शकर का (र.अ. ) का चिल्ला खुलवाना :

4 से 6 मुहर्रम 1424 हिजरी यानि 08 मार्च 2003 से बाबा फरीद गंज- ए-शकर (र.अ. ) का चिल्ला 72 घंटे के लिए खोला गया । लगभग दस हजार जायरीनों ने जियारत की। तमाम इंतेजामात दरगाह प्रशासन द्वारा किए गए ।

दरगाह शरीफ की रसूमात :

ख्वाजा गरीब नवाज़ (र.अ. ) का वार्षिक उर्स , ख्वाजा गरीब नवाज़ (र.अ. ) के गुरु ख्वाजा उस्मान हारुनी (र.अ.) का उर्स, छठी शरीफ , चौदहवी शरीफ की रसूमात अदा कराई गई। शाह जहानी मस्जिद मे खुल्फा- ए- राशिदेन की बर्सी पर तकरीर ( वाज ) कराया गया । ईद मीलादुननबी (स.अ.व. ) को परंम्परागत तरीके से मनाया गया । ईदुल फितर और ईदुल जुहा की नमाजों के लिए भी ईदगाह और दरगाह शरीफ मे प्रबंध किया गया ।

वार्षिक उर्स : ख्वाजा गरीब नवाज ( र.अ. ) का वार्षिक उर्स दिनांक 08.09.2002 से मनाया गया । कुल की रस्म 17 सितम्बर 2002 को यानि 9 रजब 1423 हिजरी को हुई जिसमे पूरी दरगाह को केवड़ा जल से धोया गया । तकरीबन 9 लाख जायरीन ने उर्स में भाग लिया । जिला प्रशासन अजमेर एंव दरगाह प्रशासन ने जायरीनों के लिए माकूल इंतेजामात किए । दूरसंचार विभाग , राजस्थान राज्य पथ परिवहन निगम , पोस्ट ऑफिस एंव रेलवे ने अपनी सेवाएँ देने के लिए दरगाह गेस्ट हाउस में कांउटर खोले । विश्राम स्थलियों पर जायरीन को पहचान पत्र दरगाह प्रशासन ने उपलब्ध कराए। 9768

[भाग III-खण्ड 4 12. दरगाह ख्वाजा साहिब के लेखों की लेखा परीक्षा दरगाह के लेखों का वर्ष 2000-2001 का ऑडिट महालेखाकार , राजस्थान की टीम ने 15 मई 2002 से 8 जून 2002 तक किया । 13. किराएदारी / लाईसेंसी की आमद मे बढोतरी वर्ष के दौरान दरगाह जायदाद से किराए / लाईसेंसी की आय मे 3.58 लाख रुपए की वार्षिक बढोतरी हुई ।

14 . वातानुकुलित कक्ष : कमरा नम्बर 121 को ए.सी. कक्षों मे परीवर्तित किया गया । एयरकन्डीशनर श्री अबरार अहमद खाँ साहिब सानि दिल्ली ने भेंट किया ।

15. आस्ताने में ए.सी का कार्य आसताने में ए.सी का काम अंजुमन मोईनिया फखरिया चिश्तिया, अजमेर ने दरगाह कमेटी की इजाजत द्वारा कराया । बिजली के बिलों का भुगतान दरगाह कमेटी , दरगाह ख्वाजा साहिब अजमेर कर रही है ।

16. मजार मुबारक पर गुलाब , मोमबत्तीयों एंव संदल को पेश करना : पुरानी परम्परा के अनुसार निम्नलिखित खर्च मजार मुबारक पर गुलाब , संदल पेश किए गए एंव मोमबत्तीयों गुम्बद शरीफ में रोशनी हेतु पेश की गई ।

18. कल्याणकारी कार्य एंव वित्तीय सहायता : निम्नलिखित बड़े खर्च कल्याणकारी एंव सामाजिक कार्यों पर किए गए ।

18.1 विधवाओं को पेशन वर्ष के दोरान 4.65 लाख रुपए की राशि विधवाओं एंव जरुरत मंद व्यक्तियों पर खर्च की गई ।

18.2 गरीब छात्रों को छात्रवृत्ति वर्ष के दौरान 0.48 लाख रुपए की छात्रवृत्ति दी गई ।

18.3 लावारिस मयय्तों का कफन दफन 0.93 लाख रुपए लावारिश मयय्तौ के कफन दफन हेतु ख़र्च किए गए ।

