(ग ) तट रक्षक की प्रभावी नफरी में शामिल सभी कार्मिक , जिन्हें इस ऑपरेशन के लिए समुद्र पर तैनात किया गया था अथवा जिन्होंने विभिन्न मुख्यालयों में इस ऑपरेशन की योजना बनाने में सहयोग दिया ।
(घ) संक्रिया वाले इलाकों में उपर्युक्त सेनाओं के आदेशों/निदेशों अथवा पर्यवेक्षण के तहत नियमित अथवा अस्थायी रूप से काम कर रहे सभी सिविलियन महिला और पुरुष ।
सं. 16- प्रेज/2005 -- राष्ट्रपति ने 2001 में हुए ऑपरेशन पराक्रम के दौरान सशस्त्र सेनाओं के कार्मिकों के कार्यों को सम्मानित करने के लिए एक मेडल शुरू किया है और इसके लिए निम्नलिखित अध्यादेश बनाया और जारी किया है:
(च) स्थानीय समुद्री रक्षा, युद्ध निगरानी संगठन, नौसैनिक पोत-परिवहन नियंत्रण ओर जाँच सेवा के लिए तैनात सिविलियन ।
पहला - इस मेडल की बनावट निम्न प्रकार की होगी और इसे " ऑपरेशन पराक्रम" मेडल ( आगे इसे मेडल कहा जाएगा ) कहा जाएगा ।
पाँचवां - यह मेडल जिन विशेष क्षेत्रों के लिए दिया जाएगा, उनका ब्यौरा इस प्रकार है :--
(क) सेना ' ऑपरेशन पराक्रम ' में सहयोग देने के लिए लामबंद और तैनात सभी फार्मेशनें , यूनिटें/रेजिमेंट और उप - यूनिटें, साथ ही लामबंदी/तैनाती की योजना बनाने और उनका संचालन करने में शामिल सेना मुख्यालय सहित विभिन्न मुख्यालयों में नियुक्त सभी अफसर और जवान । दूसरा - यह मेडल गोलाकार होगा तथा ताँबे और निकिल की मिश्रित धातु का बना होगा, इसका व्यास 35 मिमी. होगा और अन्य मानक फिटिंग के साथ यह एक सादी आड़ी छड़ पर लगा होगा । इस पर उभरा हुआ भारत का नक्शाहोगा और इसके घेरे के साथ- साथ हिन्दी और अंग्रेजी दोनों में " ऑपरेशन पराक्रम " " OPERATION PARAKRAM " लिखा होगा । इसके दूसरी तरफ एक घेरे में उभरा हुआ राष्ट्रीय चिह्न होगा । मेडल के एक सीलबंद पैटर्न को सुरक्षित जमा करके रख दिया जाएगा ।
(ख) नौसेना-
तीसरा - यह मेडल बाईं छाती पर, 32 मिमी. चौड़े सिल्क के रिबन से लटका कर पहना जाएगा, इस रिबन में बाएं से दाएं तीन बराबर हिस्सों में नीला, जैतूनी हरा और बलुआ पीला रंग होगा । नीले और जैतूनी हरे भाग 2 मिमी. चौड़ी सफेद पट्टी से अलग किए जाएंगे और जैतूनी हरे तथा बलुआ पीले भाग 2 मिमी. चौड़ी लाल पट्टी से अलग किए जाएंगे ।
( i ) पोत, पनडुब्बी, विमान , तटीय बैटरियों और तटीय रक्षा बलों, युद्ध निगरानी, नौसैनिक पोत-परिवहन नियंत्रण और जाँच सेवा तथा हिन्द महासागर, अरब सागर, बंगाल की खाड़ी और अंडमान समुद्र में तैनात तटीय गार्ड की सभी यूनिटें जो आपरेशन पराक्रम के संक्रियात्मक गतिविधियों में शामिल थीं ।
चौथा यह मेडल निम्नलिखित सेनाओं के कार्मिकों को दिया जाएगा :--
(क ) सभी श्रेणियों के वे कार्मिक जो सेना , नौसेना और वायुसेना की प्रभावी नफरी में थे और जिन्हें " ऑपरेशन पराक्रम " में सहायता देने के लिएविभिन्न मुख्यालयों में इसकी योजना बनाने और उन्हें संचालित करने के लिए लामबंद/नियुक्त/शामिल किया गया था ।
( ii ) इसमें नौसेना मुख्यालय, कमान मुख्यालय , फ्लैग अफ़सर महाराष्ट्र क्षेत्र ( एफ ओ एम ए ) तथा फ्लैग अफसर गोवा क्षेत्र (एफ ओ जी ए) मुख्यालय के सभी कार्मिक और नौसेना प्रभारी अफसर (एन ओ आई सी) का स्टाफ भी शामिल है, जो ऑपरेशन पराक्रम की संक्रियात्मक, परिभारिकी और प्रशासनिक योजना से वास्तव में जुड़े हुए थे ।
(ख ) अर्ध सैनिक बल , केन्द्रीय पुलिस बल, रेलवे सुरक्षा बल के सभी अफसर और जवान, सिविल रक्षा कार्मिक, राज्य पुलिस कार्मिक, होम गार्ड, सिविलियन कार्मिक और सरकार द्वारा निर्दिष्ट अन्य संगठनों के कार्मिक, जिन्हें सेना के संक्रियात्मक नियंत्रण के अधीन संक्रियात्मक इलाकों में तैनात किया गया था अथवा सरकार द्वारा निर्दिष्ट इलाकों में नियुक्तइन संगठनों के अन्य कार्मिक, जिन्होंने इस ऑपरेशन को कार्यान्वित करने, ताल- मेल बिठाने और इसका संचालन करने में अपना सहयोग दिया ।
(ग ) वायुसेना - पश्चिम वायु कमान, दक्षिण- पश्चिम वायु कमान और मध्यवायु कमान के सभी विंग/ अग्रवर्ती बेस आपूर्ति यूनिट ( एफ बी एस यू) /स्टेशनं, स्क्वाड्रन और उप यूनिटें जिन्हें ऑपरेशन पराक्रम के लिए लामबंद और तैनात किया गया था तथा पश्चिम वायु कमान/दक्षिण- पश्चिम वायु कमान तथा मध्य वायु कमान की सहायता के लिए तैनात/लामबंद किए गए रख - रखाव कमान के सभी कार्मिक, साथ ही लामबंदी/तैनाती की योजना बनाने और उसके संचालन में शामिल 496

