( पुरस्कार की प्रभावी तारीख : 3 जुलाई , 2002 ) 3 जुलाई , 2002 को फुलवामा जिला ( जम्मू एवं कश्मीर ) के चक इच्छागोज़ गांव के एक मकान में आतंकवादियों की मौजूदगी के बारे में विशिष्ट सूचना प्राप्त होने पर सीमा सुरक्षा बल की 10 बालियन की एक टुकड़ी ने उस मकान की घेराबंदी की । जब कांस्टेबल स्टेनली, एक अन्य कांस्टेबल के साथ आतंकवादियों के भाग निकलने का रास्ता रोकने के लिए महत्वपूर्ण स्थान पर मोर्चा संभाल रहे थे उस समय मकान के ऊपरी तल से एक आतंकवादी ने उन पर गोलियों की भारी बौछार कर दी । इन दोनों कांस्टेबलों में तत्काल जवाबी कार्रवाई शुरू की जिसके परिणामस्वरूप आतंकवादियों ने अपना स्थान बदल लिया और भूतल के एक कमरे में चले गए और वहां से गोलीबारी जारी रखी । दोनों और से गोलीबारी के दौरान , कांस्टेबल सी. स्टेमली वाएं पैर में गोली लगने से घायल हो गए । अडिग रहते हुए तथा अपने घाव की परवाह किए बिना, उन्होंने मकान के पीछे से उनके छुपकर भागने के मार्ग को रोके रखा और अपने साथी से मकान के पीछे की गली में प्रभावी गोलीबारी जारी रखने को कहा । इसी समय, कांस्टेबल स्टेमली ने मकान से कूद रहे एक आतंकवादी को देखा । व्यक्तिगत सुरक्षा और गोली के घाव की परवाह किए बिना उन्होंने अपना स्थान बदल लिया और सभी और गोलीबारी करते रहे । आतंकवादी को साफ देखने के लिए वे खुले में बाहर आए और आतंकवादी के छुपकर भागने के मार्ग को वास्तविक रूप से रोक दिया । तथापि , इस दौरान आतंकवादियों द्वारा चलाई गई एक गोली उनके पेट में लग गई । जानलेवा घाव के बावजूद, बड़े धैर्य और दृढ़ निश्चय के साथ कांस्टेबल स्टेनली ने आतंकवादी पर गोलियों की बौछार कर दी और उसकी मौके पर ही मार गिराया । इसके बाद कांस्टेबल स्टेनली गिर पड़े और जख्मों के कारण बीरगति को प्राप्त हो गए।

कांस्टेबल सी स्टेमली ने आतंकवादियों के समक्ष निर्भीक पहलशक्ति , अप्ताधरण साहस , अत्कृष्ट बहादुरी का परिचय देते हुए सर्वोच्च बलिदान दिया।

आईसी -51821 मेजर अजय कौठियाल, शौर्य चक्र 4 गढ़वाल राइफल

( पुरस्कार की प्रभावी तारीख : 13 मई , 2003 ) आतंकवादियों की गतिविधियों के बारे में निगरानी टुकड़ी द्वारा सूचना मिलने पर मेजर अजय कोठियाल ने एक दल के साथ तत्काल एक रणनीतिक योजना तैयार की और दूसरे मार्ग से एक प्रहारक चल का नेतृत्व करते हुए उस क्षेत्र का घेराव किया जिस क्षेत्र में आतंकवादी घुसे थे और चुपके से पूरी रात उनकी प्रतीक्षा करते रहे ।

13 मई , 2003 को 11.00 बजे जैसे ही आतंकवादी ढोकों से निकले इन्होंने उन पर तत्काल आक्रमण कर दिया । चार आतंकवादियों ने अबराकर उनकी और अंधाधुंध गोलियां बरसाते हुए भागने का प्रयास किया । मेजर अजय कौठियाल , व्यक्तिगत सुरक्षा की परबाह किये बिना और अदम्य साहस का परिचय देते हुए उनसे प्रभावकारी ढंग से भिड़ गये तथा उनके बच निकलने का रास्ता काट दिया । उन्होंने अचूक निशाना लगाकर चार आतंकवादियों को मार गिराया । इनके कुराल पोज़ना प्रबंध और ऑपरेशन के सफल निष्पादन से सात आतंकवादियों के पूरे दल का सफाया कर दिया गया ।

मेजर अजय कोठियाल , शौर्य चक्र ने आतंकवादियों से लड़ते समय सैन्य सूझबूझ, अदम्य साहस , कुशल योजना प्रबंध और उच्य कोटि की असाधारण वीरता का प्रदर्शन किया ।

6 डोगरा (मरणोपरांत)

( पुरस्कार की प्रभावी तारीख : 18 अगस्त, 2002 ) लेफ्टि. कर्नल कंवर जयदीप सिंह, नियंत्रण रेखा पर एक यूनिट की कमान संभाल रहे थे । इस यूनिट के पास विस्तृत और अति कठिन सेक्टर था जो दुश्मन की कार्रवाई तथा आतंकवादी घुसपैठ के लिए संवेदनशील है । उन्होंने अपनी बटालियन को दुश्मन के ऊपर पूर्ण आधिपत्य स्थापित करने तथा उन्हें बड़ी संख्या में हताहत करने के लिए प्रेरित किया और उसका नेतृत्व किया ।

18 अगस्त , 2002 को 1530 बजे लेफ्टि. कर्नल कंवर जयदीप सिंह के टोही गश्त दल का सामना अचानक घुसपैठिए आतंकवादियों से हुआ जिसमें उनका एक सैनिक घायल हो गया । उन्होंने अपनी सुरक्षा की परवाह किए बिना तत्काल आतंकवादियों का मुकाबला किया और घायल सैनिक को सुरक्षित स्थान पर पहुंचाया । आतंकवादी भाग न जाएं इसके लिए उनका पीछा करने और सफाया करने के लिए उन्होंने गश्त को पुनः व्यवस्थित किया । आतंकवादियों का पीछा करते समय छुपे आतंकवादियों के दूसरे समूह ने गश्त- दल पर गोलीबारी शुरू कर दी । उन्होंने साहसपूर्वक अपने सैनिकों का नेतृत्व किया जिससे आतंकवादी हताहत हुए और भागने के लिए मजबूर हो गए । इस भयंकर गोलीबारी के दौरान उनके गर्दन में गोली लग गई और अपने जवानों को आगे बढ़ने की प्रेरणा देते हुए वे अपने घाव के कारण बीरगति को प्राप्त हो गए ।

लेफ्टि. कर्नल कंवर जयदीप सिंह, शौर्य चक्र, सेना मेडल ने अपने दल का आगे रहकर नेतृत्व किया और आतंकवादियों से लड़ते हुए अपने जीवन का बलिदान देकर एक उदाहरण प्रस्तुत किया ।

(मरणोपरांत)

( पुरस्कार की प्रभावी तारीख 04 जनवरी, 2003 ) ऑपरेटर एक्सकैवेटिंग मशीनरी मोहन सिंह को नागालैंड राज्य के मोन जिल को जोड़ने वाली एक अति महत्वपूर्ण सड़क अबोई- तोहोक की फार्मेशन कटिंग के लिए डिटैचमेंट अबोई में डोजर ऑपरेटर के रूप में तैनात किया गया था ।

04 जनवरी , 2003 को सुबह 1100 बजे जब फार्मेशन कटिंग का कार्य प्रगति पर था तभी अचानक ऑपरेटर एक्सकैबेटिंग मशीनरी , मोहन सिंह ने पहाड़ी से गिरता हुआ जमीन का बहुत बड़ा खांड देखा । किंतु वे भागे नहीं और संभावित नुकसान से अपने डोजर को बचाने के लिए उन्होंने डोजर को भू- स्जलन से दूर हटाने का प्रयास किया तथा इस प्रक्रिया में भू- स्खलन के साथ आए एक शिला खण्ड से उनकी गर्दन में चोट लग गई । शिला खण्डों के गिरने से लगी चोट के कारण उन्हें उसी दिन मृत घोषित कर दिया गया । ऑपरेटर एक्सकैवेटिंग मशीनरी , मोहन सिंह के असाधारण साहस और कर्तव्यपरायणता के कारण डोजर बच गयां ।

इस प्रकार , ऑपरेटर एक्सकैवेटिंग मशीनरी मोहन सिंह ने अपने कर्तव्यों का निर्वाह करने में असाधारण कर्त्तव्यपरायणता, अदम्य साहस का प्रदर्शन किया और सर्वोच्च बलिदान दिया ।

जीएस -160559 डब्ल्यु ऑपरेटर एक्सकैबेटिंग मशीनरी सी चंद्र शेखर

(मरणोपरांत)

( पुरस्कार की प्रभाबी तारीखः 10 जनवरी , 2003 ) ऑपरेटर एक्सकैवेटिंग मशीनरी सी चंद्र शेखर को तीन राष्ट्रों अर्थात् भारत , बंगलादेश और म्यांमार सीमा बिंदु पर स्थित लाँगतलाल डिल्टलांग - पार्वा सड़क की फार्मेशन कटिंग के लिए एक डोजर पर तैनात किया गया था । 10 जनवरी , 2003 को वे अपनी मशीन से 161 तथा 162 कि.मी. के बीच फार्मेशन फटिंग का कार्य कर रहे थे । उस दिन कार्य काफी पेचीदा था तथा डोजर को आगे बढ़ाना खतरे से भरा हुआ था । ऑपरेटर एक्सकैबेटिंग 620

