सं. एफ. 9-15/2002-यू.3 - विश्वविद्यालय अनुदान आयोग अधिनियम 1956 ( 1956 की 3 ) की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रसरकार, विश्वविद्यालय अनुदान आयोग की सलाह पर पूर्वोत्तर क्षेत्रीय विज्ञान और प्रौद्योगिकी संस्थान, इटानगर, अरूणाचल प्रदेश को उक्त अधिनियम के उद्देश्य हेतु तत्काल प्रभाव से सम विश्वविद्यालय घोषित करती है । बशर्ते कि वे निम्नलिखित शर्तें पूरी करते हों:-
सं . 1/5/ 2003 - सी.टी.2--दिनांक 27.07.2004, 10.02.2005 एवं 28.03.2005 पठित दिनांक 06.02.2004 की समसंख्यक अधिसूचना द्वारा पुनर्गठित कपास सलाहकार बोर्ड में निम्नलिखित सदस्य को तत्काल प्रभाव से नामित किया जाता है ।

2. यह आदेश कार्मिक एवं प्रशिक्षण विभाग के दिनांक 17.5.2005 के 'आदेश संख्या 4/25/2004-ई.ओ. ( एम.एम. 1 ) के अनुसरण में जारी किया जाता है।
(क) यह कि ऊपर सूचीबद्ध संस्थाएं, जो कि वर्तमान में किसी विश्वविद्यालय से सम्बद्ध अथवा उससे मान्यताप्राप्त है अथवा उसका संघटक है, होमी भाभा राष्ट्रीय संस्थान की संघटक इकाई के रूप में उस तिथि से मानी जाएंगी जिन तिथि से वे संबंधित विश्वविद्यालय से असंबद्ध हो जाएंगी /मान्यता समाप्त करवा लेगी/संबंध समाप्त कर लेगी , जैसा भी मामला हो ।

संकल्प
(ख) यह कि होमी भाभा राष्ट्रीय संस्थान विश्वविद्यालय अनुदान आयोग तथा ।खिल भारतीय तकनीकी शिक्षा परिषद द्वारा सम विश्वविद्यालय का दर्जा प्राप्त संस्थाओं पर यथा लागू समय- समय पर जारी किए गए दिशा- निर्देशों तथा अनुदेशों का पालन करेगा ।
(ग) यह कि संगम ज्ञापन और/ अथवा होमी भाभा राष्ट्रीय संस्थान के नियमों में , जैसा भी मामला हो, निम्न हेतु उचित प्रावधान किया जायेगा :
(i) होमी भाभा राष्ट्रीय संस्थान की प्रबंधन परिषद में मानव संसाधन विकास मंत्रालय के एक प्रतिनिधि को नामित करने हेतु
सं. 5-25/2000 - यू. एस. ( अकादपी ) राष्ट्रीय नाट्य विद्यालय सोसाइटी केनियम तथा विनियम के नियम 4 ( क) ( 1 ) के अनुसरण में, भारत सरकार का संस्कृति मंत्रालय एतद्वारा श्रीमती अमल अल्लान को तत्काल प्रभाव से राष्ट्रीय नाट्य विद्यालय , नई दिल्ली की अध्यक्ष नियुक्त करता है । यह नियुक्ति चार वर्षों की अवधि के लिए होगी ।
(ii ) शिकायत दूर करने संबंधित तंत्र स्थापित करने हेतु
आदेश
(iii) रिष्ठता सूची के रखरखाव हेतु
( iv ) डिग्री/डिप्लोमा प्रदान करने हेतु प्रबंधन परिषद का अनुमोदन प्राप्त करते हेतु
आदेश दिया जाता है कि इस संकल्प की प्रति अध्यक्ष , राष्ट्रीय नाट्य विद्यालय , भगवान दास रोड, बहावलपुर हाउस , नई दिल्ली को भेजी जाए तथा इस संकल्प को सामान्य सूचना हेतु भारत के राजपत्र में प्रकाशित किया जाए ।
(v) संगम हाथी के खंड ( 5 ) में दुभाषिय के नाम का ब्यौरा देना
( vi ) संघटक इकाई/सस्था को परिभाषित करना

