राष्ट्रपति सचिवालय नई दिल्ली, दिनांक 21 नवम्बर 2003 सं. 251-प्रेज/2003--राष्ट्रपति, निम्नलिखित कार्मिकों को अत्यन्त असाधारण वीरता के लिए " अशोक चक्र " प्रदान किए जाने का अनुमोदन करते हैं : --

9 पैराट्रपर ( विशेष बल ) ( मरणोपरांत)

( पुरस्कार की प्रभावी तारीख: 22 अप्रैल , 2003 ) पैराट्रपर संजोग छेत्री जम्मू- कश्मीर के हिल काका में खोज तथा सफाया अभियान में लगी सैन्य टुकड़ी में शामिल थे । यह पर्वतीय भू- भाग जिसमें अनेक खड़ी चट्टानें और नाले थे तथा दो फुट बर्फ जमी हुई थी जिससे आगे बढ़ना अत्यधिक दुष्कर हो गया था ।

काफी लम्बे और दुष्कर रास्ते से लक्षित क्षेत्र तक पहुंचने पर 22 अप्रैल, 2003 को पौ फटते ही 20 कार्मिकों की इस पूरी टुकड़ी पर ऊंचाई पर स्थित आतंकवादियों के छिपने के एक ठिकाने से तीन तरफ से स्वचालित हथियारों से भारी गोलीबारी शुरू हो गई जिससे लगभग तीस मिनट तक संपूर्ण सैन्य टुकड़ी इसमें घिरी रही । यह भांपते हुए कि आतकवादियों की गोलीबारी को रोकने में और अधिक विलंब हुआ तो हमारे सैनिकों को भारी नुकसान हो सकता है, पैराट्रपर संजोग छेत्री ने आड़ से निकलते हुए आंतकवादियों की ओर दो हथगोले फेंके जिससे उनको गोलीबारी में व्यवधान आ गया । उन्होंने आतंकवादियों की ओर एकदम खड़ी ढलान पर चढ़ना शुरू किया । इस बीच आतंकवादियों ने पुनः इकट्ठे होकर भारी गोलीबारी शुरू कर दी । अब तक पैराटूपर छेत्री के पास हथगोले समाप्त हो गए थे । तथापि, वे एक दिशा से आगे पहुंचने में कामयाब हो गए तथा आतंकवादियों पर टूट पड़े और दो आतंकवादियों को मार गिराया । इससे बाकी आतंकवादी भौंचक्के रह गए तथा सब ने एक साथ पैराटूपर छेत्री पर गोलोबारी शुरू कर दी । इससे शेष सैनिकों को आतंकवादियों की घनी गोलीबारी से निकलने में आसानी हो गई तथा वे जवाबी गोलीबारी करने के लिए बेहतर स्थान पर पहुंच पाए।

आतंकवादियों की घनी गोलीबारी से बिना विचलित हुए व्यक्तिगत सुरक्षा की बिल्कुल भी परवाह किए बिना पैराटूपर छेत्री ने आगे बढ़ना जारी रखा तथा बिल्कुल नजदीक से एक और आतंकवादी को मार डाला । इस लड़ाई में उनको गोलियों के अनेक घाव लो जिनके कारण बाद में वीरगति को प्राप्त हो गए । इस वीरतापूर्ण कार्रवाई से प्रेरित होकर अन्य सैनिकों ने एक आतंकवादी को जिन्दा पकड़ लिया तथा भारी मात्रा में हथियार, गोलाबारूद तथा विस्फोटक बरामद करने के अलावा 13 आतंकवादियों का सफाया कर दिया ।

इस प्रकार, पैराटूपर संजोग छेत्री ने अत्यंत असाधारण शौर्य और वीरता का प्रदर्शन किया तथा साथी सैनिकों के प्रति चिंता का परिचय देते हुए भारतीय सेना की उच्चत्तम् परम्पराओं के अनुरूप सर्वोच्च बलिदान दिया।

संख्या 252 - प्रेज/ 2003 – राष्ट्रपति निम्नलिखित कार्मिकों को उनके वीरतापूर्ण कार्यों के लिए " शौर्य चक " प्रदान किए जाने का अनुमोदन करते है: -

श्री गुलजार अहमद डार,

कांस्टेबल, जम्मू- कश्मीर पुलिस (मरणोपरांत)

(पुरस्कारकी प्रभावी तारीख 04 मार्च , 2002) 04 मार्च, 2002 को लगभग 1230 बजे एक विशिष्ट सूचना के आधार पर शेरवानी कॉलोनी, ख्वाजा बाग , बारामूला में 10 जम्मू- कश्मीर राइफल की सैन्य टु , कड़ी की सहायता से एसओजी द्वारा एक संयुक्त सैन्य कार्रवाई शुरू की गई थी । यह न्य कार्रवाई बारामूला के पुलिस अधीक्षक (आप. ) श्री दीपक कुमार स्लाथिया की कमान व नियंत्रण में की गई थी ।

मजबूत घेराबंदी करने के बाद घरों की तलाशी शुरू की गई थी । हबीबुल्ला बांदे के घर में घुसते समय घर में छिपे आतंकवादियों ने इस दल पर गोलियां बरसा दीं , जिससे खोज दल के सदस्यों को गंभीर घाव लगे । कांस्टेबल गुलजार अहमद डार , जो इस दल में थे, को भी गंभीर चोटें आई थी । गंभीर चोटों के बावजूद , कांस्टेबल गुलजार अहमद डार ने अपना साहस और विश्वास खोए बिना जवाबी गोलीबारी की । अपने साथियों के लिए खतरा भांपते हुए कांस्टेबल गुलजार अहमद डार अपनी व्यक्तिगत सुरक्षा की तनिक भी परवाह न करते हुए गोलीबारी कर रहे आतंकवादियों के निकट पहुंच गए और उन्हें अपनी गोलीबारी से दबा लिया तथा एक दुर्दात आतंकवादी को वहीं मार गिराया । अपनी सुरक्षा की बिल्कुल भी परवाह न करते हुए वे आतंकवादियों पर गोलियां बरसाते रहे और खोजी- दल को गोलीबारी की आड़ देते रहे ताकि वे सुरक्षित स्थान पर पहुंच सकें । कांस्टेबल गुलजार अहमद डार गोलियों से जख्मी हो जाने के कारण वीरगति को प्राप्त हो गए । यह सैन्य कार्रवाई लगभग 24 घंटे तक चलती रही , जिसमें शेष दोनों आतंकवादी म. गए तथा भारी मात्रा में हथियार और गोलाबारूद बरामद हुआ ।

श्री गुलजार अहमद डार ने आतंकवादियों से लड़ते हुए असाधारण वीरता , अदम्य साहस और तुरत बुद्धि का परिचय दिया तथा सर्वोच्च बलिदान दिया । 1493 भारत का राजपत्र, दिसम्बर 20 , 2003 ( अग्रहायणे 29, 1925 )

हेड कांस्टेबल, गुजरात पुलिस

(पुरस्कार की प्रभावी तारीख: 5 मार्च , 2002)

5 मार्च , 2002 को श्री बी.बी. रथवा , हेड कांस्टेबल को छोटा उदयपुर तहसील के मालू गांव के एक मुस्लिम परिवार से विपत्ति की सूचना मिली । श्री रथवा तत्काल ही पुलिस जीप से उस गांव में पहुंचे और उग्र भीड़ से मुस्लिम परिवार के सदस्यों को बचकर निकलने में सहायता दी । वे किराए के एक टैम्पू में मुस्लिम परिवार के सात सदस्यों और उनके सामान को अपने साथ निकाल लाए ।

छोटा नगर मुस्लिम शरणार्थी शिविर के रास्ते में भीलपुर गांव से गुजरते समय उन्हें रास्ते में बाधाएं खड़ी की हुई मिलीं । श्री रथवा ने दो होम गार्ड और दो जीआरडी कार्मिकों तथा एक रंगरूट , पुलिस कांस्टेबल के साथ रास्ता साफ करने का प्रयास किया । तभी उन्हें तीर और कमान तथा अन्य परम्परागत घातक हथियारों से लैस लगभग 250 आदिवासियों की एक उग्र भीड़ द्वारा घेर लिया गया । यह भीड़ मुसलमानों को मार डालना और उनके सामान को आग लगा देना चाहती थी । भीड़ को देखकर अन्य सभी कार्मिक वहां से भाग खड़े हुए , किन्तु श्री रथवा ने , निश्चित मृत्यु सामने होने पर भी, मुसलमानों सहित वाहन को आग लगाने से भीड़ को रोका ।

श्री रथवा ने हमला किए जाने तथा घायल होने के बावजूद अपनी सुरक्षा की बिल्कुल भी परवाह न करते हुए घटना स्थल को छोड़ने से इनकार कर दिया और जिन मुसलमानों को वे बचाकर ले जा रहे थे उनकी जान बचाने की पूरी कोशिश की । जब उनके सिर में गोली लग गई और ये बेहोश होने लगे तथा राइफल पर से इनका नियत्रंण कम होने लगा तब ही इनकी वीरतापूर्ण कोशिशें रूकीं। तब भीड़ ने टैम्पू में आग लगा दी और एक दंगाई ने उनकी राइफल छीन कर उनकी जांघ में गोली मार दी । इसी बीच, सात मुस्लिमसदस्यों में से तीन निकल भागने मे कामयाब हो गए और शेष चार जख्मी हुए , किन्तु श्री रथवा के निर्भीक और साहसी प्रयासों से उनकी जान बच गई ।

(पुरस्कार की प्रभावी तारीख : 22 जून, 2002)

कैप्टन सचिन शिवराज रन्डाले , कंपनी कमांडर द्वारा तैयार किए गए आसूचना नेटवर्क द्वारा 22 जून, 2002 को जम्मू- कश्मीर के वागत गांव में तीन विदेशी आतंकवादियों की मौजूदी की पुष्टि की गई ।

इस अफसर ने निगरानी के लिए गुप्त निगरानी चौकियां स्थापित करने का आदेश दिया और अपनी कंपनी को लामबन्द करते हुए अलग - अलग दिशाओं से वागत गांव पहुंचे। संदिग्ध घरों की घेराबन्दी 1494

करते समय आतंकवादी अंधा- धुंध गोलियां बरसाते हुए अस्कानपुर भाग खड़े हुए । इस अफसर ने विचलित हुए बिना अपने स्रोत से संपर्क साधा और आतंकवादियों वाले घर का पता लगा लिया । पहले आस- पास के घरों को खाली करवाते समय इन्होंने सबसे पहले अपने दल को एक ऊंचे स्थान पर ले गए और दो आतंकवादियों का पता लगाया । सहज रूप से गोलीबारी करते हुए इन्होंने उनमें से एक आतंकवादी का तत्काल ही सफाया कर दिया । दूसरा आतंकवादी घबराहट में गोलियां चलाने लगा, जिससे एक ग्रेनेड इस अफसर के निकट ही फट गया जिसके कारण ग्रेनेड के छरों से ये गंभीर रूप से धायल हो गए । व्यक्तिगत सुरक्षा की परवाह किए बिना यह अफसर बाजू से रेंगकर आगे बढ़ा और उस आतंकवादी पर गोलीबारी शुरू कर दी और इस प्रकार, दूसरे आतंकवादी का भी सफाया कर दिया ।

कैप्टन सचिन शिवराज रंडाले , एस.एम. ने आतंकवादियों का सामना करने में अनुकरणीय सामरिक सूझबूझ, युद्ध कौशल , साहस और उच्च कोटि की पहल का प्रदर्शन किया ।

(पुरस्कार की प्रभावी तारीख: 02 अगस्त, 2002) दारंग असम में रंगापुरा रेलवे लाइन के लिए खतरे में वृद्धि की संभावना के आधार पर एक टुकड़ी ने 2 अगस्त, 2002 को उमानन्दा में रेलवे पटरी पर घात बिठाने के लिए प्रस्थान किया ।

लगभग 0300 बजे रेलवे पटरी पर कुछ संदिग्ध हल चल महसूस होने पर यह दल तत्काल ही मौके पर घात लगाकर प्रतीक्षा में बैठ गया । ललकारे जाने पर आतंकवादियों ने गोलीबारी शुरू कर दी और ग्रेनेड फेंकते हुए अंधेरे की आड़ लेकर भागने का प्रयास किया । तत्काल कार्रवाई की ज़रुरत महसूस करते हुए नायक अवतार सिंह ने विशुद्ध साहस का प्रदर्शन किया और व्यक्तिगत सुरक्षा की तनिक भी परवाह न करते हुए गोलीबारी कर रहे आंतंकवादी पर टूट पड़े और उसे मार गिराया। दूसरे आतंकवादी ने भागने के दुस्साहसिक प्रयास में दो ग्रेनेड फेंके । ग्रेनेड़ों के विस्फोट से भयभीत हुए बिना नायक अवतार सिंह लगातार रेंगते हुए और झपटते हुए आतंकवादी की ओर बढ़े। निश्चित मृत्यु के समक्ष अदम्य साहस का प्रदर्शन करते हुए इन्होंने एक आड़ के पीछे छलांग लगा दी और उच्च कोटि की निशानेबाजी का प्रदर्शन करते हुए दूसरे आतंकवादी को मार गिराया । नायक अवतार सिंह ने आतंकवादियों की गोलीबारी का समाना करते हुए तुरतबुद्धि और अत्यंत उच्च कोटि की असाधारण वीरता का परिचय दिया ।

02 अगस्त, 2002 को लगभग 0945 बजे जब यह खोजी टुकड़ी घनी तथा अलंघ्य कटीली झाड़ियों से भरे क्षेत्र के बीच में थी, तभी झाड़ियों में छिपे एक आतंकवादी ने खोजी टुकड़ी को अपनी ओर बढ़ते देखकर पुलिस दल पर अपनी एके 56 राइफल से गोलीबारी कर सब - इंस्पेक्टर रणबीर सिंह तथा दो कांस्टेबलों को गंभीर रूप से घायल कर दिया । आतंकवादी ने इसके बाद ग्रेनेड से हमला करते हुए गोलीबारी और तेज कर दी। घायल सब - इंस्पेक्टर रणबीर सिंह को पीछे हटने के लिए कहा गया , किंतु सब- इंस्पेक्टर रणबीर सिंह ने अपने जीवने के लिए घोर खतरा होने के बावजूद कर्त्तव्य की उच्चतम भावना तथा असाधारण साहस का प्रदर्शन करते हुए आतंकवादी द्वारा गोलीबारी शुरू करने के बाद शुरू हुई लड़ाई में जुटे रहे तथा उनके जख्मी साथी को सफलतापूर्वक सुरक्षित स्थान पर ले जाने के लिए गोलीबारी की आड़ देते रहे । जब जख्मी साथी को खतरे के क्षेत्र से हटा लिया गया , तभी सब इंस्पेक्टर रणबीर सिंह , जो अभी भी अपने जीवन की परवाह किए बिना लड़ रहे थे , के सिर में गोली आ लगी और ये मूर्छित होकर गिर पड़े । उन्हें अस्पताल ले जाया गया , किंतु वे अपने जख्मों के कारण वीरगति को प्राप्त हो गए । इस मुठभेड़ में आतंकवादी भी गंभीर रूप से घायल हो गया था और बाद में घावों के कारण उसकी मृत्यु हो गई ।

इस प्रकार , श्री रणबीर सिंह ने आतंकवादियों से लड़ते हुए उत्कृष्ट पराक्रम , अदम्य साहस , तुरत बुद्धि का प्रदर्शन किया तथा सर्वोच्च बलिदान दिया ।

13698329 गार्ड्समैन मोहम्मद हसनुज्जमान एसके , गार्ड्स/ 21 राष्ट्रीय राइफल (मरणोपरांत)

(पुरस्कार की प्रभावी तारीख 06 अगस्त , 2002 ) 06 अगस्त, 2002 को, गार्ड्समैन मोहम्मद हसनुज्जमान एसके जम्मू- कश्मीर में हंडवारा चौक की संतरी चौकी पर संतरी के रूप में तैनात थे ।

लगभग 0550 बजे , सैनिक वर्दी में दो आतंकवादियों ने संतरियों को निहत्या करके हंडवारा चौकी पर आपराधिक आतंकवादी कार्रवाई का प्रयास किया। गार्ड्समैन मोहम्मद हसनुज्जमान एसके अपनी संतरी चौकी से बाहर निकलकर ग्रेनेड फेंक रहे तथा यूबीजी एल से गोलियां बरसा रहे दो आतंकवादियों पर टूट पड़े । आमने- सामने की लड़ाई में उन्होंने एक आतंकवादी को मार गिराया तथा दूसरे को घायल कर दिया गार्ड्समैन मोहम्मद हसनुज्जमान एसके को भी गोलियां आ लगीं । अपने जख्मों के बावजूद , गार्ड्समैन मोहम्मद हसनुज्जमान एसके ने अपने जख्मों के कारण मूर्छित होने तक दूसरे आतंकवादी को उलझाए रखा । गार्ड्समैन मोहम्मद हसनुज्जमान एसके ने अनुकरणीय साहस , आक्रामक भावना का प्रदर्शन करते हुए सर्वोच्च बलिदान किया और बटालियन क्षेत्र में आतंकवादियों को घुसने से रोक दिया । 1496

जम्मू-कश्मीर में तंगधार के मंजू में तैनात घात टुकड़ी को 08 अगस्त, 2002 को घने बादलों से ढके जम्मू- कश्मीर के कुपवाड़ा में घुसपैठ का प्रयास कर रहे एक आतंकवादी गुट का पता लगा । लांस नायक कृष्ण मूर्ति जी ने संयम रखते हुए आतंकवादियों को पूर्व- चुनिंदा मारण क्षेत्र में घुसने दिया ।