( ग) समय- सीमा पर विचार किए बिना " ऑप पराक्रम " में वीरता पुरस्कार पाने वाले सभी कार्मिक अथवा सेना सेवा के दौरान मृत्यु को प्राप्त हुआ अथवा युद्ध के मैदान में जख्मी होने पर अथवा अन्य अपंगताओं के कारण युद्धक्षेत्र से हटाया गया कार्मिक, चाहे इसकी समय - सीमा अथवा संक्रियात्मक सॉर्टियों की संख्या अथवा संक्रियात्मक उड़ान घंटे कितने भी हों, यह मेडल पाने के पात्र होंगे ।

अध्यक्ष ने श्री सी. कुप्फुसामी , संसद सदस्य को प्राक्कलन समिति (2005-2006 ) के सभापति के रूप में नियुक्त किया है ।
बी. डी. स्वान उप सचिव सातवां - राष्ट्रपति इस बात के लिए सक्षम होंगे कि वे यह मेडल किसी व्यक्तिको प्रदान किया जाना रद्द अथवा अमान्य कर सकें और बाद में उसे बहाल भी कर सकें ।
वित्त मंत्रालय
आठवां सरकार को इस बात का प्राधिकार होगा कि वह इन अध्यादेशों के निष्पादन के लिए आवश्यक निर्देश तैयार कर सके ।

