महानिदेशकों तथा केन्द्रीय पुलिस संगठनों के मुखिया/महानिदेशक/ निदेशक को समय - समय पर जारी संविधियों , कानूनों तथा अन्य अनुदेशों के प्रावधानों के अनुसरण में अपने पात्र पुलिस/कार्मिकों को पराकम पदक प्रदान करने के लिए शक्तियां प्रत्यायोजित की जाती हैं ।

3. सेवाकाल के दौरान मृतक वह पुलिस कार्मिक पराक्रम पदक के लिए पात्र होगा जिसने विनिर्दिष्ट क्षेत्र में विद्रोह- रोधी आपरेशन अथवा आंतरिक सुरक्षा आपरेशन में भाग लिया हौ । संख्या 19 - प्रेज/ 2004-- राष्ट्रपति सचिवालय की पराकम पदक प्रदान करने संबंधी दिनांक 17 जनवरी, 1973 की अधिसूचना संख्या 5 - प्रेज/73 , जिसे दिनांक 10 जुलाई, 1998 की अधिसूचना संख्या 89 - प्रेज/98 तथा दिनांक 28 अगस्त, 2000 की अधिसूचना सं ० 107 - प्रेज/ 2000 के तहत पुनः संशोधित किया गया था, के तहत अधिसूचित संविधियों की सातवीं संविधि के अनुसरण में निम्नलिखित नियम अधिसूचित किए जाते हैं: --

4. जिस व्यक्ति को शौर्य पदक प्रदान किया जा चुका हो और विनिर्दिष्ट क्षेत्रों में कार्रवाई के दौरान वह घायल हो जाए तो वह भी पराक्रम पदक के लिए पात्र होगा ।

1. भारत सरकार पुलिस कार्मिक को यह पदक प्रदान किए जाने के लिए अर्हक विद्रोह- रोधी अथवा आंतरिक सुरक्षा ऑपरेशन के लिए की जाने वाली कार्रवाईयों को समय - समय पर विनिर्दिष्ट करेगी ।

5. ऐसे पुलिस कार्मिकों , जिन्हें यह पदक प्रदान किया गया है , के नामों का रजिस्टर राष्ट्रपति द्वारा विनिर्दिष्ट अधिकारी द्वारा रखा जाएगा ।

समिति का कार्यक्षेत्र:

हिंदी सलाहकार समिति का कार्य संविधान, राजभाषा अधिनियम नियमों में निहित प्रावधानों और केन्द्रीय हिंदी समिति के नीतिगत निर्णयों तथा गृह मंत्रालय/ राजभाषा विभाग द्वारा राजभाषा के संबंध में जारी किए गए निर्देशों / अनुदेशों के कार्यान्वयन के बारे में संबंधित विभागों के कामकाज में हिंदी के प्रगामी प्रयोग को बढ़ावा देने में सलाह देना है । यदि कोई हिंदी सलाहकार समिति राजभाषा नीति या उसके संबंध में जारी किए गए किसी निर्देश / अनुदेश में कोई परिवर्तन सुझाती है तो ऐसे सुझाव राजभाषा की पूर्व सहमति प्राप्त किए बिना अमल में नहीं लाए जाएंगे ।

समिति का कार्यकाल:

1. समिति का कार्यकाल इसके गठन की तारीख की अधिसूचना से तीन वर्ष का होगा, परन्तु समिति में नामजद कोई संसद का सदस्य नही रहता है तो वह इस समिति का भी सदस्य नहीं रहेगा ।

2. समिति के कार्यकाल के दौरान रिक्त स्थानों पर नियुक्त सदस्य केवल शेष अवधि के लिए हीं सदस्य होंगे । 279 भारत का राजपत्र, मार्च 6, 2004 ( फाल्गुन 16, 1925 )

