सा.का.नि. 151.—अखिल भारतीय सेवाएं अध्निियम, 1951 ;1951 का 61द्ध की धरा 3 की उप-धरा ;iद्ध द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय सरकार भारतीय प्रशासनिक सेवा ;भर्तीद्ध नियमावली, 1954 में आगे और संशोध्न करने के लिए एतद्‌द्वारा निम्नलिखित नियम बनाती है, अर्थात्‌ :—

1. ;1द्ध ये नियम भारतीय प्रशासनिक सेवा ;भर्तीद्ध संशोध्न नियमावली, 2010 कहलाएंगे ।

;2द्ध ये नियम जनवरी, 2011 की प्रथम तिथि से प्रवृत्त होंगे ।

2. भारतीय प्रशासनिक सेवा ;भर्तीद्ध नियमावली, 1954 में, नियम 9, उप-नियम ;2द्ध में, दिनांक ''31 दिसम्बर, 2010'' के स्थान पर दिनांक ''31 दिसम्बर, 2013'' को प्रतिस्थापित किया जाएगा ।

G.S.R. 151.—In exercise of the powers conferred by sub-section (i) of Section 3 of the All India Services Act, 1951 (61 of 1951), the Central Government hereby makes the following Rules further to amend the Indian Administrative Service (Recruitment) Rules, 1954, namely :—

1. (1) These rules may be called the Indian Administrative Service (Recruitment) Amendment Rules, 2010.

(2) They shall come into force on the first day of January, 2011.

2. In the Indian Administrative Service (Recruitment) Rules, 1954, in Rule 9, sub-rule (2), the date "31st December, 2010" shall be substituted by the date "31st December, 2013".

EXPLANATORY MEMORANDUM

By the notification No. 14015/33/2007-AIS (I)-A, dated 20-11-2007, the promotion quota in respect of the Jammu & Kashmir Cadre of the IAS at 50% of the Senior Duty posts, Central Deputation Reserve, State Deputation Reserve and592 THE GAZETTE OF INDIA : MAY 21, 2011/VAISAKHA 31, 1933 [PART II—SEC. 3(i)] the Training Reserve of the relevant Cadre Schedule was extended for the period upto 31st December, 2010. The same dispensation now stands extended upto 31-12-2013 beyond 31st December, 2010.

G.S.R. 152.—In exercise of the powers conferred by sub-section (i) of Section 3 of the All India Services Act, 1951 (61 of 1951), the Central Government hereby makes the following Rules further to amend the Indian Police Service (Recruitment) Rules, 1954, namely :—

1. (1) These rules may be called the Indian Police Service (Recruitment) Amendment Rules, 2010.

(2) They shall come into force on the first day of January, 2011.

2. In the Indian Police Service (Recruitment) Rules, 1954, in Rule 9, sub-rule (3), the date "31 st December, 2010" shall be substituted by the date "31st December, 2013".

EXPLANATORY MEMORANDUM

By the notification No. 14015/33/2007-AIS (I)-B, dated 20-11-2007, the promotion quota in respect of the Jammu & Kashmir Cadre of the IPS at 50% of the Senior Duty posts, Central Deputation Reserve, State Deputation Reserve and the Training Reserve of the relevant Cadre Schedule was extended for the period upto 31 st December, 2010. The same dispensation now stands extended upto 31-12-2013 beyond 31st December, 2010.

सा.का.नि. 153.—अखिल भारतीय सेवाएं अध्निियम 1951 ;1951 का 61द्ध की धरा 3 की उप-धरा ;iद्ध द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय सरकार भारतीय वन सेवा ;भर्तीद्ध नियमावली, 1966 में आगे और संशोध्न करने के लिए एतद्‌द्वारा निम्नलिखित नियम बनाती है, अर्थात्‌ :—

1. ;1द्ध ये नियम भारतीय वन सेवा ;भर्तीद्ध संशोध्न नियमावली, 2010 कहलाएंगे ।

;2द्ध ये नियम जनवरी, 2011 की प्रथम तिथि से प्रवृत्त होंगे ।

सा.का.नि. 154.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, रेल सेवक ;अनुशासन और अपीलद्ध नियम, 1968 में और संशोधन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

लघु नाम और प्रारंभ :—

1. ;1द्ध इन नियमों को संक्षिप्त नाम रेल सेवक ;अनुशासन और अपीलद्ध पहला संशोध्न नियम, 2011 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. रेल सेवक ;अनुशासन और अपीलद्ध नियम, 1968 में, अनुसूची I और अनुसूची II के स्थान पर निम्नलिखित अनुसूचियां रखी जाएंगी, अर्थात्‌ :—

