समितिका गठन करने के लिए परस्पर निश्चय किया है । सम्मेलन में पारित प्रस्ताव और सक्षम प्राधिकारी के अनुमोदन के अनुसरण में एक उच्च अधिकारिता समिति का गठन करने का निर्णय किया गया है । समिति का संघठन निम्न प्रकार से होगा:--

2. समिति के विचारार्थ विषय इस प्रकार है : --

1. पिछले 100 वर्षों के दौरान सहकारी समितियों की उपलब्धियों की समीक्षा करना ।

2. सहकारी क्षेत्र द्वारा सामना की जा रही चुनौतियों को अभिज्ञात करना और परिवर्तनशील सामाजिक आर्थिक वातावरण के साथ तालमेल रखने के लिए आंदोलन को समर्थ बनाने के लिए उनका पता लगाने के लिए उपायों के सुझाव देन्ना ।
3. सहकारी समितियों की लोकतांत्रिक स्वायत्तशासी और व्यवसायिक कार्यप्रणाली को सुनिश्चित करने के लिए विचार से देश के सहकारी विधान में अपेक्षित परिवर्तनों और वैधानिक गठन तथा यथोचित नीति का सुझाव देना । बहु - राज्य सहकारी समिति अधिनियम, 2002में संशोधन।'
सं. एल . 11012/4/2004- एल एण्ड एम- राज्य सहकारी मंत्रियों की दिनांक 7 दिसम्बर, 2004 को नई दिल्ली में आयोजित सम्मेलन में उन्होंने पिछले 100 वर्षों के दौरान सहकारी आंदोलन की उपलब्धियों की समीक्षा करने और परिवर्तनशील सामाजिक एवं आर्थिक वातावरण में आंदोलन द्वारा सामना की जा रही चुनौतियों का पता लगाने के लिए उठाए जाने वाले कदमों कीसिफारिश करते हुए रोड मैप तैयार करने के लिए एक उच्च अधिकारिता 732
4. समिति द्वारा कोई अन्य आकस्मिक अथवा आनुषंगिक विषयों पर जिन्हें आवश्यक समझा जाए, उन पर विचार करना । है। 3. समिति कार्याप्रणाली के लिए अपनी प्रक्रिया का निर्माण कर सकती 4. समिति द्वारा बुलाए जाने पर सरकारी प्रतिनिधियों और सहकारी हित का प्रतिनिधित्व करने वाले अन्यों को अथवा किसी अन्य संगठनों को कोई यात्रा भत्ता/महंगाई भत्ता नहीं दिया जाएगा । किसी भी संगठन से संबंध न रखने वाले व्यक्तियों को जब कभी उन्हें भारत सरकार के नियमों और अनुदेशों क अनुसार बैठक में उपस्थित होने के लिए आमंत्रित किया जाता है तो उन्हें भारत सरकार के क्लास । अधिकारियों को स्वीकार्य यात्रा भत्ता/महंगाई भत्ता दिया जाएगा ।
5. समिति इस संकल्प की तारीख से छह महीनों की अवधि के भीतर ही अपनी रिपोर्ट प्रस्तुत कर देगी ।
आदेश
आदेश दिया जाता है कि संकल्प से सभी संबंधित व्यक्तियों को सूचित कर दिया जाए ।
यह भी आदेश दिया जाता है कि संकल्प को सामान्य सूचनार्थ भारत के राजपत्र में प्रकाशित कर दिया जाए ।

RESOLUTION
No. L - 11012/ 4/2004 - L & M- The conference of State Co-operative Ministers held on 7th December, 2004 at New Delhi , inter - alia , resolved to constitute a High Powered Committee to review the achievements of co- operative movement during the last 100 years , and prepare a road map recommending steps to be taken to address challenges being faced by the movement in the changing social and economic environment. In pursuance of the resolution passed in the conference and with the approval of the Competent Authority, it has been decided
[PART I-SEC . 1 to constitute a High Powered Committee . The composition of the Committee will be as follows :

2. Terms of reference of the Committee are :
1. To review the achievements of the co- operatives during the last 100 years .
2. To identify the challenges being faced by the co - operative secter and to suggest measures to address them to enable the movement to keep pace with the changing socio -economic environment .
3. To suggest an appropriate policy and legislative framework and changes required in the co- operative legislation in the country with a view to ensure the democratic , autonomous and professional functioning of co - operatives . Amendments in the Multi - State Co- operative Societies Act , 2002 .
4. Any other incidental or consequential issue as deemed necessary by the Committee for its consideration .
3. The Committee may devise its own procedure for functioning.
4. No TA/ DA will be paid to the Government representatives and others representing co- operative interest or any other organisation called by the Committee . Persons not belonging to any organisation would be paid TA/DA admissible to Class - I Officers of the Government of India whenever invited to attend the meeting as per rules and instructions of Government of India.
5. The Committee will submit its report within a period of six months from the date of this Resolution .

III . Functions of the Joint Hindi Salahkar Samiti The function of the Samiti is to render advice to the Ministry of Urban Development and Ministry of Urban Employment & Poverty Alleviation in regard to implementation of the provisions relating to Official Language contained in the Constitution of India , the Official Languages Act , Official Language rules , and policy decisions and directions of the Kendriya Hindi Samiti and instructions issued by the Ministry of Home Affairs /Department of Official Language relating to Official Language , and also in regard to progressive use of Hindi in the official work of the Ministry of Urban
[ PART I- SEC . 1 ] Development , Ministry of Urban Employment & Poverty Alleviation and all their attached and subordinate offices , public sector undertakings , autonomous & Statutory bodies etc. under their control .
IV. Tenure
The term of the samiti will be 3 years from the date of its constitution provided that :-
(a) a member who is a member of Parliament shall cease to be the member of the Samiti as soon as he ceases to be a Member of Parliament .
(b) ex - officio member of the Samiti shall continue as members as long as they hold office by virtue of which they are members of the Samiti .
(c) if a vacancy arises on the Samiti due to resignation , death , etc. of a member , the member appointed in that capacity shall hold office for the residual term of three years .
V. General
The Headquarters of the Samiti shall be in New Delhi but it may hold its meetings at any other station also .
VI . Travelling and other allowances
The non- official members will be paid travelling and daily allowances , for attending the meeting of the Samiti as per instructions issued by the Department of Official Language vide their O.M. No. II/ 20034 /4/86 - OL ( A - 2 ) dated 22.1.1987 and as per prescribed rates and rules as amended by Government of India from time to time.

ORDERED that a copy of this Resolution be communicated to all the State Governments / Union Territory Administrations , President's Secretariat , Prime Minister'sOffice , Cabinet Sectt . , Planning Commission , Comptroller & Auditor General of India , Lok Sabha Sectt . , Rajya Sabha Sectt. , all the Ministries and Departinent of the Government of India.