मशीनरी सी चंद्र शेखर उस कार्य को निर्भय होकर सूझबूझ , अदम्य साहस और जी तोड़ मेहनत से कर रहे थे । एक स्थान पर कोफर झुक गया और फिसलने लगा , किंतु ऑपरेटर एक्सकैवेटिंग मशीनरी सी चंद्र शेखर ने अपनी मशीन को छोड़ा नहीं बल्कि असाधारण सूझबूझ और कौशल से मशीन को संभाला और उसे पहाड़ी की ओर ले जाने में सफल हो गए । जब मशीन पहाड़ी के नजदीक पहुंची तो अचानक ही भारी भू- स्खलन हो गया जोकि प्रकृति का एक अप्रत्याशित कार्य था । ऑपरेटर एक्सकैबेटिंग मशीनरी सी चंद्र शेखर अपनी मशीन के साथ उसी भू-स्खलन में दब गए । केवल उनका सिर दिखाई दे रहा था । किंतु, ऑपरेटर एक्सकैवेटिंग मशीनरी सी चंद्र शेखर एक बार भी विचलित नहीं हुए । उन्होंने अपना साहस और धैर्य बनाए रखा । मजदूरों ने उनके आस - पास की मि‌ट्टी हटाई और उन्हें बाहर निकालकर नीचे ले आए । उन्हें गंभीर अंदरूनी चोटें आई थीं, जिसके कारण बाद में वे बीरगति को प्राप्त हो गाए ।

ऑपरेटर एक्सकैवेटिंग मशीनरी सी चंद्र शेखर ने अपने कर्त्तव्यों का दृढतापूर्वक निर्वाह करते हुए असाधारण बीरता , अनुकरणीय समर्पण भावना का प्रदर्शन करते हुए सर्वोच्च बलिदान दिया ।

2488452 सिपाही तरूम कुमार

16 पंजाब

( पुरस्कार की प्रभावी तारीख 18 फरवरी , 2003 ) 18 फरवरी , 2003 को रसद - सामग्री ले जाने के बारे में एक विशिष्ट सूचना के आधार पर 1820 बजे जनरल एरिया में दो घात लगाए गए थे । 2100 बजे , एक सैन्य दल ने घात - स्थल में एक ट्रक को प्रवेश करते हुए देखा । ललकारे जाने पर उन्होंने अंधाधुंध गोलीबारी कर दी और हथगोले फेंकते हुए भागने का प्रयास किया । यह भांपते हुए कि आतंकवादी उत्तर की ओर घने जंगलों और भूटान में भाग सकते हैं, सिपाही तरुन कुमार ने भाग रहे आतंकवादियों का पीछा किया और एक आतंकवादी को मार गिराया । इसी बीच, अन्य दो आतंकवादियों ने एक कटाव की आड़ से सिपाही तरुन कुमार पर हथगोला फेंका । अपने साथी द्वारा दी गई आड़ में उत्कृष्ट युद्ध कौशल का प्रदर्शन करते हुए ये च‌ट्टानी नाले की ओर रेंगते हुए आगे बढ़े और काफी नजदीक से एक आतंकवादी को मार गिराया । बाद में , सिपाही तरुन कुमार ने अपने साथी को गोलीबारी की कारगर आड़ दी जिससे उसने तीसरे आतंकबादी को मार डाला । तीनों आतंकवादी मारे गए तथा एक 7.65 मि.मी. बेरेटा पिस्तौल , एक 12 बोर एसबीबीएल , गोलाबारूद और भारी मात्रा में रसद - सामग्री बरामद हुई ।

सिपाही तरुन कुमार ने आतंकवादियों की गोलीबारी का सामना करने में सूझबूझ और अति उच्च कोटि की विशिष्ट बीरता का प्रदर्शन किया ।

19-20 फरवरी , 2003 की रात को मौसम का अभूतपूर्ण भारी हिमपात हुआ और सम्पूर्ण मार्ग क्षेत्र भारी हिमपात से अवरुद्ध हो गया । हिम - स्खलन के आसन खतरे के बावजूद ऑपरेटर एक्सकैबेटिंग मशीनरी कमलेश्वर सिंह ने पूर्ण कर्तव्य निष्ठा से बुलडोजर से मार्ग साफ करने के जोखिम भरे कार्य पर लग गए । हिम - स्खलन तथा बर्फ की ढेर के धसने के आसन खतरे की परवाह किए बिना ऑपरेटर एक्सकैबेटिंग मशीनरी कमलेश्वर सिंह बर्फ हटाते रहे । तभी हिम- स्खलन हो गया और ऑपरेटर एक्सकैवेटिंग मशीनरी कमलेश्वर सिंह अपने डोजर के साथ उसके नीचे दन गए । काफी कठिनाई से इन्हें बचाया गया । मौत के करीब पहुंच जाने के बावजूद ऑपरेटर एक्सकैबेटिंग मशीनरी कमलेश्वर सिंह स्वस्थ होते ही अपने कार्य में दृढ़तापूर्वक जुट गए ।

ऑपरेटर एक्सकैवेटिंग मशीनरी कमलेश्वर सिंह ने अनुकरणीय साहस, दृढ़ - निश्चय, निष्ठा तथा कर्तव्यपरायणता का प्रदर्शन किया ।

( पुरस्कार की प्रभावी तारीख : 22 फरवरी , 2003 ) 22 फरवरी , 2003 को जम्मू- कश्मीर के पुंछ जिले में आतंकवादियों के एक दल की मौजूदगी की खुफिया सूचना मिलने के बाद मेजर किशन बहादुर गुरुंग ने उस दल को पकड़ने के लिए अपनी कम्पनी कॉलम के साथ तत्काल कार्रवाई की । मेजर गुरुंग द्वारा खड़ी अ‌ट्टानों की ओर से संदिग्ध क्षेत्र पर की गई अप्रत्याशित कार्रवाई से आतंकवादियों द्वारा तैनात किया गया पूर्व चेतावनी दल को हत्प्रभ कर दिया । इन्होंने तुरंत सम्पूर्ण क्षेत्र की घेराबंदी कर दी, जिससे आतंकवादी भाग न सकें । इन्होंने पेशेवर परिपक्वता के साथ यह ऑपरेशन अलाया, प्रतिकूल मौसम में भी पूरी रात लड़ाई जारी रखी और गोलीबारी पर कड़ा नियंत्रण बनाकर जवाबी गोलीबारी में अपने सैनिकों को हताहत होने से बचाए रखा । निकास मार्ग से उन्होंने आतंकवादियों के भागने के एक प्रयास को नाकाम कर दिया । अंततः , मेजर किशन बहादुर गुरुंग ने अपनी सुरक्षा की परवाह न करते हुए एक ढोक में घुसे और बहुत ही नजदीक से चार आतंकवादियों को मार गिराया ।

मेजर किशन बहादुर गुरुंग ने प्रतिकूल मौसम में आतंकवादियों से लड़ने में उच्च स्तर की पहलशक्ति, कुशल नेतृत्व , कमान और नियंत्रण तथा स्वयं ही धावा बोलकर अदम्य साहस का प्रदर्शन किया ।

( पुरस्कार की प्रभावी तारीख : 11 मार्च , 2003 ) राइफलमैन जोसफ हेन्ट्री उस दल में शामिल थे , जिसने मणिपुर में कई निगरानी घात लगाए थे । 11 मार्च , 2003 को 1400, बजे , हथियारों से पूरी तरह लैस छह से आठ आतंकवादी योद्धा बदीं में जाते हुए देखे गए । आतंकवादियों को भागने से रोकने के लिए सैनिक वल दो टुकड़ियों में उस क्षेत्र की ओर भागा । [भाग-खण्ड । 622

1415 बजे , जैसे हीं आतंकवादी मारण क्षेत्र में घुर्स, सैन्य दल की दोनों टुकड़ियों ने गालियों की बौछार कर दी । आतंकवादी भौचक्के रह गए और छोटे - छोटे समूहों में बंटकर अलग - अलग दिशाओं में भागे । उस समय, राइफलमैन जोसफ हेन्ट्री ने अग्रणी आतंकवादी को अपने निकट से भागकर जाते हुए देखा । अपनी सुरक्षा की तनिक भी परवाह किए बिना अदम्य साहस का प्रदर्शन करते हुए राइफलमैन जोसफ हेन्ट्री आतंकवादी के सामने कूद पड़े औरे। ही उसका रास्ता रोक लिया । दोनों ओर की गोलाबारी में उन्होंने निकट से आतंकवादी को मार गिराया , किंतु स्वचालित हथियारों से की गई गोलियों की बौछार से उनकी गर्दन और सिर में गोली लग गई, जिससे वे बीरगति को प्राप्त हो गए । इसी दौरान, दल के अन्य सदस्यों ने भयंकर गोलीबारी में तीन और आतंकवादियों को मार गिराया । एक एके -56 राइफल , एक मैग्जीन तथा 45 चक्र गोलियां बरामद की गई ।

इस प्रकार , राइफलमैम जोसफ हेन्ट्री ने अपनी सुरक्षा की तनिक भी परवाह किए बिना अदम्य साहस का प्रदर्शन किया तथा देश के लिए अपने प्राणों का सर्वोच्य भलिदान दिया ।

(पुरस्कार की प्रभावी तारीख : 13 मार्च, 2003 ) ऑपरेटर एक्सकैवेटिंग मशीनरी जी. रामलिंगम को महत्वपूर्ण फुएंटशोलिंग थिम्पू राजमार्ग, जो भूटान की राजधानी व अन्य महत्वपूर्ण जिलों को भारत से जोड़ता है , पर 5.00 से 17.00 कि.मी. के बीच के राजमार्ग को चौड़ा करने के लिए तैनात किया गया था ।

यह सड़क 5.00 कि.मी. से 17.00 कि.मी. के बीच नरम मिट्टी / शिलाओं वाले एक पहाड़ी कलान के बीच से गुजरती है । इस क्षेत्र में घने कोहरे , अनवरत बारिश और सभी जगह जॉकों की मौजूषगी के कारण इस सड़क की स्थिति प्रायः बदतर हो जाती है । सड़क के आस - पास अस्थिर भौगोलिक स्तर के कारण सड़क चौड़ी करने का कार्य काफी कठिन होता है । डोजर ऑपरेटर जी रामलिंगम के अपार अनुभव और उत्कृष्ट कौशल को देखते हुए उन्हें इस क्षेत्र में सड़क चौड़ी करने के लिए तैनात किया गया था ।

