सं ० ई ० 4( 3 )/ 2003-रा ० भा० ( वि ० वि ० ): - -भारत सरकार ने इस विभाग के दिनांक 11 जुलाई , 2000 के संकल्प संख्या ई० 4 ( 2 ) / 98 - रा ०भा० का अधिक्रमण करते हुए विधि और न्याय मंत्रालय को हिन्दी सल हकार समिति को पुनर्गठित करने का निर्णय लिया है । विधि और न्याय मंत्रालय की पुनर्गठित हिन्दी सलाहकार समिति में विधायो विभाग तथा विधि कार्य विभाग शामिल होंगे । समिति का गठन इस प्रकार होगा :--

4. साधारण
( i ) समिति का प्रधान कार्यालय नई दिल्ली में होगा परन्तु यह अपनी बैठक किसी अन्य स्थान पर भी आयोजित कर सकती है ;
( ii ) गैर सरकारी सदस्यों को उनके निवास स्थान से बैठक के स्थान तक सबसे कम दूरी वाले रास्ते से उनको स्वीकार्य दरों पर यात्रा भत्ता दिया जाएगा । उन्हें समिति की बैठक में शामिल होने के लिए उच्च शक्ति प्राप्त समिति के सदस्यों को स्वीकार्य दैनिक भत्ता भी दिया जाएगा ।
आदेश
आदेश दिया जाता है कि इस संकल्प की प्रतिः- राष्ट्रपति सचिवालय | प्रधान मंत्री कार्यालय | मंत्रिमण्डल सचिवालय / संसदीय कार्य मंत्रालय | लोक सभा सचिवालय/ राज्य सभा सचिवालय / भ. रत के नियंत्रक एवं मह लेखा परीक्षक / संघ लोक सेवा आयोग | योजना आयोग | निदेशक, लेखा परीक्षा, केन्द्रीय राजस्व , नई दिल्ली और भारत सरकार के सभी मंत्रालयों और विभागों को भेजी जाए ।
यह भी आदेश दिया जाता है कि इस संकल्प को सर्व साधारण की जानकारी के लिए भारत के राजस्व में प्रकाशित किया जाए ।

सं० एफ-5( 1 ) पी० डी०/ 2003--आम जानकारी के लिए यह घोषित किया जाता है कि 1 जनवरी , 2004 से केन्द्रीय सरकार की सेवा में भर्ती किए गए सभी नर कर्मचारियों ( प्रथम चरण में सशस्त्र बलों को छोड़कर ) के लिए वित्त मंत्रालय, आर्थिक कार्य विभागकी अधिसूचना सं ०- एफ 5/ 7/ 2003- ई सी बी एण्ड पो और दिनांक 22 दिसम्बर , 2003 के अधीन घोषित नई पेंशन योजना (परिभाषित अंशदान पेंशन योजना ) के अभिदाताओं के खाते में जमा कुल राशियों पर दिनांक 12 मार्च , 2003 के समसंख्यक संकल्प के अधीन को गई घोषणा के अनुसार 1 जनवरी , 2004 से 31 मार्च , 2004 तक की अवधि के लिए ( आठ प्रतिशत ) की वार्षिक दर पर ब्याज देय होगा । 2. दिनांक 22 जुलाई , 2004 के समसंख्यक संकल्प के द्वारा की गई घोषणा के अनुसार उक्त योजना के अभि- दाताओं के खाते में जमा कुल राशियों पर वित्तीय वर्ष $004-2005 में 8 प्रतिशत ( आठ प्रतिशत ) की वार्षिक बर पर ब्याज देय होगा ।

