संकल्प
विषय : कांचीपुरम, तमिलनाडु में भारतीय सूचना प्रौद्योगिकी, डिजाइन और विनिर्माण संस्थान की स्थापना । सं० एक० 15-1/2003 टी एस-1-वैश्त्रीकरण से पूरे विश्व में उपभोक्ताओं की अपेक्षाओं में एकरूपता आई है । भारतीय अर्थव्यवस्था के उदारीकरण की वजह से घरेलू बाजार के लिए भी हमारे निर्माताओं को विश्व बाजार से प्रतिस्पर्द्धा करनी पड़ती है । इसके परिणामतः अग्रणी प्रौद्योगिकी/ गुणवत्ता और अनिवार्यता कम लागत वाले अच्छे उत्पाद अपेक्षित होंगे । इस लक्ष्य को प्राप्त करने के लिए उपयुक्त रूप से प्रशिक्षित जन शक्ति महत्वपूर्ण है । उच्च विज्ञान और प्रौद्योगिकी विशेष रूप से डिजाइन और विनिर्माण के क्षेत्र में निर्धारित उक्त उल्लिखित कौशल से संबंधित अपेक्षाओं को पूरा करने के लिए , भारत सरकार ने तमिलनाडु के कांचीपुरम में भारतीय सूचना प्रोद्योगिकी डिजाइन और विनिर्माण संस्थान स्थापित करने का निर्णय लिया है । 2. यह संस्थान अपने शैक्षिक कार्यक्रम सत्त्र 2004-2005 से शुरू करेगा ।
3. संस्थान के अवर स्नातक पाठ्यक्रमों में दाखिले केन्द्रीय माध्यमिक शिक्षा बोर्ड , नई दिल्ली द्वारा आयोजित अखिल भारतीय प्रवेश इंजीनियरी परीक्षा-2004 के आधार पर किए आएंगे ।
आदेश
बादेश दिया जाता है कि इस संकल्प की एक प्रति तमिलनाडु सरकार को भेजी जाए ।
आदेश दिया जाता है कि इस संकल्प की एक प्रति राष्ट्रपति संचिवालय , प्रधानमंत्री कार्यालय और मंत्रीमंडल सचिवालय को भेजी जाए ।
आदेश दिया जाता है कि इस संकल्प की एक प्रति विश्वविद्यालय अनुदान आयोग , अखिल भारतीय तकनीकी शिक्षा परिषद और केन्द्रीय माध्यमिक शिक्षा बोर्ड को भेजी जाए । यह भी आदेश दिया जाता है कि इस संकल्प को वृहद प्रचार हेतु प्रैस सूचना ब्यूरो में भी भेजा जाए ।
यह भी आदेश दिया जाता है कि सामान्य सूचना हेतु इस संकल्प को भारत के राजपत्र में प्रकाशित किया जाए ।

आदेश दिया जाता है कि इस संकल्प की एक प्रति विश्व- विद्यालय मद्दान आयोग, अखिल भारतीय तकनीकी शिक्षा पश्विक शिक्षा बोर्ड को भेजी जाए । यही आदेन दिया जाता है कि इस संकल्प को बृहद प्रचार व्यूरो में भी भेजा जाए ।
यह भी दे दिया जाता है कि सामान्य सुचना हेतु इम मंगल्य के जान्त के राजपा में प्रकाशित किया जाए । रिक्तियों के संदर्भ में आयोग सामान्य अर्हक मान में छट दे सकता है ।