13 मार्च , 2003 को, जब वे सड़क चौड़ी करने के लिए 11.80 कि.मी. पर डोजर चलाते हुए अपने कार्य में व्यस्त थे, तभी पहाड़ के ऊपर से एक बड़ा सा टुकड़ा नीचे गिरने लगा । उन्हें इस भू- स्खलन से सावधान किया गया , अपनी सुरक्षा की बिल्कुल भी परवाह न करते हुए उन्होंने डोजर को क्षणभर में पीछे हटाया ताकि कीमती डोजर बचाया जा सके । किंतु, भारी पहाड़ी टुकड़ा बहुत ही तेजी से नीचे गिरा और ऑपरेटर सहित डोजर मिट्टी में दख गया । उनके साहसिक प्रयासों से निसंदेह डोफर भारी क्षति से तो बच गया, किंतु वे अपने आपको न बचा सके और भू- स्खलन के नीचे दबकर उन्होंने अंतिम सांस ली ।

( पुरस्कार की प्रभावी तारीख : 14 मार्च , 2003 ) लांस नायक गगन सिंह उस कम्पनी के रेडियो ऑपरेटर थे जिसने जम्मू- कश्मीर के उधमपुर जिले में तलाशी और सफाया कार्रवाई शुरू की थी ।

14 मार्च, 2003 को लगभग 1350 बजे , सैन्य टुकड़ी ने दो आतंकवादियों को देखा। स्टॉप ने भागते हुए आतंकवादियों पर गोलीबारी शुरू कर दी और एक आतंकवादी को मार गिराया । दूसरे आतंकवादी ने घने जंगल में भागने का प्रयास किया किंतु कम्पनी कमांडर के साथ लांस नायक गगन सिंह ने भाग रहे आतंकवादी का पीछा किया । आतंकवादी ने उमपर भारी गोलीबारी कर दी । अपने कम्पनी कमांडर और अन्य साथियों के खतरे को भांपते हुए लांस नायक गगन सिंह ने कारगर गोलीबारी करके उस आतंकवादी को घेर लिया । किंतु, उनकी बाई टांग में गोली लग गई । घायल हो जाने के बावजूद उन्होंने उस आतंकवादी का पीछा किया और उसे ब‌ट्टानों के पीछे छिपा हुआ पाया । वे लगभग 10 मीटर रेंग कर एक उपयुक्त मोर्चे पर पहुंच गए और अदम्य साहस से आतंकवादी को मार गिराया । आमने - सामने की इस गोलीबारी में दूसरी बार उनकी पीठ के निचले हिस्से में गोली लग गई । ये कमान अस्पताल, उधमपुर में अपने जख्मों के कारण बीरगति को प्राप्त हो गए ।

लांस नायक गगन सिंह ने आतंकवादियों से लड़ने में उत्कृष्ट वीरता , अनुरकणीय साहस और कर्तव्यपरायणता का प्रदर्शन करते हुए सर्वोच्य बलिदान दिया ।

( पुरस्कार की प्रभावी तारीख : 02 अप्रैल , 2003 ) 02 अप्रैल , 2003 को खोज कार्रवाई के दौरान मेजर रंजन चेंगप्पा जो एक खोजी दस्ते के कमांडर थे , झाड़ियों और गिरे हुए पेड़ की आड़ में छिपे हुए चार आतंकवादियों को देखा । मेजर रंजन चेंगप्पा ने उत्कृष्ट, तीक्ष्ण रणकौशल तथा सूझ - बूझ का परिचय देते हुए एक पेड़ की आड़ लेकर अचूक गोलीबारी की और एक आतंकवादी का तुरंत सफाया कर दिया । आतंकवादियों ने जवाबी कार्रवाई में इस अफसर पर गोलियों की भारी बौछार कर दी । अपनी सुरक्षा की परवाह किए बिना तथा अदम्य साहस , उत्कृष्ट नेतृत्त्व और सैनिकोचित सूझ - बूझ का प्रदर्शन करते हुए यह अफसर आतंकवादी समूह के निकट एक घ‌ट्टान तक रंगकर पहुंचा और दां हथगोले फेंके जिससे दो और आतंकवादियों का सफाया हो गया । इस कार्रवाई में आतंकवादी संगठन के ग्रुप कमांडर सहित सभी चारों दुर्दात आतंकवादी मारे गए ।

मेजर रंजन बेंगप्पा ने आतंकवादियों से लड़ने में अदम्य साहस , सूझ- बूझे , नेतृत्व तथा व्यावसायिक कौशल का प्रदर्शन किया ।

( पुरस्कार की प्रभाबी तारीख : 09 अप्रैल , 2003 ) नायक प्रकाश चंद चौहान जम्मू- कश्मीर में रजौरी जिले के जनरल एरिया में खोजी दल में थे । 09 अप्रैल , 2003 को लगभग 0935 बजे, नायक प्रकाश का सामना बड़ी- बड़ी च‌ट्टानों के पीछे छिपे दो आतंकवादियों से हो गया । आंतकवादियों के साथ गोलीबारी शुरु होते ही इन्हें गोली लग गई । गंभीर रूप से जख्मी हो जाने तथा अत्यधिक रक्त स्राव होने के बावजूद इन्होंने वहां से हटने से इनकार कर दिया और छिपे हुए आतंकवादियों से लगातार लड़ते रहे। अपने साथी द्वारा दी गई गोलीबारी की आड़ में मायक प्रकाश चंद चौहान आतंकवादियों के छिपने के स्थान ताक रेंगते हुए पहुंचे और हथगोले फेंके । आतंकवादी गोलीबारी करते रहे । अंत में वे आड़ से बाहर निकले और निजी हथियार से गोलियां बरसाते हुए छिपे हुए आतंकवादियों पर टूट पड़े । दो आतंकवादी मारे गए किंतु दोनों ओर से चली गोलीबारी में इन्हें दो और गोलियां लग गई । अपना मिशन पूरा करने के बाद ही वे वहां से हटने के लिए तैयार हुए ।

नायक प्रकाश बंद बौहान ने आतंकवादियों का सफाया करने में अपनी सुरक्षा की बिल्कुल भी परवाह न करते हुए अनुकरणीय साहस , वीरता और कत्र्तव्यपरायणता का प्रदर्शन किया ।

( पुरस्कार की प्रभावी तारीख : 12 अप्रैल, 2003 ) जम्मू- कश्मीर में पुंछ जिले के जनरल एरिया में की गई सैन्य कार्रवाई के दौरान पैराङ्कपर वलीप सिंह पैराशूट रेजिमेंट के बटालियन की एक टीम में थे ।

लगभग 1900 बजे पैरादूपर दलीप सिंह ने घात स्थान पर अपने मोचें से 400 मीटर पूर्व दिशा में तीन आतंकवादियों को जाते हुए देखा । यह भांपते हुए कि आतंकवादी भाग रहे हैं , पैराट्रपर दलीप सिंह आक्रामक भाषना और पहलशक्ति का प्रदर्शन करते हुए आतंकबादी को पकड़ने के लिए अपने साथी के साथ तुरंत चल पड़े । पैरादूपर दलीप सिंह ने अपने साथी को रुक कर आड़ देने के लिए कहा और तुरंत साहसिफ कार्रवाई तथा जमीन का उत्कृष्ट उपयोग करते हुए आतंकवादियों के दल के निकट पहुंचकर उन्हें रोक लिया और नजदीकी लड़ाई में उस दल के दो आतंकवादियों को मार डाला । अपनी सुरक्षा की तनिक भी परवाह किए बिमा तथा असाधारण बीरता का प्रदर्शन करके पैरादूपर वलीप सिंह ने अंधाधुंध गोलीबारी करते हुए भाग रहे एक अम्प आतंकवादी का पीछा किया और उसे भी बहुत ही नजदीक से मार गिराया ।

( पुरस्कार की प्रभावी तारीख : 14 अप्रैल, 2003 ) 14 अप्रैल , 2003 को सिपाही नरेन्द्र सिंह घात - दल के कमांडर के साथी थे । 0430 बजे , घात - दल स्काउट ने रास्ते में 8-10 व्यक्तियों की गतिविधियां देखी। जब ये लोग काफी निकट आ गए तो दल के सेकंड - इन - कमान ने उन्हें ललकारा । आतंकवादियों ने अंधाधुंध गोलीबारी शुरू कर दी और दोनों ओर से हुई भयंकर गोलीबारी में दो आतंकवादी मारे गए । इसी बीच, दो आतंकवादियों को भागने का प्रयास करते हुए देखा गया और अपने दल के कमांडर के साथ सिपाही मरेन्द्र सिंह ने अपने ऊपर की जा रही भारी गोलीबारी की परवाह किए बिना तुरंत आंतंकवादियों का पीछा किया । दल का कमांडर एक आतंकवादी से भिड़ गया और उसे मार गिराया । सिपाही नरेन्द्र सिंह ने दूसरे आतंकवादी का पीछा किया और बहुत ही निकट पहुंचकर उसे भी मार डाला । इस सफल ऑपरेशन से भारी मात्रा में हथियार और गोलाबारूद बरामद हुआ ।

इस प्रकार , सिपाही नरेन्द्र सिंह ने आतंकवादियों के साथ लड़ाई में आक्रामक युद्ध भावना , पहलशक्ति, उत्कृष्ट तथा निःस्वार्थ वीरता दिखाई ।

( पुरस्कार की प्रभावी तारीख : 22 अप्रैल , 2003 ) 22 अप्रैल , 2003 को, उत्तरी सेक्टर के एक गांव में घेराबंदी तथा तलाशी कार्रवाई की जा रही थी । घर - घर की तलाशी ली जा रही थी । जब ग्रेनेडियर यशपाल सिंह और उसके साथी एक विशेष घर की तलाशी के लिए आगे बढ़े तभी एक आतंकवादी ने गौ- बाड़ा से निकल बहुत ही निकट से प्रेमेडियर यशपाल सिंह पर अंधाधुंध गोलियां बरसाते हुए भागने का प्रयास किया । अधिकांश गोलियां बुलेट प्रूफ जैकेट से टकराई किंतु एक गोली जैकेट की प्लेट के ऊपरी, किनारे से फिसलती हुई सीने के ऊपरी हिस्से में घुस गई । हालांकि ग्रेनेडियर यशपाल सिंह गंभीर रूप से.. जख्मी हो गए थे, फिर भी उन्होंने लड़खड़ाते हुए उस आतंकादी का पीछा किया और उसे मार डाला । दूसरा आतंकवादी भी गौ - बाड़ा से बाहर निकला और ग्रेनेडियर यशपाल सिंह पर पीछे से गोली चलाकर उन्हें और घायल कर दियागों ग्रेनेडियर यशपाल सिंह विचलित हुए बिना पीछे मुड़े और दूसरे आतंकादी पर टूट पड़े और बीरगति को प्राप्त होने से पहले उसे भी मार डाला ।

