संकल्प
सं० 8( 4)/ 2004-हिन्दी-संसदीय कार्य मंत्रालय निर्धा- रित विषय पर हिन्दी में मौलिक पुस्तक लिखने वाले लेखकों और प्रसिद्ध लेखकों की पुस्तकों के हिन्दी में अनुवाद को प्रोत्साहन देने के उद्देश्य से संसदीय प्रणालियों और पद्धतियों से संबंधित विषयों अथवा मंत्रालय को आबंटित विषयों से संबंधित अथवा किसी विशेष वर्ष में मंत्रालय द्वारा निर्धारित विषय पर हिन्दी में मौलिक पुस्तक लेखन या अन्य भाषाओं से पुस्तकें हिन्दी में अनुवाद करने के लिए लेखकों को पुरस्कृत करने की योजना चला रहा हैं । योजना की मुख्य विशेषताएं निम्न प्रकार से होंगी:--
1. योजना का नाम
इस योजना का नाम " संसदीय हिन्दी पुस्तक पुरस्कार योजना" होगा ।
2. उद्देश्य
इस योजना का उद्देश्य निर्धारित विषयों पर हिन्दी में मौलिक पुस्तक लिखने वाले लेखकों और प्रसिद्ध लेखकों की पुस्तकों के हिन्दी में अनुवाद को प्रोत्साहन देना हैं । 3. विषय
पुस्तक ( मौलिक अथवा अनुदित ) का विषय संसदीय प्रणाली, प्रक्रिया और पद्धति से संबंधित किसी भी विषय पर हो सकता हैं ।
4. पुरस्कार
इस योजना के अन्तर्गत दिए जाने वाले पुरस्कार निम्न प्रकार से होंगे :--
मूल पाण्डुलिपि
(क) प्रथम पुरस्कार : रु ० 50,000/- ( रुपए पचास हजार केवल) (ख) द्वितीय पुरस्कार : रु० 30,000/ - ( रुपए तीस हजार केवल) (ग) तृतीय पुरस्कार : रु० 20,000/- ( रुपए बीस हजार केवल) अनुवाद
(क) एक पुरस्कार रु० 25,000/- ( रुपए पच्चीस हजार केवल) प्रत्येक पुरस्कार के साथ एक प्रमाण पत्र भो दिया जाएगा ।
5. पात्रता
इस योजना में भारत सरकार/ राज्य सरकार के कर्मचारियों सहित प्रत्येक भारतीय नागरिक भाग ले सकता है । योजना में मूल्यांकन समिति के सदस्य/ अध्यक्ष भाग लेने के पात्र नहीं होंगे । संसदीय कार्य मंत्रालय के कर्मचारी भो इस योजना में भाग लेने के पात्र नहीं होंगे ।
6. मूल्यांकन समिति
( 1) इस योजना के अंतर्गत प्राप्त पुस्तकों/ पाण्डुलिपियों को पुरस्कृत करने के लिए पुरस्कारों को सिफारिस करने के लिए 5 सदस्यों को एक मूल्यांकन समिति होगी । सचिव, संसदीय कार्य मंत्रालय मूल्यांकन समिति के पदेन अध्यक्ष होंगे । संसदीय कार्य मंत्रालय और राजभाषा विभाग प्रत्येक से एक- एक अधिकारी इस मूल्यांकन समिति के सदस्य होंगे । शेष दो सदस्य पुस्तक के विश्य पर हेिन्दो भाषा के जानकार गैर सरकारो विशेषज्ञ होंगे ।
(2) मूल्यांकन समिति के गैर- सरकारी सदस्य व्यक्तिगत रूप में पुस्तकों/पाण्डुलिपियों के अध्ययन के पश्चात अपनी सिफारिशें संसदीय कार्य मंत्रालय को भेजेंगे
(3) गैर-सरकारी विशेषज्ञों की शिफारिशों पर मूल्यां- कन समिति की बैठक में बिचार किया जाएगा और तदनुसार पुरस्कारों का निर्णय लिया जाएगा ।
( 4) मूल्यांकन समिति की बैठक में लिए गए निर्णय के पश्चात पुरस्कारों की घोषणा की जाएगी ।
(5) मूल्यांकन समिति के सभी गैर-सरकारी सदस्यों को मूल्यांकन कार्य के लिए मंत्रालय द्वार। निर्धारित मानदेय दिया जाएगा और बैठक में भाग लेने के लिए नियमों के अंतगत स्त्रोकाय यात्रा भत्ते/ दैनिक भत्ते का भुगतान किया जाएगा । 790

7. पुस्तक/पाण्डुर्लािप लेखन की अवधि
योजना के अंतर्गत प्रस्तुत की जाने वाली पुस्तक/पाण्डु- लिपि 1-1-2002 मे पहले लिखी प्रकाशित नहीं होनी चाहिए ।
