का. नि. आ. 54.- रक्षा संकर्म अधिनियम , 1903 ( 1903 की 7) की धारा 3 द्वारा प्रदत्त शक्तियों का इस्तेमाल करते हुए, केंद्र सरकार एतद्वारा घोषणा करती है कि नीचे दी गई अनुसूची में उल्लिखित भूमि के राजस्थान राज्य में जिला जोधपुर में गांव जाजिवाल कलां , जाजिवाल भण्डारिया, जाजिवाल धांडला , जाजिवाल खिचिया, जाजिवाल ककराला, बिश्नोई धानी और जाजिवाल में 19 फील्ड गोलाबारूद डिपो, द्वारा 56 एपीओ , जोधपुर के निकट अवस्थित होने के कारण उस भूमि को अधिसूचना जारी होने की तारीख से भवनों के निर्माण अंथवा स्थापना तथा अन्य अवरोधोंसे मुक्त रखने के उद्देश्य से उस भूमि के उपयोग तथा अधिभोग पर उपर्युक्त अधिनियम की धारा 7 के खंड (ग ) में निर्दिष्ट प्रतिबंध लगाया जाना आवश्यक है :-

का. नि.आ. 55.-छावनी अधिनियम, 1924 ( 1924 का 2) की धारा 13 की उपधारा (7 ) के अनुसरण में केन्द्रीय सरकार एतद्वारा अधिसूचित करती है कि जनरल आफिसर कमांडिंग- इन-चीफ, मध्य कमान्द्वारा मेजरबिनोद कुमार का त्यागपत्र स्वीकार कर लिए जाने के कारण छावनी बोर्ड, पचमढ़ी में सदस्य का एक पद रिक्त हो गया है । 2. उपर्युक्त भूमि के स्थूल रेखाचित्र की जांच उपायुक्त, जोधपुर के कार्यालय में की जा सकती है ।

In exercise of the powers conferred by Section 3 of the Works of Defence Act, 1903 ( 7 of 1903 ), the Central Government hereby declares that it is necessary to impose restrictions specified in clause ( c) of Section 7 of this said Act, upon the use and enjoy- ment of the land situated in the district of Jodhpur in the State of Rajasthan , described in the Schedule given below, being land lying in the vicinity of 19 Field Am- munition Depot (FAD) , C/ o-56 APO, Jodhpur , at vil- lages Jajiwal Kalan , Jajiwal Bhandaria, Jajiwal Dhandla , Jajiwal Khichiya , Jajiwal Kakrala, Bishnoi Dhani and Jajiwal in the State of Rajasthan in order that the said land may be kept free from construction or erection of further buildings and other obstructions in future from the date of issue of notification , namely :----

का.नि.आ. 57.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और तकनीकी विकास और उत्पादन निदेशालय ( वायु ) संगठन समूह ' ग ' तकनीकी, वैज्ञानिक और अन्य अननुसचिवीय पद भर्ती नियम, 1972 जहां तक उनका संबंध ज्येष्ठ वैज्ञानिक सहायक, कनिष्ठ वैज्ञानिक सहायक श्रेणी- I और कनिष्ठ वैज्ञानिक सहायक श्रेणी-II के पदों से है, को उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अतिक्रमण से पूर्वकिया गया है या करने से लोप किया गया है, रक्षा मंत्रालय के अधीन रक्षा उत्पादन विभाग, में वैमानिक गुणवत्ता आश्वासन महानिदेशालय में कतिपय समूह 'ख' और समूह ' ग ' ( वैज्ञानिक) पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ.-( 1 ) इन नियमों का संक्षिप्त नाम वैमानिक गुणवत्ता आश्वासन महानिदेशालय, रक्षा उतपादन समूह ' ख ' और ' ग' अराजपत्रित ( वैज्ञानिक ) पद भर्ती नियम, 2004 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या, वर्गीकरण और वेतनमान. उक्त पदों की संख्या, उनका वर्गीकरण और उनका वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि.- उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तम्भ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।
4. निरर्हता . वह व्यक्ति,-
(क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति . जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति.-इन नियमों की कोई बात , ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