ग्रॅनेडियर यशपाल सिंह ने आतंकवादियों से लड़ने में उच्चकोटि की वीरता , साहस और सैनिकोचित सूझ- बूझ कर प्रदर्शन करते हुए सर्वोच्च बलिदान दिया । 626

(पुरस्कार की प्रभावी तारीख : 4 मई , 2003 ) 4 मई, 2003 को 2000 बजे जनरल एरिया के दक्षिण में मेघालय की ओर जा रहे कुछ आतंकवादियों के बारे में प्राप्त एक विशिष्ट सूचना के आधार पर कम्पनी कमांडर ने आतंकवादियों को घात लगाकर पकड़ने के लिए तत्काल एक योजना बनाई । लांस नायक हरमेल सिंह ने निगरानी दल का नेतृत्व किया ।

2300 बजे चौकने नायक हरमेल सिंह ने दो आतंकवादियों को घात टुकड़ी से लगभग 100 मीटर पूर्व घनी झाड़ियों में जाते हुए देखा । एक पल गंवाए बिना लांस नायक हरमेल सिंह ने पहले से निर्धारित संकेत के माध्यम से इस गतिविधि की सूचना तत्काल दल के कमांडर को दी । वे अपने कम्पनी कमांडर और तीन अन्य सैनिकों के साथ आतंकवादियों का रास्ता रोकने के लिए उनकी और बढ़े । ललकारे जाने पर आतंकवादियों ने घनी झाड़ियों और ऊबड़ - खाबड़ भूमि की आड़ लेते हुए तुरंत ही अंधाधुंध गोलीबारी कर दी और हथगोले फेंके । दल के कमांडर ने आतंकवादियों पर अचूक गोलीबारी करने के लिए 51 एम.एम. बोर से प्रकाश करने का आदेश दिया । जैसे ही उस क्षेत्र में रोशनी हुई लांस नायक हरमेल सिंह ने दो आतंकवादियों को पीछे हटते और भागने का प्रयास करते हुए देखा । अपनी सुरक्षा की परवाह किए बिना और दृढ़ साहस का प्रदर्शन करते हुए वे आड़ से बाहर निकले और भारी गोलीबारी की तनिक भी परवाह किए बिना वे आतंकवादियों के निकट पहुंचे और बहुत ही 'नजदीक से गोलीबारी करते हुए दोनों आतंकवादियों को मार गिराया ।

लांस नायक हरमेल सिंह ने दो दुर्दान्त आतंकवादियों को मारने में उत्कृष्ट सूझ - धूझ , कौशल तथा अदम्य साहस का प्रदर्शन किया ।

( पुरस्कार की प्रभावी तारीख : 09 मई , 2003 ) जनरल एरिया में आतंकवादियों की गतिविधियों के बारे में प्राप्त विशिष्ट सूचना के आधार पर मेजर लक्ष्मण सिंह चौहान ने गश्ती दल का नेतृत्व किया । 09 मई, 2003 को 0820 बजे अग्रणी स्काउट ने चार - पांच आतंकवादियों के एक दल को जाते देखा । ललकारे जाने पर आतंकवादियों ने सैन्य टकड़ियों पर भारी गोलीबारी शुरू कर दी तथा हथगोले फेंके । 50 मिनट तक जारी भारी गोलीबारी तथा संघर्ष के दौरान मेजर लक्ष्मण सिंह चौहान ने असाधारण साहस का प्रदर्शन करते हुए बिल्कुल नजदीक की गोलीबारी में तीन आतंकवादियों को गंभीर रूप से घायल कर दिया । एक आतंकवादी घावों के कारण मर गया । दूसरे आतंकबादी को उनके साथी ने मार गिराया । एक अन्य ऑपरेशन में सक्रिय तथा साहसिक नेतृत्व का प्रदर्शन करते हुए मेजर लक्ष्मण सिंह चौहान ने दो आतंकवादियों को मार गिराया जो सड़क पर बने लकड़ी के पुल पर आई ई डी बिछा रहे थे । उनके इस कार्य से सुरक्षा बल कार्मिकों को जान माल की भारी क्षति से बचाया जा सका जो संभाद में आई ई डी के फटने से हो सकती थी । 627 भाग - खण्ड 1 ]

(पुरस्कार की प्रभावी तारीख : 22 मई, 2003 ) 22 मई , 2003 को कैप्टन क्रिशन यादव आतंकवादी विरोधी ऑपरेशन में स्टॉप पार्टी कमांडर थे । उन पर गोलीबारी होने पर स्वचालित हथियारों से युक्त बारह आतंकवादी भाग कर चट्टानों के पीछे जाकर छिप गए । कैप्टन क्रिशन यादव ने देखा कि बार आतंकवादी दुर्जेय स्थान से गोलीबारी करके हमारे स्टॉप संख्या 1 को घेर रहे थे जिससे अन्य आतंकवादी आसानी से बचकर निकल सके । इस दल को समाप्त करने की आवश्यकता को महसूस करते हुए ये अफसर अपने साथी के साथ सौ मीटर तक रंगकर आगे बढ़े तथा भारी स्वचालित हथियारों की गोलीबारी से अविचलित रहते हुए उन्होंने बिल्कुल नजदीक जाकर तीन आतंकवादियों को मार गिराया जबकि चौथा आतंकवादी उनके साथी द्वारा मारा गया ।

कैप्टन क्रिशन यादव की वीरतापूर्ण कार्रवाई से प्रेरित होकर अन्य स्टॉप पार्टियों की संयुक्त कार्रवाइयों के परिणामस्वरूप बारह आतंकवादियों का सफाया हो गया तथा 9 एके राइफल , तीन पिस्तौल तथा बड़ी मात्रा में गोलाबारूद तथा विस्फोटक सामग्री बरामद की गई ।

कैप्टन क्रिशन यादव ने आतंकवादियों से लड़ते हुए अद्वितीय अदम्य साहस , पहलशक्ति तथा समर्पण भावना का प्रदर्शन किया ।

(पुरस्कार की प्रभावी तारीख : 27 मई , 2003 ) 27 मई , 2003 को सूबेदार मोहम्मद सादिक ने उत्तरी सेक्टर में चलाए गए एक ऑपरेशन में उत्कृष्ट प्रदर्शन किया । आतंकवादियों के दल की गतिविधियों के बारे में सूचना मिलने पर सूबेदार सादिक ने एक बन क्षेत्र के दक्षिणी भाग को घेर लिया । खड़ी च‌ट्टानों तथा घनी झाड़ियों के कारण देखने तथा चलने में बाधा बनी हुई थी । लगभग 0750 बजे सूबेदार सादिक ने देखा कि तीन आतंकवादी घनी झाड़ियों से गोलीबारी कर रहे थे और अपनी जगह भी बदल रहे थे । उन्होंने उनकी हरकत पर नजर रखी तथा अपने स्टापों को फिर से तैनात किया और खड़ी च‌ट्टानों के कुग़ारों से रंगकर आतंकवादियों के निकट आए । अपने पर पांच ग्रेनेड हमले होने के बावजूद, हौंसला बुलंद रखते हुए सूबेदार सादिक खतरनाक हद तक उनके नजदीक गए तथा आक्रामक जवाबी कार्यवाही करते हुए एक आतंकवादी को तुरंत मार डाला तथा अन्य दो को घायल कर दिया । उन्होंने फुर्ती से क्षेत्र को घेर लिया तथा निर्भीक़ता से गोलीबारी करते हुए दूसरे जख्मी आतंकवादी को मार डाला तथा तीसरे भागते हुए आतंकवादी का पीछा करके उससे गुत्थम - गुत्था होकर उसे भी मार डालते राफलें , दो रेडियो सेंट तथा युद्ध संबंधी भण्‌डार आदि बरामद किए गए । 628

( पुरस्कार की प्रभाषी तारीख : 03 जून , 2003 ) 03 जून , 2003 को सिपाही गुरतेज सिंह को आतंकवादियों के छिपने के ठिकाने को घेरने के लिए एक स्टॉप पर तैनात किया गया था । लगभग 1930 बजे सिपाही गुरतेज सिंह आतंकवादियों के ठिकाने से की गई गोलीबारी की चपेट में आ गए । बच निकलने की कोशिश में तीन आतंकवादी हवा में बंदूकें लहराते हुए छिपने के ठिकाने से बाहर 'आए तथा नाले में घुस गए । अपने ऊपर बरस रही गोलियों से अविचलित तथा व्यक्तिगत सुरक्षा की बिल्कुल भी परवाह किए बिना इस युवा निडर सिपाही ने अपनी लाइट मशीनगन उठाई तथा भागते हुए आतंकवादियों के नजदीक पहुंचे । नजदीक की लड़ाई में सिपाही गुरतेज सिंह ने एक आतंकवादी को काबू में कर लिया तथा उसकी राइफल छीनकर उसे मार डाला । दूसरे आतंकवादी का सफाया करने के प्रयास में वे भारी गोलीबारी की चपेट में आ गए तथा घातक रूप से घायल हो गए । गंभीर रूप से घायल होने के बावजूद सिपाही गुरतेज चुपके से रंगकर दूसरे आतंकवादी के पीछे पहुंचे तथा गजब की फुर्ती से उस पर झपट पड़े तथा उसकी गर्दन तोड़ डाली । दो आतंकवादियों को मारने के बाद वे , घावों के कारण वीरगति को प्राप्त होने से पहले तीसरे आतंकवादी से लड़ते रहे , जो बाद में मारा गया ।

सिपाही गुरतेज सिंह ने आतंकवादियों के साथ लड़ाई में उत्कृष्ट वीरता , दृढ़ निश्चय , असाधारण आक्रामक युद्ध भावना का प्रदर्शन करते हुए सर्वोत्र्य बलिदान दिया ।

