का.नि.आ. 1.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए रक्षा मंत्रालय ( वित्त ) में कनिष्ठ लेखाकार के पद की भर्ती पद्धति को व्यवस्थित करने हेतु निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ. ( 1) इन नियमों का नाम रक्षा मंत्रालय ( वित्त ) कनिष्ठ लेखाकार भर्ती नियम, 2003 होगा ।
(2) ये नियम, सरकारी राजपत्र में प्रकाशित होने की तारीख को प्रवृत्त होंगे ।
2. पदोंकी संख्या, वर्गीकरण व वेतनमान से उपाबद्ध अनुसूची के स्तंभ 3 और 4 में विनिर्दिष्ट हैं । उक्त पदों की संख्या, उसका वर्गीकरण तथा उसका वेतनमान वह होगा जो इन नियमों 3. भर्ती की पद्धति, आयु -सीमा और अन्यअर्हताएं भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ 5 से 14 में विनिर्दिष्ट हैं ।
4. निरर्हता. वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से जिसका पहले से पति/पत्नी जीवित है , विवाह किया है, या
( ख) जिसने अपने पति/पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति तथा विवाह के पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस निर्णय के प्रवर्तन से छूट दे सकती है ।
5. शिथिल करने की शक्ति. जब केन्द्रीय सरकार की राय हो कि ऐसा करना आवश्यक या समीचीन है , वहां उसके लिए जो कारण हों, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकती है ।
6. व्यावृत्ति . इन नियमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर जारी आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

: रक्षा लेखा विभाग के लेखापरीक्षक जिन्होंने 4500-125-7000 रुपए के वेतनमान में इस ग्रेड में तीन वर्षों की नियमित सेवा पूरी कर ली है; अथवा
12. प्रोन्नति/प्रतिनियुक्ति/आमेलन द्वारा की गई भर्ती की दशा मेंवे श्रेणियां जिनसे प्रोन्नति/प्रतिनियुक्ति/आमेलन किया जाएगा
उच्च श्रेणी लिपिक जिन्होंने पांच वर्ष नियमित सेवा पूरी कर ली है और जिन्होंने सचिवालय प्रशिक्षण और प्रबंधन संस्थान से रोकड़ एवं लेखा में प्रशिक्षण प्राप्त किया हो अथवा समकक्ष अथवा रोकड़ लेखा और बजट कार्य में 3 वर्ष का अनुभव रखते हों ।
प्रतिनियुक्ति की अवधि जिसमें इसी अथवा किसी अन्य संगठन/केन्द्रीय सरकार के विभाग में इस नियुक्ति के ठीक पूर्ववर्ती अन्य बाह्य संवर्ग पद में [ भाग II- खण्ड 4 ]

प्रतिनियुक्तिकी अवधि भी शामिल हैं, तीन वर्ष से अधिक नहीं होनी चाहिए।
प्रतिनियुक्तिद्वारा नियुक्ति के लिए अधिकतम आयु सीमा, आवेदन प्राप्त करने की अंतिम तिथि पर 56 वर्ष से अधिक नहीं होनी चाहिए ।

S.R.O. 1.- In exercise of the powers conferred by the proviso to article 309 of the Constitution the President hereby makes the following rules regulating the method of recruitment to the post of Junior Accountant in the Ministry of Defence (Finance) viz .:-
1. Short title and commencement.-( i) These rules may be called the Ministry of Defence (Finance ) Junior Accountant Recruitment Rules, 2003.
(ii) They shall come into force on the date of their publication in the Official Gazette .
2. Number of posts , classification and scale of pay. The number of the said posts, their classification and the scale of pay attached thereto , shall be specified in columns (2) to (4) of the Schedule annexed to these rules .
3. Method of recruitment, age limit, other qualifications, etc.--The method of recruitment, age limit, qualifications and other matter relating to the said posts shall be specified in columns (5) to (14 ) of the said Schedule .
4. Disqualification.- No person, -
(a) who has entered into or contracted a marriage with a person having a spouse,
(b) who , having a spouse living, has entered into or contracted a marriage with any person ,
shall be eligible for appointment to any of the said post :
Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order , for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect of any class or category or persons.
6. Saving. Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes , Scheduled Tribes , Other Backward Classes , Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time .

(Periodofdeputation including period of deputation in another ex- cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall ordinarily not exceed 3 years) .

का.नि.आ. 2.- रक्षा संकर्म अधिनियम, 1903 ( 1903 का 7 ) की धारा 3 द्वारा प्रदत्त शक्तियों का इस्तेमाल करते हुए केन्द्र सरकार एतद्वारा घोषणा करती है कि नीचे दी गई अनुसूची में उल्लिखित भूमि पंजाब राज्य के गुरदासपुर जिले की पाठानकोट तहसील में गांव लामिनी, सिहुन्ती, मनवल तथा मामून में स्थित 2 गोलाबारूद उप डिपो ( 18 एफएडी ) के निकट होने के कारण इसे भवनों तथा अन्य बाधाओं से मुक्त रखे जाने के उद्देश्य से इसके उपयोग तथा अधिभोग पर उपर्युक्त अधिनियम की धारा 7 के खंड ( ग ) में निर्दिष्ट प्रतिबंध लगाया जाना आवश्यक है । 2. उपर्युक्त भूमि की योजना से संबंधित रेखाचित्र नक्शे का निरीक्षण उपायुक्त, जिला गुरदासपुर, पंजाब राज्य के कार्यालय में किया जा सकता है । 5 [ भाग II- खण्ड 4 ]

Gurdaspur in the State ofPunjab , in order that the said land may be kept free from buildings and other obstructions.