8. सीधे भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक और अन्य अर्हताएं :
(i ) विज्ञान में मास्टर डिग्री या किसी मान्यताप्राप्त विश्वविद्यालय से इंजीनियरी में डिग्री या समतुल्य ।
(ii ) निम्नलिखित किसी क्षेत्र में एक वर्ष का अनुभव:-
वायुयान/वायव इंजन/वायुयान उपसाधन/विमानन इलेक्ट्रोनिक्स/विद्युत उपस्कर और उपकरण/वायु आयुध भंडार/भू- सहायक उपस्कर/ वायुयान कर्मीदल के लिए जीवन रक्षा सहायक उडान परिधान/ विमानन ईंधन और स्नेहक/वायुयान संयुक्त संरचना ।
या
( i) विज्ञान में स्नातक डिग्री या किसी मान्यताप्राप्त विश्वविद्यालय/संस्थान से इंजीनियरी में डिप्लोमा या समतुल्य ।
(ii ) निम्नलिखित किसी क्षेत्र में चार वर्ष का अनुभव:-
वायुयान/वायव इंजन/वायुयान उपसाधन/विमानन इलेक्ट्रोनिक्स/विद्युत उपस्कर और उपकरण/वायु आयुध भंडार/भू- सहायक उपस्कर/ वायुयान कर्मीदल के लिए जीवन रक्षा सहायक उडान परिधान/ विमानन ईंधन और स्नेहक/ वायुयान संपूर्ण संरचना ।
टिप्पण 1.- अर्हताएं अन्यथा सुअर्हित अभ्यर्थियों की दशा में संघ लोक सेवा आयोग के विवेकानुसार शिथिल की जा सकती है ।
टिप्पण 2.- अनुभव संबंधी अर्हता ( अर्हताएं ) संघ लोक सेवा आयोग के विवेकानुसार अनुसूचित जातियों/ अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्धहोने की सम्भावना नहीं है ।

9. सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित आयु और शैक्षिक अर्हताएं, प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं

सीधे भर्ती किए जाने वाले व्यक्तियों के लिए दो वर्ष
: 90% सीधी भर्ती द्वारा और 10% प्रोन्नति द्वारा जिसके न हो सकने पर सीधी भर्ती द्वारा ।
11. भर्ती की पद्धति भर्ती सीधे होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति द्वारा या आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता
: प्रोन्नति: 5500-175-9000 के वेतनमान में ऐसा कनिष्ठ वैज्ञानिक सहायक श्रेणी-1 जिसने उस श्रेणी में तीन वर्ष की सेवा की हो ।
12. प्रोन्नति/प्रतिनियुक्ति/आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति/प्रतिनियुक्ति/आमेलन किया जायेगा
टिप्पण: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/ पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवाके आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित उनकी उच्चतर श्रेणी में प्रोन्नतिके लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है ।

the following rules regulating the method of recruitment to certain Group 'B ' and ' C ' (Scientific ) posts in the Directorate General of Aeronautical Quality Assurance in the Department of Defence Production , under Ministry of Defence , namely :-
1. Short title and commencement . ( 1 ) These rules may be called Directorate General of Aeronautical Quality Assurance , Department of Defence Production , Group ' B ' and ' C ' Non-Gazetted (Scientific ) posts Recruit- mentRules , 2004.
(2) They shall come into force on date oftheir publication in the Official Gazette.
2. Number ofposts , classification and scale of pay.-The number of said posts , their classification and scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .
3.Method of recruitment, age limit , qualifications etc. The method of recruitment , age limit, qualifications and other matters' relating to the said posts shall be as specified in columns 5 to 14 of the Schedule aforesaid.
4.Disqualification.-No person,
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who , having a spouse living , has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.-Where the Central Government is of opinion that it is necessary or expedient so to do , itmay , by order and for reasons to be recorded in writing, under consultation with UPSC for Group B post, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes, Ex- servicemen and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard.

का.निआ. 58.- केन्द्रीय सरकार नौसेना अधिनियम, 1957 ( 1957 का 62 ) की धारा 184 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, नौसेना समारोह , सेवा की शर्तें और प्रकीर्ण विनियम , 1963 का और संशोधन करने के लिए निम्नलिखित विनियम बनाती हैं, अर्थात्:-
1. (1 ) इन विनियमों का संक्षिप्त नाम नौसेना समारोह, सेवा की शर्तें और प्रकीर्ण ( संशोधन ) विनियम , 2004 है ।
(2) ये 25 अप्रैल, 2004 को प्रवृत्त होंगे ।
2. नौसेना समारोह , सेवा की शर्तें और प्रकीर्ण विनियम, 1963 में,--
(1) विनियम 52के स्थान पर निम्नलिखित विनियम रखा जाएगा, अर्थात्:-