संकल्प
सं० एफ-3-21/ 2004-4-3--भारतीय इतिहास अनु- संधान परिषद् के नियम 15 के अनुसरण में भारत सरकार . ने दिनांक 6 सितम्बर , 2004 के अपने समसंख्यक संकल्प द्वारा श्री डी० बंधोपाध्याय , कार्यकारी अध्यक्ष, सामाजिक विकास परिषद् और पूर्व- सचित्र भारत सरकार को भारतीय इतिहास अनुसंधान परिषद् के कार्य की समीक्षा करने के लिए इसके कार्यों की जांच करने तथा इनके संबंध में रिपोर्ट करने हेतु नियुक्त किया था । इस एकल व्यक्ति समीक्षा समिति को अपनी रिपोर्ट प्रस्तुत करने के लिए छः महीने का समय दिया गया था ।
2. जैसा कि नियंत्रक और महालेखा परीक्षक की वर्ष 2002-03 की रिपोर्ट में उल्लेख किया गया है । "इस एकल- व्यक्ति समीक्षा समिति ने दो अंतरिन रिसोर्ट प्रस्तुत की थी । पहली " स्वतंत्रता की ओर परियोजना" के खण्डों को प्रकाशित न करने/प्रकाशन को रोकने" और दूसरे उन विद्वानों द्वारा जिन्हें परिषद् ने 1995-96--2000-2001 के दौरान फेलोशिप दी थो , अनुसंधान कार्य प्रस्तुत न किए जाने की जांच करने के संबंध में है ।
3. क्योंकि भारतोत्र इतिहास अनुसंधान परिषद् की समीक्षा से संबंधित अत्यधिक कार्य अभी किया जाना शेष है इसलिए एकल- व्यक्ति समीक्षा समिति ने मानव संसाधन विकास मंत्रालय से अपना कार्यकाल 31-07-2005 तक बढ़ाने पर विचार करने का अनुरोध किया है । समीक्षा समिति के अनुरोध पर विचार करने के बाद भारत सरकार ने श्री बंधोपाध्याय की एकल-व्यक्ति समीक्षा समिति का कार्यकाल 31 जुलाई , 2005 तक बढ़ाने का निर्णय लिया है ।
आदेश
यह आदेश दिया जाता है कि इस संकल्प की प्रति भारतीय इतिहास अनुसंधान परिषद् के अध्यक्ष और सक्स्य सचिव को अनुपालनार्थ प्रेषित की जाए ।
यह भी आदेश दिया जाता है कि सर्वसाधारण की सूचना के लिए इस संकल को भारत के रजश्न में प्रकाशित किया जाए ।

सं ० एफ ० 6-20/ 2004-यू- 3-उच्च अध्ययन संस्थान, शिमला के संमम ज्ञापन के नियम 5 तथा नियमों और उपनियमों के अनुसरण में भारत सरकार ने 8 अक्तूबर , 2004 के अपने संकल्प सं ० एफ ० 44011 / 18/ 2004- ई ० 1 के द्वारा श्री डी० बंधोपाध्याय, कार्यकारी अध्यक्ष सामाजिक विकास परिषद् औरः पूर्व-सचिव भारत सरकार को भारतीय उच्च अध्ययन संस्थान के कार्थ की समीक्षा करने के लिए , इसके कार्यों को जांच करने तथा इनके संबंध में रिपोर्ट करने हेतु नियुक्त किया था । इस एकल-व्यक्ति समीक्षा समिति को अपनी रिपोर्ट प्रस्तुत करने के लिए छः महीने का समय दिया गया था ।
2. इंस एकल-व्यक्ति समीक्षा समिति ने भारतीय उच्च अध्ययन सस्थान शिमला में ' भारतीय सभ्यता का अध्ययन' परियोजना पर अपनी अंतरिम रिपोर्ट पहले हो सौंन दो है । 3. क्योंकि भारतीय उच्च अध्ययन संस्थान की समीक्षा से संबंधित अंत्यधिक कार्य अभी किया जाना शेष है , इसलिए एकल- व्यक्ति समीक्षा समिति ने मानव संसाधन विकास मंत्रालय से अपना कार्यकाल 31-07-2005 तक बढ़ाने पर विचार करने का अनुरोध किया है । समीक्षा समिति के अनुरोध पर विचार करने के बाद भारत सरकार ने श्री बंधोपाध्याय की एकल व्यक्ति समोक्षा समिति का कार्यकाल 31 जुलाई , 2005 तक बढ़ाने का निर्णय लिया है ।

3. कार्य अवधि
समिति का कार्यकाल उसके पनर्गठन की तारीख से तीन वर्ष होगा, परन्त
1. समिति में नामजद जंसद सदस्य उनको पंसदं को सदस्यता समाप्त होते ही इस समिति के सदस्य भी नहीं रहेंगे ।
2. समिति के पदेन सदस्य उस समय तक हो समिति के सदस्य रहेंगे जब तक कि वे उन पद पर रहें, जिसके कारण वे र्सार्मात के सदस्य बने हैं ।
3. यदि किसी सदस्य के त्यागपत्र , मृत्यु इत्यादि ने कोई रिक्ति है , तो इस रिक्ति से नियुक्त किया गया सदस्य तीन वर्ष के कार्यकाल की शेष अवधि तक सदस्य रहेगा । 4. सामान्य
समिति का मुख्यालय नई दिल्ली में होगा लेकिन आवश्यकतानुसार समिति अपनी बैठकें किसो अन्य नगर में भी कर सकती है ।
समिति की बैठकों में भाग लेने के लिए गैर- परकारी सदस्योंको रजन 22 जरा 1987 के कार्यालय ज्ञापन संख्श 11/ 20034/4 / 86-८० मा (क-2) में निहित दिशा-निर्देशों के अनुद्ध और भारत सरकार द्वारा सनय-सनय पर प्रथा- योनिर्वाध दरों एवं नियनों के अनुसार सत्राो दैनिक बता दिया जाएगा ।

