सं० 17-8/ 2002- टी० एस ० -राष्ट्रीय शिक्षा नीति, 1986 के तहत बनाई गई कार्य योजना, 1992 के बनुसरण में और प्रवेश परीक्षाओं की अधिकता से बचने के बिचार से यह निर्णय लिया गया था कि सभी व्यावसायिक शैक्षिक संस्थाओं ( अल्पसंख्यकों से सम्बंधित और गैर-अल्पसंख्यकों से सम्बंधित दोनों ) में प्रवेश संयुक्त प्रवेश परीक्षा (परीजाओं) द्वारा निर्धारित योग्यता के आधार पर दिया जाएगा । कोई भी संस्थान अलग से परीक्षा आयोजित नहीं कर सकता । 8. श्री ए० कृष्णास्वामी

2. यह निर्णय लिया गया है कि देश की एम ०बी०ए०/ पी०जी० डी० एम ० पाठ्यक्रमों (अथवा समकक्ष ) वाली सभी संस्थाओं में वर्ष 2005-06 के लिए प्रवेश अखिल भारतीय स्तर की पांच ( 5 ) राष्ट्रीय प्रवेश परीक्षाओं नामतः सी० ए०टी०.. (भारतीय प्रबंध संस्थानों द्वारा आयोजित ) , जे० एम० ई०टी० भारतीय प्रौद्योगिकी संस्थानों द्वारा आयोजित ) , एम ० ए०टी० (ए० आई० एम० एस ० द्वारा आयोजित) ए० टी ० एम ०ए ० ( ए० आई० एम ० एस ० द्वारा आयोजित ) , और एक्स० ए ० टी ० (एक्स० एल ० आर ० आई ० द्वारा आयोजित ) में से किसी एक परीक्षा के बाधार पर दिया जाएगा । ये प्रवेश परीक्षाएं इस शर्त पर स्वतंत्र रूप से आयोजित की जाएगी कि ये उद्देश्य मूलक और पारदर्शी है । अखिल भारतीय स्तर पर विद्याषियों को प्रवेश देने वाली सभी संस्थाओं को इन परीक्षाओं में से किसी एक परीक्षा को अपनाना होगा ।

3. शैक्षिक वर्ष 2005-2006 से एमबीए पीजीडीए क (या समकक्ष ) पाठ्यक्रमों के लिए उपर्युक्त पांच प्रवेश परीक्षाएं उन संस्थाओं के लिए होगी जो इस समय अपनी स्वयं को प्रदेश परीक्षाएं आयोजित कर रहे हैं और अपने सभी छात्रों को या कुछ प्रतिशत जातों को अखिल भारतीय आधार पर संचिन पो० डी० मभवाभिया, उप सचिन 724

दे रहे हैं । सभी राज्य पहले की तरह अपने राज्यों की संस्थाओं में एमबीए पीजीडीएम पाठ्यक्रमों में दाखिला देने के लिए अपनी संयुक्त प्रवेश परीक्षा आयोजित रखना जारी रखेंगे । तथापि ये परीक्षाएं केवल उनके राज्य के छात्रों के लिए सीमित होगी । राज्य स्तर की संस्थाओं में अखिल भारतीय आधार पर दाखिल छात्र केदल उपर्युक्त अखिल भारतीय परीक्षाओं के आधार पर दाखिल किए जाएंगे । लेकिन इसके बावजूद ऐसे राज्य जो अपनी स्वयं की परीक्षाएं आयोजित नहीं करना चाहते वे अखिल भारतीय परीक्षा ( परीक्षाओं) द्वारा निर्धारित योग्यता का प्रयोग कर सकते हैं ।
4. विभिन्न अनुमोदित कोटे में सभी दाखिले केवल उपयुक्त संयुक्त प्रवेश परीक्षाओं पर आधारित परस्पर योग्यता के आधार पर किए जाएंगे । यदि ऐसा पाया जाता है कि किसी भी छात्त का योग्यता के आधार पर दाखिल नहीं किया गया है तो उस संस्था पर दण्ड लगाया जाएगा और उपयुक्त मामलों में उसकी मान्यतः / सम्बद्धता भी वापस ली जा सकती है ।