समिति का मुख्यालय नई दिल्ली में होगा । समिति अपनी बैठकें किसी अन्य स्थान पर कर सकती है । 2. समिति की बैठकों में भाग लेने के लिए गैर- सरकारी सदस्यों का राजभाषा विभाग के दिनांक 22 जनवरी, 1987 के कार्यालय ज्ञापन संख्या 11 /20034/4/86- रा.भा. (क-2) में निहित दिशा-निर्देशों के अनुरूप और भारत सरकार द्वारा समय - समय पर यथा संशोधित निर्धारित दरों एवं नियमों के अनुसार यात्रा - भत्ता और दैनिक भत्ता दिया जाएगा ।

आदेश दिया जाता है कि इस संकल्प की प्रति राष्ट्रपति सचिवालय , प्रधानमंत्री कार्यालय, मंत्रिमंडल सचिवालय , संसदीय कार्य मंत्रालय, लोक सभा सचिवालय , राज्य सभा सचिवालय , योजना आयोग, भारत के नियंत्रक एवं महालेखाकार परीक्षक, निदेशक लेखा परीक्षा, केन्द्रीय राजस्व समिति के सभी सदस्यों और भारत सरकार के सभी मंत्रालयों तथा विभागों को भेजी जाए ।

यह भी आदेश दिया जाता है कि इस संकल्प को आम जानकारी के लिए भारत के राजपत्र में प्रकशित किया जाए ।

व्यावसायिक शिक्षा और प्रशिक्षण पर राष्ट्रीय विषयः शिक्षा का व्यावसायोन्मुख बनाना सलाहकार समिति का गठन ।

राष्ट्रीय शिक्षा नीति के अनुसरण में विविध शैक्षिक अवसर प्रदान करने के लिए +2 स्तर पर माध्यमिक शिक्षा को व्यावसायोन्मुख बनाने की केन्द्रीय प्रायोजित स्कीम 1988 में शुरू की गई जिसे 1992-93 में संशोधित किया गया ताकि रोजगार प्राप्त करने की वैयक्तिक क्षमता को बढ़ाया जा सके , कौशल प्राप्त जनशक्ति की मांग और पूर्ति के बीच असंतुलन को कम किया जा सके और उच्चतर शिक्षा प्राप्त करने वाले व्यक्तियों को वैकल्पिक अवसर प्रदान किए जा सके। इस स्कीम का वर्ष 1993 , 1995 , 1996 में विभिन्न एजेंसियों द्वारा तथा वर्ष 1998 में राष्ट्रीय शैक्षिक अनुसंधान एवं प्रशिक्षण परिषद द्वारा समीक्षा/मूल्यांकन किया गया । विभिन्न समीक्षा समूहों/समितियों की सिफारिशों के आधार पर माध्यमिक शिक्षा को व्यावसायोन्मुख बनाने की स्कीम संशोधित की जा रही है । ताकि इस स्कीम को माड्यूल स्वरूप की तथा क्षमता अधिरित पैदायों जा सर्क प्रस्तावित स्कीम बहुविधा- प्रवेश तथा बहुविधा निर्गम स्वरूप की होगी और छात्रों को उसी व्यवसाय में क्षमताओं के उच्चतर स्तरों को स्वेच्छानुसार प्राप्त करने अवसर प्राप्त होगा से रकखीम के उद्योगों और अन्य नियोक्ताओं के साथ गहन गम्पर्क होगा सकि इसे पूर्णतः मांग आधारित बनाया सके। इस प्रस्तावित स्कीम में आसपास के संद्योग उग्रम संसाधन केन्द्र में व्यावहारिक प्रशिक्षण आयोजित करने का प्रावधान है ।

2. व्यावसायोन्मुख शिक्षा के लिए संयुक्त परिषद् अठित करने के दिनांक 20.4.90 की अधिसूचना सं ० एफ.7-3/88 वीई. के अधिक्रमण में समग्र नीति दिशा- निर्देश प्रदान करने और व्यावसायोन्मुख शिक्षा और प्रशिक्षण स्कीम के उपयुक्त कार्यान्वयन , योजना और समन्वय को सुनिश्चित करने के लिए व्यावसायोन्मुख शिक्षा और प्रशिक्षण पर एक राष्ट्रीय सलाहकार समिति गठित करने का निर्णय लिया गया है । इसके कार्य निम्नानुसार होंगे:-