आदेश दिया जाता है कि इस अंकल की एह प्रति समिति के सभी सदस्यों, सभो राज्य सरकारों जोर केन्द्र शासित प्रदेशों के त्रयः प्रात्रोत्र मंडल सचिवालय, संसदोव कर्वमंत्र एवं महालेखा परीक्षक, महालेखाकार ( गिय, निर्माण एव विविध ) , राज्य सभा/ लाह अभा सविराजर, योजना अयोग , राष्ट्रपति सचिवाला तथा भारत सरकार के सभो मंत्रालयों एवं विभागों को भेजो जाए ।
यह भी आदेश दिया जाता है कि सर्वसाधारण की सूचत। के लिए यह संकल्प भारत के राजपत्त्र में प्रकाशित किया जाए ।

2. The functions of the Samiti will be to advise the Central Government on matters relating to : - Tender advise for implementation of the princi- ples relating to Official Language as given in the Constitution, the Official Language Act and Rules , the policy decisions of the Kendriga Hindi Samiti and instructions issued by the Ministry of Home Affairs/Department of Official Language relating to Official Language and also in regard to the progre- ssive use of Hindi in the Ministry/Departments .
3. TENURE : The term of the Samiti will be three years from the date of its reconstitution , pro- vided that ,
(i) A Member of Parliament nominated to the Samiti shall cease to be a member of the Samiti as soon as he ceases to be a Member of Parliament ; and
(ii) Members appointed against mid -term va- cancies shall be Members for the remaining period of the tenure of the Samiti .
4. GENERAL : ( i) The Headquarter of the Samiti shall be at New Delhi but it may hold the meetings at any other station also ; and
( ii ) The Non- Official Members will be paid travelling allowance by shortest route from their residence to the place of meeting as per their entitlement . They will also be paid daily allowance as admissible to members of a High Powered Committee for attending the meetings of the. Samiti .

No. F. 5( 1 ) -PD/ 2003-It is announced for general information that accumulations at the credit of the subscribers to the New Pension System (Defined Contribution Pension Scheme) for all new recruits to the Central Government service with effect from January 1 , 2004 (except the armed forces in the first stage) announced vide Ministry of Finance , Department of Economic Affairs Notification F. No. 5 /7 / 2003-ECB & PR , dated December 22 , 2003, shall carry interest at the rate of 8 % ( eight per cent) per annum for the period January 01 , 2004 to March 31 , 2004 as announced vide Resolu- tion of even number dated March 12, 2003 .
2. For the financial year 2004-2005 , accumula- tions at the credit of subscribers to the said subscri- bers shall carry interest at the rate of 8 % (eight per cent) per annum as announced vide Resolution of even number dated July 22, 2004 .

RESOLUTION
No. F. 3-21 /2004- U . 3.- In pursuance of Rule 15 of the Indian Council of Historical Research ( ICHR) , Government of India vide its Resolution of even number dated the 6th September , 2004 had appointed Shri D. Bandyopadhyay, Executive Chairperson, Council for Social Development and former Secretary to the Government of India to review the work of ICHR, to hold enquiry into the affairs thereof and to report thereon . The one -man Review Committee was given a period of six months to submit its report .
2. The one -man Review Committee has already submitted two interim reports , one on " non -publi- cation/ stoppage of volumes of 'Towards Freedom' Project" and the other on " probe into non - sub- mission of research work by scholars , who were given fellowship by the Council during 1995-96- 2000-2001 , as highlighted in the Report of the C & AG 2002-2003 " .
3. As there is a Considerable amount of work remains to be done in connection with the Review of ICHR , the non- man Review Committee has asked the Ministry of Human Resource Develop- ment to consider extending its tenure up to 31-07-2005 . After considering the request of the Review Committee , the Government of India kave decided to extend the tenure of the one - man Review Committee of Shri D. Bandyopadhyay further , up to the 31st of July , 2005 .

No. F. 6-20/2004- U.3-In pursuance of Rule 5 of the Memorandum of Association and Rules and Bye-laws of the Indian Institute of Advanced Study (IIAS) , Shimla , Government of India vide its Resolution No. A.44011 / 18/2004 - E.1 dated the 8th October , 2004 had appointed Shri D. Bandyopadhyay, Executive Chairperson , Council for Social Development and former Secretary to the Government of India to review the work of IIAS , to hold enquiry in the a fairs thereof and to report thereon. The one -man Review Committee was given a period of six months to submit its report.
2. The one-man Review Committee has already submitted an interim report on the Project on ' Study of Indian Civilization ' at the IIAS , Shimla .
3. 2. Functions ;
