सा.का.नि. 317. - राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए गृह मंत्रालय , राजभाषा विभाग , सहायक निदेशक ( तकनीकी ) भर्ती नियम, 1987 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: -
1. संक्षिप्त नाम और प्रारम्भ. ( 1 ) इन नियमों का संक्षिप्त नाम गृह मंत्रालय , राजभाषा विभाग , सहायक निदेशक ( तकनीकी ) समूह ' ख' राजपत्रित पद भर्ती ( संशोधन ) नियम, 2004 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. गृह मंत्रालय, राजभाषा विभाग , सहायक निदेशक ( तकनीकी ) भर्ती नियम, 1987 की अनुसूची के स्थान पर निम्नलिखित अनुसूची रखी जाएगी , अर्थात्: -

1. केन्द्रीय सरकार या राज्य सरकारों या संघ राज्यक्षेत्रों या मान्यताप्राप्त अनुसंधान संस्थाया विश्वविद्यालयों या पब्लिक सैक्टर उपक्रमों या अर्द्धसरकारी या कानूनी या स्वायत्त संगठनों के अधीन ऐसे अधिकारी:-
( क) ( i ) जो मूल काडर/विभाग में नियमित आधार पर सदृश पद धारण किए हुए हों; या
( ii ) जो 5500-9000 रु. या समतुल्य वेतनमान में मूल काडर/ विभाग में नियुक्तिके पश्चात् नियमित आधार पर उस श्रेणी में तीन वर्ष सेवा कर चुका हो; या
(iii ) जो 5000-8000 रु. या समतुल्य वेतनमान में मूल काडर/विभाग में नियुक्तिके पश्चात् नियमित आधार पर उस श्रेणी में छह वर्ष सेवा कर चुका हो; या
(iv) जो 4500-7000 रु. या समतुल्य वेतनमान में मूल काडर/विभाग में नियुक्ति के पश्चात् नियमित आधार पर उस श्रेणी में आठ वर्ष सेवा कर चुका हो; या
(ख )
(
जो निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखता हो:
क) ( i ) किसी मान्यताप्राप्त विश्वविद्यालय में सांख्यिकी या गणित ( सांख्यिकी के साथ ) या वाणिज्य ( सांख्यिकी के साथ ) या अर्थशास्त्र ( सांख्यिकी के साथ ) या संक्रिया अनुसंधान या भैतिकी में स्नातक की उपाधि) ( कम्प्यूटर से संबंधित विषय से भिन्न ) या समतुल्य;

(ii ) इलैक्ट्रानिक प्रत्यायन कम्प्यूटर पाठ्यक्रम विभाग के अधीन ' ओ ' लैवल डिप्लोमा या समतुल्य, साथ में कम्प्यूटर या शब्द संसाधित्र या अन्य इलैक्ट्रानिक उपस्कर पर कार्य का दो वर्ष का अनुभव;
(iii ) किसी मान्यताप्राप्त बोर्ड या समतुल्य से उच्च माध्यमिक विद्यालय परीक्षा या समतुल्य में हिन्दी विषय के साथ उत्तीर्ण की हो; या
(ख ) ( i ) किसी मान्यताप्राप्त विश्वविद्यालय से इंजीनियरी स्नातक या कम्प्यूटर इंजीनियरी प्रौद्योगिकी या कम्प्यूटर विज्ञान या कम्प्यूटर प्रौद्योगिकी में स्नातक या समतुल्य;
(ii ) किसी मान्यताप्राप्त बोर्ड या समतुल्य से उच्च माध्यमिक विद्यालय परीक्षा या समतुल्य हिन्दीविषय के साथ उत्तीर्ण की हो ।
2. बाहरी व्यक्तियों के साथ ऐसे विभागीय तकनीकी सहायक जिन्होंने उस श्रेणी में आठ वर्ष नियमित सेवा की हो, पर भी विचार किया जाएगा और यदि वह उक्त पद पर नियुक्तिके लिए चुना जाता है तो वह प्रोन्नति द्वारा भरा गया समझा जाएगा ।
टिप्पण:-पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्तिमें हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे । प्रतिनियुक्ति/संविदा की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी । यदिविभागीय प्रोन्नति समिति है तो उसकी संरचना
भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

पद पर नियुक्ति के प्रत्येक अवसर पर और इन भर्ती नियमों के किसी उपबंध को संशोधन/शिथिल करने के लिए संघ लोक सेवा आयोग से परामर्श करना आवश्यक है ।

G.S.R. 317. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules further to amend the Ministry of Home Affiars, Department of Official Language, Assistant Director (Technical ) Recruitment Rules, 1987, namely:---
1. (1) These rules may be called the Ministry of Home Affairs, Department of Official Language , Assistant Director (Technical ) , Group ' B ' Gazetted Post Recruitment (Amendment) Rules ,2004.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Home Affairs , Department of Official Language, Assistant Director (Technical ) Recruitment Rules, 1987 for the Schedule , the following Schedule shall be substituted, namely :-

(A) (1) Master's Degree in Statistics or Mathematics ( with Statistics) or Commerce (with Statistics) or Economics (with Statistics ) or Operations Research or Physics or Bachelor's Degree in Engineering ( other than Computer related subject ) from a recognised University or equivalent ;

(ii) 'O' Level Diploma under DOEACC programme or equivalent with two years' experience in working with Computer or Word Processor or other electronic equipment ;
(iii) Hindi as a subject in Senior Secondary School Examination or equivalent of a recognized Board or Equivalent; or
(B) (1) Bachelor of Engineering or Bachelor of Technology in Computer Engineering or Computer Science or Computer Technology from a recognised University or equivalent;
(ii) Hindi as a subject in Senior Secondary School Examination or equivalent ofa recognized Board or Equivalent .

