भाग 1-खण्ड 1
[PART I- SECTION I
(रक्षा मंत्रालय को छोड़कर) भारत सरकार के मंत्रालयों और उच्चतम न्यायालय द्वारा जारी की गई विधितर नियमों , विनियमों तथा आदेशों और संकल्पों से संबंधित अधिसूचनाएं [Notifications relating to Non - Statutory Rules , Regulations , Orders and Resolutions isstfed by the Ministries of the Government of India (other than the Ministry of Defence ) and by the Supreme Court)
राष्ट्रपति सचिवालय नई दिल्ली, दिनांक 17 नवम्बर 2004 L सं० 132-प्रेज/ 2004-राष्ट्रपति, तटरक्षक कार्मिकों के लिए उनके द्वारा की गई 09 बर्षों एवं 20 बर्षों की सेत्रा के सम्मान में दीघकालीन सेवा पदकों की स्थापना करते हैं । इस अधिसूचना के जारी होने को तारीख से पदक संस्थापित माने जायेंगे ।
पहला पूर्ण की गई सेवा के वर्षों के आधार पर पदकों को निम्नलिखित रंग-ढंग से बनाया तथा न.मोद्दिष्ट किया जायेगा:-
(क) 09 बर्षीय तटरक्षक सेवा पदक
(ख) 20 वर्षीय तटरक्षक सेत्रा पदक
दूसरा-ये पदक वृत्ताकार , कुत्रो- निकल से बने, 35 मि० मी० व्य.स तथा मानक जुड़नार के साथ एक सीत्रो कोरो क्षैतिजीय शलाका पर जुड़े होंगे । इसके अग्रभाग में राजचिह्न उभरा होगा तथा वृत्त के साथ ऊपर तथा नीचे हिन्दी तथा अंग्रेजी में " 09 वर्षीय" अथवा " 20 वर्षीय " " तटरक्षक सेत्रा " उत्कीर्ण होगा । इसके पोछे तटरक्षक किरीट ( क्रेस्ट) उभरा होगा तथा केन्द्र में इसका आदर्श वाक्य उत्तोर्ग होगा । लघु पदक का एक मोहरबंद नमूना जमा कराकर रखा जाएगा । तीसरः- पदूक को छातो के बायीं ओर एक रेशमी फोते , जिसको चोड़ाई 32 मि ० मी० होगों , के द्वारा धारण किया PRESIDENT'S SECRETARIAT New Delhi , the 17th November 2004 No. 132- Pres /2004 -The President is pleased to institute Long Service Medals for the personnel of Coast Guard in recognition of 09 years and 20 years of service rendered by them. The medals shall be deemed to have been instituted from the date of issue of this notification .
adis niv जाएगा । 09 वर्षीय सेत्रा पदक के रिवन को पृष्ठभूमि कास मामी रंग की होगी, जिसके मध्य में 02 मि० मो० चोड़ाई की क्षैतिजीय एक रजत-श्वेत धारा होगी । 20 वर्षोंव सेवा पदक के रिबन की पृष्ठभूमि गहरे तोले रंग को होगो, जितके मध्य में 02 मि० मो० चौड़ाई की क्षैतिजीय दो रजत- श्वेत द्वारा होगी । चौथा-- ये पदक सभी तटरक्षक कार्मिकों को इस अधि- सूचना के निर्गमन तिथी को अथवा उसके उपरान्त 09 वर्षों तथा 20 वर्षों की निकलं कत सेवा पूर्ण करने पर प्रदान किए जाएंगे ।
पांचवां-लवु पदक, जोकि प्राप्तकर्ता द्वारा निश्चित अवसरों पर पहना जाएगा , इस पदक के आकार का आधा होगा । लघु पदक का एक मोहरबन्द नमूतः जैना कर कर रखा जाएगा ।
छठा-राष्ट्रपति को यह अधिकार होगा कि वे किसी भी कार्मिक को दिए गये पत्रक को रद्द तथा निष्प्रभावित कर दे तथा बाद में इते हुनः स्थापत भो कर दें । रद्दकरण अंथवा पुनः सोनन के प्रत्यक म.मन को सूवना को भारत के राजपत्न में प्रकाशित किया जायेगा ।
सातवां सरकार को यह अधिकार भी होगा कि वह ऐसे अनुदेश बना सकतो है कि जो के इन वसूचनाओं के उद्देश्य को कार्यान्वित करने के लिए आवश्यक हों ।
बरुण मित्रा, निदेशक FIRSTLY- This medals shall be styled and designated, as under , depending upon the years of completed services : -
(A) 09 वर्षीय तटरक्षक सेत्रा पदक/ 09 Years Coast Guard Service Medal
(B) 20 वर्गोन तटरक्षक सेाः पदक/ 20 Years Coast Guard Service Medal
SECONDLY- The medals shall be circular in shape, made of Cupro - nickel , 35 mm in diameter 992

and fitted to a plain horizontal bar with standard fitting. It shall have embossed on its obverse the State Emblem and the inscriptions '09 years ' and 20 years ' " TATRAKSHAK SEVA" in Hindi and English above and below it along the rim . On its reverse , it shall have crest of the Coast Guard and its motto in the centre . The sealed pattern of the medal shall be deposited and kept .
THIRDLY- The medal shall be worn suspen- ded from left breast by a silk ribbon which shall be 32 millimetres in width . The 09 years long. service ribbon shall be of sky blue background with horizontal silver white one wave of 2 mm in width in the centre . The 20 years long service ribbon shall be of navy blue background with horizontal silver white two waves of 2 mm in width in the centre.
FOURTHLY- The medal shall be awarded all serving Coast Guard personnel , on completion

of unblemished service of 09 years and 20 years on the date of issue of this notification or there- after.
FIFTHLY- The miniature medal which may be worn on certain occasion by recipients shall the half the size of the medal. A sealed pattern of the said miniature medal shall be deposited and kept .
SIXTHLY - It shall be competent for the President to cancel and annual the award of the medal to any person and also restore it subsequen- tly. Notice of cancellation or restoration in every case shall be published in the Gazette of India.
SEVENTHLY- It shall be competent for the Government to frame such instructions as may be necessary to carryout the purposes of these notifi- cations.