(11) समन्वय । विभिन्न संगठनों/मंत्रालयों द्वारा आयोजित व्यावसायोन्मुख कार्यक्रमों की योजना और (1/1 ) सभी स्तरों पर व्यावसायोन्मुख कार्यक्रमों का विकास करने के लिए दिशा-निर्देश निर्धारित करना ।

(1/11 ) व्यावसायीन्मुख शिक्षा में सरकारी /निजी क्षेत्र के उद्योग की सहभागिता के लिए कार्यक्रम तैयार करना ।

(1/11 ) 'कार्मिकों के लिए व्यावसायोन्मुख शिक्षा के कार्यक्रम शुरू करने और गैर औपचारिक कार्यक्रमों के माध्यम से व्यावसायोन्मुख शिक्षा प्रदान करने के लिए स्कीमें तैथियार करूंगा ।

( ix) व्यावसायोन्मुख शिक्षा और प्रशिक्षण स्कीम के कार्यान्वयन की समय- समय पर समीक्षा

विषयः राष्ट्रीय सक्षमता परीक्षण एजेंसी का गठन

व्यावसायिक शिक्षा की केन्द्रीय प्रायोजित योजना 1988 से चल रही है । विभिन्न समीक्षा ग्रुपों/समितियों की सिफारिशों पर योजना के स्वरूप को मोड्यूलर तथा सक्षमता आधारित बनाने के लिए इसे संशोधित किया जा रहा है । व्यावसायिक शिक्षा एवं प्रशिक्षण की संशोधित योजना एक. पृथक विषय होगा जिसका आशय कार्यक्रम के विभिन्न क्षेत्रों को शामिल करते हुए निर्धारित व्यवसाय हेतु छात्रों को तैयार करना है । पाठ्यचर्या डिजायन बहु- प्रवेश और बहु- निर्गम पैटर्न पर आधारित होगा । पाठ्यर्चा इस प्रकार की होनी चाहिए कि सिद्धान्त और व्यावहारिक प्रशिक्षण की सहकिया 1 : 2 के अनुपात में हो । औद्योगिक प्रशिक्षण पर्यवेक्षक की उपस्थिति में क्लास रूम प्रशिक्षण का विस्तार होगा । सक्षमताओं का सतत मूल्यांकन होगा ।

2. वी.ई.टी. की संशोधित योजना में मानदंड तथा प्रणालियाँ विकसित करने के लिए केन्द्र सरकार द्वारा राष्ट्रीय सक्षमता परीक्षण एजेंसी स्थापित करने की परिकल्पना की गई है ताकि योजना से संबद्ध कौशलों , सक्षमताओं का मूल्यांकन, मूल्यांकन केन्द्रों तथा मूल्यांकनकर्ताओं की मान्यता, दक्षता केन्द्र तथा अन्य पहलुओं के स्तरों को निर्धारित किया जा सके । राज्य स्तर पर उपयुक्त संस्थाओं का पता लगाया जाएगा और मूल्यांकन केन्द्रों (आई टी आई , पालिटेक्निक , इंजीनियरी कालेज , राज्य व्यावसायिक शिक्षा बोर्ड आदि) के रूप में राष्ट्रीय सक्षमता परीक्षण एजेंसी द्वारा पदनामित किया जाएगा । वे शुल्क के आधार व्यक्तियों का सक्षमता परीक्षण करेंगे । मूल्यांकन केन्द्र केवल परीक्षण कार्य करेंगे । केडिट/ प्रमाण पत्र राष्ट्रीय सक्षमता परीक्षण एजेंसी द्वारा प्रदान किया जाएगा । राष्ट्रीय सक्षमता परीक्षण एजेंसी एक पद्धति तैयार करेगी जिसके द्वारा उनके द्वारा दिए गए प्रमाण पत्र के कतिपय स्तर परम्परागत प्रणाली की डिग्रियों के बराबर समझे गए हैं । केडिट प्रणाली विकसित की जाएगी और पाठ्यक्रमों /कार्यक्रमों की समानता का विशेषज्ञ समिति समितियों द्वारा पालन किया जाएगा । राष्ट्रीय सक्षमता परीक्षण एजेंसी व्यावसायिक शिक्षा विषयों में क्षैतिज गतिशीलता को भी सुनिश्चित करेगी : राष्ट्रीय सक्षमता परीक्षण एजेंसी की स्थापना अखिल भारतीय तकनीकी शिक्षा परिषद में पहले से विद्यमान अखिल भारतीय व्यावसायिक शिक्षा बोर्ड की देख रेख में की जाएगी और उसके पास 286

