2. उप विधायी परामर्शी के ग्रेड में नियमित यह तदर्थ नियुक्ति न तो उन्हें ( भारतीय विधि सेवा का ग्रेड III ) नियुक्ति के लिए कोई दावा करने का अधिकार प्रदान करेगी और न ही उनके द्वारा की गई तदर्थ सेवा की गणना इस ग्रेड में वरिष्ठता अथवा अगले उच्चतर ग्रेड में उनकी प्रोन्नति के प्रयोजनार्थ की जाएगी ।

The above ad hoc promotion to the grade of Under Secre- tary will be subject to the following conditions :-
( i ) The adhoc promotion shall not confer any yright on the officers to continue in the grade indefinitely or for inclusion in the Select List for regular appoint- ment or to claim seniority in the Grade I ( Under Secretary) of CSS .
(ii) The Officers may continue to work in the same office until further orders .
( iii) The Officers may be moved to different Ministries/ Departments as and when the allocations of specific number of the posts of Under Secretaries to different Ministries / Departments is done as a result of cadre restructuring of CSS apart from the transfers which may in the mean time be necessitated due administrative exigencies . to (iv) In case any of the above officers is on leave on 25-3-04 his / her ad - hoc promotion willl be effective from the date he/ she joins duty .
The increase in the sanctioned strength of the post of Under Secretaries on account of promotions is to be treated as deemed creation of temporary posts till revised strength is allocated by DOPT to the Ministry of Urban Development & Poverty Alleviation and actual increase in the sanctioned strength of Under Secretaries is decided office wise .
