सं. 8 (4)/2004-हिन्दी" संसदीय हिन्दी पुस्तक पुरस्कार योजना " के संबंध में इस मंत्रालय के समसंख्यक संकल्प दिनांक 1 सितम्बर, 2004 में निम्नलिखित आशोधन तथा परिवर्धन किया जाता है:--

2. कार्य
यह समिति केन्द्रीय हिन्दी समिति और राजभाषा विभाग द्वारा समय -समय पर निर्धारित नीतियों और मार्ग- निर्देशों के अनुसार, कार्मिक, लोक शिकायत तथा पेंशन मंत्रालय के सरकारी काम- काज में हिन्दी के प्रगामी प्रयोग से संबंधित मामलों में सलाह देगी ।
3. कार्यकाल
समिति का कार्यकाल सामान्यतः इसके गठन की तारीख से निम्नलिखित बातों के अधीन 3 वर्ष का होगा:--
(क) जो संसद सदस्य समिति के सदस्य हैं, वे संसद सदस्य न रहने पर इस समिति के सदस्य नहीं रहेंगे;
(ख) जो संसद सदस्य , संसदीय राजभाषा समिति के सदस्य होने की हैसियत से इस समिति के सदस्य हैं, वे संसदीय राजभाषा समिति के सदस्य न रहने पर इस समिति के सदस्य नहीं रहेंगे;
(ग) समिति के पदेन सदस्य अपने पद पर कार्य करते रहने तक समिति के सदस्य रहेंगे ; तथा
(घ ) यदि किसी सदस्य की मृत्यु हो जाने के कारण अथवा समिति की सदस्यता से त्याग - पत्र देने के कारण कोई स्थान खाली हुआ , तो उस स्थान पर नियुक्त सदस्य समिति के कार्यकाल की शेष अवधि के लिए ही सदस्य रहेगा । भाग I-खण्ड 1 ]

4. सामान्य
समिति का मुख्यालय नई दिल्ली में होगा ।
5. यात्रा तथा अन्य भत्ते
समितिके गैर सरकारी सदस्यों को इसकी बैठकों में भाग लेने के लिए भारत सरकार द्वारा समय - समय पर निर्धारित दरों पर एवं नियमों के अनुसार यात्रा- भत्ता तथा दैनिक भत्ता दिया जाएगा ।

आदेश दिया जाता है कि इस संकल्प की एक- एक प्रति निम्नलिखित को प्रेषित की जाए :
राष्ट्रपति सचिवालय, प्रधान मंत्री का कार्यालय , मंत्रिमंडल सचिवालय, संसदीय कार्य मंत्रालय, लोक सभा सचिवालय, राज्य सभा सचिवालय, संसदीय राजभाषा समिति, योजना आयोग, भारत के नियंत्रण और महालेखा परीक्षक, लेखापरीक्षा निदेशक, केन्द्रीय राजस्व , समिति के सभा सदस्य और भारत सरकार के सभी मंत्रालय और विभाग ।
यह भी आदेश दिया जाता है कि सर्वसाधारण की सूचनार्थ यह संकल्प भारत के राजपत्र में प्रकाशित किया जाए ।

सं. एफ. 9-48/2004- यू. 3--विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 ( 1956 की 3 ) की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रसरकार, विश्वविद्यालय अनुदान आयोग की सलाह पर दत्ता मेघे मेडिकल इंस्टीट्यूट ऑफ मेडिकल साइंस, नागपुर, महाराष्ट्र में शामिल ( I ) जवाहर लाल नेहरु मेडिकल कालेज, वर्धा, महाराष्ट्र ( ( 1 ) शरदपवार डैन्टल कालेज वर्धा , महाराष्ट्र को तत्काल प्रभाव से सम विश्वविद्यालय घोषित करती है । बशर्ते कि संस्थान निम्नलिखित शर्तें पूरी करते हौं: --
( 1 ) .संस्थान विश्वविद्यालय अनुदान आयोग तथा अन्य सम्बद्ध सांविधिक निकायों द्वारा समय- समय पर जारी सम विश्वविद्यालयों पर लागू होने वाले निशानिर्देशों का अनुपालन करेगा ।
(II ) संगम ज्ञापन के पैरा 15 (ख ) तथा नियमावली में निम्नलिखित संशोधन किए जायंगे:--
" कुलपति पांच वर्ष की अवधि के लिए कार्यभार संभालेंगे । वह पुनः नियुक्तिके पात्र नहीं होगे" ।