लांस नायक कृष्ण मूर्ति जी ने एक क्लेमोर बारूदी सुरंग को होशियारी से दागते हुए घात से आक्रमण किया । आतंकवादी बुरी तरह से घायल हो गए तथा नियंत्रण रेखा की ओर वापस भागने लगे । वे अपनी ही गोलीबारी में उलझ गए थे । तलाशी के दौरान , लांस नायक कृष्ण मूर्ति ने नियंत्रण- रेखा के बहुत निकट तक खून के निशानों पर लगातार पीछा किया । तभी खोजी टुकड़ी आतंकवादियों की भारी गोलीबारी की चपेट में आ गई । शत्रु तथा आतंकवादियों की भारी गोलीबारी की परवाह न करते हुए इन्होंने आतंकवादियों का पता लगाया और राकेट लांचर दागकर दो आतंकवादियों को मार गिराया । इसके बाद , ये पुनः शेष आतंकवादियों के पास पहुंच गए । करीब- करीब नियंत्रण रेखा पर एक और तीव्र व साहसिक कार्रवाई में इन्होंने अन्य एक आतंकवादी को मार डाला जो शत्रु ठिकाने की ओर भागने की कोशिश कर रहा था। इस ऑपरेशन के पूरा होते - होते शेष आतंकवादी मारे जा चुके थे ।

लांस नायक कृष्ण मूर्ति जी ने आतंकवादियों की गोलीबारी के सम्मुख अदम्य युद्ध भावना ; अविचल साहस और दृढनिश्चय का प्रदर्शन किया ।

असम के दारंग के किसी क्षेत्र में कुछ आतंकवादियों की मौजूदगी के बारे में मिली विशिष्ट आसूचना के आधार पर एक सैन्य कार्रवाई की योजना बनाकर 20 अगस्त,2002 को इसे पूरा किया गया था । कैप्टन अनिरबान डेका इस सैन्य कार्रवाई के पूरा होने के बाद सिविलियनों को तत्काल चिकित्सा उपलब्ध करने के लिए इस सैन्य कार्रवाई में चिकित्सा अफसर के रूप में थे ।

जिस समय घेरा डाला जा रहा था उस समय कैप्टन अनिरबान डेका गांव के बाहर चिकित्सा सहायता केन्द्र स्थापित कर रहे थे । लगभग 1715 बजे जब कुछ खास घरों की घेराबंदी करके तलाशी कार्रवाई शुरू की गई तो तीन व्यक्तियों को अलग - अलग दिशाओं में भागते हुए देखा गया । जब उन्हें रुकने के लिए कहा गया तो उन्होंने चार हथगोले फेंके और अंधाधुंध गोलियां बरसानी शुरू कर दी । उनमें से दो भागने का प्रयास करते हुए कैप्टन अनिरबान डेका की ओर दौड़े जो घेराबंदी दल के साथ गांव के बाहर थे । दो आतंकवादियों के अचानक प्रकट हो जाने से विचलित और डरे बिना और लघु शस्त्र से गोलियां बरसाते हुए इस अफसर ने अदम्य साहस और बिजली सी फुर्ती का प्रदर्शन करते हुए पहले आतंकवादी को बहुत ही 1497 भारत का राजपत्र, दिसम्बर 20, 2003 ( अग्रहायण 29, 1925 )

(पुरस्कार की प्रभावी तारीख 20 अगस्त, 2002 )

कुपवाड़ा के वुगबाल गांव में आतंकवादियों की उपस्थिति की सूचना मिलने पर विशेष कार्रवाई दल ने 20 अगस्त, 2002 को तत्काल ही एक खोज व सफाया अभियान शुरू कर दिया । जिस समय खोज अभियान चल रहा था तभी एक घमासान मुठभेड़ हो गई । श्री रवि जी फोतेदार , सब इंस्पेक्टर ने दो आतंकवादियों को मौके पर ही ढेर कर दिया और अपने जीवन को परवाह किए बिना तीसरे आतंकवादी का पीछा किया । इस कार्रवाई के दौरान वे भारी गोलीबारी की चपेट में आ गए और गंभीर रूप से जख्मी हो गए । उन्हें बेस अस्पताल द्रुगमुल्ला ले जाया गया जहां वे अपने जख्मों के कारण वीरगति को प्राप्त हो गए । श्री रवि जी फोतेदार ने आतंकवादियों के साथ लड़ते हुए आगे रहकर अपने दल का नेतृत्व किया और अपने प्राण न्यौछावर करके एक उदाहरण प्रस्तुत किया ।

(पुरस्कार की प्रभावी तारीख 24 अगस्त, 2002 ) 24 अगस्त, 2002 को जम्मू- कश्मीर के बान्दी का मकान क्षेत्र में एक सैन्य कार्रवाई के दौरान जब कम दिखाई पड़ने के कारण खोज कार्रवाई में बाधा आ गई तो हवलदार मंजीत सिंह से पदा में घात बिठाई ।

लगभग 1200 बजे इन्होंने एक आतंकवादी को एक गुफा में देखा । हवलदार भंजीत सिंह लघु शस्त्रों की गोलीबारी विफल हो जाने पर रेंगते हुए आगे गए और उन्हें निहत्था करने के प्रयास में हथगोला फेंका । जब आतंकवादी गोलियां बरसाते हुए बाहर निकला तो हवलदार मंजीत सिंह ने धैर्य रखते हुए उसे बहुत ही करीब से मार डाला । दूसरे आतंकवादी को बगनुआ नाले में बड़े पत्थरों के पीछे छिपा हुए देखा गया । जैसे ही हवलदार मंजीत सिंह उसके भागने के रास्ते बन्द करने के लिए आगे बढ़े वे भारी व अचूक गोलीबारी की चपेट में आ गए । दो घंटे तक गोलीबारी होती रही । जब आतंकवादी ने हार नहीं मानी तो हवलदार पंजीत सिंह अपने संगी के साथ रेंगते हुए निकट पहुंचे , पोत चार्ज की तैयारी की और पत्थरों के पीछे हथगोले फेंके जिसमें इन्होंने 1830 बजे उस आतंकवादी का सफाया कर दिया । ये बिना थके हुए रात भर घात लगाते रहे । संदिग्ध हलचल देखकर एक आतंकवादी ने हथगोला फेंका और भागने का प्रयास किया । हवलदार मंजीत सिंह उसका पीछा करते रहे जबकि वह आतंकवादी उनको पीछा करने से रोकने के 2--371 Gl/2003 1498

(पुरस्कार की प्रभावी तारीख: 24 अगस्त, 2002 ) लांस नायक सरंगथेम ईंगोचा सिंह एक विशेष मिशन खोजी दल के सदस्य थे जिसे जम्मू-कश्मीर के ऊबड़- खाबड़ पर्वतीय भू- भाग में घने जंगलों वाले हराई कछामा जंगल में छिपे चार आतंकवादियों के एक गुट के साथ मुठभेड़ का काम सौंपा गया था ।

24 अगस्त, 2002 को लगभग 1820 बजे आतंकवादियों से सामाना हुआ और भयंकर मुठभेड़ शुरू हो गई । लांस नायक सरंगथेम ईंगोचा सिंह ने एक आतंकवादी को भार गिराया और आमने- सामने की लड़ाई में एक गोली उनके दाहिने बाजू में आ लगी । घायल हो जाने के बावजूद लांस नायक सरंगथेम ईंगोचा सिंह भाग रहे आतंकवादियों का लगातार पीछा करते रहे और दौड़ते - दौड़ते गोलियां बरसाकर दूसरे आतंकवादी को मार गिराया । तीसरा आतंकवादी भागकर नाले में उतर गया और एक खड़ी कटान के पास पहुंचकर एक पेड़ के पीछे मोर्चा संभाल लिया और लांस नायक सरंगथेम ईंगोचा सिंह के ऊपर गोलियां बरसा दी । घायल हो जाने के बावजूद अपनी सुरक्षा की परवाह किए बिना असाधारण कोटि की वीरता का प्रदर्शन करते हुए आतंकवादी पर टूट पड़े और गुत्थभ- गुत्था लड़ाई में उसे मार गिराया । इस गोलीबारी में लांस नायक सरंगथेम ईंगोचा सिंह को पुनः गोलियां लगीं और वे अपने जख्मों के कारण वीरगति को प्राप्त हो गए । लांस नायक सरंगथेम ईंगोचा सिंह ने आतंकवादियों से लड़ते समय असाधारण व्यक्तिगत वीरता, साहस का प्रदर्शन किया और सर्वोच्च बलिदान दिया ।

आईसी-51551 कैप्टन शंकर गोपीनाथन, एसएम बिहार/4 कोर इंट. तथा एफएस कंपनी

(पुरस्कार की प्रभावी तारीख 28 अगस्त , 2002) कैप्टन शंकर गोपीनाथन , खुफिया सूचना इकट्ठा करने में दक्ष थे तथा उन्हें विभिन्न तरह के प्रतिविद्रोही परिवेश में कार्य का अनुभव था , ने असम के नलबाड़ी , बारपेंटा तथा कामरूप जिलों में एक कारगर आसूचना जाल विकसित किया , जिसके आधार पर यूनिटों द्वारा कई सफल आपरेशन किए गए । 27-28 अगस्त, 2002 की रात को इन्हें एक आतंकवादी दल के ठिकाने के बारे में पक्की सूचना मिलते ही इन्होंने तत्काल एक यूनिट से संपर्क किया । इतना ही नहीं, इन्होंने स्वेच्छा से इस सैन्य कार्रवाई में भाग लेना स्वीकार किया तथा एक खोजी दल में शामिल हो गए । इन्होंने आगे बढ़कर एक टुकड़ी का नेतृत्व किया तथा हथगोलों के विस्फोटों ओर गोलियों की भारी बौछार से भयभीत हुए बिना, भाग -खण्ड । ]

कौशल का प्रदर्शन करते हुए, एक ऊंचे मोर्चे पर पहुंच गए । आतंकवादियों ने जब हारना शुरू किया तो उन्होंने भागने का प्रयास किया , किंतु , कैप्टन शंकर गोपीनाथन पश्चिम की ओर भाग रहे आतंकवादियों के पीछे दौड़ पड़े तथा गोलियों की भारी बौछार के बावजूद निडर रहकर उनका पीछा करते रहे । इन्होंने अचूक गोलियां बरसाकर एक आतंकवादी को मार डाला तथा दूसरे को घायल कर दिया । घायल आतंकवादी ने आड़ लेकर दो हथगोले फेंके तथा बहुत ही नजदीक से गोलियां बरसा दीं, किंतु भयभीत हुए बिना ये बाजू से उसके निकट पहुंच गए और उसे मार गिराया तथा एक कारबाइन बरामद की ।

इस सैन्य कार्रवाई के परिणामस्वरूप पांच दुर्दात आतंकवादियों का सफाया किया जा सका तथा भारी मात्रा में शस्त्रास्त्र, गोलाबारूद तथा युद्ध- सामान बरामद हुआ ।

कैप्टन शंकर गोपीनाथन , एसएम ने गोपनीय सूचना की दक्षता से व्यवस्था की तथा आतंकवादी के सामने उत्कृष्ट साहस व वीरता का प्रदर्शन किया ।

आईसी -58403 मेजर चाथोथ बीनू भारदन ,

(पुरस्कार की प्रभावी तारीख 14 सितंबर , 2002) 14 सितंबर, 2002 को पूरी तरह से गुप्त तथा कुशलतापूर्वक स्थापित घात ने एक आतंकवादी दल को जम्मू- कश्मीर में जनरल एरिया पथरीधाना में घूमते हुए देखा। मेजर चाथोथ बीनू भारदन ने धैर्य से आतंकवादियों को पहले से चुने गए भारण क्षेत्र में घुसने दिया तथा एक वलेमोर बारूदी सुरंग को दाग दिया । आतंकवादियों ने तत्काल जवाबी गोलीबारी की तथा बड़े पत्थरों के पीछे आड़ ले ली । मेजर भारदन ने 81 मि.मी. मोर्टार दागने के लिए कहा तथा आतंकवादियों को भागने से रोकते हुए उनपर लघु शस्त्रों से लगातार गोलीबारी करते रहे । मेजर भारदन बाजू की ओर से आगे बढ़े और आतंकवादियों पर टूट पड़े तथा एक को मौके पर ही मार गिराया। उसके बाद , इन्होंने दो खोजी दलों का गठन किया और आतंकवादियों की सटीक गोलीबारी की चपेट से दूसरी खोजी टुकड़ी को बचाने का प्रयास करते समय स्वयं ही एक अन्य आतंकवादी को मार डाला । मेजर भारदन ने एक अन्य आतंकवादी को मौत के घाट उतारने से पहले उसका 200 मीटर तक पीछा किया । यह सैन्य कार्रवाई 36 घंटे चली जिसके परिणामस्वरूप नौ विदेशी आतंकवादियों का सफाया कर दिया गया ।

मेजर चाथोथ बीनू भारदन ने आतंकवादियों से लड़ते समय उच्च कोटि की व्यक्तिगत बहादुरी , धैर्य , पहलशक्ति, असाधारण फुर्ती तथा नेतृत्व का प्रदर्शन किया । [भाग I-खण्ड 1 1500

(पुरस्कार की प्रभावी तारीख 21 सितंबर, 2002) हवलदार पबिन्दर कुमार कमांडिंग अफसर के उस त्वरित कार्रवाई दल के सदस्य थे जिसने जम्मू- कश्मीर में आतंकवादियों के भागने के अधिकांश संभावित रास्तों पर धात बिठाई थी ।

21 सितंबर , 2002 को 1445 बजे , एक प्राकृतिक गुफा में मोर्चा संभाले हुए दो आतंकवादियों ने स्वचालित हथियारों तथा यूनीवर्सल बैरंल ग्रेनेड लांचर से उस समय भारी गोलाबारी शुरू कर दी जब खोजी दल उनके निकट पहुंचने ही वाला था । चूंकि इस गुफा में आने-जाने के लिए एक ही रास्ता था तथा इसके तीन ओर खड़ी चट्टान थी, इसलिए आतंकवादियों के वहां से निकालने के सभी प्रयास बेकार साबित हुए । हवलदार पबिन्दर कुमार अपने जीवन को गंभीर खतरे में डालकर चट्टान के ऊपर से रस्से के सहारे नीचे उतरे और गुफा के ऊपर लटकर एक आतंकवादी को मार गिराया। रस्से पर उसी तरह से खतरनाक ढंग से लटकते हुए उन्होंने स्मोक ग्रेनेड फेंककर दूसरे आतंकवादी को गुफा से बाहर निकल भागने पर मजबूर कर दिया । जैसे- ही आतंकवादी ने बाहर निकल भागने का प्रयास किया , हवलदार पबिन्दर कुमार उसके ऊपर कूद पड़े और उसे गिरा दिया आतंकवादी के उठने से पहले ही तेजी से अपना संतुलन बनाते हुए हवलदार पबिन्दर कुमार ने उसे मार गिराया ।

हवलदार पबिन्दर कुमार ने आतंकवादियों से लड़ते हुए दृढ़ साहस , अदम्य उत्साह और अत्यंत असाधारण वीरता का प्रदर्शन किया ।

2794776 सिपाही माने परमानंद शिवाजी मराठा लाइट इन्फैंट्री/ 17 राष्ट्रीय राइफल ( मरणोपरांत)

(पुरस्कार की प्रभावी तारीख 22 सितंबर , 2002 ) सिपाही माने परमानंद शिवाजी उस सैन्य - टुकड़ी में शामिल थे जिसे जम्मू- कश्मीर में डोडा जिले के बनीहाल तहसील में गांव कस्कोट में छिपे आतंकवादियों का सफाया करने का कार्य सौंपा गया था । 22 सितंबर , 2002 को 1840 बजे कुछ घरों की घेराबंदी करने वाले उनके सैन्य -दस्ते पर एक घर से भारी गोलीबारी शुरू हो गई । सिपाही माने परमानंद शिवाजी, जो एक स्टाप में थे , ने एक आतंकवादी को खिड़की के निकट देख लिया। वे कुशलतापूर्वक तथा खामोशी से खिड़की के नजदीक पहुंच गए । भारी गोलीबारी के बावजूद , सिपाही माने परमानंद शिवाजी ने अपना धैर्य बनाए रखा तथा बेहतर प्रतिक्रिया और निशानेबाजी का प्रदर्शन करते हुए उस आतंकवादी को मार गिराया । उन्होंने दूसरे आतंकवादी को देखा और उसके करीब पहुंच गए । निकट पहुंचते समय उनके बाएं कंधे पर गोलियों की बौछार आ लगी । गंभीर रूप से घायल होने , अत्यधिक खून बह जाने तथा भारी गोलीबारी के बावजूद, वे दूसरे आतंकवादी की ओर रेंगते हुए पहुंचे। अपने घाव के कारण गोली चलाने में असमर्थ सिपाही माने परमानंद शिवाजी ने खिड़की में दो हथगोले फेंके तथा उस आतंकवादी को मार गिराया । उसके बाद, वे वीरगति को प्राप्त हो गए । 1501 भारत का राजपत्र, दिसम्बर 20 , 2003 ( अग्रहायण 29,1925 )

(पुरस्कार की प्रभावी तारीख 23 सितंबर , 2002) एक्सकवेटिंग मशीनरी ऑपरेटर रवी चन्द्र रेड्डी को जम्मू- कश्मीर राज्य में पदम - किलिमा सड़क पर डोजर ऑपरेटर के रूप में पदम डिटैचमेंट में तैनात किया गया था। 23 सितंबर , 2002 को 25.05 कि.मी. पर डोजर से फार्मेशन कटिंग के समय एक्सकवेटिंग मशीनरी ऑपरेटर रवी चन्द्र रेड्डी ने जब चट्टान का एक बड़ा टुकड़ा पहाड़ी से नीचे गिरते हुए देखा तो खतरा भांपते हुए वे डोजर को छोड़कर अपनी जान बचाने के लिए भाग सकते थे । किंतु, एक सच्चे देशभक्त , निष्ठावान , समर्पित तथा दृढ़ - संकल्प एक्सकवेटिंग मशीनरी ऑपरेटर रेड्डी अपने जीवन के लिए खतरे की परवाह न करते हुए अपने उपस्कर को बचाने के प्रयास में डोजर पर ही रहे । इस प्रयास में एक्सकवेटिंग मशीनरी ऑपरेटर रेड्डी मलबे और पत्थर के भारी ढेर के नीचे जिंदा दब गए, जिससे मौके पर ही उनकी मृत्यु हो गई। इस प्रकार , एक्सकवेटिंग मशीनरी ऑपरेटर रेड्डी ने सरकार की बहु- मूल्य संपत्ति बचाने के प्रयास में देश के लिए अपने प्राण न्यौछावर कर दिए तथा मृत्यु को गले लगा लिया और इस तरह से अनुकरणीय निष्ठा तथा समर्पण भाव का परिचय दिया ।