( पुरस्कार की प्रभावी तारीख : 11 जून , 2003 ) 11 जून , 2003 को जम्मू- कश्मीर के कुपवाड़ा जिले के एक गांव में घेराबंदी तथा तलाशी ऑपरेशन के दौरान जब एक घर की तलाशी ली जा रही थी तो हवलदार सूबे सिंहू की पार्टी पर घर के अंदर भूमिगत ठिकाने से अत्यधिक कारगर गोलीबारी हो गई । अपने साथियों की सुरक्षा को खतरे में पड़ते देख हवलदार सूबे सिंह व्यक्तिगत "सुरक्षा की परवाह किए बिना रेंग कर छिपने के ठिकाने के तंग द्वार, जिसमें से गोलीबारी हो रही थी , के निकट पहुंचे तथा धुंए के और उच्च विस्फोटक हथगोले फेंके जिससे ठिकाने के अंदर चार में से दो आतंकवादी मारे गए । छिपने के ठिकाने से बाहर आने के लिए प्रयासरत तीसरे आतंकवादी को भी उन्होंने नजदीक से मार गिराया । हवलदार सूबे सिंह के इस शौर्यपूर्ण कार्रवाई से चार आतंकवादी मारे गए तथा उनकी अविलम्ब कार्रवाई से लड़ाई के दौरान घर के भीतर फेसे उनके साथियों की जान बच गई ।

( पुरस्कार की प्रभावी तारीख : 17 जून , 2003 ) विशिष्ट आसूचना के आधार पर 17 जून, 2003 को जम्मू- कश्मीर के पुलबाना जिला में तलाशी तथा ध्वस्त ऑपरेशन शुरू किया गया था । लगभग 1600 बजे नायब सूबेदार अलीसाहिब जाफरसन ने घरों के एक समूह की घेराबंदी की जिनमें दो आतंकवादियों की उपस्थिति की सूचना मिली थी । यह भांपते हुए कि वे सभी ओर से घिर गए हैं आतंकवादियों ने एक घर से खिसकने की कोशिश की तो नायब सूबेदार अलीसाहित जाफरसन ने तुरंत नजदीक से अचूक निशाना लगाकर मौके पर ही एक आतंकवादी को मार डाला । व्यक्तिगत सुरक्षा की परवाह किए बिना नायव सूबेदार अलीसाहिब जाफरसन ने घेरा तोड़कर भागने की कोशिश कर रहे दूसरे आतंकवादी को धर दबोचा । आतंकवादी की भारी गोलीबारी के बावजूद उन्होंने अचूक गोलीबारी करने आतंकवादी को मौके पर मौत के घाट उतार दिया । मरने से पहले आतंकवादियों ने गोलियों की बौछार कर दी जो नायब सूबेदार अलीसाहिब जाफरसन के चेहरे पर लगी जिससे बाद में घाम्रों के कारण के बीरगति को प्राप्त हो गए ।

नायब सूबेदार जाफरसन ने आतंकवादियों के समक्ष लड़ाई में अदम्य साहस तथा बहादुरी का परिचय दिया और भारतीय सेना की उच्च परंपराओं के अनुसार सर्वोच्य बलिदान दिया ।

( पुरस्कार की प्रभाषी तारीख : 18 जून , 2003 ) राइफलमैन जाविद अहमद खांडें वृत्रिद छद्म दल के सम्पर्क व्यक्ति के रूप में कार्यरत थे । 18 जून , 2003 को आतंकवादियों तथा हमारी गोलीबारी के अत्यधिक खतरे के बावजूद ने आतंकवादी दल को लुभा कर सेना के घात स्थान पर ले गए । इस प्रकार शुरू हुई लड़ाई में छरों के अनेक बाब लगने के बावजूद राइफलमैन जाबिद अहमद खांडे ने एंबुश के लिए स्टॉप स्थिति संभाली तथा बिल्कुल नजदीक से एक आतंकवादी पर गोली बागी जिससे वह घातक रूप से घायल हो गया । उन्होंने एक आतंकवादी का सफाया कर दिया तथा दूसरे आतंकवादी का भी सफाया इन्होंने ही किया ।

राइफलमैन जाणिव अहमद खांडे ने आतंकवादियों के साथ लड़ाई में असाधारण सूझ - बूझ तथा उत्कृष्ट बीरता का प्रदर्शन किया ।

योजना बनाई । प्रवीणता से आतंकवादियों को अचम्भे में डालते हुए इस अफसर ने चुपके से स्टॉप लगाकर क्षेत्र को कारगर ढंग से सील कर दिया । जब एक घर को घेरने के लिए वे दल का नेतृत्व कर रहे थे तो अचानक घर से बाहर आ रहे आतंकवादियों से उनका सामना हो गया । इस अफसर ने धैर्य रखा तथा एक त्वरित कार्रवाई में दो आतंकवादियों को मार गिराया । यह गोलीबारी ग्रुप अंधेरे में हुई । व्यक्तिगत सुरक्षा की परवाह किए बिना अपनी पहलशक्ति से यह अफसर रेंगकर आतंकवादियों के निकट पहुंचे । दो आतंकवादियों ने गोलीबारी शुरू कर दी । इस अफसर ने बगल से बिल्कुल नजदीक आकर दोनों आतंकवादियों को मार गिराया । इस अफसर ने ऑपरेशन में मारे गए पांच आतंकवादियों में से चार को मार गिराया ।

मेजर राकेश शर्मा ने विशिष्ट शौर्यपूर्ण कार्रवाई, सटीक योजना , अदम्य साहस , निर्भीक कार्रवाई तथा संकट में निश्चयात्मक नेतृत्व का प्रदर्शन किया ।

( पुरस्कार की प्रभावी तारीख : 26 जून , 2003 ) 26 जून , 2003 को लगभग 1950 बजे आंतरिक कार्डन पर , जिसमें राइफलमैन देविन्द्र सिंह शामिल थे, आतंकवादियों द्वारा अपने कब्जे वाले एक घर से स्वचालित हथियारों तथा हथगोलों से कारगर तथा सघन आक्रमण किया गया । राइफलमैन देविन्द्र सिंह चुपके से रंगकर घर की खिड़की के पास पहुंचे और अंदर एक हथगोला फेंका । चार आतंकवादी घर से बाहर निकले तथा स्टॉपों पर अंधाधुंध गोलीबारी करने लगे । स्थिति की गंभीरता को भांपते हुए , एक तीव्र कार्रवाई में , अदम्य भावना का प्रदर्शन करते हुए राइफलमैन देविन्द्र सिंह जोखिम उठाते हुए आड़ से बाहर आए तथा भयंकर लड़ाई में आतंकवादियों से भिड़ गए और एक को मार गिराया । प्रतिकूल स्थिति में व्यक्तिगत सुरक्षा की परवाह किए बिना वे बार - बार आतंकवादियों की गोलीबारी का सामना करते रहे । इस बहादुर सिपाही की दाई बांह तथा छाती में गोलियों की बौछार आ लगी । यद्यपि अत्यधिक रक्तस्राव हो रहा था और वे मरणासन हो रहे थे फिर भी वे मानसिक रूप से सचेत रहे तथा कत्र्तव्य से बढ़कर उत्कृष्ट साहस का प्रदर्शन करते हुए वे आतंकवादियों पर टूट पड़े और उस क्षेत्र को अपने निजी हथियार से गोलियों की बौछार करके पाट दिया तथा एक और आतंकवादी को मार डाला । एक गोली उनके हथियार की बेरल में लगने से उनका हथिधार जाम हो गया । अपने जीवन की बिल्कुल भी परवाह न करते हुए उन्होंने तीसरे आतंकवादी को दबोच लिया तथा गुत्थम- गुत्था होकर आतंकवादी से हथियार छीन लिया तथा बिल्कुल नजदीक से उसको गोली मार दी । यद्यपि ने हिलने में असमर्थ थे फिर भी उन्होंने अपने साथी का आह्वान किया तथा बौधे आतंकवादी का सफाया करने का निर्देश दिया । इसके शीघ्र बाद ही यह शूरबीर सिपाही शहीद हो गया ।

राइफलमैन देविन्द्र सिंह ने व्यक्तिगत सुरक्षा की परबाह किए बिना आतंकवादियों के साथ लड़ाई में विशिष्ट बहादुरी , पहलशक्ति तथा निर्भीक कार्रवाई का प्रदर्शन करते हुए सर्वोच्य बलिदान दिया । ' भाग -खण्ड 1 ]

( पुरस्कार की प्रभावी तारीख : 26 जून , 2003 ) ऑपरेटर एक्सफेणेटिंग मशीनरी सतीसन एन तथा एमटी / ड्राइवर मलविंदर सिंह सिक्किम के पूर्वी जिले में जवाहर लाल नेहरू मार्ग पर अनुरक्षण तथा सड़क सुधार के लिए तैनात किए गए थे ।

दिनभर के कार्य से लौटने के बाद 26 जून, 2003 को लगभग 1700 बजे उन्हें जवाहर लाल नेहरू मार्ग पर 21 से 23 कि.मी. के बीच दो स्थानों पर सड़क अवरुद्ध होने तथा सक्रिय भू- स्खलन होने की सूचना दी गई थी । भारी वर्षा हो रही थी तथा धुंध के कारण दिखाई भी कम दे रहा था । दिनभर के कठिन परिश्रम तथा थकान की परवाह किए बिना ओईएम सतीसन एन एमटी/ ड्राइवर मलबिंदर सिंह के साथ अपनी जेसीबी को लेकर तुरंत भू- स्खलन को हटाने के लिए चल दिए । अवरुद्ध स्थानों पर अभी भी मलत्वा गिर रहा था । पहाड़ों से पत्थर लुढ़क कर नीचे गिर रहे थे । ओईएम सतीसन एन तथा एमटी/ ड्राइवर मलविंदर सिंह ने अपनी सुरक्षा की परवाह किए बिना निरंतर कार्य कर भू-स्खलन को हटाया ताकि फंसे हुए वाहन तथा यात्री भूस्खलन को पार कर सके ।

