2. यह तदर्थ नियुक्ति पूर्णत । स्टॉध गैव उधाध के तौर पर की गई है और इससे ग्रेड में अभिश्चित रूप से कार्य करने अथवा नियमित नियुक्ति हेतु अचन सूची में शामिल करने हेतु अथवा अनुभाग अधिकारी को ग्रेड में बरिश्वत्ता हेतु बाबा करने का कोई अधिकार नहीं मिलेगा । यह तदर्थ नियुक्ति, वरिष्ठता कोय और/अथवा सीमित विभागीय प्रतियोगिता परीक्षा ( एलडीसीई ) के माध्यम से अनुभाग अधिकारी को ग्रेड में नियमित अभ्यर्थियों के उपलब्ध होने तक , जारी रहेगी । यदि श्री जैन नियमित नियुक्ति हेतु इन दोनों श्रेणियों में अर्हक नहीं होते हैं तो ऐसे नियमित अनुभाग अधिकारियों को उपलब्ध होने घर उन्हें सहायक ग्रेड में प्रत्यावर्तित कर दिया जाएगा ।

2. उपर्युक्त तवर्थ पदोन्नति केन्द्रीय सचिवालय सेवा के अनुभाग अधिकारी ग्रेड में वरिकता का दावा करने अथवा नियमित नियुक्ति के लिए चयन सूची में शामिल करने अथवा अनिश्चित काल तक ग्रेड में बने रहने का कोई अधिकार प्रदान नहीं करेगी ।

(क ) तदर्थ नियुक्तियां कामचलान व्यवस्था होने के कारण उन्हें देशा कोई अधिकार प्रदान नहीं करती है जिससे के अनिश्चितकाल तक ग्रेड में অস ছেने अथवा नियमित नियुक्ति के लिए चयन सूची में शामिल होने अथवा अनुभाग अधिकारी के प्रेड में मरीयता का दावा कर सकें । (अ ) तदर्थ व्यवस्था मीयता कोडा/सीमित विभागीय प्रतिभोगी परीक्षा/सीधी भर्ती के माध्यम से अनुभाग अधिकारी प्रेड में नियमित उम्मीदवार उपलब्ध होने तक जारी रहेगी । तदर्थ नियुक्ति व्यक्तियों द्वारा इन तीनों श्रेणियों में किसी श्रेणी में नियमित नियुक्ति के लिए अईता प्राप्त न होने पर, उन्हें ऐसे नियमित अधिकारियों के उपलब्ध होने पर सहायक ग्रेड में प्रत्यावर्तित कर दिया जाएगा ।

( ग ) अनुभाग अधिकारी के प्रेड में तदर्थ नियुक्त व्यक्ति उसी विभाग में अगले आदेशों तक कार्य करते रहेंगे । तथापि, उन्हें केन्द्रीय सचिवालय सेवा के संवर्ग पुनर्गकन के पारणामस्वरूप अनुभाग अधिकारी के प्रेड में संशोधित संख्या आवंटित करते समय अथवा प्रशासनिक अनिवार्यता होने पर अन्य सवगों/विभागों में स्थानान्तरित किया जा सकता है ।