18.4 जरुरत मंदो को (सादिरो वारिद ) वित्तीय सहायता : वर्ष के दौरान 1.12 लाख रुपए की सहायता उपर्युक्त व्यक्तियों को दी गई ।

18.5 मोहम्मद अली सी .सैकण्डरी स्कूल ब्यावर को वित्तीय सहायता : वर्ष के दौरान 18,000/- रुपए की सहायता मोहम्मद अली सी. सैकण्डरी स्कूल ब्यावर को दी गई ।

18.6 सर्विस गाईडेन्स ब्यूरो जयपुर : दस हजार रुपए ( 10,000/- ) की वित्तीय सहायता सर्विस गाईडेन्स ब्यूरो जयपुर को दी गई ।

18.7 दरगाह सरवाड़ शरीफ को वित्तीय सहायता : 6,000/- रुपए की वित्तीय सहायता दरगाह सरवाड़ शरीफ को दी गई ।

2. Punjab & Sind Bank , Geral Regulations , 1998 shallbe renamed as Punjab & Sind Bank (Shares and Meetings ) Regulations , 1998 .

3. InRegulation 2 of Punjab & Sind Bank (shares and meetings ) Regulations1998 so renamed:

(i) for clause (e ) , the foliowing shall be substituted, namely ;

e) " Committee means a Committee constituted under regulation 2A .

(ii) in clause (j ) , the following words and figures shall be inserted at the end , namely: -

"and register of beneficial owners maintained by and depository under section 11 of the Depository Act 1996 ( 22 of 1996) "

4. after regulation 2, the following new regulation shall be inserted, namely: -

"2 (A) ( 1 ) Except as provided in Clause ( ii ) of regulation 67, the Board may constitute, as and when necessary , a Committee consisting of the chairman and Managing Director or in his absence Executive Director and two other directors as itmay deem fit , for the purposes of these regulations;

(li ) TheCommittee constituted under this regulation shall observe such ruies of procedure as may be specified by the Board " .

5. Inregulation 5, Clause ( v ) shali be omitted .

6. After regulation 5, the following regulation shall be inserted , namely:

" 5A( i ) The Bank shall , unless the register is in such form as in itself to constitute an index , keep an index, which may be in form of a card index of the names of shareholders and shall , withinfourteen days after the date on which any alteration is made in the register of shareholders , make the necessary alteration in the index .

(ii) Theindex shail be kept with the register of shareholders " .

7. In regulation 7, in clause (ii ) for the words " in case of firms " , the words " in case of partnership firms " shall be substituted.

8. Inregulation 8, after clause (ii ) , the following clause shall be inserted , namely:

" ( iii ) The register in electronic form shall be maintained subject to such safeguards as stipulated for securing electronic records under the Information Technology Act , 2000 ( 21 of 2000 ) " .

9. Inregulation 11 , in clause (ii ) for the words "at the rate of Rs.5/- for every 100 words " , the words "at the rate of Rs.5/ - or at such rate as the Board may decide for every 1000 words " shall be substituted .

For regulation 12 , the following shall be substituted , namely 10.

"12. Closing of the register The Bank may , after ensuring compliance of the applicable guidelines and the listing agreement with the Stock Exchanges , and after giving not less than seven days previous notice by advertisement in atleast two newspapers circulating in India , close the register of sharehoiders for any period or periods not exceeding in the aggregate forty- five days in each year, but not exceeding thirty days at any one time as may in its opinion , be necessary " .

11. Inregulation 13 ,

(i) InClause ( ii ) for the words " some other officer appointed by the Board" , the words "some other officer not below the rank of Scale II or the Company Secretary" shall be substituted.

(ii) Clause ( v) shall be omitted.

12. In regulation 15, for the heading " Renewal of share certificate " the following shall be substituted , namely :

" Issue of new or duplicate share certificate"

13. In regulation 17, for the clauses ( lii ) and (iv) , the following clauses shall be substituted, namely :

"(iii ) Upon receipt by the Bank of an instrument of transfer alongwith a share certificate with a request to register the transfer , the Board or the Committee designated by the Board shali forward the sald instrument of transfer alongwith share certificate to the Registrar or Share Transfer Agent for the purposes of verification that the technical requirements are complied with in their entirety. TheRegistrar or Share Transfer Agent shall return the instrument of transfer alongwith the share certificate, if any, to the transferee for resubmission unless the Instrument of transfer Is presented to the bank , duly stamped and property executed for registration and is accompanied by the certificate of the shares to which it relates and such other evidence as the Board may require to show the title of the transferor to make such transfer.