एक्सकवेटिंग मशीनरी ऑपरेटर रवी चन्द्र रेड्डी ने अपने कर्तव्य का पालन करने में दृढ़ संकल्प, निःस्वार्थ समर्पण , देशभक्ति , अतुलनीय निष्ठा तथा असाधारण वीरता का प्रदर्शन किया ।

(पुरस्कार की प्रभावी तारीख 07 अक्तूबर , 2002)

07 अक्तूबर , 2002 को 2230 बजे नायक स्वर्ण सिंह जम्मू- कश्मीर के केरन सेक्टर में विकट शतंशाबाड़ी पर्वत श्रृंखलाओं में नियंत्रण रेखा के निकट बिठाई गई घात के सेकंड- इन- कमांड थे ।

अत्यधिक खराब मौसम में लगभग 30 घंटे के बाद घात दल ने घने जंगल में एक आतंकवादी दल को देखा । उनके आगे बढ़ने के तरीके से ऐसा लगा कि घुसपैठिए घातस्थल से बचकर निकल सकते थे । नायक स्वर्ण सिंह उनसे आगे निकलने के प्रयास में अपनी लाइट मशीन गन तथा दो अन्य सैनिकों के साथ तेजी से रेंगते हुए आगे बढ़े । एक आतंकवादी को गोली चलाने के लिए तत्पर देखकर नायक स्वर्ण सिंह ने नौ मीटर की दूरी से अपनी लाइट मशीन गन से तत्काल गोलीबारी कर दी और अकेले ही तीन आतंकवादियों को मार डाला । अन्य आतंकवादी गोलियों की भारी बौछार करते हुए तथा गोलाबारूद , बारूदी सुरंगों और अन्य युद्ध- सामग्रियों से पूरे भरे हुए थैले अपने पीछे छोड़ते हुए ढलान से लुढ़कते हुए नीचे चले गए । 1507

[भाग -खण्ड । एक संक्षिप्त तथा वीरतापूर्ण कार्रवाई में नायक स्वर्ण सिंह ने आतंकवादियों के ठीक ऊपर एक मोर्चे पर पहुंचने के लिए भारी गोलीबारी के बीच में से भागते हुए पहल की । इसी बीच, एक अन्य टुकड़ी भी इनके साथ शामिल हो गई तथा रागस्त टुकड़ी ने गोलियों की भारी बौछार शुरू कर दी । इसके बाद घमासान लड़ाई में एक आतंकवादी मारा गया ।

खतरा भांपते हुए आतंकवादी नियंत्रण रेखा की ओर वापस भागने लगे और हमारी टुकड़ी इसका पीछा करने लगी । सैन्य टुकड़ी गोलियों की भारी बौछार करते हुए आतंकवादियों का पीछा करती रही । यह लड़ाई लगभग एक घंटा चली , जिसमें एक और आतंकवादी मारा गया ।

(पुरस्कार की प्रभावी तारीखः 9 अक्तूबर , 2002) गश्त कमांडर सूबेदार लल्लन राम 09 अक्तूबर , 2002 को जब सह चालक वाली सीट पर बैठे थे उस वक्त 20 से अधिक आतंकवादियों ने छोटे हथियारों तथा हथगोलों से त्रिपुरा के एक गांव में उनके वाहन पर घात लगाकर आक्रमण कर दिया ।

सूबेदार लल्लन राम की छाती में गोलियों के गंभीर घाव आ लगे तथा सामने की सीट पर हथगोला फेंके जाने से उनके दोनों पैर बेकार हो गए । हिलने- डुलने में असमर्थ और निश्वित मृत्यु के समक्ष वे नाले के किनारे पर लटक रहे वाहन के नजदीक आ रहे आतंकवादियों पर गोलीबारी करने के लिए अपने साथियों को ललकारते हुए आदेश देते रहे । वे अंतिम सांस तक लड़ते रहे तथा अपने तीन आदमियों को नाले में से बचाया तथा दो हथियार और गोलाबारूद भी बचा लिए ।

सूबेदार लल्लन राम ने नेतृत्व के बेहतरीन गुणों का प्रदर्शन करते हुए अंतिम सांस तक आतंकवादियों को घायल टुकड़ी के पास नहीं फटकने दिया तथा दो हथियारों सहित गोलाबारूद बचा लिया । 19.

(पुरस्कार की प्रभावी तारीखः 9 अक्तूबर , 2002 ) 09 अक्तूबर , 2002 को 1630 बजे जम्मू- कश्मीर के बारामूला में बांदी पेन के निकट एक ऊंची पर्वतीय चोटी पर छिपे चार आतंकवादियों ने एक कब्जा बनाए रखने वाले गश्ती दल पर गोलीबारी की। तुरंत एक खुला घेरा डाला गयाः कुमुक आने तक आतंकवादियों को उलझाए रखने के लिए गोलीब्बारी शुरू भाग - खण्ड 1 ]

की गई । निचली ढालों पर सैनिकों को घेरे रखने के लिए ऊंच स्थानों पर बैठे हुए आतंकवादियों ने हथगोलों का इस्तेमाल किया तथा स्वचालित हथियारों से कारगर भारी गोलीबारी की।

चूंकि अंधेरा हो रहा था , इसलिए लांस नायक रनबहादुर हमाल ने सैन्य टुकडियों की नाजुक स्थिति को भांपते हुए अपनी लाइट मशीनगन उठाई तथा जीवन को आसन्न खतरे के बावजूद पहाड़ी पर लटकते हुए रेंगकर आतंकवादियों के निकट पहुंचे।

आतंकवादियों ने अपनी गोलीबारी का रुख रनबहादुर हमाल की ओर कर दिया । आड़ रहित क्षेत्र में आतंकवादियों की कारगर गोलीबारी से विचलित हुए बिना इन्होंने अचूक गोली से दो आतंकवादियों को मार डाला । वे रेंगकर आगे बढ़े तथा बिल्कुल नजदीक से तीसरे आतंकवादी को मार गिराया ।

लांस नायक रनबहादुर हमाल ने आतंकवादियों की गोलीबारी के समक्ष दुर्लभ पहल तथा असाधारण वीरता का प्रदर्शन किया ।

(पुरस्कार की प्रभावी तारीखः 10 अक्तूबर , 2002) हवलदार राजवीर सिंह उस कमांडो प्लाटून में शामिल थे जिसकी 10 अक्तूबर , 2002 को जम्मू- कश्मीर के बड़गाम के जनरल एरिया मीरपुरा में आतंकवादियों के एक दल के साथ प्रारंभिक भिड़ंत हुई थी।

आतंकवादी बचने के लिए विभिन्न दिशाओं में भागे । एक अफसर के साध हवलदार राजवीर सिंह ने एक आतंकवादी का घनी झांड़ियों से भरे हुए एक बड़े नाले में पीछा किया । इन्होंने एक पेड़ की आड़ लेकर राइफल से चार गोले दागे । आतंकवादियों ने अंधा- धुंध गोलीबारी शुरू कर दी । हवलदार राजवीर सिंह ने तुरंत यह क्षेत्र छोड़ दिया तथा शानदार क्षेत्र तथा युद्ध कौशल का इस्तेमाल करते हुए घनी झाड़ियों में आतंकवादियों का पीछा करना शुरू कर दिया । इस रणनीति का इस्तेमाल करके इन्होंने दो आतंकवादियों को बिल्कुल नजदीक से आमने- सामने से गोली चलाते हुए मार डाला। फिर इन्होंने रक्त के निशान देखे तथा व्यक्तिगत सुरक्षा की बिल्कुल भी परवाह न करते हुए उसका पीछा शुरू कर दिया । तीसरे आतंकवादी ने अचानक अपने घात स्थान से निकलकर इन पर गोलीबारी शुरू कर दी । हवलदार राजवीर सिंह तुरंत जमीन पर गिरकर उसे अचूक गोली दाग कर मार डाला ।

(पुरस्कार की प्रभावी तारीखः 13 अक्तूबर , 2002) 13 अक्तूबर , 2002 को गांव आफ्टी , जिला डोडा , जम्मू- कश्मीर में एक घेरा तथा तलाशी ऑपरेशन शुरू किया गया था। पैराट्रपर भूपिन्द्र सिंह स्टॉप के रूप में तैनात एक स्क्वॉड में शामिल थे । 0630 बजे तीन संदिग्ध दिखाई देने वाले व्यक्तियों को घेरा तोड़ने की कोशिश करते देखा । उन्होंने अपने घेरे को पुनः व्यवस्थित किया तथा उनका पीछा करना शुरू कर दिया ।

संदिग्ध व्यक्तियों के पचास मीटर नजदीक पहुंचने पर उन्होंने उनको ललकारा । ललकारे जाने पर आतंकवादियों ने छोटे हथियारों से भारी गोलीबारी शुरू कर दी तथा बचकर भागने लगे । व्यक्तिगत सुरक्षा की बिल्कुल भी परवाह न करते हुए पैरादूपर भूपिंद्र सिंह ने आगे झपटते हुए दो आतंकवादियों को मार डाला तथा एक को घायल कर दिया । जख्मी आतंकवादी नजदीक के जंगल में भाग गया । अनुकरणीय साहस तथा फील्ड कौशल का परिचय देते हुए पैराट्रपर भूपिंद्र सिंह ने तीसरे आतंकवादी को खोज लिया तथा इसे नजदीक से गोली से उड़ा दिया।

पैराट्टूपर ने तीन आतंकवादियों को अकेले ही मारकर अनुकरणीय साहस , फील्ड कौशल तथा व्यक्तिगत वीरता का प्रदर्शन किया ।

(पुरस्कार की प्रभावी तारीखः 14 अक्तूबर , 2002) लांस नायक शीनू थॉमस का चयन जम्मू- कश्मीर के कारनाह तथा केरन सेक्टरों के बीच आतंकवाद से अत्यधिक प्रभावित उच्च तुंगता क्षेत्र में एक महत्वपूर्ण सड़क बनाकर रागिनी उस्ताद सड़क पर एक चौकी से जोड़ने का दुष्कर कार्य पूरा करने के लिए अग्रिम डॉजर चालक के रूप में विशेष रूप से किया गया था ।

लांस नायक शीनू थॉमस ने अपने आपको इस अत्यधिक चुनौतीपूर्ण कार्य के लिए पूर्ण जोश, उत्साह तथा अडिग निश्चय के साथ समर्पित कर दिया । अपने आगे कठोर चट्टान आ जाने पर, लांस नायक थॉमस बड़े जोखिम के बावजूद स्वेच्छा से इसके लिए आगे आए । दोनों सड़कों को जोड़ने के लिए शेष अंतिम चट्टान के मलबे को हटाते समय 14 अक्तूबर , 2002 को पहाड़ी की तरफ से अचानक पहले विस्फोट से तोड़ा गया चट्टानी मलबा खिसकना शुरू हो गया तथा भारी मात्रा में डॉजर पर आ गिरा , चट्टान के खिसकने से घबराए बिना लांस नायक थॉमस ने डॉजर से कूदने के बजाए इस मशीन को बचाने की कोशिश की , परंतु इसे बचाने के प्रयास में डॉजर सहित गहरी घाटी में गिर गए और अपने जीवन का बलिदान कर दिया । इस दुर्घटना में संगठन को डॉजर तथा साहसिक डॉजर ऑपरेटर के अमूल्य जीवन को 1505 भाग - खण्ड 11

इस प्रकार , लांस नायक थॉमस ने अडिग साहस , कर्त्तव्यपरायणता , तुरत बुद्धि का परिचय दिया तथा अपने दायित्वों को निष्पादित करते हुए जीवन का बलिदान कर दिया ।

02 नवंबर , 2002 को मेजर विकास गुप्ता ने जम्मू- कश्मीर में पुंछ के एक गांव में घेरा तथा तलाशी का कार्य स्वेच्छा से हाथ में लिया ।

0830 बजे जब घेरा पार्टी एक ढोक के पास पहुंच रही थी तो उस पर कारगर गोलीबारी होने लगी । घनी गोलीबारी की परवाह किए बिना मेजर विकास गुप्ता ने अपने संगी के साथ चार मंजिले ढोक की तलाशी लेने का निर्णय लिया । भूतल से उन पर घनी तथा अचूक गोलीबारी होने लगी । इस गोलीबारी से ढोक में आग लग गई । आतंकवादी ने बाहर कूदकर पास के क्षेत्रों में आड़ ले ली । बच निकलने का प्रयास करते दो आतकादियों को उन्होंने अपनी अचूक गोलीबारी से घायल कर दिया जो बाद में ढोक में जलकर मर गए । मेजर गुप्ता ने तलाशी पुनः शुरू की तभी 1630 बजे दो छिपे हुए आतंकवादियों ने उन पर स्वचालित हथियारों से गोलीबारी कर दी तथा हथगोले फेंके । मेजर विकास गुप्ता बहादुरी से आतंकवादी की गोलीबारी में से आगे बढ़े तथा उनका बिल्कुल नजदीक जाकर सफाया कर दिया । उन्होंने एक अन्य आतंकवादी को अपनी टुकड़ी पर हथगोला फेंकते देखा तथा तलाशी टुकड़ी को चौकन्ना किया । अनुकरणीय साहंस तथा आक्रामक कार्रवाई का प्रदर्शन करते हुए वे रेंगकर आतंकवादी की ओर बढ़े तथा उसका नजदीक से सफाया कर दिया जिससे उनके साथियों की जान बच गई ।

मेजर विकास गुप्ता ने आतंकवादियों से लोहा लेते हुए असाधारण वीरता, नेतृत्व के गुणों तथा डिग साहस का प्रदर्शन किया ।

लांस हवलदार रोमन सुनील मारूती 2 नंबबर , 2002 को जम्मू- कश्मीर के पुंछ में एक आपरेशन के दौरान एक संदिग्ध ढोक की तलाशी के लिए स्वेच्छा से एक अफसर के संगी बने ।

जब 1600 बजे इस ढोक में आग लग गई तो इसमें से एक आतंकवादी बाहर कूदा । लांस हवलदार रोमन सुनील मारूती ने साहसिक कार्रवाई में नजदीक से आतंकवादी को उड़ा दिया । शेष आतंकवादियों ने जलती ढोक से बच निकलने के लिए बार - बार प्रयास किए , किंतु लांस हवलदार मारूती 1506

[भाग -खण्ड । द्वारा निकासी मार्गों पर अचूक गोलीबारी करके उन्हें रोके रखा गया । तथापि , अंधाधुंध गोलीबारी करते हुए छह आतंकवादी निकलने में कामयाब हो गए तथा उन्होंने आसपास की झाड़ियों में आड़ ले ली । स्वचालित हथियारों से भारी गोलीबारी से विचलित हुए बिना, लांस हवलदार मारूती ने अपने संगी के साथ उनकी तलाश शुरू कर दी । 1630 बजे उन पर चट्टानों के पीछे छुपे आतंकवादियों ने स्वचालित हथियारों से कारगर गोलीबारी कर दी ।

लांस हवलदार मारूती पहल करते हुए रेंगकर छिपे आतंकवादी की ओर बढ़े । अनुकरणीय साहस का प्रदर्शन करते हुए वे बाजू से आतंकवादियों के पास पहुंचे तथा आमने- सामने की टक्कर में दोनों का सफाया कर दिया ।

लांस हवलदार रोमन सुनील मारूती ने व्यक्तिगत सुरक्षा की परवाह किए बिना , आतंकवादियों से लोहा लेते हुए असाधारण वीरता , पहल तथा निर्भीक कार्रवाई का प्रदर्शन किया ।

( पुरस्कार की प्रभावी तारीख 04 नवंबर , 2002) हवलदार साहीब सिंह को जम्मू- कश्मीर के सुरनकोट सैक्टर में आतंकवादीरोधी आपरेशन में तैनात किया गया था । 04 नवंबर , 2002 को अनेक स्थानों पर घात लगाने के दौरान हवलदार साहीब सिंह ने जम्मू- कश्मीर के पुंछ में तीन आतंकवादियों को हरकत करते देखा ।

घात स्थल से आतंकवादियों को हटते देख हवलदार साहीब सिंह ने तुरंत आतंकवादियों को रोकने के लिए अपनी टुकड़ी को तैनात कर दिया । आतंकवादी दौड़कर बोरीवाली नाला में घुस गए तथा घनी झाड़ियों के मध्य छुप गए । अपनी टुकड़ी के साथ हवलदार साहीब सिंह ने आतंकवादियों को तलाश करने का निर्णय लिया । घनी झाड़ियों से उन पर अचानक भारी गोलीबारी शुरू हो गई । अपनी टुकड़ी को खतरे में देखकर , जोकि गोलीबारी के सीधे सामने पड़ गई थी, दुर्लभ साहस तथा अडिग दृढ़ निश्चय का प्रदर्शन करते हुए हवलदार साहीब सिंह आतंकवादियों पर टूट पड़े । इसके बाद हुई लड़ाई में हवलदार साहीब सिंह ने अकेले ही तीनों आतंकवादियों का सफाया कर दिया । इस लड़ाई के दौरान हवलदार साहीब सिंह पर बार- बार गोली दागी गई, परंतु वे पीछे नहीं हटे । बाद में, वे अपने घावों के कारण त्रीरगति को प्राप्त हो गए । हवलदार साहीब सिंह ने आतंकवादियों के समक्ष लड़ाई में दुर्लभ साहस , असाधारण वीरता . यित्व से बढ़कर विलक्षण नेतृत्व का प्रदर्शन किया तथा सर्वोच्च बलिदान दिया । 'भाग ।- खण्ड ।।