4. विस्तृत विचार-विमर्श करने के पश्चात यह समिति राष्ट्रीय सक्षमता परीक्षण एजेंसी स्थापित करने हेतु दिशा-निर्देश तैयार करके अपनी रिपोर्ट प्रस्तुत करेगी । राष्ट्रीय सक्षमता परीक्षण एजेंसी कार्य निर्वहन प्रक्रिया स्वयं तय करेगी और जितनी बार यह तश्यक समझे बैठक करेगी। इस समिति का कार्यकाल राष्ट्रीय सक्षमता परीक्षण एजेंसी स्थापित करने के निमित्त दिशा-निर्देश तैयार करते ही पूरा हो जाएगा ।

विषयः शिक्षा को व्यावसायोन्मुख बनाना राष्ट्रीय व्यावसायिक शिक्षा अर्हता तथा प्रमाणन समिति का गठन

राष्ट्रीय शिक्षा नीति के अनुसरण में 1988 में 10+ 2 स्तर पर माध्यमिक शिक्षा को व्यावसायोन्मुख बनाने संबंधी एक केन्द्रीय प्रायोजित स्कीम प्रारंभ की गई थी जिसे 1992-93 में संशोधित किया गया था जिसका उ‌द्देश्य विविध शैक्षिक अवसर प्रदान करना है ताकि स्वरोजगार में बढ़ोत्तरी हो सके , कुशल जनशक्ति की मांग तथा आपूर्ति के बीच व्याप्त अंतराल को कम करना और साथ ही उच्चतर शिक्षा प्राप्त करनेवालों के लिए वैकल्पिक अवसर भी प्रदान करना है । विभिन्न पुनरीक्षा दलों/ समितियों की अनुशंसाओं के आधार पर इस स्कीम को संशोधित किया जा रहा है ताकि इसे और अधिक प्रासंगिक तथा रोजगारोन्मुखी बनाया जा सके । ये पाठ्यक्रम मॉड्यूलर स्वरूपवाले तथा सक्षमता आधारित होंगे । इस पाठ्यचर्या का स्वरूप ऐसा होगा जिसमें बहुविधा प्रवेश एवं बहुविधा- निर्गम की स्वतंत्रता होगी । विद्यार्थियों को एक ही व्यवसाय में उच्चतर सक्षमता स्तर पर सीधे प्रवेश पाने का अवसर प्राप्त होगा। नियोज्यता के अवसर में सुधार हेतु विद्यार्थियों को बहु- कौशल वाले क्षेत्रों में अवसर दिए जाएंगे । विद्यार्थियों को व्यावसायिक विधाओं से शैक्षिक विधाओं तथा शैक्षिक विधाओं से व्यावसायिक विधाओं में प्रवेश लेने के अवसर दिए जाएंगे ।