रु. 1650 तक और उसके सहित, शास्तियां और निलंबन । ग्रेड वेतन वाले कर्मचारी वर्ग ।

G.S.R. 154.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Railway Servants (Discipline and Appeal) Rules, 1968, namely :—

1. Short title and commencement.—(1) These rules may be called the Railway Servants (Discipline and Appeal) First Amendment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Railway Servants (Discipline and Appeal) Rules, 1968, for Schedule I and Schedule II, the following Schedules shall be substituted, namely :—

सा.का.नि. 155.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त अध्किारों का प्रयोग करते हुए और मानव संसाध्न विकास मंत्राालय माध्यमिक शिक्षा और उच्चतर शिक्षा विभाग के भर्ती नियम, 2000 का अध्क्रिमण करते हुए केवल ऐसे अध्क्रिमण से पहले किए गए अथवा छोड़े गए कार्यों को छोड़कर, मानव संसाध्न विकास मंत्राालय, उच्चतर शिक्षा विभाग में कलाकार के पद की भर्ती प्रक्रिया को विनियमित करने के लिए अवरलिखित नियम बनाती हैं :—

1. लघु शीर्षक और आरंभ.—;1द्ध इन नियमों को मानव संसाध्न विकास मंत्राालय, उच्चतर शिक्षा विभाग ;कलाकारद्ध भर्ती नियम, 2011 कहा जाएगा ।

;2द्ध ये सरकारी राजपत्रा में इनके प्रकाशन की तारीख से लागू होंगे ।

2. लागू होना :— ये नियम इन नियमों के साथ संलग्न अनुसूची के कॉलम ;1द्ध में विनिदष्ट पद के लिए लागू होंगे ।[भाग IIखण्ड 3(i)] भारत का राजपत्रा : मई 21, 2011/वैशाख 31, 1933 611 3. पदों की संख्या, वर्गीकरण तथा वेतनमान.—उक्त पद की संख्या, इसका वर्गीकरण और इससे जुड़ा वेतन बैंड और ग्रेड वेतन/वेतनमान इन नियमों में संलग्न अनुसूची के कालम 2 से 4 में यथाउल्लेखानुसार होगा ।

4. भर्ती प्रक्रिया आयु-सीमा और अर्हता इत्यादि.—उक्त पद से संबंध्ति भर्ती प्रक्रिया, आयु-सीमा, अर्हताएं तथा अन्य मामले उक्त अनुसूची के कालम 5 से 14 में उल्लेखानुसार होगा ।

5. अयोग्यता.—कोई भी व्यक्ति,—

;कद्ध जिसने ऐसा व्यक्ति के साथ विवाह किया है जिसका पति/पत्नी जीवित हैऋ या

;खद्ध ऐसा कोई व्यक्ति जिसका पति/पत्नी जीवित है, वह किसी व्यक्ति से विवाह करता है अथवा विवाह के लिए संविदा करता है तो उक्त पद पर नियुक्ति के लिए पात्रा नहीं होगा ।

बशर्ते कि केन्द्र सरकार इस बात से संतुष्ट होकर कि इस प्रकार का विवाह, ऐसे व्यक्ति अथवा विवाह के दूसरे पक्ष पर लागू व्यक्तिगत विध् िके अंतर्गत अनुमत्य है एवं इस प्रकार का कार्य करने के लिए अन्य आधर हैं तो किसी भी व्यक्ति को इस नियम के परिचालन से छूट प्रदान कर सकती है ।

6. छूट का अध्किार.—जहां भी केन्द्र सरकार का विचार है कि ऐसा करना आवश्यक या समयोचित है, तो वह कारणों को लिखित रूप से रिकार्ड करके आदेश द्वारा, लिखित में रिकार्ड किए जाने वाले कारणों सहित, किसी श्रेणी या वर्ग के व्यक्ति के लिए इन नियमों के किन्हीं भी प्रावधनों में छूट दे सकती है ।

7. प्रतिबंध्.—इस संबंध् में समय-समय पर केन्द्र सरकार द्वारा जारी आदेशों के अनुसार अनुसूचित जाति, अनुसूचित जनजाति, अन्य पिछड़ा वर्ग, भूतपूर्व सैनिक और अन्य विशेष श्रेणी के व्यक्तियों को आरक्षण, आयु-सीमा में छूट और प्रदान की जाने वाली अन्य रियायतों पर इन नियमों का कोई प्रभाव नहीं पड़ेगा ।

G.S.R. 155.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Human Resource Development, Department of Secondary Education and Higher Education (Artist) Recruitment Rules, 2000, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Artist in the Ministry of Human Resource Development, Department of Higher Education, namely :—

1. Short title and commencement. - (1) These rules may be called the Ministry of Human Resource Development, Department of Higher Education (Artist) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official, Gazette.

