संकल्प
(क) एक पुरस्कार: रु० 25,000/- (रुपए पच्चीस हजार केवल)
5 . प्रत्येक पुरस्कार के साथ एक प्रनण पत्र भी दिया जाएगा । पात्रता
इस योजना में भारत सरकार/ राज्य सरकार के कर्मचारियों सहित प्रत्येक भारतीय नागरिक भाग ले सकता है । योजना में मूल्यांकन समिति के सदस्य/ अध्यक्ष भाग लेने के पात्र नहीं होंगे । संजीव कार्य मंत्रायय के कर्मचारी भी इस योजना में भाग लेने के पात्र नहीं होंगे ।
6. मूल्यांकन समिति
सं ० 8 ( 5) / 2003- हिन्दी- संसदीय कार्य मंत्रालय ने निर्धारित विषय पर हिन्दी में मौलिक पुस्तक लिखने वाले लेखकों और प्रसिद्ध लेखकों की पुस्तकों के हिन्दी में अनुवाद को प्रोत्साहन देने के उद्देश्य से संसदीय प्रणालियों और पद्धतियों से संबंधित विषयों अथवा मंत्रालय को आवंटित विषयों से संबंधित अथवा किसी विशेष वर्ष में मंत्रालय द्वारा निर्धारित विषय पर हिन्दी में मौलिक पुस्तक लेखन या अन्य भाषाओं से पुस्तकें हिन्दी में अनुवाद करने के लिए लेखकों को पुरस्कृत करने की योजना आरम्भ करने का निर्णय लिया है । योजना की मुख्य विशेषताएं निम्न प्रकार से होंगी:-
1. योजना का नाम
इस योजना का नाम " संसदीय हिन्दी पुस्तक पुरस्कार योजना" होगा ।
2. उद्देश्य
(1) इस योजना के अन्तर्गत प्राप्त पुस्तकों/पाण्डुलिपियों को पुरस्कृत करने के लिए पुरस्कारों की सिफारिश करने के लिए 5 सदस्यों की एक मूल्यांकन समिति होगी । सचिव संसदीय कार्य मंत्रालय मूल्यांकन समिति के पदेन अध्यक्ष होंगे । संसदीय कार्य मंत्रालय और राजभाषा विभाग प्रत्येक से एक- एक अधिक री इस मूल्यांकन समिति के सवस्य होंगे । शेष दो सदस्य पुस्तक के विषय पर हिन्दी भाषा के जानकार गैर- सरकारी विशेषज्ञ होंगे ।
इस योजना का उद्देश्य निर्धारित विषयों पर हिन्दी में मौलिक पुस्तक लिखने वाले लेखकों और प्रसिद्ध लेखकों की पुस्तकों के हिन्दी में अनुवाद का प्रोत्साहन देना है ।
3. विषय
(2) मूल्यांकन समिति के गैर- सरकारी सदस्य व्यक्ति- गत रूप में पश्तकों/ पाण्डुलिपियों के अध्ययन के पश्चात् अपनी सिफारिशें संसदीय कार्य मंत्रालय को भेजेंगे ।.