( ix ) होमी भाभा राष्ट्रीय संस्थान के अधिकारियों की नियुक्ति की शर्त . दायित्वों तथा अधिकारी सहित उनकी नियुक्ति के तरीके का ब्यौरा देना

संस्कृति मंत्रालय और उसके संबंद्ध/ अधीनस्थ कार्यालयों तथा स्वायत्त संगठनों में हिंदी के प्रयोग में हुई प्रगति की समीक्षा करना तथा राजभाषा अधिनियम एवं उसके अधीन बनाए गए राजभाषा नियमों तथा गृह मंत्रालय , राजभाषा विभाग द्वारा इस संबंध में समय- समय पर जारी किए गए प्रशासनिक आदेशों में निहित राजभाषा नीतिके प्रभावी कार्यान्वयन के लिए सलाह देना ।
3. समिति का कार्यकाल :
समिति के सदस्यों का कार्यकाल सामान्य रूप से समिति के गठन की तारीख से निम्नलिखित बातों के अधीन तीन वर्ष का होगा : --
(क) जो संसद सदस्य इस समय समिति के सदस्य हैं, वे संसद सदस्य न रहने पर इस समिति के सदस्य नहीं रह सकेंगे । (ख) समिति के पदेन सदस्य अपने पद पर कार्य करते रहने तक समिति के सदस्यहोंगे ।
(ग ) यदि किसी सदस्य के त्यागपत्र, मृत्यु आदि के कारण कोई स्थान रिक्त होता है तो उस स्थान पर नियुक्त सदस्य तीन वर्ष के कार्यकाल की शेष अवधि के लिए ही सदस्य रहेगा ।

समिति का मुख्यालय नई दिल्ली में होगा । किन्तु समिति अपनी बैठकें आवश्यकता पड़ने पर किसी अन्य स्थान पर भी कर सकती है । 5. यात्रा भत्ता तथा अन्य भत्ते :
समिति की बैठकों में भाग लेने के लिए गैर- सरकारी सदस्यों को राजभाषा विभाग के दिनांक 22 जनवरी, 1987 के कार्यालय ज्ञापन सं. 11 /20034/4/86-रा. भा. ( क -2 ) में निहित दिशा-निर्देशों के अनुरूप और भारत सरकार द्वारा समय -समय पर यथा संशोधित निर्धारित दरों एवं नियमों के अनुसार यात्रा और दैनिक भत्ता दियाजाएगा ।

आदेश दिया जाता है कि इस संकल्प की एक प्रति राष्ट्रपति सचिवालय, प्रधानमंत्री को कार्यालय, समिति के सभी सदस्यों , सभी राज्य सरकारों, संघ राज्य क्षेत्र के प्रशासनों, मंत्रिमंडल सचिवालय , संसदीय कार्य मंत्रालय, लोक सभा सचिवालय, राज्य सभा सचिवालय , संसदीय राजभाषा समिति, भारत के नियंत्रक तथा महालेखा परीक्षक और भारत सरकार के सभी मंत्रालयों/विभागों को भेजी जाए ।
यह भी आदेश दिया जाता है कि यह संकल्प आम जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

c. That appropriate provision in the Memorandum of Association (MOA) and/or Rules of the HBNI , as the case may be , shall be made to :
(i) nominate a representative of the Ministry of Human Resource Development on Council of Management of the HBNI ;
(ii) putting in place a grievance redressal machinery;
(iii) maintain a Seniority List;
( iv) seek approval of Council of Management for the award of Degrees /Diplomas ;
(v) specify the name of interpreter in Clause (5 ) of MOA:
(vi) define the constituent unit/institution;
(vii) define the Chairman and the Director as officers ofHBNI;
(viii ) remove the Chairman and the Director from the list of authorities of the HBNI;
(ix) specify mode of appointment of the officers of the LIBNI alongwith their terms of appointment , duties and powers;
(x) empower the Director the HBNI to exercise the power of authorities of the HBNI in case of emergency /exigency and thereafter , get actions ratified in the next meeting of the concerned authority.