Explanation : "Technical requirements " means

(a) Transfer deed shall be duly stamped;

(b) Certificate number or distinctive number mentioned in the transfer deed shall taliy with the share certificate;

(d) Transfer deed shall be witnessed" .

(iv) The Board or the Committee designated by the Board shall , unless it refuses to register the transfer under regulation 19 hereinafter , cause the transfer to be registered .

(v) Unless the transfer of shares is refused under regulation 19, the share certificate duly transferred shall be delivered to the transferee within sixty days from the date of lodging of the instrument of transfer.

14. Inregulation 19 :

(i) Inclause ( i ) for the words "The Board may refuse " , the words "The Board or Committee may refuse" shall be substituted;

(ii) the proviso to clause ( i) shali be omitted.

16. In regulation 32, for the words " by a resolution of the Board to that effect " the words " by a resolution of the Board to that effect at its next meeting to be held after the expiry of the notice of forfeiture under regulation 31 " shall be substituted .

18. InRegulation 46, in proviso to the clause (li ) , -

21. After regulation 61 , the following regulations shall be inserted , namely :

"61A Scrutineers at Poll .

(i ) Where a poll is to be taken , the . Chairman of the meeting shall appoint two scrutineers to scrutinize the votes given on the poll and to report thereon to him .

(ii) The Chairman of the meeting shall have the power, at any time before the result of the poll is declared, to remove a scrutineers from the office and to fill the vacancy in the office of the scrutineers arising from such removal or from any other cause .

(iii) Of the two scrutineers appointed under this regulation one shall always be a shareholder (not being an Officer or employee of the Bank) present at the meeting ; provided that such a shareholder is available and willing to beappointed.

618 . Manner of taking poll and result thereof :

(i) The Chairman of the meeting shall have power to regulate the manner in which a poll shall be taken .

(ii) The result of the poll shall be deemed to be the decision of the meeting on the resolution on which the poll was taken" .

22. In regulation 62, after clause ( iii ) , the following clause shall be inserted, namely : -

"( iv) On written request made by a shareholder for inspection of the minute book or for a copy of the minute of a specified meeting , the Bank shall allow the inspection or furnish the copy of the minute, as the case may be , to the shareholder. "

Audit Report on the Accounts of Dargah Khwaja Saheb , Ajmer for the year 2001-02

1. Introductory.

1.1 For the proper adıninistration of the Dargah Khwaja Saheb , Ajmer ( Dargah ) , the Dargah Khwaja Saheb Act was passed by the Parliament in 1955 .

The administration , control and management of the Dargah Endowment is vested in the Dargah Committee, which exercises its functions through Nazim ' appointed by the Government of India in consultation with the committee .

1.2 Section 19( 2 ) of the Act ibid envisages that the committee shall every year prepare a report on the administration of the Dargah which together with the accounts of the Dargah and the report of auditor thereon , shall be published in the Official Gazette. The annual administrative reports for the years 1999-2000 and 2000-2001 alongwith Audit Reports for the year 1998-99 and 1999-2000 have been published in Official Gazette of Government of India, dated 19 January 2002 .

1.3 Under Section 19( 1 ) of the Act ibid , the Government of India has entrusted the audit to the Comptroller and Auditor General of India under the provisions of Section 20( 1 ) of the Comptroller and Auditor General's ( Duties , Power and Conditions of Service ) Act , 1971 for a period of 5 years from 1998-99 to 2002-03 .

2. Balance Sheet .

2.1 ( a) Gold & Silver ornaments depicted in the Balance Sheet were not valued on the basis of current market price ( Rs . 550 per gram for Gold & Rs.7.80 per gram for silver ) as per details given below: -

This resulted in under statement of assets by Rs . 1.07 Lakh.

The Dargah Committee stated ( June 2003 ) that ornaments received in donation during the year 2001-02 were valued at market value as on 31st March 2002. The reply is not tenable as in absense of valuation of entire Gold & Silver ornaments depicted in the Balance sheet on market rate prevailing , as on 31.3.02 , it does not exhibit the correct value .

(b) 252.94 Gms . of Silver Ornaments received during the year 2001-02 , were incorrectly valued at Rs . 0.20 lakh instead of 0.02 lakh ( @ of Rs . 7.80 per gram) which resulted in over statement of assets by Rs . 0.18 lakh.

The Dargah Committee stated ( June 2003 ) that it was a totalling error which wouldbe corrected .

