मानव संसाधन विकास मंत्रालय , माध्यमिक और उच्चतर शिक्षा विभाग के अंतर्गत स्वायत्त निकाय भारतीय उच्च अध्ययन संस्थान , शिमला के संपूर्ण कार्यकरण की समीक्षा का विषय भारत सरकार के विचाराधीन था । संगम ज्ञापन के खंड 5 तथा भारतीय उच्च अध्ययन संस्थान की नियमावली तथा उपविधि के अनुसरण में भारत सरकार एतद्वारा भारतीय उच्च अध्ययन संस्थान , शिमला के कार्य की समीक्षा करने , उसके कार्यों की जांच करने तथा इस संबंध में रिपोर्ट करने के लिए सामाजिक विकास संस्थान के कार्यकारी अध्यक्ष और भारत सरकार के पूर्व सचिव श्री डी. बन्दोपाध्याय को नियुक्त करती है ।
2. श्री डी. बन्दोपाध्याय छः महीने की अर्वाध के अन्दर भारत सरकार को अपनी रिपोर्ट प्रस्तुत करेंगे । समीक्षा के विचारार्थ विषय जिम्न प्रकार होंगे :
4 (1) परिषद् के संगम ज्ञापन/नियमावली तथा उपविधि में निर्धारित लक्ष्यों और उद्देश्यों के संदर्भ में परिषद् के प्रशासनिक और वित्तीय कार्यकरण की समीक्षा;
(11) पिछले तीन वर्षों के दौरान अध्येतावृत्तियों को संस्वीकृत करने तथा संस्वीकृत अध्येतावृत्तियों की संख्या में अचानक तथा असामान्य वृद्धि की जांच
( 111 ) पिछले 3 वर्षों के दौरान संस्थान द्वारा आयोजित/सहायता दिए गए सेमिनारों की जांच संस्थान के कार्यकरण के संबध में लम्बित अथवा मंत्रालय द्वारा प्राप्त अथवा भेजी गई शिकायतों /मुद्दों की जाँच (111)
(1) समीक्षाधीन किसी भी विषय पर यदि आवश्यक हो , लब्धप्रतिष्ठ शिक्षाशास्त्रियों से परामर्श लेना , और
(1/1) संस्थान के कार्यकरण में सुधार लाने तथा इसकी स्वायत्तता सुनिश्चित करने के लिए यथावश्यक उपचारी उपायों के संबंध में सिफारिशें करना और सुझाव देना ।
3. समीक्षा समिति के लिए लिपिकीय सहायता की व्यवस्था भारतीय उच्च अध्ययन संस्थान , शिमला द्वारा की जाएगी ।
4. समीक्षा की जिम्मेदारी लेने वाले भारत सरकार के पूर्व सचिव श्री डी. बन्दोपाध्याय सरकार के सचिव को देय लाभ और सुविधाओं के पात्र होंगे। समीक्षा समिति के सदस्य और इसके लिपिकिय भाग I-खण्ड 1 ]

5. भारतीय उच्च अध्ययन संस्थान , शिमला के अध्यक्ष , निदेशक एवं सभी अधिकारी समीक्षा समिति को आवश्यक रिकार्ड , दस्तावेज और सूचना प्रदान करेंगे और समीक्षा की प्रक्रिया और रिपोर्ट तैयार करने के दौरान पूर्णतया सहयोग करेंगे ।

II केन्द्रीय परामर्शदात्री बोर्ड के विचारार्थ विषय
(क) संस्कृति मंत्रालय को नीति स्तर पर ऐसे कार्यकम विकसित करने की सलाह देना जो भारतीय समाज के विभिन्न स्तरों और विभिन्न क्षेत्रों में सृजनात्मकता पर ध्यान केन्द्रित करेंगे , जिनपर अबतक या तो ध्यान नहीं दिया गया है अथवा मौजूदा संस्थागत प्रक्रिया के माध्यम से बनाए नहीं रखा जा सका है ।
(ख) विभिन्न उप-क्षेत्रों में मानव निर्मित भंडारों का पता लगाना और अंतरण की निरंतरता को सुनिश्चित करने के लिए और ऐसे सरकारी कार्यक्रमों की सिफारिश करने के लिए, जो इन दीर्घकालीन परंपराओं को विकास की प्रक्रियाओं के साथ जोड़ेंगे , कार्यनीतियों पर सलाह देना । (ग) मंत्रालय के अंतर्गत आने वाले प्रत्येक निकाय के कार्यों में समन्वय स्थापित करना ताकि सशक्तिशील नीति का अपेक्षाकृत अधिक मूल्यांकन किया जा सके ।
(घ) उस सीमा तथा तरीके की जाँच करना , जिससे भारतीय संस्कृति के विभिन्न पक्षों पर संबंधित एजेंसियाँ द्वारा ध्यान दिया जा रहा है ।
(ङ) संस्कृति के क्षेत्र में नवीन , आवश्यकता आधारित कार्यक्रमों को बनाने के लिए जानकारी उपलब्ध कराने में सहायता करना ।
(च) संस्कृति मंत्रालय द्वारा स्थापित किए गए राष्ट्रीय मिशनों के कार्यों का पथप्रदर्शन करना । भाग I-खण्ड 1 ]

III कार्यकाल
यदि सरकार द्वारा अन्यथा निर्णय नहीं लिया जाता है तो, संस्कृति संबंधी केंद्रीय परामर्शदात्री बोर्ड का कार्यकाल इस संकल्प के जारी होने की तारीख से लेकर तीन वर्ष का होगा ।