I--इस मंत्रालय के दिनांक 19.05.2003 के समसंख्यक संकल्प में आंशिक संशोधन के अनुसार, इलाहाबाद संग्रहालय सोसाइटी के नियमों एवं विनियमों के नियम 4 ( क) ( i ) तथा नियम 9 ( क) के तहत् राष्ट्रपति, ए पी एस विश्वविद्यालय, रीवा के भूतपूर्व कुलपति डॉ. राधाकांत वर्मा को डॉ. जी. सी. पाण्डेय के स्थान पर तत्काल प्रभाव से इलाहाबाद संग्रहालय सोसाइटी तथा इलाहाबाद संग्रहालय सोसाइटी की कार्यकारिणी समिति के अध्यक्ष पद पर सहर्ष मनोनीत करते हैं । इस सोसाइटी केअन्य सदस्य यथावत्रहेंगे, जैसाकि इस मंत्रालय के दिनांक 19.05.2003 के उपरोक्त संकल्प सं. एफ. 9-2/2003 - एम I के जरिए जारी किया जा चुका है । उक्त संकल्प की अन्य निबंधन एवं शर्तें अपरिवर्तित रहेंगी ।

सं. 2-4/2005-पी. एन. I- जबकि सरकार ने इस विभाग के संकल्प सं. 2-24/93- पी.एन. - 1 दिनांक 6 जुलाई 2004 के जरिए केंद्रीय शिक्षा सलाहकार बोर्ड का पुनर्गठन किया है,
और जबकि विकलांग बच्चों के लिए समावेशी शिक्षा पद्धतियों के क्षेत्र का प्रतिनिधितव करने हेतु केंद्रीय शिक्षा सलाहकार बोर्ड के लिए सदस्य नामित करने का निर्णय लिया गया है ,

यह आदेश भी दिया जाता है कि संकल्प की प्रति भारत सरकार के सभी मंत्रालयों और विभागों तथा सभी राज्य सरकारों और संघ शासित क्षेत्रों को प्रेषित की जाए ।

2. FUNCTIONS
TheSamiti will advise on the matters relating to progressive use ofHindi in official work of the Ministry of Personnel , Public Grievances and Pensions in accordance with the policies laid down by the Kendriya Hindi Samiti and the guidelines issued by the Department of Official Language in this regard from time to time.
3. TENURE
The tenure of the Samiti will ordinarily be three years from thedate of its constitution provided that :-
(a) the Members of the Parliament who are members of the Samiti shall cease to be the members of the Samiti as soon as they cease tobe the Members ofthe Parliament ;
(b) the Members of the Parliament who are the members of the Samiti by virtue of their being members of the Committee of the Parliament on Official Language shall cease to be the Members of the Samiti as soon as they cease to be the Members of the Committee of the Parliament on Official Language;
(c) ex-officio members of the Samiti shall continue to be the members of the Samiti as long as they hold the office by virtue of which they are the members of the Samiti ; and
(d) ifany vacancy arises in the Samiti owing to death ofamember or owing to tendering of resignation by a member, the member so appointed against that vacancy shall hold office for the residual term ofthe Samiti.
4. GENERAL
The Headquarter of the Samiti will be at New Delhi .
5. TRAVELLING AND OTHER ALLOWANCES The Non-Official Members of the Samiti will be paid travelling and daily allowances for attending its meetings , as per the prescribed rates and rules of the Govt . of India as amended from time to time .