2. The Departmental Technical Assistant with eight years ' regular service in the grade shall also be considered alongwith outsiders and in case he is selected for appointment to the post, the same shall be deemed to have been filled by promotion.
(TheDepartmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion . Period of deputation/ contract including period of deputation/ contract in another ex -cadre post held immediately proceeding this appointment in the same or some other Organization/Department of the Central Government shall ordinarily not exceed three years . The maximum age limit for appointment by deputation (including short -term contract ) shall be not exceeding fifty six years as on the closing date of receipt of applications . )

1. (1) These rules may be called the Government Medical College and Hospital , Chandigarh, Professor ( Community Medicine) , Reader ( Community Medicine ) and Senior Lecturer (Community Medicine) , ( Group ' A' Gazetted Posts ) Recruitment (Amendment ) Rules, 2004.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Government Medical College and Hospital, Chandigarh , Professor ( Community Medicine ) , Reader (Community Medicine) and Senior Lecturer ( Community Medicine ) , (Group ' A' Gazetted Posts) Recruitment Rules , 2002 (hereinafter referred to as the said rules);
(a) In sub - rule (1) of rule 1, for the figures " 2002 " , the figures " 2003 " shall be substituted.
(b) In the said rules , against the post appearing at serial number 2, ---
(i) under column 5, for the entry, the following entry shall be substituted , namely:--- "Selection" ,

सा.का.नि. 320. - राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, सरकारी आयुर्विज्ञान महाविद्यालय और अस्पताल , चंडीगढ़ में आचार्य ( संवेदनाहरण ) , उपाचार्य ( संवेदनाहरण ) और ज्येष्ठ प्राध्यापक ( संवेदनाहरण ) , ( समूह ' क' राजपत्रित पद ) भर्ती नियम, 2002 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:-
1. (1 ) इन नियमों का संक्षिप्त नाम सरकारी आयुर्विज्ञान महाविद्यालय और अस्पताल , चंडीगढ़, आचार्य ( संवेदनाहरण ) , उपाचार्य ( संवेदनाहरण) और ज्येष्ठ प्राध्यापक ( संवेदनाहरण ) , ( समूह ' क ' राजपत्रित पद ) भर्ती ( संशोधन ) नियम , 2004 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

1. (1 ) These rules may be called the Government Medical College and Hospital, Chandigarh, Professor (Anesthesiology) , Reader (Anesthesiology ) and Senior Lecturer (Anesthesiology ) , ( Group ' A' Gazetted Posts ) Recruitment (Amendment ) Rules, 2004.

( ii ) क्रम संख्या 3 से संबंधित पद के सामने, स्तंभ 8 के अधीन अंकों " ( ii ) " के स्थान पर " ( iii ) " अंक रखे जाएंगे ।

सा.का.नि. 325.- राष्ट्रपति, सहर्ष निम्नानुसार, तत्काल प्रभाव से , दिनांक 11-10-2004 की पर्यटन मंत्रालय की अधिसूचना सं. 14- टीएच II ( 2 ) /2000 के उप पैरा 2 को प्रतिस्थापित करते हैं :-
" 2. एक सितारा, दो सितारा , तीन सितारा और हैरिटेज श्रेणी की होटल उन परियोजनाओं के लिए कोई आपत्ति नहीं होगी, जो परियोजना स्थिति पर अनुमोदित श्रेणी के लिए वर्गीकरण की मांग करते हैं , बशर्ते कि होटल ने सरकार से ब्याज इमदाद लाभ न प्राप्त किया हो । यदि एक सितारा , दो सितारा, तीन सितारा और हैरिटेज श्रेणी होटल ने पहले ब्याज इमदाद प्राप्त की है और पूरा ऋण लौटा दिया गया है तो वे वर्गीकरण की मांग कर सकते हैं । 8 वर्षों की अवधि के लिए उन्नयन हेतु, आवेदन करने के लिए पात्र न होने की रोक को, लागू नहीं किया जाएगा, यदि ऋण को पूरा लौटा दिया गया है और ब्याज इमदाद जारी नहीं है । "
यह एकीकृत वित्त के दिनांक 9-9-2004 के यू.ओ. डायरी सं. 801/आई एफ/ 2004 द्वारा उन की सहमति से जारी किया जाता है ।

G.S.R. 325. The President of India is pleased to substitute sub -para 2 of the Ministry of Tourism Notification No. 14 TH . II (2)/2000 dated 11-10-2000 with immediate effect as follows :-
"2. There shall be no objection to one star, two star , three star and Herritage category hotel projects who seek upgradation for the category approved at project stage provided the hotel has not availed interest subsidy benefits from the Government. If any one star, two star, three star and Herritage category hotel has availed of interest subsidy carlier and have repaid the loan in full, they may seek upgradation . G.S.R. 326. In exercise of the powers conferred by Section 3 of the Public Premises ( Eviction of Unauthorized Occupants) Act, 1971 (40 of 1971 ) , the Central Government hereby makes appoints the officer mentioned in column ( 1 ) of the Tablebelow being officer ofthe National Thermal Power Corporation Limited, and equivalent to the rank of Gazetted Officer ofthe Government of India, to be Estate Officer for the purpose of the said Act, who shall exercise the powers conferred and perform the duties imposed on the Estate Officer by or under the said Act, within the local limits of his respective jurisdiction inrespect of the categories of Public Premises specified in the corresponding entry in column (2 ) of the said Table .