सभी फंसे हुए वाहनों / यात्रियों के निकलने के बाद जब भू- स्खलन की सफाई अंतिम चरण में थी तभी नाले में बड़े - बड़े पत्थरों सहित बाढ़ आ गई । इसमें जेसीबी , इसके ऑपरेटर ओईएम सतीसन एन और एमटी/ ड्राइवर मलविंदर सिंह फंस गए और तीनों गहरी घाटी में नीचे बह गए जिससे ऑपरेटर की तत्काल मृत्यु हो गई तथा एमटी/ ड्राइवर मलविंदर सिंह भी बुरी तरह से जख्मी हो गए जो सुरक्षित स्थान पर ले जाते समय जख्मों के कारण वीरगति को प्राप्त हो गए ।

ऑपरेटर एक्सफेबेटिंग मशीनरी सतीसन एन और एमटी/ ड्राइवर मलविंदर सिंह ने अपने प्राणों की बाजी लगाकर फंसे हुए यात्रियों और वाहनों को बचाने में अदम्य साहस तथा वृढ़ निश्चय का प्रदर्शन किया ।

असम/ 35 राष्ट्रीय राइफल (मरणोपरांत)

( पुरस्कार की प्रभावी तारीख: 29 जून , 2003 ) सूबेदार जीत सिंह जम्मू- कश्मीर के पुलवामा जिले में खोजी पार्टी कमांडर के रूप में कार्य कर रहे थे । 29 जून, 2003 को 1500 बजे खोजी दल पर पास के नाले में छिपे आतंकवादियों द्वारा भारी गोलीबारी की गई । सूबेदार जीत सिंह ने अपनी टुकड़ी को तुरंत पुनः संगठित किया और दक्षिण पश्चिमी दिशा से बच निकलने के रास्तों को बंद कर दिया । उसके बाद वे अपने साथी के साथ आगे बढ़े और आतंकवादी के निकट पहुंचे और निकट से एक आतंकवादी को मार गिराया । इसी समय , घास के ढेर में छिपे एक अन्य आतंकवादी ने उन पर हथगोला फेंका जिससे उनके पेट में घाब हो गया । आंशिक रूप से अंगघात होने के बावजूद व्यक्तिगत सुरक्षा की परवाह किए बिना सूबेदार जीत सिंह, अडिग साहस, धैर्य और दृढ़ निश्चय का प्रदर्शन करते हुए उस आतंकवादी पर टूट पड़े और नजदीक से उसका सफाया कर दिया । उसके बाद वे जख्मों के कारण बीरगति को प्राप्त हो गए ।

( पुरस्कार की प्रभावी तारीख : 28 जुलाई , 2003 ) जम्मू- कश्मीर के बनिहाल जिले के जनरल एरिया में आतंकवादियों की उपस्थिति की सूचना मिलने पर मेजर सुरेन्द्र होरा ने आतंकवादियों को सफाया करने के लिए योजना बनाई तथा ऑपरेशन का नेतृत्व किया । 28 जुलाई, 2003 को 1300 बजे 150 मीटर की दूरी पर कुछ हलचल भांपते हुए मेजर सुरेन्द्र होरा अपने साथी के साथ ग्रुपके से रेंगते हुए आगे बढ़े । अचानक 15 मीटर की दूरी पर उनका आतंकवादियों के एक दल से साधना हो गया । मैजर सुरेन्द्र होरा नै तुरंत गोलीबारी शुरू की तथा एक आतंकबादी को मार डाला । आतंकवादियों ने भारी गोलीबारी से जबाब विद्या तथा मेजर सुरेन्द्र होरा पर हथगोला फेंका । भारी गोलीबारी में थे रेंगते हुए आगे बढ़े, दूसरे आतंकबादी कौ मार डाला तथा तीसरे आतंकबादी , जिसमे एक आत्मघाती कार्रवाई में अचानक उन पर आक्रमण किया , को 10 मीटर की दूरी पर जख्मी किया । फौलादी इरादों का प्रदर्शन करते हुए उन्होंने गोली चलाने वात्ने आर्तकचादी के हथियार की बैरल को झपट कर पकड़ लिया । मेजर सुरेन्द्र होरा की दोनों टांगों में गोलियों की बौछार भी लगी । चोट लगने के बाबजूद से आतंकबादी के साथ भिड़े रहे , उसका हथियार छीन लिया और उसे मार বালা ।

इस तरह मेजर सुरेन्द्र हौरा ने तीन आतंकवादियों को मारने में आक्रामक भावना , सूझ - बूझ तथा अवम्य साहस का प्रदर्शन किया ।

( पुरस्कार की प्रभाषी तारीख : 18 सितंबर , 2003 ) लेफ्टिनेंट कर्नल रेड्डी बैंकटेशा नौशेरा सैक्टर में निमंत्रण रेखा पर तैनात की गई जाट रेजिमेंट यूनिट के सेकिंड- इन कभान थे । 18 सितंबर , 2003 को शक्तिशाली राष्नु बल में नौशेरा सेक्टर में नियंत्रण रेखा पर एक औकी पर हमला करने का प्रयास किया । लेफ्टिनेंट कर्नल रेड्डी बैंकटेशा में असाधारण साहस का प्रदर्शन करते हुए तथा शत्रु कः भारी गोलीबारी की परवाह किए बिना गोलीबारी की आड़ वैमे बाले समूह को तुरंत संगठित फिमा तथा आगे से नेतृत्व करते हुए आक्रमणकारी बल को नाकाम करने के लिए मिाह पहुंचे । अधामक तीव्र गोलीबारी से शत्रु पूर्णतः साब्ध रह गया । गोलीबारी की आड़ बैने बाले समूह का मार्गदर्शन करते हुए मोटार की भारी गोलाबारी तथा तांद के गोलों को पार करते हुए चे बहादुरी से आगे बड़े जिसके फलस्वरूप एक शत्रु सैमिषत मारा गया तथा नियंत्रण शेवः के पार गोलीचारी बेस के रूप में इस्तेमाल किए जा रहे शत्रु के दो बंकर नष्ट हुए । सघन गोलीबारी के मध्य इस साहसिक कार्य प्रदर्शन से गोलीबारी की आड़ बैने बाला समूह खतरे को मज्जरंदाज करने तथा शत्रु को नष्ट करने के दिप्रेरित हुआ जिससे हमारा त्वरित कार्रवाई दल शत्रु का सफाया करने और उसे पीछे हटने पर मजबूर करने में सक्षम हुआ । जिनके उत्कृष्ट मौर्य के फलस्वरूप आठ शत्रु सिपाही मारे गए तथा शत्रु की लड़ने की हिम्मत को तोड़ आक्रमण को विफल कर दिया । भाग । खण्ड ।।

(पुरस्कार की प्रभावी तारीख : 29 नवंबर, 2003 ) मेजर उदय सिंह ने जम्मू- कश्मीर के रजौरी जिले के जनरल एरिया में बाहर रह रहे कार्यकती द्वारा आतंकवादियों को उपलब्ध कराई जा रही आसूचना तथा संभारिकी नेटवर्क को नष्ट करने के लिए एषा ध्यायक कार्यक्रम बनाया था । इस अफसर ने 29 नवंबर , 2003 को 0300 बजे जनरल एरिया में तलाशी और सफाया ऑपरेशन चलाया । दल ने घने वृक्षों से आच्छादित क्षेत्र में व्यवहारिक रूप से टोह लगाई । 1745 बजे धुंधली रोशनी में जब अफसर घात लगाने के लए अपने दल का नेतृत्व कर रहा था तो, अधानक पार्टी का सामना आतंकवादियों के समूह से हुआ जो 10 मीटर की दूरी पर उंचाई से उनके निकट आ रहे थे । परिणामस्वरूप हुई घातकः लड़ाई के दौरान, इस अफसर की गर्दन में गोली लगी जबकि उनका साथी अनेक गोलियां लगने से घायल हो गया । व्यक्तिगत सुरक्षा की बिल्कुल भी परवाह किए बिना असाधारण साहस का प्रदर्शन करते हुए यह अफसर आतंकवादियों की ओर आगे बढ़ते रहे तथा एक आतंकवादी को मार डाला और दूसरे को घायल कर दिया । मेजर उदय सिंह ने बीरगति को प्राप्त होने से पहले घातक रूप से घायल साथी को बचाने में सहायता की ।

मेजर उदय सिंह ने आतंकवादियों का सामना करते हुए अदम्य साहस तथा कत्र्तव्य से बढ़कर अनुकरणीय नेतृत्व का प्रदर्शन करते हुए सर्वोच्च बलिदान दिया ।

( पुरस्कार की प्रभाञ्जी तारीख : 02 जनवरी , 2004) 02 जनवरी , 2004 को लगभग 1850 बजे दो आतंकवादियों ने भीड - भाड़ वाले जम्मू रेलवे स्टेशन पर अंधाधुंध गोली चलाई तथा हथगोला फेंका । इस घटना का पता चलने पर पुलिस के त्वरित कार्रवाई दल तथा सेना तुरंत घटना स्थल पर पहुंचे । कांस्टेबल राजकुमार पुलिस दल में शामिल थे ।

लगभग 2020 बजे एक आतंकवादी ने तलाशी दल पर अंधाधुंध गोली चलाई । कांस्टेबल राजकुमार ने तुरंत जवाबी कार्रवाई की तथा तलाशी दल को मोर्चा संभालने के लिए कहा । व्यक्तिगत सुरक्षा की परवाह किए बिना वे आगे बढ़ते रहे तथा इस दौरान गोलियां लगने से घायल हो गए । वे जमीन पर गिर पड़े और गंभीर रूप से घायल होने के बावजूद सुरक्षित स्थान पर ले जाए जाने से मना कर दिया और त्वरित कार्रवाई दल का नेतृत्व करने बाले अफसर को आतंकवादी के ठिकाने का संकेत दिया जिससे उसका तुरंत सफाया किया जा सका । बाद में वे घात्रों के कारण वीरगति को प्राप्त हो गए ।

कांस्टेबल राजकुमार ने बहादुरी , अदम्य साहस का प्रदर्शन किया तथा भारतीय पुलिस की उच्च परम्परा के अनुरूप अपने प्राण न्यौछावर कर दिया ।

( Effective date of the award : 3 July 2002 ) On 3 July 2002 , after receiving a specific information regarding presence of terrorists in a house in village Chak Ichhagoze , District Pulwama ( J & K ) , the targeted house was cordoned off by a party of 10 Bn BSF . Constable C. Stanly alongwith another Constable was in the process of taking positions at a vital point to cover the escape lanes when one terrorist opened heavy volume of fire on them from the top floor . The fire was immediately retaliated by both the Constables as a result of which , the terrorist shifted his position into a room on the ground floor and continued firing . During this exchange of fire , Constable C Stanly sustained a bullet injury in his right leg . Undeterred and without caring for his injury , he continued to cover the rear escape route from the house and asked his colleague to keep the lane behind the house under effective fire . Meanwhile Constable Stanly observed a terrorist jumping out of the house . Disregarding his personal safety and the bullet injury , he shifted his position and kept on firing in all directions . have a clear view of the terrorist , he came out in the open and physically covered the escape route of the terrorist . However , in the process one bullet fired by the terrorists hit him in the stomach . terrorist and killed him on the spot . collapsed and succumbed to his injuries . Constable Stanly then Constable C. Stanly showed bold initiative , extra - ordinary courage and conspicuous bravery in facing the terrorists and made the supreme sacrifice .

