6. वरिष्ठ वैज्ञानिक, केन्द्रीय भूमि जल बोर्ड सदस्य-सचिव नई दिल्ली, दिनांक 22 अप्रैल 2004
2. इस समिति के विचारार्थ विश्य निम्नानुसार होंगे:-
संकल्प
1. भूजन संसाधन अकजन के क्षेत्र में किए गए वैज्ञानिक अध्ययनों की समीक्षा करना ।
2. जी ई सी-1997 की सिफारिश की वैधता को सभीक्षा करना और , यदि आवश्यक समझा जाए, तो भूजल संसाधन के आकलन के लिए वैकल्पिक विधि का सुझाव देना ।
3.. कठोर चट्टानी क्षेत्र में भूजल संसाधनों के आकलन संबंधी समिति द्वारा अभिज्ञात किए गए मुद्दों पर विचार करना और उनका समाधान करना अर्थात्:-
(i) कमान/ गैर कमान क्षेत्रों में मानसून के मौसम के दौरान पुनर्भरण की संगणना करना ।
( ii) म.नसून और गैर मानसून मौसम के दौरान सामान्य पुनर्भरण का आकलन करना ।
( iii) गैर मानसून मौसम के दौरान प्राकृतिक क्षति ।
(iv) भूजल विकास की अवस्था ।
(V) आंकड़ा आधार को सुदृढ़ करना ।
4. भूजल संसाधन आकलन के संबंध में अनुसंधान और विकास अध्ययन ।
5. उपरोक्त विषयों से संबंधित कोई और पहलू ।
3. यह समिति अपने कार्य क्षेत्र के तहत विभिन्न पहलुओं पर समिति की सहायता के लिए सदस्यों में से विभिन्न कार्यदलों का गठन कर संकती है ।
सं० 3/ 7/ 2001-जीडब्ल्यू०- II-देश के भूजल संसाधनों का आकलन " भूजल संसाधन आकलन समिति-1997" की सिफारिश के आधार पर किया जाता है । अपनाया गया सिद्धान्त हालांकि कछारी जैसे किसी लगभग समान जल वैज्ञानिक क्षेत्र में उपयुक्त रूप से वैध है लेकिन कठोर चट्टानी क्षेत्र में यह व्यापक रूप से लागू करने योग्य नहीं है जहां कि छोटे से क्षेत्र के भीतर ही जल भूवैज्ञानिक स्थितियों में काफी भिन्नता होती है और असमान संरचना विद्यमान होती है । देश का लगभग दो- तिहाई हिस्सा कठोर चट्टानी क्षेत्र है । जीईसी-1997 की सहायता के लिए कठोर चट्टानी क्षेत्र के बास्ते भूजल संसाधन आकलन के लिए अधिक उपयुक्त विधि प्राप्त करने के लिए सितम्बर , 2001 में "कठोर चट्टानी क्षेत्र में भूजल संसाधनों के आकलन" संबंधी एक समिति का गठन किया गया था । इस समिति ने अक्तूबर, 2003 में अपनी रिपोर्ट प्रस्तुत कर दी है । इस समिति ने आकलन इकाईयों के वर्गीकरण के मानदण्ड को युक्तिसंगत बनाया है और अनेक मुद्दों की पहचान की है जिनकी कठोर चट्टानी क्षेत्र में भूजल संसाधनों के विश्वसनीय आकलन के लिए समीक्षा और गहन अध्ययन की आवश्यकता है । इसके अतिरिक्त, भूजल संसाधन आकलन की विधि के परिष्करण के लिए गहन अनुसंधान और विकास सहायता की आवश्यकता है । बकाया मुद्दों के समाधान तथा अनुसंधान एवं विकास कार्य संबंधी कारबाई करने के लिए इस समिति ने एक स्थाई समिति के गठन की सिफारिश की हैं । समिति की सिफारिश के आधार पर निम्नलिखित संघटन के साथ " भूजल आकलन संबंधी अनुसंधान और विकास सलाहकार समिति " नामक एक स्थाई समिति के गठन का निर्णय लिया गया है:--

RESOLUTION
2. The terms of reference of the Committee will be as follows :-
1. To review the scientific studies done in the field of ground water resource assessment .
2. To review the validity of recommendation ofGEC- 1997 and, if found necessary , suggest alternate methodology for assessment of ground water resource .
3. To consider and resolve issues identified by the Committee for estimation of ground water resource in hard rock terrain viz . :--
(i) Computation of recharge during the monsoon season in command /non command areas . '
(ii) Estimation of normal recharge during the monsoon and non-monsoon season
:
(iii); Natural loss during the non-monsoon season..
(iv) The stage of ground water development .
(v) Strengthening of database.
4. R&D Studies with reference to ground water resources estimation.
5. Any other aspect relevant to the terms referred above .
3. The Committee may from different Working Groups from among the Members to assist the Committee on different aspects under R purview.
ORDER
No. 3 / 7/2001 -GW. II- The ground water resour- ces of the country is estimated on the basis of recommendation of " Ground Water Resources Estimation Committee - 1997 " , The principle adopted though reasonably valid in an approximately homogeneous hydrologic terrain like alluvium may notbe widely applicable for hard rock terrain where the hydrogeological conditions vary widely within small area and heterogeneous set- up prevail . Almost two thirds of the country is occupied by hard rock terrain . To get a more appropriate methodology for ground water resource estimation for hard rock terrain to supplement GEC - 1997 , a Committee for " Estimation of Ground Water Resources in Hard Rock Terrain " was constituted in September , 2001. The Committee has since submitted its report in October, 2003 . The Committee has rationalized the criteria of categori- sation of assessment units and identified several issuses , which require revision and in - depth study for reliable assessment of ground water resources in hard rock terrain . Moreover , refinement of the methodology of ground water resource estimate requires extensive Research and Development support . To solve the outstanding issues and pursue R & D work . the Committee recommended constitution of a Standing Committee . On the basis of recommendation of the Committee , it has been decided to constitute a Standing Committee named as ' R & D Advisory Committee on Ground Water Estimation' with the following compositon : -