(पुरस्कार की प्रभावी तारीख: 7 नवंबर , 2002) हवलदार राज सिंह 07 नवंबर , 2002 को जम्मू- कश्मीर के उधमपुर जिले के चकली वन में तलाशी तथा सफाया आपरेशन के दौरान तीन आतंकवादियों के एक दल के साथ भिड़ंत के दोरान तलाशी टुकड़ी में शामिल थे ।

यह क्षेत्र घने वनों से भरा हुआ तथा चट्टानी था तथा उस समय वर्षा हो रही थी जिससे कम दिखाई दे रहा था । तलाशी के दौरान इस टुकड़ी पर निकट से गोलीबारी की गई जिसमे हवलदार राजसिंह के संगी को गोली आ लगी तथा आतंकवादी उससे हथियार छीनने का प्रयास करने लगे । व्यक्तिगत सुरक्षा की बिल्कुल परवाह किए बिना हवलदार राज सिंह अपने साथी की मदद के लिए दौड़े । इसके बाद भयंकर लड़ाई में उन्होंने दो आतंकवादियों को मार गिराया । इस लड़ाई में उनकी गर्दन तथा माथे पर आतंकवादियों की गोली आ लगी तथा वे अपने घावों के कारण वीरगति को प्राप्त हो गए ।

हवलदार राज सिंह ने आतंकवादियों की गोलीबारी के समक्ष असाधारण वीरता तथा साख्य भाव का प्रदर्शन किया तथा साथी सैनिक का जीवन बचाने के लिए सर्वोच्च बलिदान कर दिया ।

आईसी-59238 कैप्टन उमंग भारद्वाज सेना सेवा कोर / 7 जाट (मरणोपरांत)

(पुरस्कार की प्रभावी तारीख 18 नवंबर , 2002 ) कैप्टन उमंग भारद्वाज जम्मू- कश्मीर में नियंत्रण रेखा पर ' आपरेशन रक्षक ' तथा ' आपरेशन पराक्रम ' में घातल प्लाटून के कमांडर तथा एडजूटेंट के रूप में कार्यरत थे ।

18/19 नवंबर , 2002 की रात्रि में जब उन्होंने एक घात के दौरान घातस्थल की ओर बढ़ते आतंकवादियों को देखा तो दस मीटर तक आ जाने तक उन्होंने गोलीबारी को रोके रखा तथा फिर अचानक घात लगाकर आगे चलने वाले आतंकवादी को तुरंत मार डाला । जब अन्य आतंकवादियों ने मोर्चा संभाल कर हमारी घात टुकड़ी पर गोली बरसाना शुरू किया तो एक आतंकवादी ने पहाड़ी के नीचे नाले में बच निकलने की कोशिश की । कैप्टन भारद्वाज गंभीर खतरे की परवाह किए बिना आड़ से बाहर निकले तथा उस आतंकवादी के बराबर दौड़ते हुए बिल्कुल नजदीक से उस पर गोली चलाने लगे । ऐसा करते हुए उन्होंने दूसरेआतंकवादी को मार डाला परंतु इस कार्रवाई के दौरान अपना जीवन न्यौछावर कर दिया ।

(पुरस्कार को प्रभावी तारीख 20 नंवबर, 2002 ) मेजर उदय कुमार यादव ने 20/21 नवंबर , 2002 की रात्रि में मणिपुर के टिड्डिम रोड पर आतंकवादियों द्वारा घात तथा कमाचलाऊ विस्फोटक लगाए जाने की पक्की सूचना प्राप्त होने पर उस स्थान के लिए प्रस्थान किया। जब यह टुकड़ी नम्बोल नदी में एरिया पुल के करीब पहुंच रही थी तभी उन्होंने अंधेरे में दो- तीन व्यक्तियों की संदिग्ध गतिविधियां देखी तभी उनके अग्रिम स्काउट पर भंयकर गोलीबारी शुरू हो गइ अग्रिम स्काउट के एकदम पीछे चल रहे मेजर उदय कुमार ने तुरंत जवाबी गोलीबारी की । इस भिड़ंत के परिणामस्वरूप आतंकवादियों के साथ भंयकर गोलीबारी शुरू हो गई ।

अदम्य साहस, तुरत बुद्धि का परिचय देते हुए तथा अपने जीवन की तनिक भी परवाह न करते हुए मेजर यादव गोली चलाते हुए तथा अपने साथी की मदद से युद्धक रणनीति का प्रयोग करते हुए आतंकवादियों के करीब पहुंच गए। अत्यंत करीब से भंयकर लड़ाई के बाद मेजर यादव ने दो छुपे आतंकवादियों को अकेले ही मार डाला । इस दुस्साहसिक ऑपरेशन के बाद एक कारबाइन , एक पिस्तौल तथा उनके जिंदा कारतूस और एक रेडियो सेट बरामद किया गया ।

नेजर उदय कुमार यादव ने आतंकवादियों से लड़ते हुए असाधारण वीरता, साहस और सैनिकोचित दक्षता का परिचय दिया ।

3392132 सिपाही परमजीत सिंह

सिख/6 राष्ट्रीय राइफल (मरणोपरांत)

(पुरस्कार की प्रभावी तारीख 21 नंवबर , 2002 ) सिपाही परमजीत सिंह ने 21 नवंबर , 2002 को जम्मू- कश्मीर के राजवाड़ के रिसनार जंगल में शुरू किए गए तलाशी तथा सफाया आपरेशन में भाग लिया ।

तलाशी के दौरान लगभग 1715 बजे सिपाही परमजीत सिंह को घनी झाड़ियों के बीच आतंकवादियों के गुप्त भूमिगत ठिकाने का पता लगा । जब इस क्षेत्र की घेराबंदी की जा रही थी तभी तीन आतंकवादियों ने स्वचालित हथियारों की भारी गोलीबारी की आड़ में बच निकलने का प्रयास किया । सिपाही परमजीत सिंह को गोलियों की आरंभिक बौछार आ लगी परंतु यह महसूस करते हुए कि आतंकप्रदियों को बच निकलने से रोकने का दारोमदार उनकी कार्रवाई पर ही है , उन्होंने तुरंत अचूक गोलीबारी करते हुए उनमें से एक को मौके पर ही मार डाला तथा अन्य दो को गंभीर रूप से घायल कर दिया तथा उनको ठिकाने में वापिस घुसने के लिए मजबूर कर दिया । गंभीर रूप से घायल होने के बावजूद भी गोलीबारी से उनको उलझाए रखा जिससे रात होने से पहले ही घेरा डाला जा सका । सिपाही परमजीत सिंह इसके बाद अपने घावों के कारण वीरगति को प्राप्त हो गए । 22 नवंबर , 2002 को आतंकवादियों के ठिकाने को नष्ट कर दिया गया तथा तीन आतंकवादियों के शव बरामद किए गए । भाग ।-खण्ड ।

(पुरस्कारकी प्रभावी तारीख 26 नंवबर , 2002) दारंग असम के मांतिकिरि जनरल एरिया के एक खाली घर में आतंकवादियों की उपस्थिति की पक्कीसूचना के आधार पर एक दबिश दी गई थी ।

संतरी को चुप करानी वाली टुकड़ी में शामिल सिपाही सुखराज सिंह बेहतरीन फील्ड कौशल का इस्तेमाल करते हुए चुपचाप 60 मीटर रेंगकर आगे बढ़े । जब वे लक्ष्य से 10 मीटर दूर थे तो आतंकवादी ने उनपर अंधा- धुंध गोलीबारी शुरू कर दी । तुरत बुद्धि तथा फौलादी इरादों का परिचय देते हुए सिपाही सुखराज सिंह ने आतंकवादी से आगे पहुंचकर तथा आड़ लेकर उसे गोली से उड़ा दिया । एक घर में छिपे दूसरे आतंकवादी ने मौके का फायदा उठाकर पिछले द्वारा से भाग निकलने की कोशिश की । इस संभावना को भांपते हुए सिपाही सुखराज सिंह ने घर के पीछे से निकलकर उसका पीछा किया । आतंकवादी ने बांस के घने झुंड में आड़ ले ली तथा उन पर दो हथगोले फेंके । विस्फोट से अविचलित रहते हुए , फौलादी हिम्मत और दृढ़ निश्चय के साथ व्यक्तिगत सुरक्षा की बिल्कुल भी परवाह किए बिना सिपाही सुखराज सिंह और आगे बढ़े तथा दूसरे आतंकवादी को गोली मार दी ।

सिपाही सुखराज सिंह ने संकट के दौरान तुरत बुद्धि, पहल, अदम्य साहस तथा अडिग दृढनिश्चय का प्रदर्शन किया ।

( पुरस्कार की प्रभावी तारीख 26 नंवबर , 2002) जम्मू- कश्मीर के चेरवाड़ी जनरल एरिया में आतंकवादियों के मौजूद होने संबंधी पक्की सूचना के आधार पर 26 नवंबर , 2002 की प्रातः उबड़ - खाबड़ पवर्तीय तथा घनी कांटेदार झाड़ियों से युक्त जंगली प्रदेश के चट्टानी भागों में एक ऑपरेशन शुरू किया गया था ।

जब यह तलाशी अभियान चल रहा था , इस टुकड़ी पर आतंकवादियों की ओर से भारी गोलीबारी शुरू हो गई । राइफलमैन प्रेम बहादुर , जो कि तलाशी टुकड़ी में शामिल थे, ने तुरंत अचूक गोलीबारी शुरू कर दी तथा एक आतंकवादी का मौके पर ही मार डाला । दो अन्य आतंकवादियों ने भाग निकलने की कोशिश की परंतु कारगर घेराबंदी के कारण नहीं भाग सके तथा घने जंगल में खड़ी ढलान पर चट्टानों के पीछे आड़ लेने पर मजबूर कर दिए गए। इसके बाद भंयकर लड़ाई में टुकड़ी के दो सदस्यों पर [भाग-खण्ड । भारत का गजपत्र, दिसम्बर 20, 2003 ( अग्रहाय 29, 1925 )

आतंकवादियों में भंयकर गोलीबारी शुरू कर दी तथा उन्हें गोलियों के घाव लगे । यह देखकर राइफलमैन प्रेम बहादुर न आतकवादियों के नजदीक पहुंचने की कोशिश की तथा इसी दौरान उनकी बाई जांघ में गोली आ लगी तथा पं' गिर पड़े ।

बिना विचलित हुए तथा अपने गंभीर घाव की परवाह किए बिना इस साहसी युवा सैनिक ने आतंकवादियों के नजदीक आना जारी रखा तथा नजदीक से एक अन्य आतंकवादी को मार डाला । तथापि, इस गोलीबारी में उन्हें आतंकवादियों की गोली की बौछार आ लगी तथा उन्होंने एवर्वोच्च बलिदान दिया । राइफलमैन प्रेम बहादुर ने विकट परिस्थितियों में साहस , उत्कृष्ट युद्धक भावना , अटल उद्देश्य तथा अदम्य साहस का प्रदर्शन किया तथा सर्वोच्च बलिदान दिया ।

(पुरस्कार की प्रभावी तारीख 5 दिसंबर , 2002 ) 05 दिसंबर , 2002 को 1530 बजे आतंकवादियों से भिडंत की तलाश में चल रहे गश्ती दल ने जम्मू- कश्मीर के बारामूला के डांडामू गांव के पास एक संदिग्ध व्यक्ति को पकड़ा जिसने यह स्वीकार किया कि वह पीछे आ रहे आतंकवादियों का मार्गदर्शक है ।

गश्त लीडर ने यथावसः घात लगाई तथा लांस नायकभीम बहादुर थापा को पूर्वोत्तर दिशा में तैनात किया गया था । लांस नायक थापा ने गोली 'वलाते हुए मौके पर ही एक आतंकवादी को मार डाला । शेष तीन आतंकवादियों ने आड़ लेकर जवाबी गोलीबारी शुरू कर दी । लांस नायक थापा ने अंधेरा होने तथा अत्यधिक नर्फबारी देः कारण घात टुकड़ी की नाजुक स्थिति को भांपते हुए आपने लाइट मशीन गन गनर के साथ भारी बर्फ से युक्त ऊबड़- खाबड़ जमीन पर रंगकर आतंकवादियों के और निकट पहुंचे। तीन में से दो आतंकवादियों ने अपनी गोलीबारी का रूख लांस नायक थापा की ओर कर दिया । अविचलित रहते हुए वे स्वयं रंगकर आतंकवादियों के ओर नजदीक आएः तथा अचूक गोलीबारी से इनमें से दो को उड़ा दिया । लांस नायक भीम बहादुर थापा ने तीन विदेशी आतंकवादियों का सफाया करने में विशिष्ट पहल तथा असाधारण वीरता का प्रदर्शन किया ।

1511 घात स्थल से बिल्कुल नजदीक की दूरी से आतंकवादियों पर भारी गोलीबारी करके उन्हें घायल करते हुए उनको बच निकलने से रोकने के लिए उन्होंने घनी गोलीबारी के बीच स्टॉप लगाए । तलाशी अभियान के दौरान 0645 बजे घनी झाड़ियों में उन्हें आतंकवादी होने का शक हुआ । तीन आतंकवादियों ने उन पर गोलीबारी शुरू कर दी तथा हथगोले फेंक कर उन्हें घायल कर दिया अपने घाव की परवाह किए बिना, घनी गोलीबारी की बौछारों के बीच बचकर निकलते हुए वे रेंगकर आतंकवादियों के नजदीक आए तथा एक को गोली से उड़ा दिया । लांस नायक रजनीश कुमार आतंकवादी की गोलीबारी से पुनः घायल हो गए । अत्यधिक रक्त स्राव के बावजूद , आतंकवादी की गोलीबारी से विचलित हुए बिना , वे निडरता से दूसरे आतंकवादी पर टूट पड़े तथा उसे मार डाला । परंतु लांस नायक रजनीश कुमार घावों के कारण वीरगति को प्राप्त हो गए । इनके बलिदान से तलाशी टुकड़ियों को निर्बाध रूप से तलाशी ऑपरेशन के लिए प्रोत्साहन के परिणामस्वरूप आठ दुर्दात आतंकवादियों का सफाया हो पाया ।

लांस नायक रजनीश कुमार ने आतंकवादियों के साथ लड़ाई में असाधारण साहस तथा अडिग दृढनिश्चय का प्रदर्शन किया तथा सर्वोच्च बलिदान दिया।

आईसी 59196 कैप्टन नवपाल सिंह सिधू मराठा लाइट इन्फैंट्री / 27 राष्ट्रीय राइफल (मरणोपरांत)

(पुरस्कार की प्रभावी तारीख 30 दिसंबर , 2002 ) कैप्टन नवपाल सिंह सिधू को जम्मू- कश्मीर के पुंछ जिला की सुरनकोट तहसील में तैनात किया गया था । 29-30 दिसंबर , 2002 की रात को जनरल एरिया काटेमार में एक ऑपरेशन शुरू किया गया था । सभी टुकड़ियों को अंधेरे में तैनात किया गया था तथा ये सुबहः होते ही अपने- अपने स्थानों पर कार्य करने लगी।

लगभग 1250 बजे कैप्टन नवपाल सिंह सिधू ने नाले में आतंकवादियों का एक दल देखा । आतंकवादियों को घेरने के लिए जब वे घात लग्ग रहे थे आतंकवादियों ने उनपर गोलीबारी शुरू कर दी। त्रे फूर्ती से पलटे तथा एक आतंकवादी को मार डाला । दो आतंकवादियों ने एक शिलाखण्ड के पीछे आड़ ले ली तथा उनकी टुकड़ी पर गोलीबारी शुरू कर दी । अपने सैनिकों पर खतरे को भांपते हुए बहादुरी की मिसाल पेश करते हुए तथा अपने घावों की परवाह किए बिना कैप्टन सिधू ने झपटते हुए हथगोले फेंके तथा अपने व्यक्तिगत हथियार से अधिक भंयकर टक्कर में गोली दागकर दोनों आतंकवादियों को ढेर कर दिया । इस अत्यधिक साहसिक तथा सैनिकोचित कार्रवाई को अंजाम देने के बाद उन्होंने देश के सम्मान तथा अपने साथियों की सुरक्षा के लिए जीवन का बलिदान कर दिया ।

कैप्टन नवपाल सिंह सिधू ने आतंकवादियों के समक्ष लड़ाई में अनुकरणीय युद्ध नेतृत्व , अपनी कमान की सुरक्षा व्यक्तिगत वीरता तथा बहादुरी का प्रदर्शन किया तथा सवर्वोच्च बलिदान दिया । [भाग ।-खण्ड । भारत का राजपत्र, दिसम्बर 20 , 2013 ( अग्रहायण 29 , 1925)

(पुरस्कार की प्रभावी तारीख 01 फरवरी, 2003 ) सिपाही संदीप कुमार ने जिला डोडा ( जम्मू- कश्मीर ) में प्रतिकूल तथा बर्फाच्छादित क्षेत्र में एक संदिग्ध घर में 01 फरवरी, 2003 को ऑपरेशन नाला के दौरान स्वेच्छा से तलाश अभियान का नेतृत्व किया ।

सबसे आगे प्रवेश करने वाले के रूप में कार्रवाई करते समय घर में छिपे आतंकवादियों द्वारा की गई अंधाधुंध गोलीबारी में वे गंभीर रूप से घायर हो गए। गंभीर घावों के बावजूद उन्होंने सुरक्षित स्थान पर ले जाए जाने से इनकार कर दिया तथा बिल्कुल नजदीक से आतंकवादियों पर गोली चलाते रहे और इस प्रकार , उन्हें बच निकलने नहीं दिया तथा अपने साथियों का जीवन बचाया । अत्यधिक रक्तस्राव के बावजूद वे अपना स्थान बदलते रहे तथा अकेले ही तीन आतंकवादियों का सफाया कर दिया ।

सिपाही संदीप कुमार ने आतंकवादियों के साथ लड़ते- लड़ते सर्वोच्च बलिदान कर दिया , लेकिन आतंकवादियों को भागने नहीं दिया । उनके इस शौर्यपूर्ण कार्य से उनके साथियों को प्रेरणा मिली , जिसके फलस्वरूप , शेष तीनों आतंकवादियों का सफाया हो सका ।