पुस्तक ( मौलिक अथवा अनुदित ) का विषय संसदीय प्रणाली , प्रक्रिया और पद्धति से संबंधित किसी भी विषय पर हो सकता है ।
(3) मैर-सरकारी विशेषज्ञों की सिफारिखों पर मूल्यांकम समिति की बैठक में विचार किया जाएगा और तदनुसार पुरस्कारों का निर्णय लिया जाएगा ।
4. पुरस्कार
(4) मूल्यांकन समिति की बैठक में लिए गए निर्माय के पश्चात्पुरस्कारों की घोषणा की जाएगी
इस योजना के अन्तर्गत दिए जाने वाले पुरस्कार निम्न प्रकार से होंगे:-
मूल पाण्डुलिपि
(5) मूल्यांकन समिति के सभी गैर -सरकारी सदस्यों को मूल्यांकन कार्य के लिए मंत्रालय द्वारा निर्धारित मानदेय दिसा जाएगा और बैठक में भाग लेने के लिए नियमों के अन्तर्गत स्वीकार्य यात्रा भत्ते/ दैनिक भत्ते का भुगतान किया जाएमा । (क) प्रथम पुरस्कार: रु ० 50,000/- ( रुपए पचास हजार केवल)
7. पुस्तक/ पाण्डुलिपि लेखन की अवधि
(ख) द्वितीय पुरस्कार रु ० 30,000/- (रु ० तीस हजार
केवल)
योजना के अन्तर्गत प्रस्तुत की जाने वाली पुस्तक पपहु लिपि वर्ष 2001 से 2003 तक तोन कलैण्डर वर्षों के दौरान लिखो/प्रकाशित होनी चाहि
( ग) तृतीय पुरस्कार: रु ० 20,000/- ( रु ० बीस हजार केवल) 674

8. सामान्य निबंधन और शत
योजना में भाग लेने वाले प्रतिभागियों को निम्नलिखित निबंधन और शर्तों का पालन करना होगा और वे अन्य बातों के साथ-साथ निम्नलिखित निबंधन और शर्तों द्वारा विनियमित होंगे:--
( 1) रोजगार समाचार ( हिन्दी संस्करण ) सहित प्रमुख समाचार-पत्रों/ पत्रिकाओं में विज्ञापन के द्वार। लेखकों से आवेदन मंगाए जाएंगे ।
( 2) योजना के अंतर्गत प्रकाशितं पुस्तकें और पाण्डु- लिपियाँ स्वीकृत की जाएंगी । लेखकों द्वारा प्रस्तुत की गई पुस्तकें/ पान्डुलिपियां निर्धारित अवधि के दौरान लिखिी प्रकाशित होनी चाहिए ।
( 3) लेखकों से यह आपेक्षित होगा कि वे अपने आवेदन पत्त्र के साथ पुस्तक/ पाण्डुलिपि की पाँच प्रतियां , सचिव , संसदीय कार्य मंत्रालय , 8 , संसद भवन, नई दिल्ली को निर्धारित तारीख से पहले भेंजें । इस प्रकार प्राप्त पुस्तक/ पाण्डुलिपि को लौटाया नहीं जाएगा ।
(4) आवेदन पत्र के प्राथ लेखक की पासपोर्ट आकार की दो फोटो संलग्न होनी चाहिए ।
(5) निर्धारित तारीख के पश्चात् प्राप्त पुस्तकों/पाण्डु- लिपियों पर विचार नहीं किया जाएगा । पुस्तकों/ पाण्डुलिपियों के डाक में खो जाने अथवा देर से प्राप्त होने के लिए मंत्रालय उत्तरदायी नहीं होगा ।
( 6) लेखकों का अपनी पुस्तकों/ पाण्डुलिपियों पर कापी- राइट अधिकार बना रहेगा ।
( 7) योजना के अन्तर्गत केवल उन पुस्तकों को स्वीकार किया जाएगा जो या तो मूल रूप में हिन्दी में लिखी गयी हों या किसी अन्य भाया से हिन्दी में अनूदित की गई हो । ( 8) पुस्तक/ पाण्डुलिपि किसी अन्य भाषा में पहले लिखी या प्रकाशित पुस्तक का उसी लेखक द्वारा हिन्दी अनुत्राद नहीं होना चाहिए ।
( 9) पुस्तक/ पाण्डुलिपि लेखक के अतिरिक्त किसी व्यावसायिक अनुवादक द्वारा किया गया हिन्दी रूपान्तर नहीं होना चाहिए ।
( 10) पुस्तक/ पाण्डुलिपि उच्च कोटि की होनी चाहिए जो कि एम ० फिल ० डैजटेंशन के संमकक्ष हो ।
(11) पुस्तक/पाण्डुलिपि जिसे पहले सरकार की किसी अन्य योजना के अन्तर्गत पुरस्कार प्राप्त हो चुका है उसे स्वीकार नहीं किया जाएगा ।
( 12) यदि पुस्तक/पाडुलिपि के एक से अधिक लेखक हैं तो पुरस्कार की धनराशि उनमें बराबर बाँट दी जाएगी । (13) यदि पुस्तक/ पाण्डुलिपि किसी भी परस्कार के लिए अपेक्षित स्तर की नहीं पाई जाती है तो , मूल्याँकन समिति यदि ठीक समझें, उस पुस्तक/पाण्डुलिपि के लिए किसी धनराशि
