(रक्षा मंत्रालय को छोड़कर) भारत सरकार के मंत्रालयों और उच्चतम न्यायालय द्वारा जारी की गई विधितर नियमों , विनियमों तथा आदेशों और संकल्पों से संबंधित अधिसूचनाएं [Notifications relating to Non -Statutory Rules , Regulations , Orders and Resolutions issued by the Ministries of the Government of India (other than the Ministry of Defence) and by the Supreme Court )
उपभोक्ता मामने , खाद्य और सार्वजनिक वितरण मंत्रालय (खाद्य और सार्वजानक वितरण विभाग)
नई दिल्ली, दिनांक 19 जनवरी , 2004 सं० टी० एफ ० सी०/ 9/ 2003- जबकि भारत सरकार ने बल्क भंडारण पर जोर देने के साथ खाद्यान्नों के संबंध में आधुनिक प्रौद्योगिकी अर्थात् हैंडलिंग , भंडारण और ढुलाई में आटोमेशन लागू करने के लिए 20 जून , 2000 को खाद्यान्नों की हँडलिंग , भंडारण और ढुलाई संबंधी राष्ट्रीय नीति की घोषणा की थी ।
2. जबकि सरकार ने 4 जुलाई , 2000 को खाद्यान्नों की हैंडलिंग , भंडारण और ढुलाई संबंधी राष्ट्रीय भंडारण नीति पर एक संकल्प अधिसूवित किया था , जिसमें पैरा 5 ( क ) में खाद्यान्नों की बल्क हैंडलिंग, भंडारण और ढुलाई करने के लिए बुनियादी सुविधाओं का विकास करने संबंधी परियोजनाओं की शीघ्र मंजूरी के लिए एक अनुनोदन मंडल स्थापित करने की परिकल्पना की गई थी ।
3. अतः अब सरकार एतद्वारा निम्नानुसार अनुमोदन मंडल का गठन करती है:-
अध्यक्ष
(i ) सचिव खाद्य और सार्वजनिक वितरण विभाग उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्रालय
सदस्य
(ii) अपर सचिव एवं वित्तीय सलाहकार खाद्य और सार्वजनिक वितरण विभाग उपभोक्ता मामले , खाद्य और सार्वजनिक वितरण मंत्रालय
( iii ) कृषि भ्त्रालयं कृषि और सहकारिता विभाग से एक प्रतिनिधि
वाणिज्य विभाग से
(iv) वाणिज्य एवं उद्योग मंत्रालय के एक प्रतिनिधि
(V) वित्त मंत्रालय के व्यय विभाग से एक प्रतिनिधि
(vi ) रेलवे बोर्ड ( ई० डी० , टी ० टीएफ० ) से एक प्रतिनिधि
(vii) योजना आयोग से एक प्रतिनिधि
(viii) प्रबंध निदेशक भारतीय खाद्य निगम सदस्य सचिव
(ix) संयुक्त सचिव ( संग्रह एवं प्रशासन) खाद्य और सार्वजनिक वितरण विभाग उपभोक्ता मामले , खाद्य और सार्वजनिक वितरण मंत्रालय
4. अनुमोदन मंडल जब कभी अपेक्षित हो किसी विषय के विशेषज्ञ को सहयोजित वार सकता है अथवा उसका सहयोग ले सकता है ।
5. अनुनोइन मंडल को निम्नलिखित कार्य सोंने गए हैं:-- (i ) खाग्रानों की हैंडलिंग , भंडारण और ढुलाई संबंधी राष्ट्रीय नीति के अधीन देश में खाद्यानों की बल्क हैंडलिंग , भंडारण और दुला ई के लिए बुनियादी सुविधाओं का विकास करने हेतु परियोजनाओं का अनुमोदन करना ।
(ii) इन परियोजनाओं के क्रियान्वयन की देखभाल और मानीटरिंग करना ।
(iii ) इन परियोजनाओं की शीघ्र मंजूरी के लिए किसी प्रकार की सहायता देना ।
(iv) रराष्ट्रीय भंडारण नीति में निहित उद्देश्यों के क्रियान्वयन से संबंधित कोई अन्य कार्य करना ।
यह अधिसूचना उपभोक्ता मामले , खाद्य और सार्बजनिक वितरण मंत्री के अनुमोदन से जारी की जा रही है ।

MINISTRY OF CONSUMER AFFAIRS , FOOD & PUBLIC DISTRIBUTION (Department of Food & Public Distribution).
New Delhi the 19th January , 2004 NÓ . TFC/ 9/ 2003-Where's the Government of India had announced a National policy on handling , storage and transportation of foodgrains on June 20, 2000, to introduce modern technology i.e. auto- mation in handling , storage and transportation of foodgrains with emphasis on bulk storage .
2. Whereas the Government had notified a Resolution on National storage policy on handling, storage and transportation of foodgrains on July 4 , 2000 , wherein para 5(a) envisaged setting up an Approval Board to facilitate speedy clearance of the projects concerning development of infrastructure for balk handling , storage and transportation of foodgrains .
3. Now therefore , the Government . hereby constitues an approval Board as follows :

(i) To approve the projects for development of infrastructure for bulk handling , storage and transportation of f odgrains in the country under National policy on handling , storage and transportation of foodgrains .
(ii) To oversee and monitor the implementation of these projects .
(iii ) To rendor any assistance for speedy clearance of these projects .
(iv) Any other work related to implementation of objectives contained in the National storage policy.
This issues with the approval of Minister of Consumer Affairs , Food & Public Distribution .