IC - 51821 MAJOR AJAY KOTHIYAL , SC 4 GARHWAL RIFLES

( Effective date of the award : 13 May 2003 ) On being informed by his surveillance detachment regarding movement of terrorists , Major Ajay Kothiyal quickly formulated a tactical plan to track the movement of terrorists with a party , while himself led the strike team by another route , surrounded the area into which the terrorists had moved in and stealthily lay in wait the whole night .

At 1100 hours on 13 May 2003 , as the terrorists emerged from the dhoks , he immediately engaged them . Four terrorists in a desperate bid to escape charged toward him firing . Major Ajay Kothiyal not caring for his personal safety and displaying raw courage , effectively confronted the terrorists , cut off the escape route and with accurate fire killed four terrorists . His deft planning and surgical execution of the operation led to elimination of , the complete group of seven terrorists .

Major Ajay Kothiyal , SC , displayed presence of mind , raw courage , meticulous planning and conspicuous bravery of a high order while fighting the terrorists .

IC - 45120 LIEUTENANT COLONEL KANHAR JAIDEEP BINGN , SC , S 6 DOGRA ( POSTHUMOUS)

( Effective date of the award : 18 August 2002 ) Lt Col Kanwar Jaideep Singh was commanding a unit on the Line of Control . The Unit was holding the widest and one of the most difficult sectors sensitive to enemy action and terrorist infiltration . He motivated and led his battalion to achieve complete ascendancy over the enemy and caused him heavy causalities .

On 18 August 2002 at 1530 hours Lt Col Kanwar Jaideep Singh's reconnaissance patrol had a chance encounter with a group of infiltrating terrorists wounding one soldier . He immediately engaged the terrorists with disregard to his personal safety and evacuated the wounded soldier to safety . To prevent terrorists from escaping , he reorganized a reinforced patrol to follow and destroy them . While pursuing the terrorists the patrol came under fire from a second group of concealed terrorists . He boldly led his men , causing causalities to the terrorists and compelling them to flee . In this fierce encounter he was hit in the neck and succumbed to his injury while encouraging his men to move forward .

Lt Col Kanwar Jaideep Singh , SC , SM led his team from the front and set an example by making the supreme sacrifice while fighting the terrorists :

( Effective date of the award : 04 Jan 2003 ) Operator Excavating Machinery Mohan Singh was deployed as a dozer operator at detachment Aboi for formation cutting , of road Aboi - Tohok which is a very vital road link of Mon District in Nagaland state .

On 04 January 2003 in the morning at 1100 Hrs when formation cutting , work was in progress , suddenly OEM Mohan Singh saw a huge land mass coming from hill side . He did not run away and to save the Dozer from likely damage , he tried to withdraw the Dozer fro slide portion and in the process he was hit in the neck by a boulder which came alongwith slide . He was declared dead same day because of the injuries sustained by the falling boulders . The Dozer was saved due to the extra ordinary courage and devotion to duty of Operator Excavating Machinery Mohan Singh .

Operator Excavating Machinery Mohan Singh , thus , demonstrated extra ordinary devotion to duty , raw courage and made the supreme sacrifice in performing his duty .

located at tri - function of three nations viz . India , Bangladesh and Myanmar .

On 10 January 2003 , he was atop his machine doing the formation cutting between Km 161 and 162. The stretch of work on that day was a tricky one and each forward motion of the dozer was fraught with danger . With his indomitable courage and fighting spirit OEM C Chandra Sekar was tackling that stretch without any fear . At one point , the dozer got tilted and started slipping but OEM C Chandra Sekar did not desert his machine but with a extraordinary presence of mind and operating skill retrieved the machine and succeeded in moving it towards the hill side . When the machine neared the hill - side , there was a sudden and heavy land slide , which was only an inexplicable act of nature . OEM C Chandra Sekar got buried with his machine . Only his head was visible . But never once did OEM C Chandra Sekar panic . He upheld his courage and calm poise . The labourers removed the slide around him , lifted him up and brought him down . He sustained serious internal injuries , due to which he breathed his last later .

Operator Excavating Machinery C Chandra Sekar displayed exceptional act of bravery , exemplary dedication and made the supreme sacrifice while performing his duty .

( Effective date of the award : 18 Feb 2003 ) Based on specific information about move of rations two ambushes were laid in general area at 1820 hrs . At 2100 hrs one party observed a truck entering the site . On being challenged they resorted to indiscriminate firing , lobbed grenades and attempted to flee . Sensing the terrorists might escape into the dense secondary jungles to the North and into Bhutan , Sepoy Tarun Kumar chased the fleeing terrorists and shot one terrorist dead .

Meanwhile the other two terrorists took cover behind a cutting and hurled a grenade at Sep Tarun Kumar . Displaying excellent battle craft under the cover provided by his buddy he crawled forward in the rock strewn nala bed and shot dead one of the terrorists at close quarters . Later Sepoy Tarun Kumar provided effective covering fire to his buddy who in turn shot dead the third terrorist . In all three terrorists were killed and one 7.65 mm Beretta pistol , one 12 Bore SBBL , ammunition and large quantity of rations were recovered .

Sep Tarun Kumar displayed presence of mind and conspicuous gallantry of exceptionally high order in the face of terrorist's fire .

KAMALESHWAR SINGH

( Effective date of the award : 19 Feb 2003 ) Operator Excavating Machinery Kamaleshwar Singh was detailed for winter snow clearance at Km 39 on Leh - Chalunka road . During winter , nature's adversities are at its worst with heavy snowfall , wind speed and temperatures ranging from ( - ) 15° C to ( - ) 35 ° Cin this road sector .

During the night of 19th - 20th Feb 03 , there was heavy snowfall unprecedented for the season and the whole road sector was blocked by , massive accumulation of snow . Despite the ever - present danger of an avalanche , Operator Excavating Machinery Kamleshwar Singh driven by a sense of duty ventured to clear the road with his bulldozer . Unmindful of the imminent danger of snow avalanches and caving up of the snow accumulation Operator Excavating Machinery Singh kept on clearing the snow . And then the snow avalanche came which buried Operator Excavating Machinery Kamaleshwar Singh along with his dozer . He was rescued with a great difficulty . Inspite of this near brush with death Operator Excavating Machinery Singh after recovering kept on working relentlessly .

( Effective date of the award : 22 Feb 2003 ) On 22 Feb 2003 after receiving intelligence input regarding presence of a group of terrorists in Poonch District , Jammu & Kashmir Major Kishan Bahadur Gurung rushed with his company columns to intercept the group . His unexpected approach straight down the cliff to the suspected area surprised the early warning party posted by terrorists . He quickly cordoned the entire area , thus preventing them from escaping . He conducted the operation with professional maturity , organized the firefight throughout the night under adverse weather conditions , maintained strict fire control to avoid own casualty due to cross firing . One escape attempt by the terrorists was thwarted personally by the officer being located at the exit point . Finally , Major Kishan Bahadur Gurung disregarding his personal safety charged into one dhok and killed four terrorists from an extremely close range .

Major Kishan Bahadur Gurung displayed the highest level of initiative , effective leadership , command and control during adverse weather conditions and raw courage by personally leading the charge in fighting the terrorists .

( Effective date of the award : 11 March 2003 ) Rifleman Joseph Hentry was part of the team that had laid multiple ambushes cum surveillance in Manipur . At 1400 hours on 11 March 2003 , six to eight heavily armed terrorists in combat dress were seen moving . The team rush to the area in two sections to block the escape of terrorists .

At 1415 hours , as the terrorists entered the killing area , both the sections of the team opened fire . The terrorists taken by surprise , tried to flee in different directions by splitting in small groups . At this stage , Rifleman Joseph Hentry observed the leading terrorist running across him . Displaying raw courage with utter disregard to his personal safety , he jumped in front of the terrorist and physically blocked his escape . In the ensuing exchange of fire , he killed the terrorist from a close quarters , however he himself sustained a burst of automatic fire in his neck and head and succumbed to his injuries . In the meantime , other team members in a fierce firefight , killed three more terrorists . One AK 56 Rifle , one Magazine and 45 rounds were recovered .

Rifleman Joseph Hentry , thus , displayed raw courage with utter disregard to his personal safety , and made the supreme sacrifice of his life to the nation .

The road stretch between Km 5.00 to 17.00 passes through middle of a hill slope with loose soil / boulders . The condition of the road is often worsened due to thick fog , incessant rain and omni - present leeches in the area . The formation widening proved all the more difficult due to unstable geological strata all along the road stretch , In view of his vast experience and excellent skill , Dozer Operator G Ramalingam was deployed in this area for formation widening .

On 13 March 2003 , while he was engrossed in his work , operating the dozer at Km 11.80 for formation widening , a heavy slide from upper hill portion started to come down . He was cautioned about the slide but absolutely unmindful of his own safety , Operator G Ramalingam used the fraction of the time to move back the dozer so as to save the costly dozer . But the heavy slide came down at a greater velocity and the operator alongwith the dozer was buried under the soil . His valiant efforts undoubtedly saved the dozer from major damages but he could not save himself and breathed his last under the landslide .