"52. फ्लैग आफिसर- फ्लैग आफिसर निम्नलिखित झंडे लगाएंगे:-
(1 ) एडमिरल ऑफ दी फ्लीट-किसी एडमिरल आफ दी फ्लीट द्वारा अपने समुचित ध्वज के रूप में मुख्यतः राष्ट्रीय ध्वज फहराया जाएगा ।
(2) एडमिरल- एक श्वेत ध्वज क्षैतिज लाल पट्टी और उर्ध्वाधर लाल पट्टी सहित, जो झंडे के मध्य में एक दूसरे को काटती है, कटान पर एक नेवी ब्लूधर्म चक्र अध्यारोपित होगा ।
(3 ) वाइस एडमिरल- एक श्वेत ध्वज क्षैतिज लाल पट्टी और उर्ध्वाधर लाल पट्टी सहित , जो झंडे के मध्य में एक दूसरे को काटती है, कटान पर एक नेवी ब्लू धर्म चक्र अध्यारोपित होगा , दंड से समीप ऊपरी भाग में लाल रंग का गोला होगा । (4) रियर एडमिरल-एक श्वेत ध्वज क्षैतिज लाल पट्टी और उर्ध्वाधर लाल पट्टी सहित , जो झंडे के मध्य में एक दूसरे को काटती है, कटान पर एक नेवी ब्लू धर्म चक्र अध्यारोपित होगा, ध्वज के दंड से समीप ऊपरी भाग में एक लाल रंग का गोला और नीचेके भाग में भी एक लाल रंग का गोला होगा ।
लाल गोले का अर्धव्यास दंड के अगले भाग में सफेद उर्ध्वाधर गहराई का आधा होगा और गोला मध्य भाग में होगा । ";
(2) विनियम 54 के स्थान पर निम्नलिखित विनियम रखा जाएगा, अर्थात्:
"54. कमोडोर- एक श्वेत चौड़ी पताका जिसमें क्षैतिज लाल पट्टी और उर्ध्वाधर पट्टी ओ पताका के मध्य में काटती है, ध्वज दंड से परे ऊपरी भाग में एक लाल रंग के गोले सहित कटान पर नेवी ब्लू धर्म चक्र अध्यारोपित होगा ।
लाल गोले का अर्धव्यास दंड के अगले भाग में सफेद उर्ध्वाधर गहराई का आधा होगा और गोला मध्य भाग में होगा। " ;
(3) विनियम 55 के उप विनियम ( 3 ) के स्थान पर निम्नलिखित विनियम रखा जाएगा , अर्थात्:-
" (3) स्वतंत्र रूप से अवस्थित प्रतिष्ठानों के कमान आफिसर के रूप में कैप्टन रैंक के आफिसर उनकी कमान के अधीन आने वाले क्षेत्रोंया ठीक साथ लगे क्षेत्रों के भीतर ज्येष्ठ आफिसर पताका कार झंडे के रूप में लगा सकेंगे । यह ज्येष्ठ आफिसर पताका सफेद तिकोनी पताका होगी जिसके साथ एक क्षैतिज लाल पट्टी और उर्ध्वाधर लाल पट्टी होगी जो पताका के केन्द्र में काटती हो, कटान पर एक नेवी ब्लू धर्म चक्र अध्यारोपित होगा। नौसेना अध्यक्ष ऐसे कार झंडे लगाने के लिए प्राधिकृत प्राधिकारियों के संबंध में आवश्यक अनुदेश जारी कर सकेगा। ";
(4) विनियम 56 के स्थान पर निम्नलिखित विनियम रखा जाएगा, अर्थात्:-
"56. कान्वाँय कमोडोर ध्वज-वैसी श्वेत चौड़ी पताका लगाएगा जिसमें पताका के केन्द्र में क्षैतिज लाल पट्टी और उर्ध्वाधर लाल पट्टी पताका के केन्द्र में एक दूसरे को काटती है और नेवी ब्लूधर्म चक्र अध्यारोपित होगा जिसके साथ ध्वज दंड से लगे ऊपरी भाग में एक लाल गोला होगा , जैसा कि विनियम 54 में उसके ध्वज के रूप में वर्णित हैं ।"
(5.) विनियम 66 के उप विनियम ( 1 ) के खंड (क) के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्: -
" (क) सफेद पोत ध्वज-एक सफेद रंग का पोत ध्वज जिसमें पोत ध्वज के केन्द्र में एक दूसरे को काटती हुई एक क्षैतिज लाल पट्टी और उर्ध्वाधर लाल पट्टी होगी ; कटान पर सुनहरी पीला राज्य प्रतीक और ध्वज दंड से अगले ऊपरी भाग में राष्ट्रीय ध्वज अध्यारोपित होगा । श्वेत पोत ध्वज विनियम 70 में विहित रीति में प्रदर्शित किया जाएगा ।";
(6) विनियम 67 के उप नियम ( 1 ) के स्थान पर निम्नलिखित उप विनियम रखा जाएगा, अर्थात्:-
" 67. मस्तूल शिखर पताका( 1 ) कमीशन में सभी भारतीय नौसेना पोत जब वे किसी कार्यपालक अधिकारी के कमान मेंहो और जब उनके ऊपर कोई ध्वज या कोई चौड़ी पताका न लगी हो तो मस्तूल से लगे हुए भाग में काटती हुई क्षैतिज लाल पट्टी और उर्ध्वाधर लाल पट्टी तथा कटान पर एक नेवी ब्लूधर्म चक्र के अध्यारोपण सहित पलाई की ओर सूंडाकर होती हुई पताका जैसी एक श्वेत रिबन मुख्य मस्तूल के शिखरं पर फहराया जाएगा । "