2. उपर्युक्त स्कीम को लागू करने हेतु राष्ट्र स्तरीय पेशेवर अनुकूल सक्षमता के आधार पर अर्हता अभिनिर्धारण हेतु एक ढांचा तैयार करने की आवश्यकता है । इस प्रणाली में ऐसी आंवश्यक जानकारी, समझबूझ तथा कौशलों का उल्लेख होगा जो संपूर्ण सक्षमता हासिल करने हेतु किसी व्यक्ति में होना चाहिए । राष्ट्रीय व्यावसायिक शिक्षा अर्हता ढांचे में शैक्षिक तथा तकनीकी/व्यावसायिक प्रशिक्षण के क्षेत्र में सभी अर्हताओं हेतु एक ऐसे कार्यढांचे की व्यवस्था है जो व्यापक, राष्ट्रस्तरीय सुसंगततायुक्त होने के बावजूद एक लचीला कार्यढांचा है। इस तथ्य को स्वीकार करते हुए कि विद्यालय क्षेत्र, व्यावसायिक शिक्षा तथा प्रशिक्षण क्षेत्र और उच्चतर शिक्षा क्षेत्र , इनमें से प्रत्येक के अपने-अपने विभिन्न औद्योगिक तथा संस्थागत संपर्क हैं , यह अर्हता ढांचा इन विभिन्न क्षेत्रों को एक ही कार्यढांचे के साथ जोड़ता है जिसमें शिक्षण परिणामों , अर्हता, मूल्यांकन एवं प्रत्यायन संबंधी तरीकों का उल्लेख करते हुए अध्ययन स्तरों , अर्हता विषयों तथा दिशा- निर्देशों को शामिल किया गया है । " राष्ट्रीय व्यावसायिक शिक्षा अर्हता भाग -खण्ड 1 ]

New Delhi , the 25 February, 2004 No.19 - Pres/2004 In pursuance of the Statute " Seventhly" of the Statutes notified vide President's Secretariat Notification No.5 -Pres/73 dated 17 January , 1973 and further armended vide Notification No.89 -Pres/98 dated 10 July, 1998 and No.107 -Pres/2000 dated 28 August, 2000 relating to the award of the Parakram Padak, the following Rules are notified : -

1. The Government of India shall from time to time specify the areas in which Counter Insurgency Operation or Internal Security Operations are being undertaken which shall qualify a police person for the award of this medal.

2. All Heads of Police Departments i.e. Director Generals of Police in the States /Union Territories and Heads /Director Generals/Director of Central Police Organisations are delegated powers to award Parakram Padaks to their eligible police personnel in accordance with provisions of Statutes , Rules and instructions issued from time to time .

3. A police personnel who dies in the course of service and has participated in the Counter- Insurgency Operation or in the Internal Security Operation in the specified area shall be eligible for award of the Parakram Padak.

4. A Gallantry Medal awardee if in the course of duties in the specified areas is wounded , he/she shall be eligible for the Parakram Padak .

5. A register containing names of police personnel who are awarded Parakram Padak shall be kept by such person (s ) as the President may direct .

FUNCTIONS

The functions of the Hindi Salahakar Samiti is to advise the Ministry with regard to the implementation of the provisions relating to official language contained in the constitution ,official language act and rules , and policy decisions of the kendriya Hindi Samiti and instructions issued by the Ministry of Home Affairs /Deptt. Of official language relatingto official language and also in regard to progressive use of Hindi . In caseHindi Salahakar Samiti suggests any change in the official language Policy or any instructions issued regarding official language , the same should be referred to department of official language and should not be implemented without obtaining the concurrence of the Department of official language.

TENURE

The term of the committee shall be three years from the date of its formation , provided.

1. A Member of Parliament nominated to the committee shall cease to be a member of the committee as soon as he ceases to be member of Parliament .

Members appointed against mid -term vacancies shall be the member for the remaining period only. 2.

GENERAL

1. TheHeadquarter of the Committee shall be at New Delhi but it may hold its meetings at any other station also .

2. The Non -Official members taking part in the meeting of the Committee will be paid traveling and daily allowances at the rates prescribed from time to time by the Government of India keeping in view the instructions contained in O. M. No. II/20034/4/86 - OL (A- 2) dated 22nd January, 1987 of the Department of Official Language.

SUBJECT: Constitution of National Competency Testing Agency (NCTA) .