सं. I- 25011/1997- पी.सी.लोक कार्यक्रम एवं ग्रामीण प्रौद्योगिकी विकास परिषद् ( कपार्ट) के नियमों तथा विनियमों के नियम 55 द्वारा भारत सरकार को प्रदत्त शक्तियों का प्रयोग करते हुए भारत सरकार ने कपार्ट को समझौता ज्ञापन के अनुच्छेद 2 को निम्नलिखित से प्रतिस्थापित करने का निर्णय लिया है :--
" 2 ( i ) सोसाइटी का पंजीकृत कार्यालय दिल्ली संघ राज्य क्षेत्र में स्थित होगा और इस समय यह कार्यालय इंडिया हैबिटेट सेंटर, लोधी रोड, नई दिल्ली -110003 में स्थित है ।
( ii ) कपार्ट के ' विजन ' में विभिन्न सरकारी एजेंसियों तथा गैर- सरकारी संगठनों के साथ सक्रिय तथा उत्प्रेरक भूमिका निभाना, , लोक नीति को प्रभावित करना तथा ग्रामीण भारत के बहुमुखी विकास की दिशा में अपना योगदान देना है ।
( iii ) कपार्ट का ' मिशन ' ग्रामीण गैर - सरकारी संगठनों के साथ घनिष्ठ समन्वय के साथ कार्य करना तथा उन्हें निम्नलिखित के माध्यम से अधिकार- सम्पन्न करना है :
०. उन्हें बातचीत में शामिल करना,
उनके विचारों तथा धारणाओं का सम्मान करना, उनकी बात सुनना,
उनके संसाधनों को काम में लाना,
उनके क्रिया- कलापों को वित्तपोषित करना,
उन्हें मजबूत बनाना, विशेषकर महिलाओं, समाज के कमजोर वर्गों तथा विकलांगों और ग्रामीण समाज के अन्य शोषित वर्गोंको,
ग्रामीण समृद्धि के मार्ग पर उनके साथ हाथ से हाथ मिलाकर चलना" ।
2. भारत सरकार ने कपार्ट के समझौता ज्ञापन के क्रम संख्या xviii में दिए गए खण्ड के पश्चात् अनुच्छेद 3 में क्रम संख्या xix में एक. नया खण्ड जोड़ने का निर्णय लिया है, जो निम्नानुसार होगा:--
" (xix) ग्रामीण लोगों के बीच जागरूकता पैदा करना तथा विश्व व्यापार संगठन के संदर्भ में बौद्धिक सम्पदा अधिकार (आई.पी.आर. ) से संबंधित मामलों पर गैर - सरकारी संगठनों के माध्यम से उन्हें क्रमवार मार्ग- रक्षी सुविधाएं उपलब्ध कराना और उनके ज्ञान के

सं. एफ 3-6/2004 प्रशासन दक्षिण भारत हिंदी प्रचार सभा के 1964 के अधिनियम XIV के अनुच्छेद 7 ( 1 ) के अनुक्रम में , मानव संसाधन विकास मंत्रालय , भारत सरकार, दक्षिण भारत हिंदी प्रचार सभा के कार्य की समीक्षा एवं मूल्यांकन तथा दक्षिण भारत हिंदी प्रचार सभा ( डी.बी.एच.पी. एस) के तथाकथित दुष्कार्यों की जाँच करने तथा उसकी रिपोर्ट तैयार करने हेतु श्री पी.आर. दास गुप्ता, सेवा निवृत्त आई.ए.एस. , ( पूर्व संघ शिक्षा सचिव ) की एक सदस्यीय समिति की नियुक्ति करती है ।
2. श्री पी. आर. दास गुप्ता 6 माह की अवधि में अपनी रिपोर्ट भारत सरकार को प्रस्तुत करेंगे । समीक्षा की शर्तें निम्न प्रकार होगीं:-- (i ) सभा के नियम एवं शर्तों में निर्धारित उद्देश्यों और लक्ष्यों के अनुसार दक्षिण भारत हिंदी प्रचार सभा के प्रशासनिक एवं वित्तीय कार्यों की समीक्षा करना ।
(ii ) सभा के वित्तीय लेन - देन की जाँच करना तथा यदि कोई अनियमितता है तो उसे इंगित करना ।
( iii ) सभा के मतदाताओं की सूची का परीक्षण करना और फर्जी नामों को यदि कोई हो तो उजागर करना तथा सभा के चुनाव निर्बाध एवं निष्पक्ष तरीके से हो रहे हैं या नहीं इसकी जाँच करना । 500
( iv) भारत सरकार द्वारा सभा को हिंदी भाषा के संवर्धन करने के लिए दिए जा रहे अनुदान के उपयोग की जाँच करना । ( v) जरुरत पड़ने पर, समीक्षाधीन किसी भी मामले पर प्रतिष्ठित हस्तियों/ शिक्षाविदों से परामर्श लेना ।
(vi ) सभा की गतिविधियों में सुधार के लिए आवश्यक उपाय सुझाना एवं उनकी संस्तुति करना ।
3. समिति को साचिविक सहायता केंद्रीय हिंदी निदेशालय , आर.के. पुरम, नई दिल्ली के माध्यम से मानव संसाधन विकास मंत्रालय द्वारा उपलब्ध करवाई जाएगी ।
4. दक्षिण भारत हिंदी प्रचार सभा द्वारा मांगे गए सभी रिकार्डों, प्रलेखों फाइलों आदि को उपलब्ध करवाएगी तथा समिति के साथ पूर्ण सहयोग करेगी।
5. निदेशक, केंद्रीय हिंदी निदेशालय तथा उनके क्षेत्रीय कार्यालयों एवं मुख्यालयों के सभी अधिकारी समिति को सभी आवश्यक रिकार्ड, प्रलेख व सूचना देंगे तथा समीक्षा के दौरान एवं रिपोर्ट तैयार करने के दौरान समिति कोपूर्व सहयोग देंगे ।
6. श्री पी. आर. दास गुप्ता, भूतपूर्व सचिव ( शिक्षा ) , भारत सरकार, जो सभा के कार्यों की समीक्षा करेंगे , भारत सरकार के सचिव को मिलने वाली सभी सुविधाओं एवं अनुलाभों के हकदार होंगे । उन्हें तथा उनके सचिव स्टॉफ का मिलने वाले सामान्य यात्रा भत्ते/दैनिक भत्ते का भुगतान केंद्रीय हिंदी निदेशालय/मानव संसाधन विकास मंत्रालय द्वारा किया जायेगा ।