सिपाही संदीप कुमार ने दुर्लभ साहस , असाधारण वीरता का प्रदर्शन किया तथा आतंकवादियों के साथ लड़ाई में सर्वोच्च बलिदान दिया ।

(पुरस्कार की प्रभावी तारीख: 03 मार्च , 2003 ) सिपाही जगत सिंह जम्मू- कश्मीर के डोडा जिले के लारी जनरल एरिया में 3 मार्च, 2003 को शुरू किए गए ऑपरेशन में शामिल थे।

ज्योंहि तलाशी टुकड़ी संदिग्ध क्षेत्र में पहुंची आतंकवादियों ने उस पर गोलीबारी शुरू कर दी। इनके द्वारा कारगर तथा तुरंत गोलीबारी से आतंकवादी अपने ठिकाने में पनाह लेने पर मजबूर हो गए । वे आतंकवादियों के छिपने के ठिकाने के मुख के सामने 20 मीटर की दूरी पर लाइट मशीन गन तैनात करने के लिए सघन गोलीबारी के बीच रेंगकर बढ़ते रहे और कारगर ढंग से रास्ता रोक दिया । अडिग निश्चय का प्रदर्शन करते हुए वे भारी बर्फबारी के बीच रातभर पहरा देते रहे तथा आतंकवादियों के बच निकलने के ननेक हताशापूर्ण प्रयासों को विफल किया । प्रातः होने पर अत्यधिक अंधाधुंध गोलीबारी तथा हथगोलों की आड़ में आतंकवादियों ने बच निकलने का अंतिम प्रयास किया। जीवन को आसन्न जोखिम से विर्भालत हुए बिना सिपाही जगत सिंह ने अदम्य साहस , दृढ़ निश्चय का प्रदर्शन किया तथा अकलं है' बिल्कुल नजदीक से तीनों आतंकवादियों का सफाया कर दिया । 1513 भाग -खण्ड ।।

(पुरस्कार की प्रभावी तारीख 11 मई, 2003 )

उमाकान्त पाणिग्रही जम्मू- कश्मीर में प्रति विद्रोही ऑपरेशन के लिए जनवरी , 2003 में तैनात किए गए मैरीन कमांडो दल में शामिल थे । ऑपरेशन संबंधी प्रशिक्षण के दौरान इस नाविक ने विलक्षण फील्ड कौशल , पैनी नजर तथा तुरत प्रतिक्रिया योग्यता का प्रदर्शन किया इसलिए इनकी दल के ' स्काउट ' के रूप में चुना गया ।

26/27 अप्रैल , 2007 की रात मैरीन कमांडो तथा 15 आर आर के संयुक्त दल ने मुंडेल गांव को जाने वाले नाले में स्थित आतंकवादियों के छिपने के ठिकाने पर छापा मारा । दावे की कार्रवाई के दौरान अपने संगी के साथ पाणिग्रही अपने पूर्व निर्धारित मोर्चे की ओर रेंगकर आगे बढ़ रहे थे तथा आतंकवादियों के ठिकाने से केवल 30 मीटर दूर थे तो दूसरी तरफ से आगे बढ़ रहे मैरीन कमांडो के सैक्शन पर आतंकवादियों ने गोलियों की बौछार शुरू कर दी । अपने साथियों पर मंडराते. खतरे को तुरंत भांपते हुए व्यक्तिगत सुरक्षा की बिल्कुल परवाह किए बिना पणिग्रही ने बहादुरी से रेंगते हुए आड़ से निकलकर अपनी एके-47 राइफल से अचूक बौछार करके आतंकवादियों पर तुरंत आक्रमण कर दिया । गंभीर खतरे के समक्ष तथा अपने जीवन को जोखिम में डालते हुए उनकी इस अडिग साहस तथा वीरतापूर्ण कार्रवाई के प्रदर्शन से न केवल उनके साथियों की जानें बच सर्की बल्कि कमांडर सहित हिजबुल मुजाहिदीन तंजीम के चार कट्टर आतंकवादी भी मारे गए ।

11 मई , 2003 की रात को एक दूसरे ऑपरेशन में मैरीन कमांडो तथा 15 आरआर के एक संयुक्त दल को पुनः नांदियाल के निकट गुंडपुरा गांव में एक घात लगाने का कार्य सौंपा गया । उनके पिछले कार्य प्रदर्शन के आधार पर इस ऑपरेशन के लिए पाणिग्रही को संयुक्त दल के स्काउट के रूप में तैनात किया गया । जब यह दल उस स्थल की ओर आगे बढ़ रहा था तो आतंकवादियों, ने उन पर घात लगा कर आक्रमण कर दिया । जब पाणिग्रही स्काउट के रूप में इस घात दल का नेतृत्व कर रहे थे , अचानक सीधे ही उन पर गोलीबारी हो गई तथा उन्होंने वीरतापूर्वक तुरंत जवाब दिया । इस वीरतापूर्ण , निस्वार्थ तथा शौर्यपूर्ण कार्य से न केवल आतंकवादी आड़ लेने पर मजबूर हो गए बल्कि इससे उनकी दिशा में उनकी पूरी गोलीबारी का रुख भी हो गया जिससे उनकी टीम के सदस्यों को आड़ लेने तथा पुनः व्यवस्थित होने के लिए पर्याप्त समय मिल गया । इस प्रकार , पाणिग्रही ने अपनी टुकड़ी के सदस्यों की जान बचाने के लिए सर्वोच्च बलिदान दिया ।

उमाकान्त पाणिग्रही ने आतंकवादियों के समक्ष लड़ाई में व्यक्तिगत सुरक्षा की परवाह किए बिना असाधारण वीरता, दृढनिश्चय का प्रदर्शन किया तथा सर्वोच्च बलिदान कर दिया ।

मालपुरा गांव को बाहर से घेरने के बाद श्री वी.पी. पुरोहित अपनी टुकड़ी के साथ लक्षित घर की ओर आगे बढ़े तथा ग्रामीणों से आतंकवादियों के मौजूद होने की पुष्टि करने के बाद आन्तरिक घेरा डाल दिया। दिन का समय होने के कारण आतंकवादियों ने सैनिकों को देख लिया और यह भांपते हुए कि वे घिर गए हैं उन्होंने श्री पुरोहित के ठिकाने की ओर भारी गोली बारी शुरु कर दी। इसी दौरान एक गोली श्री पुरोहित की जांघ में आ लगी . जिन्होंने तुरंत आड़ लेते हुए जवाबी गोलीबारी शुरु कर दी । गोलीबारी के बीच दो आतंकवादी अचानक भारी गोलीबारी करते हुए श्री पुरोहित की ओर झपटे । अत्यधिक रक्तस्राव होने के बावजूद. उन्होंने अपने हथियार से गोली चलाकर एक आतंकवादी को मौके पर ही मार डाला । इस बीच , दूसरा आतंकवादी उनके बहुत नजदीक आ गया तथा उनपर गोली चला दी । दुर्लभ साहस का परिचय देते हुए श्री पुरोहित ने आतंकवादी के हथियार की बैरल को पकड़ कर दूसरी ओर घुमा दिया जिससे गोली की दिशा दूसरी ओर हो गई । गुत्थम- गुत्था लड़ाई के दौरान गोलियों की एक बौछार श्री पुरोहित की छाती में समा गई । गंभीर रूप से घायल होने के बावजूद, श्री पुरोहित ने आतंकवादी के हथियार की बैरल को नहीं छोड़ा । इसी चीन, इनकी टुकड़ी के एक सैनिक द्वारा बन्दूक से गोली चलाए जाने के कारण आतंकवादी को हथियार छोड़कर भागना पड़ा । तथापि, भागते हुए आतंकवादी ने मारे गए एक आतंकवादी का हथियार उठा लिया । गोली के घातक घावों तथा आतंकवादी की राइफल की गरम बैरल को पकड़े रहने के कारण हथेली पर जलने के घावों से विचलित न हुए बिना श्री पुरोहित ने आतंकवादी के आँखों से ओझल हो जाने तक उस पर गोली बरसाना जारी रखा। बाद में, श्री पुरोहित इन घावों के कारण वीरगति को प्राप्त हो गए। भाग -खण्ड ।

(पुरस्कार की प्रभावी तारीख 17 अगस्त, 2002) सूबेदार दिल बहादुर थापा जम्मू- कश्मीर के केरण सेक्टर ( कुपवाड़ा) में शम्शबाड़ी रेंज पर नियत्रंण रेखा के पास घात लगाकर जमे हुए थे । 17 अगस्त 2002 को प्रातः 4.30 बजे आतंकवादियों के घुसपैठ करते हुए एक दल को देखकर उन्होंने रणनीतिक ढंग से चार क्लेमोर सुरंगे बिछाई तथा छोटे हथियारों से गोलीबारी शुरु कर दी तथा होशियारी से व्यवस्थित करके आतंकवादियों के बच निकलने के रास्ते को बंद कर दिया। घायल आतंकवादी इधर- उधर छिप गए तथा हमारे सैनिकों पर भारी गोलीबारी करने लगे। खून के धब्बों को देखते हुए सूबेदार थापा एक पर्वतीय गुफा तक पहुंचे जहां गुफा के अन्दर से उन पर स्वचालित हथियारों तथा हथगोलों से भारी गोलीबारी शुरु हो गई जिसके छरें सूबेदार थापा के हेलमट पर लगे । घबराए हुए आतंकवादियों तथा सूबेदार थापा की टुकड़ी के बीच लगातार चार घंटे तक भयंकर गोलीबारी जारी रही । कोई निष्कर्ष न निकलते देख 1000 बजे सूबेदार थापा ने आतंकवादियों से व्यक्तिगत सुरक्षा की परवाह न करते हुए पीछे चल रहे अपने संगी के साथ हथगोले फेंकते हुए तथा बगली हथियार से गोली चलाते हुए गुफा पर धावा बोल दिया । इस तेज , अप्रत्याशित तथ साहसिक आक्रमण से आतंकवादी भौंचक्के रह गए जिसके परिणाम स्वरूप पूबेदार थापा ने बिल्कुल नजदीक से चार आतंकवादियों को मार डाला ।

सूबेदार दिल बहादुर थापा ने असाधारण बहादुरी, अदम्य साहस. लक्ष्य के प्रति दृढ़प्रतिज्ञा तथा आपरेशन के दौरान शानदार युद्धद्ध नेतृत्व का प्रदर्शन किया ।

7 जाट (मरणोपरांत)

(पुरस्कार की प्रभाबी तारीख 27 अगस्त, 2002) लांस नायक सोहनवीर जम्मू- कश्मीर में घुसपैठ का प्रयास कर रहे आतंकवादियों का सफाया करने के लिए 26-27 अगस्त, 2002 को बिठाई गई घात में शामिल है।

प्रातः लगभग 0400 बजे जब आतंकवादी घात क्षेत्र में पहुंचे तो लांस नायक सोहनवीर ने, स्काउट होने के नाते , पीछे से घात लगाकर एक आतंकवादी को मार डाला । नौ फटने पर च‌ट्टान के छि छिपे एक आतंकवादी की ओर से टुकड़ी पर घातक गोलीबारी शुरू कर दी गई । इसके बाद की गोलीबारी में [भाग [-खण्ड 1 भारत का जपत्र, दिसम्बर 20 , 2003 ( अग्रहायण 29 , 1925 )

उन्होंने इस आतंकवादी को मार डाला । इसी बीच बच निकलकर झाड़ियों में छिपे दो आतंकवादियों ने खोजी टुकड़ी के हमारे सैनिकों पर भारी गोलीबारी शुरू कर दी । लांस नायक सोहनवीर रेंगते हुए आगे बढ़े और भारी गोलीबारी का सामना करते हुए उन्होंने एक हथगोला फेंककर , एक आतंकवादी को मार डाला परंतु वे इस कार्रवाई में घातक रूप से घायल हो गए । एक अन्य आतंकवादी ने जब बच निकलने का प्रयास किया तो अपने जानलेवा घावों के बावजूद लांस नायक सोहनवीर ने उसके नजदीक पहुंचकर सर्वोच्च बलिदान देने से पहले उस आतंकवादी का सफाया कर दिया ।

लांस नायक सोहनवीर ने असाधारण बहादुरी , दृढ़निश्चय , अदम्य साहस का प्रदर्शन करते हुए सर्वोच्च बलिदान दिया ।

13 ग्रेनेडियर (मरणोपरांत)

(पुरस्कार की प्रभावी तारीखः 14 सितंबर, 2002) आतंकवादियों की गतिविधियों से संबंधित सूचना प्राप्त होने पर ग्रेनेडियर अनिल कुमार ने घने जंगल से नीचे उतरते रास्तों पर तुरंत घात बिठाने के लिए चलाए गए ऑपरेशन में भाग लिया ।

इसी दौरान , जब दूसरी ओर से आते हुए चार व्यक्तियों को ललकारा गया तो उन्होंने हथगोले फेंकते हुए भागना शुरू कर दिया । बिजली - सी गति से ग्रेनेडियर अनिल कुमार एक आतंकवादी पर टूट पड़े और उसको पकड़ लिया । दूसरे आतंकवादी ने स्वचालित हथियार से गोलीबारी करते हुए उन्हें गंभीर रूप से घायल कर दिया । गोलियों के भारी घावों से क्षण भर के लिए उनकी पकड़ ढीली हो गई और आतंकवादी भाग निकला । गंभीर घावों के बावजूद , ग्रेनेडियर अनिल कुमार भागते हुए आतंकवादी से भिड़ गए तथा अपनी ए के -47 से गोलीबारी करते हुए उसको मार डाला । अत्यधिक रक्तस्राव के बावजूद , ग्रेनेडियर अनिल कुमार ने असाधारण दृढ़निश्चय का परिचय देते हुए दूसरे आतंकवादी का पीछा करना शुरू कर दिया । अचानक आतंकवादी रुका तथा उसने अंधाधुंध गोलीबारी करते हुए ग्रेनेडियर अनिल कुमार को गिरा दिया । ग्रेनेडियर अनिल कुमार आखिरी बार हिम्मत जुटाते हुए उठ खड़े हुए तथा स्वचालित हथियारों से भारी गोलीबारी के बावजूद , आतंकवादी पर टूट पड़े । इस भयंकर गुत्थमगुत्था लड़ाई में दुर्लभ साहस का परिचय देते हुए ग्रेनेडियर अनिल कुमार ने वीरगति प्राप्त करने से पहले इस दुर्दात आतंकवादी को मार डाला । इस दौरान एक ए के-47 , गोलाबारूद , हथगोले, आईईडी बम , रंगदारी वसूली पुस्तिका तथा दस्तावेज बरामद हुए । ग्रेनेडियर अनिल कुमार ने आतंकवादियों के समक्ष लड़ते हुए दृढ़निश्चय , अदम्य साहस तथा साहसिक कार्रवाई का परिचय दिया तथा सर्वोच्च बलिदान दिया । 1517 भारत का राजपत्र , दिसम्बर 20, 2003 ( अग्रहायण 29 , 1925)

आईसी -59231 कैप्टन दिलीप कुमार झा सेना आयुध कोर/7- जाट (मरणोपरांत)

(पुरस्कार की प्रभावी तारीखः 2 अक्तूबर, 2002) कैप्टन दिलीप कुमार झा नियंत्रण रेखा पर 'ऑपरेशन रक्षक' तथा ' ऑपरेशन पराक्रम ' में घातक प्लाटून कमांडर के रूप में तैनात थे । उनके प्रेरक नेतृत्व में घातक प्लाटून ने आठ कार्रवाइयों में भाग लिया तथा सत्ताईस आतंकवादियों का सफाया किया। कैप्टन दिलीप कुमार झा ने सदैव इन ऑपरेशनों में आगे-आगे रहकर नेतृत्व किया ।

02/03 अक्तूबर 2002 की रात्रि में जब वे घात लगाकर बैठे हुए थे तो कैप्टन दिलीप कुमार झा ने एक नाले में से हमारी सीमा में घुसपैठ करते आतंकवादियों के एक दल को देखा । उन्होंने गोलीबारी रोक कर उन्हें नजदीक आने दिया तथा घात लगाकर एक आतंकवादी को तुरन्त मार डाला । दो अन्य आतंकवादियों ने नाले में मोड़ों और झाड़ियों का फायदा उठाकर दौड़ते हुए उनके ठिकाने पर गोलीबारी शुरू कर दी । सघन गोलीबारी के बीच अपनी सुरक्षा की परवाह किए बिना वे शेष आतंकवादियों से भिड़ने के लिए आगे बढ़ते रहे तथा सर्वोच्च बलिदान देने से पहले उन्होंने भंयकर नजदीकी भिड़ंत में दोनों आतंकवादियों को मार डाला ।

कैप्टन दिलीप कुमार झा ने आतंकवादियों के समक्ष लड़ाई में असाधारण साहस , अनुकरणीय पहल तथा नेतृत्व के अद्भुत गुणों का परिचय दिया तथा सर्वोच्च बलिदान दिया ।

जाट/34 राष्ट्रीय राइफल (मरणोपरांत)

(पुरस्कार की प्रभावी तारीखः 10 अक्तूबर , 2002 ) 10 अक्तूबर, 2002 को सिपाही श्रवण कुमार ढुकिया जम्मू- कश्मीर में मीरपुरा के जनरल एरिया में आतंकवादियों के एक दल का सामना करने वाली एलएमजी टुकड़ी नंबर एक में मौजूद थे ।