1. (1) These regulations may be called the Naval Ceremonial, Conditions of Service and Miscellaneous (Amend- ment) Regulations , 2004.

2. Inthe Naval Ceremonial, Conditions of Service and Miscellaneous Regulations , 1963-
(1 ) for regulations 52, the following regulation shall be substituted, namely:
"52. Flag Officers-The following flags shall be worn by Flag Officers :-
(1 ) Admiral of the Fleet. The National Flag shall be flown at the main by an Admiral of the Fleet as his proper flag.
(2) Admiral. A white flag with a horizontal red stripe and vertical red stripe intersecting at the center ofthe flag, aNavy Blue Dharma Chakra superimposed on the intersection.
(3) Vice Admiral . A white flag with a horizontal red stripe and vertical red stripe intersecting at the center ofthe flag, aNavyBlue Dharma Chakra superimposed on the intersection , with one red roundel in the upper cantonofthe flag next to the staff.
(4) Rear Admiral. A white flag with a horizontal red stripe and vertical red stripe intersecting at the center ofthe flag, aNavyBlue Dharma Chakra superimposed on the intersection, with one red roundel in the upper canton and one in the lower canton next to the staff.
The diameter of the red roundel shall be half the vertical depth of the white of the cantons next to the staff and the roundel shall be in the center of the canton. " ;
(2) forregulation 54 , the following regulation shall be substituted namely:-
"34. Commodore-A white Broad Pendant with a horizontal red stripe and vertical red stripe intersecting at the center of the pendant, a Navy Blue Dharma Chakra superimposed on the intersection with one red roundel in the upper canton next to the staff.
Thediameter ofthe red roundel shall be half the vertical depth of the white of the cantons next to the staff and the roundel shall be in the center of the canton." ;
(3) for sub -regulation (3 ) of regulation 55 , the following regulation shall be substituted, namely:---
"(3) Officers of the rank of Captain as Commanding Officer ofestablishments independently located shall fly the Senior Officers' pendant as their car flag within the areas or in the immediate vicinity of the areas under their command. This Senior Officer's Pendant will be a white triangular pendant with a horizontal red stripe and vertical red stripe intersecting at the center of the pendant, a Navy Blue Dharma Chakra superimposed on the intersection. The Chief of the Naval Staff may issue necessary instructions regarding authorities authorised to fly such car flag . " ;
(4) for regulation 56, the following regulation shall be substituted, namely:---
"56. Convoy Commodore's Flag-The convoy Commodore shall wear the same White Broad Pendant, with ahorizontal red stripe and vertical red stripe intersecting at the center of the pendant , a Navy Blue Dharma Chakra superimposed on the intersection , with one red roundel in the upper canton next to the staff, as described in Regulation 54 as his flag . "
(5) in sub regulation ( 1 ) of regulation 66, for clause ( a) the following shall be substituted, namely :-
"(2) White Ensign -An Ensign of white colour with a horizontal red stripe and vertical red stripe intersect- ing at the center of the Ensign , a golden yellow State Emblem superimposed on the intersection, and the National Flag in the upper canton next to the staff. The White Ensign shall be displayed in the manner prescribed in Regulation 70. " ;
(6) for sub - regulation ( 1 ) of regulation 67 , the following sub - regulation shall be substituted, namely :-
"67.Masthead Pendant ( 1 ) All Indian Naval Ships on commission, when commanded by an executive officer, andwhen not wearing a flag or a broad pendant, shall fly at the main masthead a white ribbon like pendant tapering towards the fly, with a horizontal red stripe and vertical red stripe intersecting in the part adjoining the mast, and with a Navy Blue Dharma Chakra superimposed on the intersection. "
