2. अब दिल्ली उच्च न्यायालय ने श्री जे. पी . एस . भंडारी द्वारा दायर की गई अवमानना याचिका संख्या 12/2003 में दिए गए दिनांक 19.3.2004 के अपने निर्णय आदेश के द्वारा दिनांक 4.10.1999 के निर्णय आदेश के अनुपालन का आदेश दिया है जिसमें कहा गया है कि उन्हें सैद्धांतिक पदोन्नतियों की अवधि के लिए पिछला बेतन दिया जाए । उन्हें सैद्धांतिक पदोन्नतियों की अवधि के लिए पिछले बकायों का भुगतान करने का निर्णय लिया गया है ।