स ० 4/ 1/ 2003-एम II( एस एम )-भारत सरकार खान मंत्रालय की अधिसूचना सं ० 4/1/2003 जिसे दिनांक 14 जून 2003 को भारत के असाधारण राजपत्र के भाग -1, खड-1 में प्रकाशित किया गया था, केन्द्रीय सरकार एतद्वारा निम्नलिखित संशोधन करती है :--
(क) नियम 1 में " वर्ग II ( केन्द्रीय भूजल बोर्ड, जल संसाधन मंन्त्रालय में पद ) " , शीर्षक के अंतर्गत निम्नलिखित प्रविष्ट को हटाया जाता है ।
" ( i ) कनिष्ठ-भू-जलविज्ञानी ( वैज्ञानिक ख ) , ग्रुप "क" ।"
( ख ) कनिष्ठ भू-जलविज्ञानी ( वैज्ञानिक ख ) , ग्रुप "क" से संबंधित अन्य प्रविष्टियां जोकि नियमावली के भिन्न- भिन्न भागों में प्रकाशित की गयी , जिनका उल्लेख नीचे किया गया है , को भी हटाया जाता है
(i) नियमावली 6(ख)
( ii ) परिशिष्ट il-पैरा 6
( iii ) परिशिष्ट III-पैरा 2 ( 1 ) ( क) से (च) ( ग ) नियमावली के प्रचलित नियम 14 को निम्नलिखित नियम 14 द्वारा प्रतिस्थापित किया जाता है :-- 14 ( 1 ) साक्षात्कार के बाद, परीक्षा में प्रत्येक उम्मीदवार को अंतिम रूप से प्रदान किए गए कुल अंकों के आधार पर आयोग द्वारा उम्मीदवारों को योग्यताक्रम में व्यवस्थित किया जाएगा । तत्पश्चात् आयोग अनारक्षित पदों पर उम्मीदवारों की अनुशंसा हेत परीक्षा के आधार पर भरी जानी वाली अनारक्षित रिक्तियों के संदर्भ में अर्हक अंक ( जो बाद में माभान्य अर्हक मानकः कहलाएगा) निर्धारित करेगा । आरक्षित रिक्तियों पर अ ० जा ० , अ ० ज ० जा ० और अ० पि ० व ० के आरक्षित वर्गों के उम्मीदवारों को अनुशंसित करने के उद्देश्य से परीक्षा के आधार पर इन प्रत्येक वर्गों के लिए भरी जाने वाली आरक्षित बशर्ते कि अनुसूचित जाति में, अनुसूचित जन जातियों तथा अन्य पिछड़े वर्गों से संबंधित उम्भीद वार जिन्होंने परीक्षा के किसी भी स्तर पर पाल्नतः या चयन मानदंड में किसी भी प्रकार की रियायत या छूट का उपभोग नहीं किया है तथा थे उम्मीदवार जो आयोग द्वारा सामान्य अर्हक मानक के आधार पर अनुशंसा के लिए योग्य पाए गए है को अनुसूचित जाति, अनुसूचित जन जाति तथा अन्य पिछड़े वर्गों के लिए आरक्षित रिक्तियों के लिए अनुशंसित नहीं किया जाएगा ।
(2) सेवा आवंटन के समय , अनारक्षित रिक्तियों के लिए अनुशंसित किए गए अनुसूचित जाति/ अनुसूचित जन- जाति तथा अन्य पिछड़े वर्गों से संबंधित उम्मीदवारों को सरकार द्वारा आरक्षित रिक्तियों के तहत समा- योजित किया जा सकता है यदि इस प्रक्रिया के जरिये वे अपने अधिमान के क्रम में उच्चतर विकल्प की सेवा को प्राप्त करते हैं ।
( 3) आयोग अनारक्षित रिक्तियों पर नियुक्ति हेतु उम्मीदवारों की किसी कमी को ध्यान में रखते हुए अहंक मानकों को और कम कर सकता है और इस नियम के प्रावधानों से उत्पन्न आरक्षित रिक्तियों पर किसी उम्मीदवार के अधिशेष हो जाने पर आयोग , उप नियम ( 4 ) और ( 5 ) में निर्धारित ढंग से अनुशंसा कर सकता है ।
( 4) उम्मीदवारों की अनुशंसा करते समय , आयोग प्रथम दृष्टया सभी वर्गों में रिक्तियों की कुल संख्या का ध्यान रखेगा । अनुशंसित उम्मीदवारों की इस कुल संख्या में से अनुसूचित जाति, अनुसूचित जन जाति तथा अन्य पिछड़े वर्गों के उन उम्मीदवारों की संख्या को घटाया जाएगा जिन्होंने उपनियम ( 1 ) के परन्तुक के शर्तों के अनुसार पानता या चयन मानदण्ड में किस प्रकार को रियायत या छूट प्राप्त किए बिना योग्यता या निर्धारित सामान्य अहंक मानक से अधिक योग्यता प्राप्त की है । अनुशंसित उम्मीदवारों की इस सूची के साथ -साथ आयोग उम्मीदवारों की समेकित आरक्षित सूची जारी करेगा जिसमें प्रत्येक वर्षों के अन्तर्गत अंतिम अनुशंसित उम्मीदवार के नीचे योग्यता क्रम में रैंक किए गए सामान्य तथा आरक्षित वर्गों के उम्मीदवार शामिल होंगे । इस श्रेणी के उम्मीदवारों की संख्या आरक्षित श्रेणियों के उन उम्मीदवारों की संख्या के बराबर होगी जिन्हें उपनियम ( 1 ) के परन्तुक के अनुसार पहली सूची में पात्रता में या चयन मापदण्ड में बिना किसी छूट या रियायत के शामिल किया गया । आरक्षित वर्गों में से , आरक्षित सूची में अनुसूचित [
आति, अनुसूचित जन जाति तथा अन्य पिछड़े वर्गों प्रत्येक के उम्मीदवारों की संख्या प्रत्येक वर्गों में प्रारम्भिक रूप से कम की गई रिक्तियों की क्रमिक संख्या के बराबर होगी ।