इस दौरान आतंकवादी निकल भागने के लिए विभिन्न दिशाओं में दौड़े। सिपाही श्रवण कुमार ने अपनी टुकड़ी के एक सदस्य के साथ धान के खेत में एक सूखे नाले से होकर एक दल का पीछा किया । आतंकवादियों ने धान के खेत में छिपकर भारी तथा अंधाधुंध गोलीबारी करते हुए कुछ ग्रेनेड भी फेंके। सिपाही श्रवण कुमार ने जब विचार किया कि आतंकवादियों का सफाया करने के लिए नहर में घुसना अनिवार्य है तब वे नहर में घुसकर रेंगते हुए आगे बढ़ने लगे तथा आमने - सामने की लड़ाई में एक- एक करके तीनों आतंकवादियों का सफाया कर दिया। चौथे आतंकवादी ने तीसरे आतंकवादी के शव के पीछे छिपकर सिपाही श्रवण कुमार के माथे पर गोली दाग दी। अत्यधिक रक्तस्राव तथा तीव्र पीड़ा के बावजूद व्यक्तिगत सुरक्षा की तनिक भी परवाह न करते हुए उन्होंने चौथे आतंकवादी की एलएमजी को जकड़ लिया और उसे मार गिराया । बाद में, उन्हें बेस अस्पताल ले जाया गया किंतु अपने घावों के कारण वे वीरगति को प्राप्त हो गए । 1518

(पुरस्कार की प्रभावी तारीखः 17 जून, 2003) असम में जिला दारांग के नियोगपाड़ा गांव के एक घर में कुछ दुर्दात उल्फा आतंकवादियों के एक अस्थाई ठिकाने पर स्वचालित हथियारों के साथ मौजूद होने के बारे में विश्वसनीय सूचना के आधार पर मेजर इन्द्रजीत सिंह बब्बर ने 17 जून, 2003 को दिन में ही एक गुपचुप साहसिक छापे की योजना बनाई और उसे मुस्तैदी से पूरा कियां ।

मेजर इन्द्रजीत सिंह बब्बर ने अपनी टुकड़ी के साथ सामरिक दक्षता और उच्चतम कोटि की सूझबूझ का प्रदर्शन करते हुए आतंकवादियों तक अचानक पहुंचने के लिए वाहन के रूप में सिविल ट्रक का इस्तेमाल किया तथा संदिग्ध ठिकाने को घेर लिया और उनके भागने के संभावित रास्तों की सूझबूझ से नाकेबंदी कर दी । जब मेजर बब्बर अपने संगी के साथ आगे - आगे रहकर बढ़ते हुए गुप्त ठिकाने पर पहुंचे तभी आतंकवादियों ने यूनीवर्सल मशीन गन से भारी स्वचालित गोलीबारी कर दी और मेजर बब्बर के पेट में गोलियां आ लगीं । अपने गहरे जख्मों और निश्चित मृत्यु की परवाह न करते हुए वे लपटे और एक आतंकवादी को वहीं मार गिराया । इस बीच , एक अन्य आतंकवादी ने नजदीक की झोंपड़ी से उनके संगी पर एक ग्रेनेड फेंका तथा गोलियां बरसानी शुरू कर दी । अपने साथी को बचाने के लिए असाधारण निश्चय का प्रदर्शन करते हुए तथा अपने जख्मों की तनिक भी परवाह न करते हुए , अत्यधिक रक्त स्राव के नावजूद , मेजर बब्बर दूसरे आतंकवादी से भिड़ गए और उसे मार डाला । मेजर बब्बर ने वहां से सुरक्षित स्थान पर ले जाए जाने से मना कर दिया और इस आपरेशन का नेतृत्व करते हुए गोलियां बरसाते हुए तीसरे आतंकवादी को घायल कर दिया जो भागने का प्रयास करते हुए अंधाधुंध गोलियां बरसा रहा था । उसके बाद, मेन्नर बब्बर को अस्पताल ले जाया गया जहां वे गोलियों के जख्मों के कारण वीरगति को प्राप्त हो गए ।

मेजर इन्द्रजीत सिंह बल्बर ने आतंकवादियों की गोलीबारी के समक्ष अविश्वसनीय साहस , प्रेरणादायक नेतृत्व और दृढ़ निश्चय का प्रदर्शन किया तथा सर्वोच्च बलिदान दिया ।

9423984 PARATROOPER SANJOG CHHETRI 9. PARA ( SPECIAL FORCES ) ( POSTHUMOUS )

(Effective date of the award : 22 April 2003) Paratrooper Sanjog Chhetri was part of a troop conducting search and destroy opcrations, in Hill Kaka in Jammu and Kashmir . The terrain was mountainous with a number of steep cuttings , nullahs and two feet of snow , making movement extremely difficuit .

After a long and arduous approach to the target area , at first light on 22 April 2003 the entire troop comprising of 20 personnel drew heavy volume of effective automatic fire from three directions from a terrorist hideout located above, thereby pinning the entire troop down for approximately 30 minutes. Sensing that any further delay in neutralising the terrorist's fire would cause heavy casualties to own troops , Paratrooper Sanjog Chhetri broke cover and lobbed two grenades towards the terrorists thereby disrupting their fire . He started crawling up a steep incline towards the terrorists. Meanwhile , the terrorists re - grouped and re- commenced their effective fire . By now , Paratrooper Chhetri had run out of hand grenades . However, he managed to reach a flank and from that position he charged at and killed two terrorists . This took the other terrorists by surprise and they directed their entire fire on Paratrooper Chhetri . This facilitated the balance of the troops to extricate themselves from the pinning fire of the terrorists and manoeuvre itself to a position of advantage.

Undeterred by the concentrated firing of the terrorists and with an utter disregard for his personal safety , Paratrooper Chhetri continued to ciose in with the terrorists and killed one more terrorist at point blank range . In this action , he sustained multipie gun shot wounds to which he succumbed subsequently . The troops, inspired by this act of valour , went on to eliminate all the terrorists numbering thirteen besides apprehending one terrorist alive and a large number of arms , ammunition and explosives .

Paratrooper Sanjog Chhetri , thus , displayed most conspicuous gallantry and bravery beyond compare , concern for fellow comrades and made the supreme sacrifice in the highest traditions of the Indian Army. Ban Mদা (BARUN MITRA)

SHRI GULZAR AHMED DAR CONSTABLE , J & K POLICE ( POSTHUMOUS )

(Effective date of the award : 04 Mar 2002 ) On 04 March 2002 at about 1230 hrs , a joint operation was launched by SOG Baramulla assisted by troops of 10 JAK rifle in Sherwani Colony , Khwaja Bagh , Baramulla on the basis of specific information . The operation was carried out under the command and control of Shri Deepak Kumar Slathia , SP( OPS ) Baramulla .

A strong cordon was laid and a house - search was carried out . While entering the house belonging to one Habibullah Banday , the party was fired upon by the terrorists hiding in the house , resulting in severe injuries to the search party . Constable Gulzar Ahmed Dar , who was accompanying this party also received severe injuries . Despite severe injuries , Constable Gulzar Ahmed Dar retaliated without losing his courage and confidence. Sensing danger to his fellow men , Constable Gulzar Ahmed Dar with total disregard to his personal safety , moved closer to the firing terrorists and pinned them down and killed one dreaded terrorist on the spot . Totally unmindful of his personal safety, he kept firing at the terrorists and provided covering fire to the search party , so as to enable them to withdraw to safer positions . Constable Gulzar Ahmed Dar succumbed to the bullet injuries . The operation continued for nearly 24 hours , in which , the remaining two terrorists were killed and a large number of arms and ammunitions were recovered .

Shri Gulzar Ahmed Dar displayed conspicuous valour , raw courage , presence of mind while fighting the terrorists and made the supreme sacrifice .

(Effective date of the award: 05 Mar 2002) On 05 March 2002 , Shri B.B. Rathwa , Head Constable , received a distress call from a Muslim family of Malu village of Chotta Udepur Tehsil . He immediately rushed to the village in a police jeep and helped the Muslim family members in escaping from the frenzy mob . While passing Bhilpur village enroute to Chotta town Muslim Refugee Camp , they encountered road blocks. Shri Rathwa along with 2 Home Guards and 2 GRD personnel and one recruit Police Constable attempted to clear the roadblocks . They were immediately, surrounded hy a violent mob of tribals numbering over 250 with bows and arrows and other traditional deadiy weapons . The mob wanted to kill the Muslims and set their belongings on fire . Seeing the mob , all other personnel fled from the spot but Shri Rathwa , even in the face of certain death , prevented the mob from setting the vehicle along with the Muslims on fire .

Despite being attacked and assaulted Shri Rathwa in total disregard of his personal safety, refused to leave the scene and did his best to save the lives of the Muslinis , he was escorting . It was only after he was hit on the head and started losing consciousness and control over his rifle that he stopped his valiant efforts . The mob then set the tempo on fire and one of the rioters snatched his rifle and shot him in the thigh . In the meantime , 3 out of the 7 Muslims members managed to escape and the remaining 4 got injuries but their lives were saved due to the daring and valiant efforts ofShri Rathwa .

Shri B.B. Rathwa , thus , displayed presence of mind and conspicuous bravery of high order.

(Effective date of the award : 22 June 2002) Captain Sachin Shivraj Randale , was as Company Commander , the intelligence network pioneered by him confirmed the presence of three foreign terrorists in village Wagat in Jarnmu and Kashmir on 22 June 2002 .

The officer ordered establishment of covert observation posts to maintain surveillance and mobilized his company and approached Wagat from different directions . While cordoning the suspected houses , the terrorists opened fire indiscriminately and escaped to Ashkanpura . Undeterred , the officer contacted his source and pin pointed the house accommodating the terrorists . Clearing the neighbouring houses first he manoeuvred his party to an advantageous position and spotted two terrorists . Firing instinctively he eliminated one of them instantly . The second terrorist opened fire nervously consequent to which one grenade exploded close to the officer resulting in grievous splinter injury . Unmindful of personal safety, the officer crowled to a flank and swiftly engaged him thus eliminating the second terrorist .

(Effective date of the award: 02 Aug 2002 ) Based on the increased threat to the Rangapura Railway line in Darrang Assam , a party proceeded to lay an ambush on the railway track at Umananda on 02 Aug 2002 .

At around 0300 hours on noticing some suspicious movement along the railway track, the party immediately laid an opportunity ambush and waited . On being challenged, the terrorists opened fire , lobbed grenades and attempted to flee taking cover of darkness . Realising the need for Immediate action , Naik Avtar Singh displaying sheer courage and with utter disregard to personal safety charged at the firing terrorist and shot him dead . The second terrorist , lobbed two grenades in a desperate attempt to escape . Undeterred by the exploding grenades , Naik Avtar Singh continued to crawl and dash towards the terrorist . Exhibiting indomitable spirit in the face of near certain death , he dived behind a cover and displaying marksmanship of high order shot dead the second terrorist .

Naik Avtar Singh displayed presence of mind and conspicuous gallantry of exceptionally high order in the face of terrorist's fire .

SHRI RANBIR SINGH SUB - INSPECTOR, J & K POLICE ( POSTHUMOUS ) (Effectivedate of the award: 02 Aug 2002 ) On the night of 01 August 2002 , CRPF , IPP and Special Operation Group alongwith Police personnel of police station Bagh -e - Bahu and Trikuta Nagar launched an extensive search operation on the basis of specific information that terrorists were seen in the Raika forest on the eastern side of Jammu City .

At about 0945 hours on 02 August 2002 when the search party was in the midst of the thick and unpenetrable thorny bush area , one terrorist hiding in the bushes seeing the party advancing towards him , opened fire with his AK- 56 rifle on the police party injuring SI Ranbir Singh , and two Constables seriously . The firing of the terrorist was followed by grenade attack and more firing . Injured SI Ranbir Singh was asked to move back but exhibiting highest sense of duty and outstanding courage in the face of grave danger to his life , SI Ranbir Singh joined the encounter which ensued after the initial firing by the terrorist and gave covering fire for the successful evacuation of his injured colleague. When the injured colleague was almost dragged out of the danger zone , SI Ranbir Singh who was still fighting without caring for his life received a bullet in his head and collapsed . He was shifted to hospital but succumbed to his injuries. The terrorist was also gravely wounded in the encounter and succumbed to his injuries .

At approx 0550 hours , two terrorists in army uniform attempted Criminal Terra... Action at Handwara post by neutralising the sentries . Guardsman Md Hasanuzzaman SK moved out of his sentry post , manoeuvred and charged on the two terrorists who were hurling grenades and spraying AK and UBGL fire . During the close quarters fire fight he killed one terrorist and injured the second . Guardsman . Md Hasanuzzaman SK also received Gun Shot Wounds . Despite his injuries , Guardsman Md Hasanuzzaman SK continued to engage the second terrorist until he succumbed to his injuries.

GuardsmanMd Hasanuzzaman SK displayed exemplary courage , offensive spirit and made the supreme sacrifice and averted terrorists ' entry into the Battalion Area .

2599680 LANCE NAIK KRISHNA MURTHY G 18 MADRAS (Effectivedate of the award: 08 Aug 2002) Ambush deployed in Manju in Tangdhar , Jammu and Kashmir sensed a group of terrorists attempting to infiltrate in Kupwara Jammu and Kashmir under thick cloud cover on 08 Aug 2002. Lance Naik Krishna Murthy G exercised restraint and allowed the terrorists to enter into a pre- selected killing area .

Lance Naik Krishna Murthy G sprung the ambush by cleverly firing a claymore mine . The terrorists were badly wounded and started fleeing back towards the Line of Control . They were engaged by own fire . During search Lance Naik Krishna Murthy relentlessly followed the blood trails to very near the Line of Control . There the party came under heavy terrorists fire . Unmindful of heavy fire by enemy and terrorists , he located the terrorists and accurately fired Rocket Launcher round killing two terrorists . He then again closed in with the remaining terrorists . almost on the Line of Control and in yet another swift and daring move killed another terrorist who was trying to move towards the enemy location . The operation was concluded by killing of the remaining terrorists.

Lance Naik Krishna Murthy G displayed indomitable fighting spirit , cool courage and dogged determination in the face of terrorist's fire .

MR - 07688 CAPTAIN ANIRBAN DEKA ARMY MEDICAL CORPS / 16 PUNJAB (Effective date of the award: 20 Aug 2002) Based on specific intelligence regarding presence of some terrorists in an area in Darrang Assam an operation was planned and conducted on 20 Aug 2002. Capt Anirban Deka , the Medical Officer accompanied the operation to provide immediate medical aid to the civil populace after the termination of the operation .

While the cordon was being established , Capt Anirban Deka set up a medical aid centre on the outskirts of the village . At about 1715 hours when the cordon of specific group of houses was effective and search commenced , three individuals were seen running in different directions . When challenged to stop they lobbed four grenades and started firing indiscriminately . While attempting to flee two of them ran in the direction of Capt Anirban Deka who was located on the outskirts with the cordon party. Undeterred and undaunted by the sudden appearance of the two terrorists and the intermittent small arms fire , the officer displaying raw courage and lightening reflexes shot dead the first terrorist at point blank range . He chased the second terrorist and in anexemplary display of marksmanship shot him dead .

Capt Anirban Deka showed aggressive sprit , quick reactions and indomitabie courage in fighting the terrorists .

SHRI RAVI JEE FOTEDAR, SUB - INSPECTOR , J & K POLICE ( POSTHUMOUS )

(Effective date of the award: 20 Aug 2002) On receipt of an information about the presence of terrorists in village Wughbal Kupwara , Special Operation Group immediately launched a seek and destroy operation on 20.8.2002 .

While the search operation was in progress , a fierce encounter took piace . Shri Ravi Jee Fotedar , Sub - Inspector killed two terrorists on the spot and without caring for his life chased the third terrorist . During this process , he came under heavy volume of fire and sustained grievous injuries . He was evacuated to Base Hospital , Drugmullah , where he succumbed to his injuries .

Shri Ravi Jee Fotedar led his team from the front and set an example by making sacrifice of his life in fighting with the terrorists .

(Effective date of the award : 24 Aug 2002) Cn 24 August 2002 , in an operation in Bandi Ka Makan in Jammu and Kashmir Havildar Manjit Singh established night ambushes when poor visibility precluded search .

Atapproximately 1200 hours he observed one terrorist in a cave . Havildar Manjit Singh crawled and lobbed grenage as attempts to neutralize by small arms fire failed .

When the terrorist rushed out firing , Havildar Manjit Singh maintaining nerves killed him at close quarters . Another terrorist was spotted behind boulders in Bagnuwa Nala . As Havildar Manjit Singh moved to block escape routes he came under intense effective fire. Fire fight lasted for two hours . When terrorists did not give up , Havildar Manjit Singh alongwith his buddy crawled closer, prepared pole charge , along with grenade lobbed behind boulders thereby eliminating the terrorist by 1830 hours . Untiringly, he established ambushes for the night . Observing suspicious movement , a terrorist lobbed grenade and attempted escape . Havildar Manjit Singh pressed on with the chase despite terrorist lobbying grenade to thwart the chase and in hot pursuit killed him .

Havildar Manjit Singh displayed raw courage and conspicuous gallantry while fighting the terrorists .

11. 14921830 LANCE NAIK SARANGTHEM INGOCHA SINGH MECH INFANTRY / 42 RASHTRIYA RIFLES ( POSTHUMOUS )

(Effective date of the award : 24 Aug 2002 ) Lance Naik Sarangthem Ingocha Singh was part of a special mission search party tasked to seek encounter with a group of four terrorists hiding in thickly wooded Harai Kachhama jungle in rugged mountainous terrain in Jammu and Kashmir.

On 24 August 2002 at 1820 hours contact was established with terrorists and fierce encounter took place . Lance Naik Sarangthem Ingocha Singh killed one terrorist and in the cross firing got shot in the right fore arm . Despite being wounded Lance Naik Sarangthem Ingocha Singh continued to pursue the fleeing terrorists and killed the second terrorist in a running firefight . The third terrorist ran down the nala and reached a steep cutting where he took position behind a tree and fired on Lance Naik Sarangthem Ingocha Singh . Despite being wounded, without caring for his own personal safety and displaying bravery of exceptional order charged on the terrorist and killed him in a hand - to- hand fight . In this firefight , Lance Naik Sarangthem Ingocha Singh got shot again and succumbed to his injuries.

Lance Naik Sarangthem Ingocha Singh displayed exceptional personal gallantry , courage and made the supreme sacrifice while fighting the terrorists .

(Effective date of the award: 28 Aug 2002 ) Captain Shankar Gopinathan with his flair for intelligence collection and experience in diverse Counter Insurgency environment developed an effective intelligence mosaic in Nalbari , Barpeta and Kamrup Districts of Assam , attributing to a number of successful operations by the units .