[PART I-SEC . 1 PRESIDENT'S SECRETARIAT

(a) Army-All formations , units/regiments and sub units which were mobilized and deployed in support of OP PARAKRAM , and also all ranks posted at various Headquarters including Army Headquarters involved in planning and conduct of mobilization/deployment.
(b) Navy-
No. 16 - Pres/2005- The President is pleased to institute a medal for recognition of the services of Armed Forces Personnel in the OP PARAKRAM in 2001 , and in this behalf, to make , and establish the following ordinance:-
Firstly- The Medal shall be styled and designated the " OP PARAKRAM MEDAL" ( hereinafter referred to as the medal).
(i) All personnel from ships , submarines , aircraft , coast batteries and coastal defence forces , War Watching , Naval Control of Shipping , Examination Services , including Coast Guard units that were deployed at sea in the Indian Ocean , Arabian Sea and the Bay of Bengal including the Andaman Sea and involved with operational activities of OP PARAKRAM .
Secondly - The Medal shall be circular in shape , made of cupro - nickel , 35 mm in diameter and fitted to a plain horizontal bar with standard fittings . It shall have Map of India and inscription " ऑपरेशन पराक्रम " " OPERATION PARAKRAM " embossed both in Hindi and English along the rim . On its reverse it shall have State Emblem embossed in a circle . A sealed pattern of the Medal shall be deposited and kept .
(ii) This includes all personnel ashore at Naval Headquarters , Command Headquarters , Flag Officer Maharashtra Area and Flag Officer Goa Area Headquarters, Naval Officer-in-Charge staff that were actually involved with operational , logistics and administrative planning of OP PARAKRAM .
Thirdly - The medal shall be worn suspended from the left breast by a silk ribbon 32 mm in width having three equal parts of Blue , Olive Green and Sand colour, starting left to right . Blue and Olive Green parts shall be separated by a white stripe 2 mm in width. Olive Green and Sand colour parts shall be separated by a red stripe of 2 mm in width.
Fourthly-The medal shall be awarded to the personnel of the following forces :-
(c) Air Force-All Wings/Forward Base Supply Units/ Stations , Squadrons and sub units which were mobilized and deployed in support of OP PARAKRAM in Western AirCommand , South Western Air Command and Central AirCommand and elements of Maintenance Command deployed/mobilized in support of the Western Air Command, South Western Air Command and Central Air Command as also all ranks posted to various Headquarters including Air Headquarters involved in planning and conduct of mobilization/deployment .
Sixthly Co.ditions of Eligibility
(a) To all categories of personnel who were borne on the effective strength of the Army, Navy and Air Force and were mobilized/deployed / involved in planning and conduct of operations at various Headquarters in support of OP PARAKRAM .
(a) A person who has completed aggregate service of 180 days in qualifying area . The qualifying period for the Medal will not count towards any other Medal instituted for that area for same spell of service .
(b) All ranks of the Para Military Forces , Central Police Forces , Railway Protection Force , Civil Defence personnel , State Police personne!, Home Guards , civilian personnel and personnel of the other organization as specified by the Government who were deployed in operational areas under Army'soperational control or any other personnel of such organization deployed in areas as may be specified by the Government, who assisted in implementing , coordination and conduct etc. of operation .
(b) Personnel of Army Aviation Corps , Navy Air Squadrons , air crew of Air Force , ejection crew of Air Despatch units and personnel borne on the effective strength of Air Maintenance Battalions/Coast Guard Air Squadrons who have carried out a minimum of five operational sorties or twenty hours of operational flying in/ over the qualifying area.
( c) All personnel on the effective strength of the Coast Guard who were operationally deployed at sea or were part of the operational planning at various Headquarters .
(d) Civilians of either sex serving regularly or . temporarily under the orders/directions or supervision of the above mentioned forces in operational areas:
(c) All recipient of gallantry series of awards during OP PARAKRAM irrespective of the time limit or a person who died in service or was evacuated as a result of wounds or other disabilities attributable to service in the qualifying area irrespective of the time limit or number of operational sorties or number of operational flying hours shall be eligible for this Medal .
(e) Civilians deployed for Local 1 Defence , War Watching Organizations , Naval Control of Shipping and Examination Services .
(d) All Naval /Coast Guard personnel on board Naval , Coast Guard , merchant ships and crafts under the operational control of the Indian Navy who have completed an aggregate service of 180 days in the qualifying area or Fifthly- The qualifying areas for the purpose of this medal shall be as given below:-

