आयातित एवं अन्य उन्नत किस्म के अश्वों के उपयोग को बढ़ाने के तरीके सुझाना ।
उन्नत किस्म के अश्त्रों के उत्पादन के लिए स्टड फार्मों की स्थापना को बढ़ावा देना, और
सरकार द्वारा सोंने गए अन्य समारोह का आयोजन करना ।

अ.देश दिय जता है कि इस संकल्प को एक प्रति सभी र.ज्य सरकारों, संघ श.सित प्रश.सनों और भारत सरकार के विभागों/मंत्रालयों, यो ना आयोग , मंत्रिमंडल सचिवालय , प्रधान मंत्री कार्यालय को भेजो जाए ।

संकल्प
सं० एफ- 3-21 / 2004 यू० 3 मानव संसाधन विकास मंत्रालय, माध्यमिक और उच्चतर शिक्षा विभाग के अंतर्गत स्वायत्त निकाय भारतीय इतिहास अनुसंधान परिषद् के संपूर्ण कार्यकरण की समीक्षा का विषय भारत सरकार के विचाराधीन था । भारतीय इतिहास अनुसंधान परिषद् के नियम 15 के अनुसरण में भारत सरकार एतद्वारा भारतीय इतिहास अनुसंधान परिषद् के कार्य की समीक्षा करने, उसके कार्यों की जाँच करने तथा इस संबंध में रिपोर्ट करने के लिए सामाजिक विकास परिषद के कार्यकारी अध्यक्ष और भारत सरकार के पूर्व सचिब श्रो डी बन्दोर ध्यान को निरुक्त करती हैं ।
2. श्री डी बन्दोपाध्याय छः महीने को अवधि के अन्दर भारत सरकार को अपनो रिसोर्ट सौंन देंगे । समोक्षा के विचारार्थ विषय निम्त प्रकार होंगे :
(i ) परिषद् के संगम ज्ञापन/ नियमावली में निर्धारित लक्ष्यों और उद्देश्यों के संदर्भ में परिषद् के प्रशासनिक और वित्तीय कार्यकरण की समीक्षा;
(ii) 'टुअ डंस दी फ्रीडम प्रोजेक्ट' के संस्करणों का प्रकाशन बन्द करने की जाँच;
(iii ) जैसा कि नियंत्रक एवं महालेखा परीक्षक की रिपोर्ट, 2002-03 में उल्लेख किया गया है परिषद् द्वारा वर्ष 1995-96--2000-2001 के दौरान जिन अध्येताओंको फेलोशिप प्रदान की गई थी, उनके द्वारा अनुसंधान कार्य नहीं सौंपने की जांच;
( iv) परिषद् के कार्यकरण के संबंध में लम्बित अथवा मंत्रालय द्वार प्राप्त अत्र भेजी गई शिकायतों/ मुद्दों की जाँचे;
(v) समीक्षाधीन किसी भी विषय पर यदि आवश्यक हो, जम्बप्रतिष्ठ इतिहासत.रों शिक्षा स्त्रियों से परामर्श लेता, और रा.
(vi ) परिषद के कार्यकरण में सुभरमते तथा इसको व्त्रायत्तता सुनिश्चित करने के लिए यथावश्यक उपवारी उपायों के संबंध में सिफारिशें करना और सुझाव देना..।
3. समीक्षा समिति के लिए लिपिकीय सहायता की व्यवस्था मानव संसाधन विकास मंत्रालय द्वारा को जाएगी । 4. समीक्षा की जिम्मेदारी लेने न.ले भारत सरकार के पूर्व सचिच श्री डी ० बन्दोपाध्याय सरकार के सचिव के लिए देव ल.भ और सुविधाओं के पात्र होंगे । समीक्षा समिति के सदस्य और इसके लिपिकों को भारतीय इतिहास अनुसंधान परिषद्/ मानव संसाधन विकास मंत्रालय द्वारा नियमानुस. र सामान्य यात्रा भत्ता/ दैनिक भत्ता का भुगतान किया जाएगा । 5. भारतीय इतिहास अनुसंधान परिषद् के अध्यक्ष एवं सभो अधिकारी समीक्षा समिति को अवशरु रिरु र्ड , दस्त घेज और सूचना प्रदत करेंगे और समोक्षा की प्रक्रिया और रिपोट तार करने के दौरान पूर्णतयः सहयोग करेंगे ।

आदेश दिया जाता है कि भारतीय इतिहास अनुसंधान परिषद् के अध्यक्ष और सदस्य सचिव की संकल्प की प्रति अलू- पालनार्थ भेजी जाए ।
यह भी आदेश दिया जाता है कि संकल्प को सामान्य सूवनाथं भारत के राजपत्त में प्रकाशित किया जाए ।

No. F. 3-21 /2004- U 3-The Government of India had under consideration the question of review of the over-all functioning of the Indian Council of Historical Research (ICHR ) , New Delhi , an autonomous body under the Ministry of Human Resource Development , Department of Secondary & Higher Education . In pursuance of Rule 15 of Indian Council of Historical Research , Government of India hereby appoints Shri D. Bandopadhyaya , Executive Chairperson, Council for Social Development and former Secretary to the Government of India to review the work of ICHR , to hold enquiry into the affairs thereof and to report thereon.

months . The terms of reference of the Review will be as under :
(i) review the administrative and financial functioning of the Council in relation to aims and objectives as laid down in its Memorandum of Association ( MOA)/ Rules;
(ii) probe into non- publication / stoppage of volumes of Towards the Freedom Project ;
(iii) probe into non - submission of research work by scholars , who were given fellowship by the Council during 1995-96-2000-2001 , as highlighted in the Report of the C & AG 2002-03;
(iv) probe into complaints / issues which are pending or could be received or referred by the Ministry about the functioning of the Council;
(v) consult eminent historians / academicians on any matter under review, if need be; and (vi) make such recommendations and suggest remedial measures as are necessary to improve the functioning of the Council and ensure its autonomy .
3. The secretarial assistance to the Review Committee shall be arranged by the Ministry of Human Resource Development .
4. Shri D. Bandopadhyaya , former Secretary to the Government of India , who shall undertake the review may be entiled to the same perquisites and facilities as are admissible to a Secretary to the Government . Normal TA/DA , as për rules , shall be paid to the Member of the Review Committee and its secretarial staff by. ICHR/ Ministry of Human Resource Development .
5. Chairman and all officials of ICHR will provide necessary records , documents , information to the Review Committee and fully cooperate with it during the process of review and preparation of report.