2.2 A loan of Rs . 60 lakh was raised from central waqf council ( CWC) , New Delhi , for construction of 'G ' Block Guest House by the Dargah Administration during 1998-2000 . As per the agreement , donation @ 6 per cent per annum was to be paid after the completion of 2 years from the date of release of the loan instalment & half yearly thereafter . Thus donation of Rs . 1.50 lakh ( @6% on Rs . 10.00 lakh from 17.9.99 to 16.3.02) and Rs . 1.80 lakh (@ 6% on 15.00 lakh from 14.2.2000 to 13.2.02) was due in the year 2001-02 on the 4th & 5th instalment of Rs. 10.00 lakh and 15.00. lakh released in September 1999 and February 2000 respectively.

During audit it was noticed that against . donation of Rs . 3.30 lakh , only Rs . 1.50 lakh were paid ( Rs . 0.60 lakh in November 2001 and Rs. 0.90 lakh in February 2002) by the Dargah . The liability of remaining Rs . 1.80 lakh was not depicted in the balance sheet resulting in under statement of liability to this extent . Besides , the loan account was also not being reconciled with the CWC.

The Dargah Committee stated ( Junc 2003 ) that the CWC had not sent the loan statement this year and the balances had therefore not been reconciled . This wouldbe taken care of in the future .

2.3 The value of fixed assets has been shown as Rs . 258.08 lakh in the balance sheet which depicts book value of acquisition and does not take into account depreciation with corresponding reduction of Capital Account . The capital & assets accounts are overstated accordingly thereby not given the correct picture .

The Dargah Committee stated ( June 2003 ) that depreciation had not been provided due to price rise in immovable properties . The reply is not tenable as in absense of depreciation, the Balance sheet does not exhibit the correct value of assets .

2.4 Deposits of Rs . 4.00 lakh made for water supply , sewarage and electric supply by Rajasthan State Bridge Construction Corporation ( RSBCC ) on behalf of the Dargah for construction of 'G' block Guest House building have not been shown under the head ' security deposit in the Balance Sheet . The assets are , therefore , understated by Rs . 4.00 lakh .

The Dargah Committee stated ( June 2003 ) that clarification in this regard has been sought from RSBCC .

3. General

3.1 Garib Nawaj Computer Centre was established ( September 1999 ) with the assistance of National Council for Promotion of Urdu language ( NCPUL) Ministry of Human Resources Development , Department of Education , Government of India, New Delhi . The fees realised from students (Rs . 250 per student per month ) was to be kept in separate bank account creating a ' Corpus Fund . ' However , balance of Rs . 2.65 lakh in the Corpus Fund as on 30th Sept. 2002 and transactions related to it were not reflected in the annual accounts of the Dargah for the year 2001-02 .

The Dargah Committee stated ( June2003 ) that corpus fund was not created as it would have shown loss . The reply is not tenasble as the corpus fund had a balance of Rs . 0.89 lakh for the financial year 2001-02.

3.2 1000 Video Cassettes of a documentary film on Hazrat Khwaja Moinuddin Chisti was prepared in the year 1998-99 at a cost of Rs . 4.33 lakh as per decision of the Dargah Committee . It wasdecided to sell the Video Cassette for Rs . 150/- cach . However, Out of 1000 casettes , 220 cassettes were distributed free of cost & halance 780 cassettes were being writen off and their value was reduced to Rs . 0.41 lakh as on 31.3.02 . Since Revenue was to be realised through their sale , therefore , writing off their value like any other movable assets was not correct . Instead specific sanction - of 9786

the Dargah committee to write off the loss of Rs . 4.33 łakh should have been obtained by the Dargah .

The Dargah Committee stated (June 2003 ) that since . the resale value of the cassettes was nil therefore they were being written off as per usual procedure . As such no approval of the Dargah Committee was required . The reply is not tenable as to write off loss on a property placed for a religious purpose specific approval of the Dargah Committee in terms of provision 11 ( a ) of the Dargah Khwaja ' s Saheb Act 1955 was essential .

3.3 Significant Accounting policics & notes to accounts were not appended to annual accounts by the Dargah to introduce transparency in accounts.

The Dargah Committee stated ( June 2003 ) that significant accounting policies and notes to accounts would be appended with the Annual Accounts in the future .

3.4 A common format of accounts for central autonomous bodies has been prescribed by the Controller General of Accounts , Ministry of Finance . During audit it was noticed that the Dargah has not adopted the new prescribed format for the Aanua! Accounts for the year 2001-2002.

The Dargah Committee stated ( June 2003 ) thal accounts would be maintained in the common format in the future .