Operator Excavating Machinery G Ramalingam , thus , displayed exemplary courage , outstanding dedication , unmatched devotion to duty and made the supreme sacrifice while performing his duty .

( Effective date of the award : 14 March 2003 ) Lance Naik Gagan Singh was Radio operator of a company which had launched search & destroy operation in district Udhampur , Jammu & Kashmir .

On 14 March 2003 at around 1350 hours , own troops noticed movement of two terrorists . Stops brought down fire on the fleeing terrorists and eliminated one terrorist . The second terrorist made an attempt to escape in the thickly wooded forest but Lance Naik Gagan Singh alongwith Company Commander chased the fleeing terrorist . The terrorist opened heavy volley of fire on them . Sensing danger to his company commander and other comrades , Lance Naik Gagan Singh pinned down the terrorist with effective fire but sustained gun shot wound on his left leg . Inspite of being injured he chased and spotted the terrorist hiding behind the boulders . He crawled for about 10 meters , reached a position of advantage and with unflinching courage killed the terrorist . In the ensuing fire - fight , he sustained second gun shot wound on lower back . He succumbed to his injuries at Command Hospital , Udhampur .

Major Ranjan Chengappa displaying excellent minor tactics and presence of mind took cover behind a tree , brought down accurate fire thus eliminating one terrorist immediately . The terrorists retaliated by bringing down heavy volume of fire on the officer . Unmindful of personal safety and displaying raw courage , outstanding leadership and professional acumen the officer crawled to a boulder near the group and lobbed two grenades thus eliminating two more terrorists . ( Effective date of the award : 12 April 2003 ) Paratrooper Dalip Singh was member of a team of a Battalion of the Parachute Regiment , during operation conducted in general area of Poonch District , J & K .

From his position in the ambush at approximately 1900 hours Paratrooper Dalip Singh noticed movement of three terrorists moving 400 meters east . Realising that the terrorists were getting away Paratrooper Dalip Singh displaying aggressive spirit and initiative immediately set off with his buddy to trap the terrorists . Paratrooper Dalip Singh asked his buddy to deploy and cover his movement and in a swift bold action , making excellent use of ground closed in intercepting the group of terrorists and shot dead two of the group in a close quarter battle . Displaying exceptional courage and with utter disregard to his personal safety Paratrooper Dalip Singh chased another fleeing terrorist who was firing indiscriminately and killed him also at very close quarters .

Paratrooper Dalip Singh displayed exceptional gallantry , great presence of mind , initiative and least concern for his personal safety and single - handedly eliminated three foreign terrorists .

( Effective date of the award : 14 April 2003 ) On 14 April 2003 , Sepoy Narendra Singh was buddy of the ambush party commander . At 0430 hours , the scouts of the ambush party noticed movement of 8 to 10 persons along the track . When these persons were in close range they were challenged by the party's second in command . The terrorists opened indiscriminate fire and fierce fire fight ensued in which two terrorists were shot dead . Meanwhile two terrorists were spotted attempting to escape and Sepoy Narendra Singh alongwith his Party Commander immediately chased the terrorists unmindful of the heavy volume of fire being brought upon him . At 0820 hours on 09 May 2003 the leading scout spotted a group of four to five terrorists moving . On being challenged the terrorists opened heavy volume of fire on own troops and lobbed grenades . The heavy firefight and continuous manoeuvre continued for 50 minutes during which Maj Lakshman Singh Chauhan displaying exceptional courage , severely injured three terrorists , in fierce fire fight at perilously close range . In a similar display of dynamic leadership and courage , Maj Lakshman Singh , in another operation , personally shot down two terrorists who were in the process of laying IEDs on a wooden bridge on the road . It On 26th June 2003 after returning from day's work at around 1700 Hrs , they were informed about the road block and active slides at 2 places between Km 21-23 on Jawaharlal Nehru Road . was raining heavily and the visibility was poor due to fog . OEM Satheesan N alongwith MT / DVR Malabinder Singh without caring for the day's fatigue from hard work immediately proceeded with his JCB for clearance of the slide . The trouble spot was still active with slush and rolling boulders coming down the hill slope . OEM Satheesan N and MT / DVR Malbinder Singh worked relentlessly without caring for their own safety and cleared the slide to ensure that the stranded vehicles and passengers are able to cross the slide .

1 When the clearance of slide was in final stage , after evacuating all stranded vehicles / passengers , there was flash flood in the Nallah with boulders . It caught the JCB , its operator OEM Satheesan N and MT / DVR Malbinder Singh unaware and presumbly swept away all the three alongwith it into steep valley down hill resulting in the instant death of the Operator and fatal injuries to MT / DVR Malbinder Singh , who succumbed to injuries while being evacuated .

Operator Excavating Machinery Satheesan N and MT/ DVR Malbinder Singh displayed raw courage , dogged determination in saving the lives of stranded passengers and the vehicles at the cost of their lives .

During the search at 1500 hours on 29 June 2003 , the search party drew heavy volume of fire from terrorists hiding in the nearby Nala . Subedar Jeet Singh quickly reorganized his party and placed a tight cordon blocking the escape routes from the South West direction . Thereafter , he moved ahead with his buddy , closed in on the terrorist and shot dead one terrorist at close quarters . In the meantime another terrorist hiding in the hay stack , hurled a grenade towards him , thus wounding him in the lower abdomen . The speed and surprise of fire with which enemy was engaged left him absolutely shocked . He moved ahead braving the heavy barrage of mortar and artillery fire , directing his fire support group resulting in killing of one enemy soldier and destruction of two enemy bunkers across the line of control , being used as fire base . This display of courage under heavy fire motivated the support group to disregard danger and devastate the enemy allowing own Quick Reaction Team to destroy and force the enemy to retreat . His outstanding gallantry resulted in killing of eight enemy soldiers and foiling enemy raid by breaking enemy will to fight .

Lt Col Reddy Venkatesha displayed outstanding boldness , unparalleled aggressiveness and exemplary courage in fighting the terrorists .

IC- 57219 MAJOR UDAI SINGH , SM 22 PARA ( SPECIAL FORCES ) ( POSTHUMOUS )

( Effective date of the award : 29 Nov 2003 ) Major Udai Singh had developed a comprehensive schedule to demolish the intelligence and logistics network being provided to the terrorists by the Over Ground Workers in the general area in Rajouri District of Jammu & Kashmir . The officer commenced operations by launching a search and destroy operation in the general area at 0300 hours on 29 Nov 2003. The team physically . reconnoitered the thickly forested area . At 1745 hours , in fading light , when the officer was leading his team to lay an ambush , the party suddenly came face to face with a group of terrorists who were approaching from higher ground at a close range of 10 metres . During the deadly firefight that ensued , the officer sustained Gun Shot wound in the neck , while his buddy sustained multiple gun shot wounds . Displaying extraordinary courage , in utter disregard to personal safety , the officer continued to close in with the terrorists , killed one terrorist and wounding another . Major Udai Singh then helped extricating his fatally injured buddy before succumbing to his injuries .

Major Udai Singh displayed indomitable courage and exemplary leadership in fighting the terrorists and made the supreme sacrifice .

JAMMU & KASHMIR POLICE ( POSTHUMOUS)

( Effective date of the award : 02 Jan 2004 ) On 02 January 2004 at 1850 hours two terrorists opened indiscriminate fire and lobbed grenade at crowded Jammu railway station . On learning about the incident , Quick Reaction Teams of Police and Army rushed to the incident site , Constable Raj Kumar was part of the police party .

At 2020 hours , a terrorist opened indiscriminate fire at the search party . Constable Raj Kumar immediately retaliated and asked search party to take position . He himself kept on advancing with total disregard to his personal safety and in the process sustained multiple gun shot injuries . He fell down on the ground and despite being seriously wounded refused to be evacuated and indicated the location of terrorist to the Leader of Quick He later Reaction Team which ensured his quick elimination . succumbed to the injuries .

Constable Raj Kumar displayed gallantry , raw courage and laid down his life in the true tradition of Indian Police .

RESOLUTION

No. 21-2 /2003 - TS - III- In pursuance of various judicial pronouncements of the Hon'ble Supreme Court of India, the All India Council for Technical Education (AICTE) , vide Notification No. 37-3 /Legal/2004 dated 21st January 2004 published in the Gazette of India Extraordinary [Part -III Sec. 4] on 26th February 2004, had issued detail regulations concerning admission of Non- Resident Indians (NRIs ) , Foreign Nationals (FN) and Persons of Indian Origin (PIO) etc in all institutions/University Departments approved by AICTE offering technical courses leading to Diploma , Degree and Post-Graduate Degree in Enginerring & Technology, Architecture & Town Planning, Pharmacy, Applied Arts, MBA, MCA, Hotel Management & Catering Technology etc. Under these regulations , fifteen percent ( 15 % ) of seats [ approved intake capacity] have been reserved across different disciplines on supernumerary basis for the above - mentioned categories of students including the children of Indian workers in the Gulf Countries.

In the light of the above notification, the question of doing away with the present practice of issuing No. Objection Certificate (NOC ) to the Foreign Nationals , NRIs , PIOs etc for pursuing the above mentioned technical courses at under - graduate and post -graduate level in Self-Financing Institutions or University Departments including Deemed Universities or Government funded Institutions was under the consideration of the Government of India. After careful consideration, it has been decided that a NOC from the Government would no longer be required in respectect of the above categories of students for pursuing such courses in these institutions and their admission shall be governed by the above notification as amended from time to time . However, it shall be duty of the Head of all such academic institutions admitting above categories of students to furnish a complete list of admitted students ( country wise) every year by 30th September giving details of their courses, passport particu- lars , fee being charged and the residential addresses in India to the Ministry of HRD, Department of Secondary & Higher Education, (Technical Section- III ) , Shastri Bhavan , New Delhi . This list should also be furnished to AICTE as well as to the Ministry of External Affairs ( Students Cell ) , Akbar Bhavan, New Delhi . This would be applicable for admissions already made or to be made from the Academic Session 2003-2004 onwards .