On the night 27-28 August 2002 , he obtained pinpoint information about the location of a terrorist group and immediately contacted a unit . Not resting at that, he also volunteered to be part of the operation and located himself with one of the search parties . He led his party from the front and unfazed by the exploding grenades and heavy volume of fire , displaying tact , manoeuvred himself to a position of advantage. The terrorists having taken a beating attempted to escape , Captain Shankar Gopinathan , instantly set off behind the terrorists running towards West and inspite of being under heavy volume of fire , unflinchingly chased them . He brought down accurate fire and shot dead one terrorist and injured the second . The injured terrorist taking cover, lobbed two grenades and brought down close quarters fire ; but unflapping , he out flanked him , closed in and shot dead the terrorist and recovered a Carbine .

Theoperation resulted in elimination of five hardcore terrorists and recovery of large quantity of arms , ammunition , and warlike stores .

Captain Shankar Gopinathan , SM dexterously handled intelligence and also displayed contagious courage and bravery in the face of terrorist .

(Effective date of the award: 14 Sept 2002 ) On 14 Sep 2002, a well concealed and tactfully established ambush observed a group of terrorists moving in general area Pathridhana in Jamniu and Kashmir . Major Chathoth Binu Bharathan exercised restraint till the terrorists entered the preselected killing area and fired a claymore mine .

Terrorists immediately retaliated and took cover behind boulders . Major Bharathan asked for 81mm Mortar fire and continuously engaged the terrorists with small arms preventing them from escaping . Major Bharathan moved to a flank and charged towards the terrorist killing one on the spot . Thereafter , he organised two search parties and personally killed another terrorist while trying to extricate the second search party from effective terrorists ' fire . (Effective date of the award: 21 Sept 2002 ) Havlidar Pabinder Kumar was part of Commanding Officer's Quick Reaction Team , which iaid an ambush on the most likely escape route of terrorists in Jammu and Kashmir .

At1445 hours on 21 September 2002 , two terrorists who had taken up position in a natural cave opened up with intense automatic fire and Universal Barrel Grenade Launcher when the search party started closing in with them . Since the cave had only one entry/exit point with steep rock face on other three sides , all efforts to flush out the terrorists proved ineffective . Havildar Pabinder Kumar volunteered and rappelled down the rock face at grave risk to his own life and hanging by the rope atop the cave shot dead one terrorist . Still precariously hanging on the rope he lobbed smoke grenades and forced second terrorist to run out of the cave . As the terrorist tried to run out , Havildar Pabinder Kumar jumped onto him making him fall . Quickly regaining his balance before the terrorist could react , Havildar Pabinder Kumar shot him dead.

Havildar Pabinder Kumar displayed raw courage , indomitable zeal and most conspicuous gallantry while fighting the terrorists .

1S . 2794776 SEPOY MANE PARAMANAND SHIVAJI MARATHA LIGHT INFANTRY / 17 RASHTRIYA RIFLES ( POSTHUMOUS) (Effective date of the award : 22 Sept 2002) Sepoy Mane Paramanand Shivaji was part of the column tasked to eliminate terrorists hiding in village Kaskot, Tehsil Banihal in Doda , Jammu and Kashmir.

On 22 Sep 2002 at 1840 hours , own troops who had cordoned the group of houses drew heavy fire from one of the houses . Sep Mane Paramanand Shivaji , part of one of the stops spotted a terrorist near the window . He skillfully and silently closed onto the window . Despite heavy fire , Sep Mane Paramanand Shivaji kept his cool and showing good reflexes and marksmanship killed the terrorist . He spotted a second terrorist and closed onto him . While closing in , he got a burst of fire on his left shoulder . (Effective date of the award : 23 Sept 2002) Operator Excavating Machinery Ravi Chandra Reddy was deployed as Dozer Operator at Dett Padam on Padam- Kilima road in J &K State . On 23 Sep 2002, while engaged in formation cutting at KM 25.05 with Dozer , OEM Ravi Chandra Reddy noticed huge slide mass coming down from the hill side and sensing the danger he could have run for his own life leaving behind the Dozer . But , a truly patriotic , devoted , dedicated and determined OEM Reddy ignored the risk to his life and remained with the Dozer trying his best to save the equipment . In the said effort OEM Reddy was buried alive under heavy slide containing debris and rolling stone , resulting in his spot death . Thus , OEM Ravi Chandra Reddy laid down his life and embraced death for the Nation in the effort of saving valuable Govt . property and , thus , proved his exemplary devotion and dedication .

Operator Excavating Machinery Ravi Chandra Reddy displayed dogged determination , selfless dedication , patriotism , unmatched devotion and conspicuous bravery in performing his duty.

(Effective date of the award : 07 Oct 2002) On 07 Oct 2002 , at 2230 hours , Naik Swarn Singh was the Second - in- Command of an ambush laid near the Line of Control in the formidable Shatnshabari Mountain Ranges , in Keran Sector in Jammu & Kashmir .

After nearly 30 hours in extremely bad weather the ambush spotted a group of terrorists in dense forest . From the pattern of move , it appeared that the infiltrators might bypass the ambush . Naik Swam Singh swiftly crawled with his Light Machine Gun alongwith two others in an endeavour to outflank them . Seeing a terrorist in the act of firing , Naik Swarn Singh immediately opened fire with his Light Machine Gun at a distance of nine meters and shot dead three terrorists single handedly . In a precise and gallant action , Naik Swarn Singh wrested the initiative by rushing forward through heavy fire to a position right above the terrorists . Meanwhile , another party also joined and the entire party brought heavy volume of fire . In the ensuingfire fight , one terrorist was killed .

Sensing danger the terrorists started withdrawing towards the line of Control with own party in hot pursuit . The party under heavy volume of fire kept chasing the terrorists , the fire fight lasted nearly an hour in which one more terrorist was killed.

Naik Swarn Singh , displayed conspicuous gallantry and dogged determination in fighting the terrorists .

(Effective date of the award: 09 Oct 2002) On 09 October 2002 , Subedar Lallan Ram , the patrol commander was in co-driver seat when his vehicle was ambushed in a village in Tripura by more than 20 terrorists with small arms and grenades .

Subedar Lallan Ram was critically injured by bullets in his chest and a grenade was lobbed into front seat thus crippling both his legs . Unable to move and in face of certain death , he kept shouting orders to the boys to fire back on the terrorists who were closing on to the vehicle which was dangling on the edge of nullah . He fought till his last breath and saved three of his boys from the nullah and also salvaged two weapons with ammunition .

Subedar Lallan Ram exhibited finest qualities of leadership and till his last breath did not allow terrorists to close in on the injured party and save two weapons alongwith ammunitions .

(Effective date of the award : 09 Oct 2002) On 09 October 2002 at 1630 hours an Area Domination Patrol came under fire by four terrorists hiding on a dominating spur near Bandi Pain in Baramulla Jammu and Kashmir . A loose cordon was immediately established . Exchange of fire ensued with terronets to engage them till reinforcement came up . Terroristsbeing on high ground used grenages , and heavy volume of automatic fire effectively to pin down the troops who vere in lower slopes .

He crawled further and shot the third terrorist from a point blank range.

Lance Naik Ran Bahadur Hamal displayed exceptional initiative and conspicuous gallantry in the face of terrorist's fire .

(Effective date of the award: 10 Oct 2002) On10 Oct 2002, Hav Rajvir Singh was part of Commando platoon which had an initial contact with a group of terrorists in General Area Mirpura in Budgam in Jammu and Kashmir.

The terrorists ran in different directions to escape . Hav Rajvir Singh with an officer chased one terrorist into a huge Nala full of thick vegetation . He fired four Rifle grenades from cover of a tree. The terrorists started engaging with indiscriminate fire. Hav Rajvir Singh immediately left this area and employing excellent field and battle craft started stalking the terrorists in the thick undergrowth . By aforesaid tactic he killed two terrorists in one to one fire fight from close quarters . Then he saw a blood trail and with utter disregard to his persona ! safety started following it . The third terrorist suddenly emerged from ambush and fired at him . Hav Rajvir Singh immediately dived and killed him with his accurate fire.

Hav Rajvir Singh displayed extraordinary courage and gallantry in fighting the terrorists .

Doda , Jammu & Kashmir . Paratrooper Bhupinder Singh was part of a squad deployed as a stop . At 0630 hours , he observed three suspicious looking person trying to break the cordon . He readjusted his position and started tracking them.

On closing in to around fifty meters of the suspected persons , he challenged them. On being challenged , terrorists opened intense small arm fire and started escaping . (Effectivedate of the award: 14 Oct 2002 ) Lance Naik Shinu Thomas was specially selected as an Operator for the lead Dozer to accomplish the onerous task of connecting a post on road stretch Ragini- Ustaad so as to achieve a vital link in a highly militant infested high altitude area between Karnah and Keren sectors of J& K State .

Lance Naik Shinu Thomas committed himself for this extremely challenging task with full zeal , enthusiasm and resolute determination . When confronted with a continuous hard rock patch ahead , Lance Naik Thomas volunteered to tackle the same despite great risk. While clearing the debris of the last rocky portion left for connectivity, a sudden slide of the blasted rocky mass got activated from the hill side on 14 Oct 2002 and came down heavily on the Dozer. Undeterred by the slide, Lance Naik Thomas instead of jumping out of the Dozer , tried to save the equipment but in the process went deep down into the valley alongwith the Dozer thus sacrificing his life . The Organisation lost the Dozer and the invaluable life of a dare devil Dozer Operator , but the vital connectivity achieved provided tremendous relief to the troops deployed on the Line of Control , reducing their dependency on supplies by Animal Transport .

Lance Naik Shinu Thomas , thus , displayed raw courage , devotion to duty , presence of mind and sacrificed his life in performing duty .

11 MARATHA LIGHT INFANTRY

(Effective date of the award : 02 Nov 2002) On 02 November 2002 Major Vikas Gupta volunteered to carry out cordon and search of a village in Poonch Jammu and Kashmir.

At 0830 hours while approaching a dhok , the cordon party came under effective fire . Major Vikas Gupta alongwith his buddy unmindful of intense firing decided to search the four storey dhok . He came under heavy and accurate fire from the ground floor . In the ensuing firefight the dhok caught fire . The terrorists jumped out and took shelter in nearby areas . Two terrorists attempting to escape were injured by his accurate fire and burnt to death in the dhck . Major Gupta resumed search and at PART I-SEC . 11

1630 hours came under effective automatic and grenade fire from two hiding terrorists. Major Vikas Gupta braved through terrorist fire and eliminated them at point blank range . He noticed another terrorist lobbing grenade at his party and alerted the search party. Displaying exemplary courage and aggressive action , he crawled towards the terrorist , eliminating him at close quarters thereby saving lives of his comrades .

Major Vikas Gupta displayed conspicuous gallantry , leadership qualities and undaunting courage in fighting the terrorists .

13753746 LANCE HAVILDAR ROMAN SUNIL MARUTI 11 MARATHA LIGHT INFANTRY (Effective date of the award: 02 Nov 2002 ) On02 November 2002 Lance Havildar Roman Sunil Maruti volunteered for search of a suspected Dhok as buddy of an officer during an operation in Poonch Jammu and Kashmir.

At 1600 nours while the Dhok was on fire, one terrorist jumped out. Lance Havildar Roman Sunil Maruti in a daring action eliminated the terrorist from close quarters . The remaining terrorists made repeated attempts to escape from the burning house but were stalled by the accurate fire being brought down by Lance Havildar Maruti on the exit points. Six terrorists however managed to escape firing indiscriminately and took cover in the nearby undergrowth . Undeterred by the intense automatic fire Lance Havildar Maruti along with his buddy pair started the search . At 1630 hours they came under effective automatic fire from the terrorists hidirig behind the boulders .

Lance Havildar Maruti took initiative and crawled closer to the hiding terrorists .

Displaying exemplary courage , he approached the terrorists from a flank and eliminated both of them in a face to face encounter .

Lance Havildar Roman Sunil Maruti , thus , displayed conspicuous gallantry , initiative and boid action unmindful of his personal safety in fighting the terrorists .

(Effective date of the award: 04 Nov 2002) Havildar Sahib Singh was deployed in counter terrorist operation in Surankote Sector in Jammu and Kashmir. On 04 November 2002, while in multiple ambushes Havildar Sahib Singh noticed movement of three terrorists in Poonch , Jammu & Kashmir .

into Boriwali nallah and hid amongst the dense undergrowth . Havildar Sahib Singh alongwith his squad decided to search for the terrorists . They immediately drew heavy volume of fire from the dense undergrowth . Realising the danger to his squad who were in direct line of fire , Havildar Sahib Singh , in an exemplary display of raw courage and dogged determination charged at the terrorists . In the ensuing firefight , Havildar Sahib Singh personally eliminated all three terrorists . In this Havildar Sahib Singh was shot at repeatedly but did not give up . He later succumbed to his injuries .

Havildar Sahib Singh displayed raw courage , conspicuous bravery , outstanding leadership beyond the call of duty and made the supreme sacrifice while fighting the terrorists .

2674522 HAVILDAR RAJ SINGH 8 GRENADIERS ( POSTHUMOUS) (Effectivedate of the award: 07 Nov 2002) Pursuant to an encounter with a group of three terrorists during Search and Destroy Operations in Chakali Forest in Udhampur District , Jammu and Kashmir on 07 Nov 2002 , Havildar Raj Singh formed a part of a searching column .

The area was densely forested and rocky , and it was raining , making visibility poor . During the search , the party was fired at from close range , in which Havildar Raj Singh's buddy , was shot and the terrorists were attempting to snatch away the weapon from him . With total disregard to his own safety Havildar Raj Singh rushed forward to heip his buddy . In the fierce close encounter that ensued he shot dead two terrorists . In so doing he was hit in the neck and forehead by the terrorists fire and succumbed to his injuries.

Havildar Raj Singh displayed conspicuous gallantry in the face of terrorist's fire and a gesture of camaraderie , while making the ultimate sacrifice to protect a fellow soldier's life .

IC - 59238 CAPTAIN UMANG BHARDWAJ ARMY SERVICE CORPS / 7 JAT ( POSTHUMOUS) (Effectivedate of the award: 18 Nov 2002) Captain Umang Bhardwaj was serving as the Ghatak Platoon Commander and Adjutant in Operation Rakshak ' and ' Operation Parakram ' on the Line of Control in Jammu and Kashmir .

Onthe night of 18/19 November 2002 , when in an ambush he noticed terrorists approach the site , he held fire till they were as close as ten meters and himself sprung the ambush killing the leading terrorist instantly. While the other terrorists took position and engaged own ambush , one terrorist tried to escape down hill into the nala . IC - 46705 MAJOR UDAY KUMAR YADAV , SM MARATHA LIGHT INFANTRY / 8 ASSAM RIFLES (Effective date of the award: 20 Nov 2002 ) Major Uday Kumar Yadav along with his column moved out on the night of 20/21 November 2002 , on a specific information about Armbush cum Improvised Explosive Device laid by terrorists on Tiddin Road of Manipur . As the column was nearing area bridge on Nambol River , a suspicious movement of two to three persons was seen in darkness and immediately thereafter his leading scout was heavily fired upon . Major Uday Kumar Yadav who was behind the leading scout immediately returned fire . The encounter led into a fierce fire - fight with terrorists .

Displaying raw courage, presence of mind and utter disregard to personal safety, Major Yadav crawled closer to the terrorists using fira and move tactics with assistance from his buddy . After a fierce close quarter battle , Major Yadav killed two hardcore terrorists single handedly . In this daring operation , one Carbine , one Pistol , both with live rounds , and one Radio Set were recovered .

Major Uday Kumar Yadav displayed exceptionally high standard of bravery , courage and professional acumen while fighting the terrorists.

3392132 SEPOY PARAMJIT SINGH SIKH / 6 RASHTRIYA RIFLES ( POSTHUMOUS)

(Efrective date of the award : 21 Nov 2002) Sepoy Paramjit Singh participated in the Search and Destroy Operation launched on 21 November 2002 in Rishnar forest of Rajwar in Jammu and Kashmir .

During search at approximately 1715 hours Sepoy Paramjit Singh detected a concealed underground hideout amidst thick undergrowth . While the area was being cordoned, three terrorists attempted escape under cover of heavy automatic fire . Sepoy Paramjit Singh was hit in the initial voliey but realising that the onus of preventing their escape rested on his action , he immediately returned accurate fire , killing one on the spot and injuring the other two seriously and driving them back into their hideout . Though grievously injured he kept them trapped by fire , thus enabling the establishment of cordon before night fall . 2491896 SEPOY SUKHRAJ SINGH 16 PUNJAB (Effective date of the award : 26 Nov 2002 ) Based on a specific information regarding presence of terrorists at an abandoned house in general area Mantikiri , Darrang Assam , a raid was launched.

Sep Sukhraj Singh being a part of sentry silencing party crawled undetected for almost 60 meters using field craft skills of the highest order . When he was 10 meters away from the target, the terrorist opened up indiscriminate fire on him . Displaying presence of mind and nerves of steel , Sep Sukhraj Singh outflanked the terrorist , took cover and shot him dead . The second terrorist hiding in a house tried to make good his escape through the rear door . Anticipating this move, Sep Sukhraj Singh skirted the house and pursued him . The terrorist took cover in a dense bamboo grove and lobbed two grenades at him . Undaunted by the explosion , with steely grit , dogged determination and utter disregard to own personal safety, Sep Sukhraj Singh closed in and shot the second terrorist dead .

Sepoy Sukhraj Singh displayed presence of mind , initiative , indomitable courage and dogged determination in the face of adversity.

31. 5046176 RIFLEMAN PREM BAHADUR 3/1 GORKHA RIFLES ( POSTHUMOUS) (Effective date of the award : 26 Nov 2002 ) Based on specific information regarding presence of terrorists in General Area Cherwari , Jammu & Kashmir an operation was launched in the rugged mountainous forested area with dense thorny undergrowth and rocky outcrop in the early hours of 26 November 2002 .