The function of the Samiti will be to render advice in regard to the implementation of the provisions relating to Official Language contained in the constitution. Official Language Act and rules and policy decisions of the Kendriya Hindi Samiti and instructions issued by the Ministry of Home Affairs ( Department of Official Language ) relating to official language and also to advise this Ministry on the progressive use of Hindi .
Tenure
(1) The term of the members of the Samiti will be three years from the date of its composition .
(2) If during the tenure of the Samiti , any member is nominated , his tenure will be the res aining tenure of the Committee .
(3) In special circumstances , the tenure of the Samiti can be curtailed or extended .
(4) Members of Parliament who are members of this Samiti will cease to be the members as soon as they cease to be Members of Parliament .
(5) Ex - officio members of the Samiti shall continue as members only so long as they hold the office by virtue of which they are members of the Samiti .

Travelling and other Allowances
The non- official members will be paid travelling and daily allowances for attending the meetings of the Samiti as per the directions given in the Department of Official Language O. M. 2. It has also been decided by the Government of India to add a new clause at Serial No. xix) in the Article 3 after the clause at Serial No. xviii) of the Memorandum of Association of CAPART, which will be as follows :-
"xix) To create awareness amongst rural people and provide a series of escort services to them through the NGOs on matters relating to Intellectual Property Right ( IRR) issues in the context of WTO and assist them by protecting their knowledge- base , time- honoured inherent and patent rights and all matters connected therewith . "

3. The Secretarial assistance to the committee shall be arranged by the Ministry of Human Resource Development through Central Hindi Directorate, R. K. Puram , New Delhi .
4. DBHPS shall make available all records , documents , files etc. to the committee as called for by the committee and fully co- operate with the committee.
5. Director, CHD and all her officials at regional offices and headquarters shall provide all necessary records , documents, information to the committee and fully co- operate with it during the process of review and preparation of the report.
6. Shri P. R. Dasgupta, former Secretary (Education) , Government of India, who shall undertake the review will be entitled to the same perquisites and facilities as are admissible to the Secretary to the Government of India. Normal TA/DA , as per rules , shall be paid to him and his secretariat staff by the CHD/Ministry of Human Resource Development.