69,09,251/ - 6. Daily Langar & Ramzan Langar : - Langar (cooked food ) was distributed twice daily to all without discrimination of caste & creed . A sum of Rs . 3.65 lacs were spent on this account . 176 Qt . Wheat and 95 Qt . Barley was purchased for langar .

6.1 450 poors and needy rozedars have been given two times meals daily during the Holy month of Ramzan . Besides this Iftari including fruits, Khajoor (dates ) etc were also arranged for Central Jail prisioners who observed Roza . A sum of Rs . 82,013 /- thousand was spent for this purpose .

7. Medical Facilities :- Unani and Homeopathic dispensaries are being managed by the Dargah Committee . A sum of Rs 3.26 lacs are being spent on the purchase of medicine during the year under report . About 50000 thousand patients were treated .

8. Educational Programme : - 8.1 Darul Uloom Moinia Usmania : - A sum of Rs.2.35 lacs were spent on Darul Uloons. 77 students appeared in the examinations and 70 were declared passed on 19.10.2002 corresponding 12th Shahban 1423 Hijri .

8.2.1 Khwaja Model School: - A sum of Rs 6.62 lacs were spent on Khwaja Model School . There are 164 students in school .

8.2.2 A master plan for the Construction of building of Khwaja Model School was submitted to Municipal Council . It was approved by the Municipal Council , Ajmer . Inshah - Allah very soon work will be started. We are trying to get more finances from MP LAD funds and individual devotee donors .

8.3 Gharib Nawaz Computer Centre: - A computer training Centre is run by Dargah Committee at Civil Lines Ajmer with the association of National Council for Promotion of Urdu Language , New- Delhi . At present 11 computer sets are in the centre. 45 students are learning at the Centre , where two instructors are deputed by Indian Education Company from New - Delhi . A sum of Rs . 2.14 lacs were spent for the purpose .

47 students appeared in the examination and 38 students have been declared successful . At present we have an amount of Rs. 3 lacs as corpus fund .

8.4 Schools in Rural Area : - 6 Schools are being run in rural areas of Beawar by the assistance of Dargah Committee . Total numbers of students studying are 400. A sum of Rs . 1.89 lacs were spent on the schools .

9. Opening of Chilla of Baba Farid Ganj -e- Sakar : Chilla of Baba Farid Ganj-e- Sakar was opened for 72 hrs . on 08th March, 2003 i.e.4th Muharam 1424 Hijri . About ten thousand pilgrims visited for ziarat .

10. Rituals of Dargah Sharif: - The Mehfil of Annual Urs of Khwaja saheb, Khwaja Usman harooni ( R.A. ) and other mehfils of Jumerat (Thursday) Chati Sharif Chaoudhveen Sharif, were performed properly. The Airas of Khulfa-e- Rasheedin , Muharam , Eid- Meeladunnabi etc were observed solemnly . Arrangements for prayers of Eiden were also made at Eidgah and Dargah Sharif.

11 . Annual Urs : - Annual urs of Hazrat Khwaja Moinuddin Hasan Chishty ( RA ) was celebrated from Ist Rajab 1423 A.H. corresponding to 08.09.2002 . Qul was held on 17th September , 2002 i.e. 9th Rajab 1423 A.H. On 9th Rajab whole Dargah Sharif was washed and cleaned , rose water was sprinkled by the Zaireen . About 9 lacs pilgrims gathered during Urs .

Post offices , Railways opened their special counters for the needs of pilgrims . Identity cards were given as per last year, to the zaireen who stayed at various Vishram sthalies .

12. Audit of Accounts of Dargah Khwaja Saheb: - Audit of accounts of Dargah Khwaja Saheb for the year 2000-2001 has been carried out by AG team from Jaipur from 15-05-2002 to 08-06-2002 .

Increase in Rental / Licensees Income : - An increase of Rs . 3.58 lacs per annum has been recorded in rental & licensee Income of Dargah Sharif during the year under report .

A.C.Room:- One more room i.e. room no.121 has been changed to A.C. rooms . Air conditioner was donated by Janab Abrar Ahmed Khan Saheb , New Delhi .

15. Air Condotioning of Astana Sharif: - Air Conditioning work was carried out in Gumbad Sharif by Anjuman Moinia Fakhria Chishtiya , Ajmer after getting permission from Dargah Committee, Dargah Khwaja Saheb, Ajmer . Dargah Committee is bearing Electric Expenses in the interest of pilgrims .

Supply of Rose Flower , Candles and Sandal : - As per past practice & tradition following expenditures were incurred for presenting flowers and sandal paste on Mazar - E - Aqadas and candles for lighting the tomb .