8. सामान्य निबंधन और शतं
योजना में भाग लेने वाले प्रतिभागियों को निम्नलिखित निबंधन और शर्तों का पालन करना होगा और वे अन्य बातों के साथ-साथ निम्नलिखित निबंधन और अर्तों द्वारा विनियमित होंगे : -
( 1) रोजगार समाचार ( हिन्दी संस्करण) सहित प्रमुख समाचार पत्त्रों/पत्त्रिकाओं में विज्ञापन के द्वारा लेखकों से आवेदन मंगाए जाएंगे ।
( 2) योजना के अंतर्गत प्रकाशित पुस्तकें और पाण्डु- लिपियां स्वीकृत की जाएंगी । लेखकों द्वारा प्रस्तुत की गई पुस्तके/पाण्डुलिपियाँ निर्धारित अवधि के दौरान लिखो/ प्रकाशित होनी चाहिए ।
( 3) लेखकों से यह अपेक्षित होगा कि वे अपने आवेदन पत्र के साथ पुस्तक/ पाण्डुलिपि की पांच प्रतियां , सचिव, संसदीय कार्य मंत्रालय, 8 संसद भवन , नई दिल्ली को निर्धारित तारीख से पहले भेजें । इस प्रकार प्राप्त पुस्तक/ पाण्डुलिपि को लोटाया नहीं जाएगा ।
( 4) अवेदन पत्त्र के साथ लेखक की पास-पोर्ट आकार की दो फोटो संलग्न होतो चाहिए ।
( 5) निर्धारित तारीख के पश्चात् प्राप्त पुस्तकों/ पाण्डुलिपियों पर विचार नहीं किया जाएगा । पुस्तकों पाण्डुलिपियों के डाक में खो जाने अथवा देर से प्राप्त होने के लिए मंत्रालय उत्तरदायी नहीं होगा ।
( 6 ) लेखकों का अपनी पुरस्कार प्राप्त पुस्तकों/ पाण्डुलिपियों पर कापी - राइष्ट अधिकार बना रहेगा । ( 7) योजना के अन्तर्गत केवल उन पुस्तकों को स्वीकार किया जाएगा जो या तो मूल रूप में हिन्दो में लिखो गयो हों या किसो अन्य भाषा से हिन्दो में अनुदित को गई हों । ( 8) पुस्तक/ पाण्डुलिपि किसी अन्य भाषा में पहले लिखी या प्रकाशित पुस्तक का उसो लेखक द्वारा हिन्दी अनुवाद नहीं होना चाहिए ।
( 9) पुस्तक/पाण्डुलिपि लेखक के अतिरिक्त किसी व्यवसायिक अनुवादक द्वारा किया गया हिन्दी रूपान्तर नहीं होना चाहिए ।
( 10) पुस्तक/ पाण्डुलिपि उच्च कोटि की होनी चाहिए जो कि एम० फिल ० डैजटेंशन के समकक्ष हो ।
( 11 ) पुस्तक/पाण्डुलिपि जिसे पहले सरकार की किसी अन्य योजना के अन्तर्गत पुरस्कार प्राप्त हो चुका हैं उसे स्वीकार नहीं किया जाएगा ।
[भाग खण्ड 1 (12) यदि पुस्तक/ पाण्डुलिपि के एक से अधिक लेखक हैं तो पुरस्कार की धनराशि उनमें बरगर बांट दी जाएगो । ( 13) यदि पुस्तक/ पाण्डुलिपि किसी भो पुरस्कार के लिए अपेक्षित स्तर को नहीं पाई जातो है ती, मूलांकन समिति यदि ठीक समझें, उस पुस्तक/ पाण्डुलिपि के लिए किसी धनराशि (न्यूनतम पुरस्कार से कम) का सांत्वाना पुरस्कार देने की सिफारिश कर सकती है ।
(14) पुस्तक/पाण्डुलिपि को पुरस्कार के लिए चुनने अथवा उसकी चुनने को प्रक्रिया के संबंध में किलो पत्र- व्यवहार पर विचार नहीं किया जायेगा ।
(15) पुरस्कार विजेताओं को पुरस्कार एक समारोह अथव. किसी उपयुक्त अवसर पर प्रदान किए जाएंगे , जिसके बारे में पुरस्कार विजेताओं को सूचना संसदीय कार्य मंत्रालय द्वारा दे दी जाएगी ।
( 16 ) दिल्ली से बाहर के पुरस्कार विजेताओं को पुरस्कार वितरण समारोह में भाग लेने के लिए रेल का द्वितीय श्रेणी का किराया दिया जाएगा ।
( 17) संसदीय कार्य मंत्रालय को पुरस्कार प्राप्तकर्ताओं के चयन और ऐसे चयन को विनियमित करने का अनन्य अधिकार होगा ।
आदेश