As the search of the area was in progress , the search party came under sudden heavy volume of terrorists fire . Rifleman Prem Bahadur , who was part of the search party, immediately brought down accurate fire and killed one terrorist on the spot. Two other terrorists tried to escape but failed to do so due to the effective cordon laid and were forced to take cover behind the rocky outcrop on a steep slope in the dense jungle. In the ensuing fierce fire fight , two team members came under effective terrorist fire and sustained bullet injuries . manoeuvred to close in with the terrorists and in the process sustained bullet injury on his left thigh and fell down .

Undaunted and without caring for his grievous injury , the spirited young soldier continued to close in with the terrorists and killed another one from close quarters . However, in the ensuing fire-fight, he was hit by another volley of terrorists' bullets , to which he succumbed and made the supreme sacrifice.

Rifleman Prem Bahadur displayed dare-devil courage , immense fighting spirit, tenacity of purpose, indomitable determination to succeed in the face of enormous odds and made the supreme sacrifice.

5847746 LANCE NAIK BHIM BAHADUR THAPA 4/9 GORKHA RIFLES . (Effectivedate of the award: 05 Dec 2002) On 05 Dec 2002 at 1530 hours an encounter seeking patrol near village Dandamuh in Baramulla Jammu and Kashmir apprehended a suspicious individual , who confessed to being a guide to other terrorists trailing behind .

The patrol leader organised an opportunity ambush and Lance Naik Bhim Bahadur Thapa was deployed towards the North East . Lance Naik Thapa fired and killed one terrorist on the spot. Three remaining terrorists took cover and retaliated . Lance Naik Thapa realising the vulnerability of the ambush party due to failing light and heavy snowfall , along with his Light Machine Gun Gunner , crawled over treacherous terrain covered by snow closer towards the terrorists . Two of the three terrorists shifted their fire on to Lance Naik Thapa . Undeterred, he himself crawled closer to the terrorists and shot two of them dead with pinpoint accuracy .

Lance Naik Bhim Bahadur Thapa displayed exceptional initiative and conspicuous gallantry by eliminating three foreign terrorists.

33. 13757349 LANCE NAIK RAJNEESH KUMAR 1 JAMMU AND KASHMIR RIFLES ( POSTHUMOUS ) (Effective date of the award: 26 Dec 2002) Lance Naik Rajneesh Kumar on 26 December 2002 at 0200 hours was in an ambush during an operation in Mendhar Jammu and Kashmir .

To bring down effective fire on terrorists from point blank range and injuring them while in ambush and maneuvering under heavy fire he established stops preventing their escape . At 0645 hours during search operation he suspected presence of terrorists in thick undergrowth . Three terrorists opened fire at him and lobbed grenades injuring him . Unmindful of his injury , maneuvering himself under heavy volume of fire , he crawled and closed onto the terrorists and shot at one terrorist .

Lance Naik Rajneesh Kumar however succumbed to injuries . In his death he inspired the search parties in carrying out a relentless search operation which resulted in the elimination of eight hardcore terrorists .

Lance Naik Rajneesh Kumar displayed extra ordinary courage, dogged determination in fighting the terrorists and made the supreme sacrifice .

IC- 59196 CAPTAIN NAVPAL SINGH SIDHU MARATHA LIGHT INFANTRY/ 27 RASHTRIYA FIFLES ( POSTHUMOUS) (Effective date of the award: 30 Dec 2002) Captain Navpal Singh Sidhu was deployed in Tehsil Surankote, District Poonch in Jammu & Kashmir . On the night of 29/30 December 2002 , an operation was launched in general area Katemar . All columns were inducted during hours of darkness and were effective by first light in their respective locations.

Atapproximately 1250 hours Captain Navpal Singh Sidhu observed a group of terrorists in a Nala . He was establishing his ambush to trap the terrorists when the terrorists opened fire . With sharp reflexes , he immediately fired back and killed one terrorist . Two other terrorists took cover behind a boulder and started firing at his column . On sensing grave danger to his troops , displaying act of bravery and unmindful of injuries sustained by him , Captain Sidhu charged and lobbed a grenade and fired from his personal weapon killing both the terrorists in a most audacious encounter . While executing this most daring and soldierly act , he laid down his own life in honour of the country and safety of his comrades .

Captain Navpal Singh Sidhu displayed exemplary battlefield leadership , ensuring safety of his command , personal valour and bravery and made the supreme sacrifice while fighting the terrorists .

2996191 SEPOY SANDEEP KUMAR RAJPUT / 10 RASHTRIYA RIFLES ( POSTHUMOUS ) (Effective date of the award : 01 Feb 2003 ) On 01 February 2003 during operation Nalla , Sepoy Sandeep Kumar volunteered to lead the search of a suspected house in an inhospitable and snow bound area of District Doda (Jammu and Kashmir) .

While acing as first entry man he was grievously injured by indiscriminate fire of terrorists hiding inside the house . Despite his grievous injuries he refused to be evacuated and continued engaging the terrorists from point blank range, thus PART 1- SEC . 1

Sepoy Sandeep Kumar displayed raw courage , conspicuous bravery and made the supreme sacrifice while fighting the terrorists .

(Effective date of the award : 03 Mar 2003 ) On 03 March 2003 , Sepoy Jagat Singh was part of an operation launched in general area Lari , District Doda , Jammu and Kashmir .

As the search column approached the suspected area it was fired upon by terrorists . Immediate effective engagement by the individual forced the terrorists to take refuge in a hideout . He crawled under intense terrorist fire to deploy his Light Machine Gun 20 meters short of the mouth of the hideout thus effectively blocking the escape route . Displaying indomitable resolve , he maintained constant vigil throughout the night in heavy snowfall conditions and foiled numerous desperate attempts of terrorists to escape . At dawn the terrorist made one last ditch effort to escape by resorting to heavy indiscriminate fire and lobbing of grenades . Undeterred by the direct threat to his life Sepoy Jagat Singh displayed raw courage , dogged determination and single handedly eliminated all three terrorists from point blank range .

Sepoy Jagat Singh displayed conspicuous bravery , daredevilness , indomitable resolve and raw courage in the face of terrorist's fire .

UMAKANT PANIGRAHI , LS CD II , NO . 121807 - K ( POSTHUMOUS ) (Effective date of the award : 11 May 2003) Umakant Panigrahi was part of the Marine Commando team deployed for counter insurgency operations in J & K since Jan 2003. During operational training , the sailor displayed outstanding field craft , good observation power and quick reflexes and was , therefore , selected as ' Scout' of his team .

On the night of 26/27 April 2003 , a combined team of Marine Commandos and 15 PR launched a raid on a terrorist hideout in a ' nalah ' leading to village Mundej . During the assault phase , Panigrahi along with his buddy was crawling towards his planned position and was just 30 meters from the hideout when the 'atankwadis' opened a volley of fire on another section of the Marine Commandos approachingfrom a different direction . Sensing the immediate danger to his comrades , Panigrahi boldly G20 540

This bold action displaying cool , unflinching courage in the face of grave danger and threat to his own life not only saved the lives of his comrades but also led to killing of four hardcore ' atankwadis ' of Hizbul Mujahidin Tanzeim , including their Commander , in the ensuing firefight .

In a subsequent operation , on the night of 11 May 2003 , a combined team of Marine Commandos and 15 RR were again tasked to set up an ambush at village Gundpura near Nandial . Based on his past performance , Panigrahi was detailed as the scout of the combined team for this ambush operation . As the team was advancing towards the site , they were counter ambushed by the 'atankwadis ' . Panigrahi while leading the ambush as the scout , was caught in the direct line of fire and immediately retaliated valiantly . This brave , selfless and gallant action not only forced the 'atankwadis' to take cover but also attracted the entire cross fire in his direction there by allowing sufficient time for the rest of his team members to take cover and re- group. Panigrahi thus made the supreme sacrifice of his life while saving the lives of his team members .

Umakant Panigrahi , LS CD II displayed conspicuous bravery , dogged determination without caring for his safety and made the supreme sacrifice while fighting the terrorists .

(Effective date of the award : 02 Aug 2002 ) Shri V.P. Purohit , Commandant 171 Bn BSF planned an operation on 2nd Aug , 2002 , based on a reliable information regarding presence of a group of foreign terrorists in a house at Village Malpura , Distt . Budgam (J &K) .

After laying an outer cordon of village Malpura , Shri V.P. Purohit headed towarcis the target house alongwith his party and laid an inner cordon after verifying the presence of terrorists from villagers . Being broad daylight , the terrorists noticed the movement of troops and sensing that they had been surrounded , opened heavy fire on the position of Shri Purohit . In the process , one bullet hit the thigh of Shri Purohit , who immediately took cover and retaliated the fire . When exchange of fire was going on , two terrorists suddenly charged towards Shri Purohit firing heavily . Despite bleeding profusely , he fired from his weapon killing one terrorist on the spot . The other terrorist , however, managed to advance very close to him and fired upon him . Displaying rare courage , Shri Purohit caught hold of the barrel of the terrorist's weapon and diverted its fire in another direction . There was a hand to hand fight during which one burst pierced through Shri Purohit's chest . Inspite of being grievously injured , Shri Purohit did not leave the barrel of the weapon . Meanwhile , due to gun - fire by a member of the party, the terrorist was forced to leave his weapon and run for his life. However , on way , the terrorist picked up the ifle of the terrorist already killed . Undeterred by the grievous bullet injury and burn injuries on his palm , suffered while holding the hot barrel of the terrorist's rifle , Shri Purohit kept on firing upon the terrorist till he disappeared from sight . Shri Purohit subsequently succumbed to his injuries.

Shri Purohit showed bold initiative , extra ordinary courage and conspicuous bravery in facing the terrorists and made the supreme sacrifice .

(Effective date of the award : 17 Aug 2002) Subedar Dil Bahadur Thapa had established an ambush near the Line of Control on the Shemshabari Range , an Sector ( Kupwara ) in Jammu and Kashmir . Noticing an infiltrating terrorist group at 0430 hours on 17 August 2002 , he established four claymore mines tactically , commenced small arms fire and cut off escape routes by intelligent readjustment . The jured terrorists dispersed and pinned down own troops with heavy fire . Tracking blood stains , Subedar Thapa reached a mountain cave where he was engaged by heavy automatic fire and grenades from within the cave , splinters of which hit Subedar Thapa on his helmet . A fierce firefight ensued between the desperate terrorists and Subedar Thapa's party which continued for four hours .

ι At1000 hours , seeing no headway being made , Subedar Thapa unmindful of his personal safety in the face of the terrorist fire closed in with his buddy behind and physically assaulted the cave, throwing grenades and firing his weapon from hip position . This speedy, unexpected and daring assault surprised the terrorists resulting in Subedar Thapa killing four terrorists at extremely close range .

Subedar Dil Bahadur Thapa displayed conspicuous bravery, raw courage , unflinching tenacity of purpose and excellent battlefield leadership during the operation .

7 JAT ( POSTHUMOUS )

(Effective date of the award : 27 Aug 2002 ) Lance Naik Sohanvir was part of an ambush placed to eliminate terrorists trying to infiltrate in Jammu and Kashmir on 26-27 August 2002 .

At about 0400 hours when the terrorists reached the killing area , Lance Naik Sohanvir being the scout sprung the ambush from the rear killing one terrorist . At first light his party came under perilous fire from a terrorist hiding behind a boulder . In the ensuing fight he killed the terrorist . Meanwhile own troops in the search party came under intense fire from two escaped terrorists hiding in the undergrowth . Lance Naik Sohanvir crawled forward , braving effective fire , lobbed a grenade and killed one terrorist but was grievously wounded in the process . (Effectivedate of the award : 14 Sept 2002) Grenadier Anil Kumar , took part in an operation when impromptu ambush . was laid on tracks descending from dense jungle on receipt of information regarding movement of terrorists .

As four approaching individuals were challenged , they lobbed grenades and started fleeing . With lightening reflexes , Grenadier Anil Kumar pounced upon oпе terrorist and caught him . However , the second terrorist opened automatic fire injuring him severely. Multiple gun - shot wounds caused him to momentarily loosen his grip enabling the terrorist to break free. Notwithstanding critical injuries , Grenadier Anll Kumar engaged the fleeing terrorist with his AK - 47 killing him instantly . Bleeding profusely, Grenadier Anil Kumar displaying extraordinary resoluteness started chasing the second terrorist . Suddenly , the terrorist stopped and fired indiscriminately at Grenadier Anil Kumar causing him to fall . At his last gasp , Grenadier Anil Kumar mustered last effort , got - up and charged at the terrorist despite heavy barrage of automatics . In the ensuingfierce hand- to - hand fight , Grenadier Anil Kumar displaying raw courage killed the hardcore terrorist before himself attaining martyrdom . One AK- 47 , ammunition , grenades , IED devices , tax - collection booklet and documents were recovered .

Grenadier Anil Kumar displayed indomitable resolve , raw courage and audacious action in fighting the terrorists and made the supreme sacrifice.

IC- 59231 CAPTAIN DILIP KUMAR JHA ARMY ORDNANCE CORPS / 7 JAT ( POSTHUMOUS)

(Effectivedate of the award: 02 Oct 2002) Captain Dilip Kumar Jha was serving as Ghatak Platoon Commander in 'Operation Rakshak ' And ' Operation Parakram ' on the Line of Control . Under his inspiring leadership , Ghatak Platoon participated in eight operations , ellminating twenty- seven terrorists . In these operations Captain Dilip Kumar Jha always ledfrom the front .

On the night of 02/03 October 2002 in an ambush , he observed a group of terrorists , infiltrating through a nala . Captain Jha held his fire, let them close in and sprung the ambush killing one terrorist instantly . Two other terrorists ran and taking [PART I- SEC. 1544

advantage of the folds and undergrowth in the nala , fired onto his stop . Unmindful of his safety in the face of intense fire, he moved ahead to engage the remaining terrorists and in a fierce close quarters encounter killed both the terrorists before making the supreme sacrifice.

Captain Dilip Kumar Jha displayed extraordinary courage , exemplary initiative and striking qualities of leadership in fighting the terrorists and made the supreme sacrifice .

3189896 SEPOY SARWAN KUMAR DHUKIYA JAT/ 34 RASHTRIYA RIFLES ( POSTHUMOUS)

(Effective date of the award : 10 Oct 2002) On10 October 2002, Sepoy Sarwan Kumar Dhukiya was I MG Det No One which had established initial contact with a group of terrorists in general area in Mirpura in Jammu and Kashmir .

The terrorists ran in different directions to escape . Sep Sarwan Kumar with a team member chased one group into a paddy field in a dry water channel . Terrorists hiding in the paddy field retaliated with heavy and indiscriminate fire and lobbedfew grenades . Sep Sarwan Kumar realising that the only way to eliminate terrorists was to get into the channel started crawling in the channel and eliminated three terrorists one by one in face- to- face fire fights . The fourth terrorist hiding behind the body of third terrorist fired at Sep Sarwan Kumar inflicting a gun shot wound on his forehead. Despite bleeding profusely and in severe pain , with utter disregard to his personal safety got hold of his LMG and killed the fourth terrorist . He was later evacuated to the BaseHospital but succumbed to his injuries .

Sep Sarwan Kumar Dhukiya displayed raw courage, conspicuous gallantry and made the supreme sacrifice.

IC- 54626 MAJOR INDERJEET SINGH BABBAR ARTILLERY/ 14 FD REGT ( POSTHUMOUS )

(Effective date of the award : 17 June 2003 ) Based on reliable information about presence of few hardcore ULFA terrorists possessing automatics in their temporary hideout in a house of village Neogpara in District Darrang , Assam , Maj Inderjeet Singh Babbar planned and meticulously executed a daring covert daylight raid operation on 17 Jun 2003 .

Maj Inderjeet Singh Babbar , alongwith his team displaying tactical acumen and ingenuity of the highest order utilised civil truck for transportation to achieve surprise, PARI I- SEC. 11

cordoned off the suspected hideout and placed stops intelligently on likely escape routes of terrorists . As Maj Babbar while leading from the front approached the hideout alongwith his buddy , the terrorists opened heavy automatic fire of Universal Machine Gun hitting him in the stomach . Unmindful of his severe injury and in the face of certain death he charged at and killed the terrorist on the spot . Meanwhile another terrorist lobbed a grenade from the adjacent hut on to his buddy and opened fire .. Displaying extraordinary resolve to save his buddy and with utter disregard to personal injuries , despite bleeding profusely Maj Babbar , engaged and killed the second terronst. Maj Babbar refused to be evacuated and continuing to lead the operation , fired and injured the third terrorist who was firing indiscriminately while attempting to flee . Thereafter Maj Babbar was evacuated to hospital where he succumbed to his gun shot wounds .

Maj înderjeet Singh Babbar displayed incredible courage , inspirational leadership and stoic determination in the face of terrorist's fire and made the supreme sacrifice.

No. 24012/ 8 - A/2003- Estt . ( B ) -Government of India in the Department of Personnel and Administrative Reforms vide its Resolution No 46/1 ( s )/74 - Estt . ( B ) dated 4th November . 1975 constituted a Commission called the Subordinate Services Commission which has obsequently been redesignated as Staff Selection Commission effective from the 26th September , 1977 to make recruitment to various Class III ( now Group "C ") ( non- technical ; posts in the various Ministries/Departments of the Government of India and in Subordinate Offices . The functions of the Staff Selection Commission were enlarged from time to time and also keeping in view the directions of the Supreme Court in Radhey Shyam Vs Union of India and others , the constitution and functions of the Staff Selection Commission were modified further vide Resolution No. 39018 / 1 /98 - Estt . (B ) dated 21.5.1999 w.e.f. 1st June, 1999 .

2. It has now been decided to make the following additions to the Resolution No. 39018 / 1 /98 - Estt . ( b ) dated 21.5.1999 with immediate effect , namely:-

(a) In par 2 ( 1 ) of the Resolution dated 21.5.99 , the following shall be added after sub- para ( b ) , namely:-

"(C) Make recruitment to the post of Section officer (Commercial/Audit) and also all non-gazetted posts carrying the pay scale of Rs . 6500-10,500. "