With opening up of Indian economy , our manufacturing sector has to compete globally even for the domestic market . Thisworld require strong products with leading technology/quality and compelling cost advantage . Suitably trained manpower is critical to achieve this goal . To meet the requirement for the skill set referred to above in the field of higher science and technology particularly in design and manufactur- ing, the Government of India has decided to set up an Indian Institute of Information Technology , Design and Manufacturing at Kancheepuram in Tamil Nadu .
2. The Institute will commence its Academic Programmes from. Session 2004-05 .
3. Admissions in the Under Graduate cources of the Institute will be done on the basis of All India Entrance Engineering Examination (AΙΕΕΕ) - 2004 conducted by the Central Board of Secondary Education, New Delhi .
ORDERED that a copy of the resolution be sent to Government of Tamil Nadu .

(b) Other entries relating to the Post of Jr. Hydrogeologists (Scientist B) , Group ' A', appe- aring in different Parts of the Rules as speci- fied below are also deleted : --

(iii ) Appendix III , Para 211 ) ( a ) to ( f) (c) The existing Rule 14 is subsituted by the following Rule 14 :--
14( 1 ) After interview, the candidates will be arranged by the Commission in the order of merit as disclosed by the aggregate marks finally awarded to each candidate . Thereafter , the Commission shall, for the purpose of recommending candidates against unreserved vacancies , fix a qualifying mark (hereinafter referred to as general qualifying standard) with reference to the number of unreser- ved vacancies to be filled up on the basis of the examination . For the purpose of recommending reserved category candidates belonging to the Scheduled Castes , the Scheduled Tribes and Other Backward Classes against reserved vacancies , the Commission may relax the general qualifying standard with reference to number of reserved vacancies to be filled up in each of these categories on the basis of the cxamination .
Provided that the candidates belonging to the Scheduled Castes the Scheduled Tribes and Other Backward Classes who have not availed themselves of any of the concessions or relaxations in the eligibility or the selection criteria , at any stage of the examination and who after taking into account the general qualifying standards are found fit for recommendation by the Commission shall not be recommended against the vacancies reserved for the Scheduled Caste , the Scheduled Tribes and Other Backward Classes .
(2) While making service allocation , the candi- dates belonging to the Scheduled Castes , the Sche- duled Tribes or Backward Classes recommended against unreserved vacancies may be adjusted against reserved vacancies by the Government if by this process they get a service of higher choice in the order of their preference .
(3) The Commission may further lower the qualifying standards to take care of any shortfall ofcandidates for appointment against unreserved vacancies and any surplus of candidates against reserved vacancies arising out of the provisions of this rule , the Commission may make the recom- mendations in the manner prescribed in sub - rules (4) and (5) .
(4) While recommending the candidates , the Commission shall , in the first instance , take into account the total number of vacancies in all catego- ries . This total number of recommended candidates shall be reduced by the number of candidates be- longing to the Scheduled Castes , the Scheduled Tribes and Other Backward Classes who acquire the merit at or above the fixed general qualifying standard without availing themselves of any conce- ssion or relaxation in the eligibility or selection criteria in terms of the proviso subrule (1 ) . Along with this list of recommended candidates , the Commission shall also declare a consolidated reserve list of candidates , which will include candidates from general and reserved categories ranking in order of merit below the last recommended candi- date under each category . The number of candi- dates in each of these categories will be equal to the number of reserved category candidates who were included in the arst list without availing of any relaxation or concession in eligibility or selec- tion criteria as per proviso to sub - rule ( 1 ) . Amongst the reserve categories , the number of candidates from each of the Scheduled Caste , the Scheduled Tribe and O her Backward Class categories in the reserve list will be equal to the respective number of vacancies reduced initially in each category .
(5) The candidates recommended in terms of the provision of sub - rule (4) , shall be allocated by the Government to the services and where certain vacancies still remain to be filled up , the Govern- ment may forward a requisition to the Commission requesting it to recommend , in order of Merit , from the reserve list , the same number of candi- dates as requisitioned for the purpose of filling up the unfilled vacancies in each category .