आदेश दिया जाता है कि संहल की एक प्रति सभी राज्य सरकारों और भारत सरकार के सभी मंत्रालयों/ विभागों कौ भेजी जाए ।
यह भी अ देश दिया जाता है कि संकल्प को आम सूचना के लिए भारत के राजान में प्रकाशित किया जाए ।

2. समिति के विचारार्थ विषय इस प्रकार हैं :-- (i) कार्य योजना 1992 के अध्याय 3 अल्पसंख्यक शिक्षा के कार्यान्वयन का मानोरिंग करना । ( ii ) अल्पसंख्यक संस्थाओं को मान्यता तथा संत्रधन , आरक्षण से संबंधित मुद्दों पर सर्वोत्तम ढंग से कैसे ध्यान दिया जाए , के संबंध में सरकार से शिफारिश करना ।
( iii ) अल्पसंख्यक लक्षित मानव संसाधन विकास मंत्रालय की चल रही योजनाओं को मानोटर करना । ( iv ) शिक्षा की परम्परागत प्रणालिओं के प्रति सम- कालीन दृष्टीकोण पर सरकार को परामर्श देना । 3. पदेन सदस्यों के अलावा समिति के सदस्यों की कार्यकाल अवधि 3 वर्ष होगी । अधि इस संकल्प के दिनांक से प्रभावी होगो ।
4. समिति अल्पसंख्यक शिक्षा से संबंधित सभी मामलों में सरकार को सलाह देगी । इसके अलावा अल्पसंख्यक शिक्षा को बढ़ावा देने के प्रयोजनार्थ मंत्रालय द्वारा शुरू की गई विभिन्न योजनाओं के कार्यकरण को समोक्षा करेगी । 5. जब भी अपेक्षित होगा तब समिति को बैठक होगी परन्तु समिति की बैठक वर्ष में एक बार अवश्य होगी ।

आदेश किया जाता है कि संकल्प की एक प्रति समिति के अध्यक्ष तथा अन्य सदस्यों को भेजो जाए ।

MINISTRY OF PARLIAMENTAY AFFAIRS New Delhi , the 1st September 2004 RESOLUTION
No. F. 8 (4)/2004- Hindi : The Ministry of Parlia- mentary Affairs has been organising a Scheme for giving awards to authors writing original books in Hindi or trans- lating books from other languages into Hindi on the the subjects related to Parliamentary systems and procedures or related to the subjects allocated to the Ministry or the subject specified by the Ministry in a particular year , with the subject of giving encou- ragement to authors to write original books in Hindi as well as translate into Hindi works of reputed authors on the subject . The main features of the scheme will be as under : -
1. NAME OF THE SCHEME
The Scheme will be called Parliamentary Hindi Book Prize Scheme' .
2. OBJECTIVES
The aims of the scheme will be to give encour- agement to authors to write original books in Hindi as well as translate into Hindi works of reputed authors on the specified subjects .
3. SUBJECT
The book (original or translated ) may be on any topic concerned with Parliamentary systems , pro- cesses and procedures ,
4. THE AWARDS
The awards to be given under the Scheme will be asunder : 一
Original Manuscripts
(a) First Prize : Rs . 50,000/ - (Rupees fifty thousand only)
(b) Second Prize : Rs . 30,000/ - (Rupees thirty thonsand only)
(c) Third Prize : Rs . 20,000 /- (Rupees twenty thousand only)
Translations
(a) One Prize : Rs . 25,000/ - (rupees twenty five thousand only )
Each of the awards will be accompanied with a certificate .