5. इस नीति के प्रभावशाली रूप से कार्यान्वयन और समग्र समन्वय से संबंधित सभी मुद्दों और कठिनाइयों को, यदि कोई हो तो, उन्हें सुलझाने के लिए एक राष्ट्रीय स्तरीय समन्वय समिति गठित की जाएगी ।

आदेश
आदेश दिया जाता है कि इस संकल की एक प्रति समी राज्य सरकारों और संघ राज्य क्षेत्रों को भेज दी जाए । आदेश दिया जाता है कि इस संकल को एक प्रति विश्व- विद्यालय अनुदान आयोग, अखिल भारतीय तकनीकी शिक्षा परिषद, संबंधित केन्द्रीय संस्थाओं और समविश्वविद्यालयों को भेज दी जाए ।
आदेश दिया जाता है कि इस संकन की एक प्रति परीक्षा आयोजित करने वाली एजेसियों कैट जे- मेढ, मेट, एटीएमए, एक्सण्टी को भेज दी जाए ।
यडू भी आदेश दिया जाता है कि इस का व्यापक प्रचार प्रसार करने हेतु से प्रेस सूचना ब्यूरो को भेज दिया जाए । यह भी आदेश दिया जाता है कि इस संकल्प की सत्र साधारण की सूचना हेतु भारत के राजात में प्रश्नशित किया जाए । . [

RESOLUTION
Subject : Streamlining of Admissions to MBAY PGDM ( or Equivalent) Programmes in the Country.
No. 17-8 /2002-TS.I - In pursuance of the Proc gramme of Action (POA) 1992 under the National Policy on Education ( NPE) 1986 and with a view to avoid multiplicity of entrance tests , it was decided PART INC. 1 ]

that the admission to all professional educational institutions (both minority and non-minority) shall be held on the basis of merit determined through common entrance test(s) . Each Institute cannot hold a separate test .
2. It has been decided that for admissions on All India Basis to the MBA/PGDM ( or equivalent) programmes in all institutions in the country for the year 2005-2006, shall be through one of the five (5) national entrance tests , namely - CAT ( conducted by IIMS), JMET ( conducted by IITs) , MAT (conducted by AIMA) , ATMA ( conducted by AIMS ) ard XAT conducted by XLRI) . These tests shall be conducted independently , subject to the condition that these are objective and transparent . All institutions ad- mitting students on All India Basis will have to opt for one of these exams .
3. Above mentioned five admission tests for MBA/ PGDM (or equivalent) programmes from the aca- demic year 2005-2006 shall be for those institu- tions that are presently holding their own entrance tests and admitting all their students or certainpercentage of them on All India Basis . All States shall continue to hold their own common entrance tests for admission to MBA/PGDM pro- grammes in Institutions within their States as before . However , these tests shall be restricted to students from within the State only . Students admitted on All India Basis in the State level insti- tutions shall be admitted only on the basis of All India Exams as above. Further still , many states that may not like to conduct their own tests could. use merit determined by the All India Test (s) .
4. All admissions in different approved quotas shall be made strictly on the basis of inter- se merit based

on common entrance tests as above . If it is found that any student has been admitted de hors merit , penalty shall be imposed on that Institute and in appropriate cases recognition / affiliation may also be withdrawn .
5. In order to resolve all related issues and diffi culties if any , for effective implementation of this policy and for overall coordination , a National Coordination Committee (NCC ) will be consti tuted.
6. This resolution supersedes the O. M. No. 17-8/ 2002-TS.I dated 10th October , 2003 and comes into immediate effect . All concerned are advised to take necessary appropriate action in this regard.

ORDERED that a copy of the resolution be communicated to all State Governments and Union Territories.
ORDERED that a copy of this Resolution be sent to UGC , AICTE , related Central Institutions and Deemed Universities .
ORDERED that a copy of this Resolution be sent to Examination conducting agencies CAT. JMET, MAT , АТМА , ХАТ.
ORDERED also that the resolution be commu nicated to the Press Information Bureau for giving wide publicity.