[भाग 1-खण्ड 1 (न्यूनतम पुरस्कार से कम) का सांत्वना पुरस्कार देने की सिफारिश कर सकती है ।
( 14) पुस्तक/पाण्डुलिपि को पुरस्कार के लिए चुनने अथवा उसकी चुनने की प्रक्रिया के संबंध में किसी पत्र - वहार पर विचार नहीं किया जाएगा ।
( 15) पुरस्कार विजेताओं को पुरस्कार एक सभारोह अथवा किसी उपयुक्त अवसर पर प्रदान किए जाएंगे , जिसके बारे में पुरस्कार विजेताओं को सूचना संसदीय कार्य मंत्रालय द्वारा दे दी जाएगी ।
( 16) दिल्ली से बाहर के पुरस्कार विजेताओं को पुरस्कार वितरण समारोह में भाग लेने के लिए रेल का द्वितीय श्रेणी का किराया दिया जाएगा ।
( 17) संसदीय कार्य मंत्रालय को पुरस्कार प्राप्दकर्ताओं के चयन और ऐसे चयन को विनियमित करने का अनन्य अधिकार होगा ।
आदेश
आदेश दिया जाता है कि संकल्प की एक प्रति सभी राज्य सरकारों और भारत सरकार के सभी मंत्रालयों/ विभागों को भेजी जाए ।
यह भी आदेश दिया जाता है कि सकल्प को आम सूचना के लिए भारत के राजपत्त्र में प्रकाशित किया जाए ।

आदेश
आदेश दियः जःता है कि इस संकल्प की एक प्रति भारत सरकार के सभी मंत्रालयों/ विभागों, स्वास्थ्य सेवा महानिदेशालय नई दिल्ली और भारतीय भेषज संहिता समिति के सभी सदस्यों को भेजी जाए ।
आदेश दियः जाता है कि इस संकल्प की एक प्रति सामान्य सूचना हेतु भारत के राजपत्र में प्रकाशन के लिए भेजी जाए ।

No. F. 8 (5) /2003 - Hindi- The Ministry of Parlia- mentary Affairs has decided to launch a Scheme for giving awards to authors writing orginal books in Hindi or translating books from other languages into Hindi on the subjects related to Parliamentary systems and procedures or relatedto the subjects allocated to the Ministry or the subject specified by the Ministry in a particular year , with the object of giving encouragement to authors to write original books in Hindi as well as translate into Hindi works of reputed authors on the subject . The main features of the scheme will be as under : -
1. NAME OF THE SCHEME
The Scheme will be called ' Parliamentary Hindi Book Prize Scheme ' .
2. OBJECTIVES
The aims of this Scheme will be to give en- couragement to authors to write original books in Hindi as well as translate into Hindi works of reputed authors on the specified subjects .
3. SUBJECT
The book ( orginal or translated) may be on any topic concerned with Parliamentary systems , pro- cesses and procedures .
4. THE AWARDS
The Awardsto be given under the Scheme will be as under : -
Original Manuscripts
(a) First Prize : Rs . 50,000/- (rupees fifty thousand only) (b) Second Prize : Rs . 30,000/ - ( rupees thirty thousand only) (c) Third Prize : Rs . 20,000 / - ( rupees twenty thousand only)

5. ELIGIBILITY
Every Indian citizen , including the employees of Government of India / State Government, can parti- cipate in the Scheme , Member/ Chairman of Evaluation Committee will not be eligible to parti- cipate in the Scheme . The employees of the Ministry of Parliamentary Affairs too shall not be eligible to participate in the Scheme .