5. ELIGIBILITY
Every Indian citizen , including the employees of Government of India/ State Government, can participate in the Scheme. Member /Chairman of Evaluation Committee will not be eligible to parti- cipate in the Scheme . The employees of the Ministry ofParliamentary Affairs too shall not be eligible to participate in the Scheme.
6. EVALUATION COMMITTEE
(1) There shall be an Evaluation Committee of five members to recommend the prizes to be awarded on book/manuscript received under this Scheme. Secretary, Ministry of Parliamentary Affairs shall be ex officio Chairman of the Evaluation Committee . One officer each from the Ministry of Parliamentary Affairs and Department of Official Language shall be the member of the Evaluation Committee . Remaining two Members will be non- official Hindi language knowing experts on the subject of the book .
(2) Non - official Member of the Evaluation Committee shall give their recommendations after studying the books / manuscripts individually to the Ministry of Parliamentary Affairs .
(3) The recommendations of the non- official experts will be considered in the meeting to the Evaluation Committee and prizes shall be decided accordingly .
(4) Prizes shall be announced after the decision taken in the meeting of the Evaluation Committee .
(5) All non- official Members of the Evaluation Committee shall be paid honorarium prescribed by the Ministry for the evaluation work and TA/DA for attending the meetings as admissible under the rules .
7. PERIOD OF WRITING BOOK / MANUSCRIPT Book/Manuscript presented under the scheme should have not been written/published before 1-1-2002 .
8. GENERAL TERMS AND CONDITIONS The participants of the Scheme will have to abide by and will be governed inter alia by following terms and conditions :-
(1) Applications will be invited from the authors through an advertisement in leading News- papers /Journals , including the Employment News (Hindi Edition) .
(2) Published Books as well as Manuscripts , will be accepted under the Scheme . Books /manu- scripts submitted by the authors should have been written/published during the prescribed period .
(3) The authors are required to submit their applications alongwith five copies of the book/ manuscript to the Secretary , Ministry of Parliamen- tary Affairs , 8 , Parliament House , New Delhi before the specified date. Book /Manuscript to received will not be returned .

(4) The application should be accompanied with two passport size photographs of the author .
(5) Books /manuscripts received after the speci- ed date will not be considered . Ministry will not be responsible for late receipt or loss in transit of books /manuscripts .
(6) The authors will continue to have the copy- right of their books / manuscripts which receive the Awards .
(7) Only those books will be accepted under the Scheme which are either written originally in Hindi or translated into Hindi from some other language .
(8) The book/ manuscript shall not be the Hindi version of a book already written or published in any other language by the same author .
(9) The book/ manuscript should not be a Hindi version done by any professional translator othe than the author .
(10) The book / manuscript shall be of a high quality equivalent to an M. Phil dessertation .
( 11 ) A book /manuscript which have already received an award under any other scheme of the Government shall not be accepted:
(12) If there are more than one author of a book /manuscript, the amount of prize will be equally distributed among them.
(13) In the event of a book / manuscript being adjudged not upto the required standard for any of the awards , the Evaluation Committee may recommend a consulation prize of any amount (less than the minimum prize) for that book/ manu- script , if it deems fit .
(14) No correspondence will be entertained re- garding selection of a book / manuscript for awarding the prize or the selection prosedure in regard thereto.
(15) Prizes will be awarded to prize winners at a function or at an appropriate occasion, an inti- mation about which will be given to the Prize Winners by the Ministry of Parliamentary Affairs .
(16) 2nd class rail fare will be given to the out- station prize winners for attending the prize distri- bution function .
(17) The Ministry of Parliamentary Affairs shall have exclusive right to seleet the recipients of the awards and regulation of such selection .

(xvii) Joint Secretary , Department of Secondary and Higher Education Government of India 2. The terms of reference of the Committee are ; - (i) To monitor the implementation of Chapter 3 - Minorities ' Education of the Programme of Action , 1992
(ii) To recommend to the Government how to best address issues related to reserva- tion , recognition and affiliation of minority institutions
(iii) To monitor the ongoing schemes of the Ministry of HRD targeted at Minorities .
(iv) To advise the Government on the con- temporary approach towards traditional methods of instruction .
3. The tenure of the members of the Committee , except the ex- officio members shall be 3 years . The tenure shall take effect from the date of this Resolution.
4. The Committee shall advise the Government on all matters pertaining to the education of minorities . In addition, it will review the func- tioning of various schemes launched by the Ministry for the purposes of promoting minority education .
5. The Committee will meet as often as required but at least once every year .