No. F. 5-2/ 2003 - TS - VIII

A Centrally sponsored scheme of Vocationalisation of education is in operation since 1988. On the recommendation of various review groups/ committees the scheme is being revised to make it modular in nature and competency based . The revised scheme of Vocational Education and Training shall be a distinct stream intended to prepare students for identified occupation spanning several areas of activities . The curriculum design shall be on multi -entry and multi - exit pattern . The curriculum shall be such that there shall be synergy of theory and practical training in the ratio of 1 : 2 . The industrial training will be an extension of the classroom training in the presence of supervisor . There shall be continuous evaluation of competencies .

2. The revised scheme of VET envisages setting up of a National Competency Testing Agency (NCTA) by the Central Government to evolve criteria and methodologies for determining the levels of skill profiles , assessment of competencies , accreditation of assessment centers and assessors , quality center and other aspects related to the scheme . At the state level , suitable institutions shallbe identified and designated by NCTA as Assessment Centers ( ITIs, Polytechnics , Engineering Colleges , State Boards of Vocational Educatiori etc. ) . They shall undertake competency testing of individuals on fee basis . The Assessment Centres shall onlydo the testing . The credit/ certificate shall be awarded by NCTA. NCTA should work out a method by which a certain level of certification given by them is equated with the degrees of the conventional system .. The credit system shall be developed and equivalence of the courses/ programmes shallbe carried out by expert committee( s) . NCTA shall also ensure vertical mobility within the VE Stream . The student shall have opportunity for vertical mobility to advanced levels of competencies in the same vocation . Opportunities for multi - skills shall be available to the students to improve employability . The student shall also have opportunity for lateral mobility to change from vocational stream to academic stream and vice- versa .

2. In order to implement the above mentioned scheme , a framework is required to be developed for identification of qualifications based on occupational standard of competence at national level . The system shall describe the essential knowledge, understanding and skills a person should achieve to be fully competent . Recognizing the fact that schools sector , vocational education and training sector , and higher education sector , each have different industry and institutional linkages, the Qualification Framework connects these different sectors into single framework incorporating levels of study, titles of qualifications and guidelines covering learning outcomes , pathways to the qualification , assessment and accreditation . For the development of the system known as "National Vocational Education Qualifications and Certification Framework" ( NVEQCF ) , a committee of experts and officials has been constituted. This scheme was reviewed/ evaluated by various agencies in the year 1993 , 1995, 1996 and by NCERT in 1998. Based on the recommendation of the various review groups/ committees , the existing scheme of vocationalisation of secondary education is being revised to make it modular in nature and competency based . The proposed scheme shall be on multi - entry and multi - exit pattern and student shall have opportunity to vertical mobility to advanced levels of competencies in the same vocation . This scheme shall have intensive interaction with industries and other employers so as to make it total demand driven . There is a provision in the proposed scheme to have practical training conducted in the nearby industry/enterprise / resource center .

2. In supersession of the Notification No. F. 7-3 / 88 - VE dated 20.4.90 constituting the Joint Council for Vocational Education , it hasbeen decided to constitute a National Advisory Committee on Vocational Education & Training (NACVET) to provide overall policy guidelines and to ensure proper PART I-SEC . 1 ]

implementation , planning and co -ordination of the scheme of Vocational Education & Training (VET) . Its functions shall be as follows : -

(i) Formulation of National Vocational Education Qualifications and Certifications Framework ( NVEQCF ) based on the recommendations of National Committee for Vocational Education Qualifications and Certifications Framework ( NCVEQCF ) .

(ii) Formulation of guidelines for selection of institutions for vocational education .

(iii) Formulation of curriculum for recognized vocational Trades and approval of guidelines for recognition of prior learning for identified trades.

( iv) To approve modalities for setting up of National Competency Testing Agency (NCTAА)

(vi ) Planning and coordination of vocational Programmes conducted by different organizations/Ministries ;

(vii ) Lay down guidelines for development of vocational programmes at all levels;

(viii ) Evolve programmes for involvement of public/ private sector industry in vocational education ;

(ix) Prepare schemes for undertaking programmes of vocational education for workers and imparting vocational education through non - formal programmes;

(x) Periodical review of implementation of the scheme Vocational Education & Training (VET) .