6. EVALUATION COMMITTEE
(1) There shall be an Evaluation Committee of five members to recommend the prizes to be awarded on book / manuscript received under this Scheme. Secretary , Ministry of Parliamentary Affairs shall be ex- officio Chairman of the Evalua- tion Committee. One officer each from the Ministry ofParliamentary Affairs and Department of Official Language shall be the member of the Evaluation Committee . Remaining two Members will be non- official Hindi Language knowing experts on the subject of the book .
(2) Non- official Members of the Evaluation Committee shall give their recommendations after studying the books - manuscripts individually to the Ministry of Parliamentary Affairs .
(3) The recommendations of the non- official expert will be considered in the meeting of the Evaluation Committee and the prizes shall be decided accordingly .
(4) Prize shall be announced after the decision taken in the meeting of the Evaluation Committee.

(5) All non- official Members of the Evaluation Committee shall be paid honorarium prescribed by the Ministry for the evaluation work and TA/DA for attending the meetings as admissible under the rules.
7. PERIOD OF WRITING BOOK/ MANUSCRIPT Book/Manuscript presented under the scheme should have been written/published during the three years 2001 to 2003 .
8. GENERAL TERMS AND CONDITIONS The participants of the Scheme will have to abide by and will be governed inter alia by following terms and conditions : -
(1 ) Applications will be invited from the authors through an advertisement in leading Newspapers/ Journals , including the Employment News (Hindi Edition).
(2) Published Books as well as Manuscripts , will be accepted under the Scheme . Books/ manuscripts submitted by the authors should have been written published during the prescribed period .
(3 ) The authors are required to submit their applications alongwith five copies of the book/ manuscript to the Secretary , Ministry of Parlia- mentary Affairs , 8 Parliament House , New Delhi before the specified date . Book / Manuscript so received will not be returned.
(4) The application should be accompained with two passport size photographs of the author (5) Books /manuscripts received after the speci- fied date will not be considered. Ministry will not be responsible for late receipt or loss in transit of books /manuscripts .
(6) The authors will continue to have the copy- right of their books / manuscripts which received he Awards .
(7) Only those books will be accepted unde the Scheme which are either written originally in Hindi or translated into Hindi from some other language .
(8) The book/ manuscript shall not be the Hindi version of a book already written or published in any other language by the same author .
(9) The book / manuscript should not be a Hindi version done by any professional translator other than the author .
(10) The book/ manuscript shall be of a high quality equivalent to an M.Phil dessertation .
( 11 ) A book/ manuscript which have already received an award under any other scheme of the Government shall not be accepted ..
[PART III-SEC . 1 (12) If there are more than one author of a book /manuscript, the amount of prize will be equally distributed among them.
(13) In the event of a book/ manuscript being adjudged not upto the required standared for any of the awards , the Evaluation Committee may recommend a consolation prize of any amount (less than the minimum prize ) for that book/manuscript , if it deems fit .
(14) No correspondence will be entertained regarding selection of a book/ manuscript for award- ing the prize or the selection procedure in regard thereto .
( 15) Prizes will be awarded to prize winners at a function or at an appropriate occasion , an inti- mation about which will be given to the Prize Winners by the Ministry of Parliamentary Affairs .
(16) 2nd class rail fare will be given to the out- station prize winners for attending the prize distri- bution function .
(17) The Ministry of Parliamentary Affairs shall have exclusive right to select the recipients of the awards and the regulation of such selection .

Ordered that a copy of the Resolution be commu- nicated to all State Governments and all Ministries/ Departments of the Government of India .
Ordered further that the Resolution be publish- ed in the Gazette of India for general information.