संस्कृति संबंधी केंद्रीय परामर्शदात्री बोर्ड के अन्य स्थान पर रहने वाले गैर- सरकारी सदस्यों को वित्त मंत्रालय के दिनांक 23.6.1986 के और समय- समय पर यथासंशोधित कार्यालय ज्ञापन संख्या 19020/1/ 84-ई के अनुसार निम्नानुसार प्रतिपूर्ति प्राप्त करने की अनुमति दी जाएगी।
I. किसी राज्य अतिथि गृह अथवा मध्यम श्रेणी के आई टी डी सी होटलों अथवा राज्य सरकार द्वारा संचालित पर्यटक होटल /सरायों में एकल कक्ष अथवा इंडिया इंटरनेशनल सेंटर और इंडिया हैबिटेट सेंटर जैसी पंजीकृत सोसाइटियों द्वारा उपलब्ध कराए गए आवासीय स्थान के किराए की प्रतिपूर्ति ।
II . भोजन- व्यवस्था के प्रयोजन से सरकारी कर्मचारियों (सिविल सर्वेट) के सर्वोच्च ग्रेड के लिए यथा स्वीकार्य डी. ए . की सामान्य दरों के 90 % की दर से डी. ए.।

In continuation of this Ministry's Resolution of even number dated the 6th September , 2004 appointing Shri D Bandopadhyaya , Executive Chairperson , Council for Social Development and former Secretary to the Government of India to review the work of the Indian Council of Historical Research ( IGHR) , New Delhi to hold enquiry into the affairs thereof and to report thereon , it has been decided with the approval of the competent authority that Shri P. Sudhir Kümar , Chief Controller of Accounts will assist Shri D Bandopadhyaya committee in so far as accounts matters ofICHR are concerned .

The Government of India had under consideration the question of review of the overall functioning of the Indian Institute of Advanced Study ( IIAS) , Shimla , an autonomous body under the Ministry of Human Resource Development , Department of Secondary & Higher Education . In pursuance of Clause 5 of Memorandum of Association and Rutes and Bye- Laws of Indian Institute of Advanced Study, Government of India hereby appoints Shri D. Bandopadhyaya , Executive Chairperson , Institute for Social Development and former Secretary to the Government of India to review the work of IIAS, Shimla , to hold enquiry into the affairs thereof and to report thereon .
2. Shri D. Bandopadhyaya will submit report to the Government of India within a period of six months . The terms of reference of the Review will be as under:
(1) review the administrative and financial functioning of the Institute in relation to aims and objectives as laid down in its Memorandum of Association ( MOA) and Rules and Bye- Laws ;
(ii) probe into sanctioning of fellowships during the last three years . and in particular , the sudden and unusual increase in the number of fellowships sanctioned ;
(iii) probe into seminars organised / subsidisedby the Institute during the last 3 years;
(iv) probe into complaints / issues which are pending or could be received or referred by the Ministry about the functioning of the Institute;
(v) consult eminent academicians on any matter under review, if need be; and PART -SBC. 1 ]

(vi) make such recommendations and suggest remedial measures as are necessary to improve the functioning of the Institute and ensure its autonomy.
3. The secretarial assistance to the Review Committee shall be arrangedby the Indian Institute of Advanced Study, Shimla .
4. Shri D Bandopadhyaya , former Secretary to the Government of India , who shall undertake the review may be entitled to the same perquisites and facilities as are admissible to a Secretary to the Government . Normal TA/ DA , as per rules , shall be paid to the Member of the Review Committee and its secretarial staff by Indian Institute of Advanced Study, Shimla.
5. Chairman , Director and all officials of IIAS, Shimla will provide necessary records, documents, information to the Review Committee and fully cooperate with it during the process of review and preparation of report .

il . TERMS OF REFERENCE OF THE CENTRAL ADVISORY BOARD
(a) To advise the Ministry of Culture at the policy levei to evolve programmes which would focus attention on the creativity at different levels of Indian society, and in different regions , which hitherto has been either neglected or not sustained through the existing Institutional mechanisms .
(b) To identify the human repositories in the diverse sub -fields and advise on the strategies to ensure a continuity of transmission and to recommend to the Government programmes , that will integrate the creativity of these long aditions with the processes of development.
(c
) To coordinate the functions of each of the bodies under the Ministry so as to bring about a greater measure of cohesive policy.
( d) To examine the extent and manner In which various facets of Indian Culture are being addressed by concerned agencies.
(e) To help provide Inputs for the formulation of new, need-based programmes In' the field of culture .
(f) To guide the work of the National Missions set up by the Ministry ofCulture.
ili. TENURE
The tenure of Central Advisory Board on Culture will be three years with effect from thedate of Issue of resolution , uniess otherwise decided by the Government.

Outstation , non -official members nominated on the Centref Advisory Board for Culturewillbe allowed reimbursement in accordance with linhtry of Finance Office Memorandum Number 19020 / 1 /84- E . IV dated 23.06.1986 and adamiandid from time to time as under:
i . Reimbursement of rent in any State Guest House or for single room in medium range ITDC hotels or State Governatt rum Tourist hotels/hostels or residential accommodation protidyd by registered societies like India International Centre and India Habitat Centre.
ii . D.A. at the rate of 90 % of ordinary rates of DA. as dissible to the highest grade of civil servant for boarding purрове.