2. Application.—These rules shall apply to the post specified in Column (1) of the Schedule annexed to these rules.

3. Number of post, classification and scale of pay.—The number of the said post, its classification and the Pay Band and Grade Pay/Pay Scale attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

4. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 14 of the said Schedule.

5. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax all or any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other Special Categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अध्किरी, जो प्रोन्नति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे और इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

टिप्पण 2 : प्रतिनियुक्ति की अवध्,ि जिसके अन्तर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति की अवध् िहै, साधरणतः चार वर्ष से अध्कि नहीं होगी ।

R. 156.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Field Operations Division, National Sample Survey Organisation (Chief Administrative Officer), Recruitment Rules, 1977, insofar as they relates to the post of Chief Administrative Officer except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Chief Administrative Officer in the Ministry of Statistics and Programme Implementation, Field Operations Division, National Sample Survey Organisation, namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Statistics and Programme Implementation, Field Operations Division, National Sample Survey Organisation, Chief Administrative Officer, Group 'A' Post Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale.— The number of said post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in the columns (5) to (14) of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

2. The Departmental Deputy Director (Administration) with five years regular service in the grade shall also be considered alongwith outsiders and in case he or she is selected for appointment to the post, the same shall deemed to have been filled by promotion.

Note 1:—The Departmental officer in the feeder category who is in the direct line of promotion shall not be eligible for consideration for appointment by deputation and similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

Note 2 :—The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarilynot exceed four years.

Note 3 :—The miximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications.

Note 4 :—For the purpose of computing minimum qualifying service for promotion/deputation; the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the recommendations of the Sixth Central Pay Commission has been extended, shall be deemed to be the service rendered in the corresponding grade pay or pay scale extended based on the recommendation of the said Pay Commission except where there has been merger of more than one pre- revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation.

1. (1) These rules may be called the Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs [Deputy Director (Co- operation) and Assistant Director (Co-operation)] Amendment Recruitment Rules, 2011.

सा.का.नि. 159.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, मंत्रिामंडल सचिवालय, नई दिल्ली में डाटा एंट्री ऑपरेटर, ग्रेड 'ए' के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती है, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम मंत्रिामंडल सचिवालय, डाटा एंट्री ऑपरेटर, ग्रेड 'ए' भर्ती नियम, 2011 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख से प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा, अर्हता आदि.—उक्त पदों पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;14द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति.—इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण : आयु-सीमा अवधरित करने के लिए निर्णायक तारीख भारत में अभ्यथयों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ;न कि वह अंतिम तारीख जो असम, मेघालय, अरफणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिापुरा, सिक्किम, जम्मू-कश्मीर राज्य के लद्‌दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उप-खंड, अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यथयों के लिए विहित की गई हैद्ध ।

सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक सीध्े भर्ती किए जाने वाले परिवीक्षा की अवध्,ि यदि कोई हो और अन्य अर्हताएं

व्यक्तियों के लिए विहित आयु और शैक्षिक अर्हताएं प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं

टिप्पण 1 : अर्हताएं अन्यथा सुअहत अभ्यथयों की दशा में सक्षम प्राधिकारी के विवेकानुसार शिथिल की जा सकती हैं ।

टिप्पण 2 ः अनुभव संबंध्ी अर्हता ;अर्हताएंद्ध सक्षम प्राध्किारी के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यथयों की दशा में तब शिथिल की जा सकती है ;हैंद्ध जब चयन के किसी प्रक्रम पर सक्षम प्राधिकारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यथयों के पर्याप्त संख्या में उपलब्ध् होने की संभावना नहीं है ।

टिप्पण 3 : डाटा एंट्री कार्य के लिए 8000 कुंजी दाब ;की डिप्रेशनद्ध प्रति घंटा की गति का निर्णय सक्षम प्राधिकारी द्वारा इलैक्ट्रानिक डाटा प्रोसेसग मशीन ;नोंद्ध पर लिए गए गति परीक्षण द्वारा किया जाएगा ।

G. S. R. 159.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Data Entry Operator, Grade 'A' in the Cabinet Secretariat, New Delhi, namely : —

1. Short title and commencement.—(1) These Rules may be called the Cabinet Secretariat Data Entry Operator, Grade 'A' Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band and grade pay or pay scale.—The number of the said post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualification etc.—The method of recruitment to said post, age limit, qualifications and other matters connected therewith shall be specified in columns (5) to (14) of the aforesaid Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any other person, shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect the reservations, relaxation of age limit and other concessions required to be provided for the candidates belonging to the Scheduled Castes, the Scheduled Tribes, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 3 : The Speed of 8000 Key Depressions per hour for Data Entry Work is to be judged by conducting a speed test on the Electronic Data Processing machine(s) by the Competent Authority.
