संकल्प
सं. 11011/5/2003 - रा. भा. ( अनु. ) संसदीय राजभाषा समिति राजभाषा अधिनियम, 1963 की धारा 4 ( 1 ) के अधीन 1976 में गठित की गई थी । समिति द्वारा सरकारी कामकाज में मूल रूप से हिन्दी में लेखन कार्य, विधि संबंधी कार्यों में राजभाषा हिन्दी की स्थिति, सरकारी कामकाज में राजभाषा के प्रयोग हेतु प्रचार - प्रसार, सरकारी कामकाज में प्रशासनिक और वित्तीय कार्यों से जुड़े प्रकाशनों की हिन्दी में उपलब्धता , राज्यों में राजभाषा हिन्दी की स्थिति, वैश्वीकरण और हिन्दी, कंप्यूटरीकरण एक चुनौती से संबंधित प्रतिवेदन का सातवां खंड राष्ट्रपति जी को प्रस्तुत किया गया था । राजभाषा अधिनियम, 1963 की धारा 4 ( 3 ) के अनुसार इसे लोक सभा तथा राज्य सभा के पटल पर रखा गया था । इसकी प्रतियां भारत सरकार के मंत्रालयों/विभागों तथा राज्यों/संघ राज्य क्षेत्रों की सरकारों को भेजी गई थी । इस संबंध में विभिन्न मंत्रालयों /विभागों और राज्यों/संघ राज्य क्षेत्रों कीं सरकारों से प्राप्त मत पर विचार करने के बाद समिति द्वारा की गई अधिकांश सिफारिशों को मूल रूप में या कुछ संशोधनों के साथ स्वीकार करनें का निर्णय लिया गया है । तदनुसार अधोहस्ताक्षरी को राजभाषा अधिनियम , 1963 की धारा 4 ( 4 ) के अधीन समिति को प्रतिवेदव की सिफारिशों पर राष्ट्रपति के निम्मलिखित आदेश सूचित करने का निर्देश हुआ है :

16.5 ( क ) केंद्रीय हिंदी समिति का पुनर्गठन निश्चित समय पर प्रत्येक तीन वर्ष पर अवश्य किया जाए ।
यह संस्तुति इस संशोधन के साथ स्वीकार कर ली गई है कि केंद्रीय हिंदी समिति का कार्यकाल सामान्यतः 3 वर्ष का होगा, किंतु विशेष परिस्थितियों में इसका कार्यकाल बढ़ाया अथवा कम भी किया जा सकता है ।
यह संस्तुति स्वीकार कर ली गई है । सभी मंत्रालय/विभाग केंद्रीय हिंदी समिति के निर्णयों के क्रियान्वयन के लिए तत्परता से आवश्यक कार्रवाई करे ।
16.5 ( ख ) केंद्रीय हिंदी समिति की बैठक नियमित रूप से प्रत्येक वर्ष प्रधान मंत्री की अध्यक्षता में आयोजित करने के प्रयास किए जाएं और समिति की बैठक में लिए गए निर्णयों को तत्परता से लागू किया जाए ।
केंन्द्रीय राजभाषा कार्यान्वयन समिति केवल सरकारी अधिकारियों की समिति है । अतः यह संस्तुति स्वीकार्य नहीं पाई गई ।
16.5 (ग ) केंन्द्रीय राजभाषा कार्यान्वयन समिति की बैठकों में भाग लेने के लिए संसदीय राजभाषा समिति के उपाध्यक्ष तथा तीनों उपसमितियों के संयोजकों को विशेष रूप से आमंत्रित किया जाए । 828

16.5 ( घ)
यह संस्तुति स्वीकार कर ली गई है । केंद्रीय राजभाषा कार्यान्वयन समिति की बैठकों में लिए गए निर्णयों को सक्रियता से लागू किया जाए । संसदीय राजभाषा समिति के प्रतिवेदन के पांच खंडों पर महामहिम राष्ट्रपति के आदेशों के कार्यान्वयन की भी समीक्षा की जाए ।
16.5 (च) हिंदी सलाहकार समितियों का गठन/ पुनर्गठन सही समय पर होना चाहिए तथा बैठकें नियमित रूप से प्रत्येक तिमाही में आयोजित की जाने। चाहिएं ।
यह संस्तुति इस संशोधन के साथ स्वीकार कर ली गई है कि सभी मंत्रालय/विभाग हिंदी सलाहकार समिति का गठन/ पुनर्गठन समय पर करे और वार्षिक कार्यक्रम में निर्धारित लक्ष्यों के अनुसार हिंदी सलाहकार समिति की बैठकें करे ।
16.5 (हरु)
यह संस्तुति स्वीकार कर ली गई है । सभी मंत्रालय/ विभाग इस संबंध में आवश्यक कार्रवाई करें ।
हिंदी सलाहकार समिति की बैठकों की कार्यसूची में संबंधित मंत्रालय/ विभाग के प्रशासनिक नियंत्रणाधीन प्रतिष्ठानों में केंद्रीय सरकार की राजभाषा नीति की प्रगति के लिए एक मद जोड़ी जाए तथा बैठकों में लिए गए निर्णयों पर शीघ्र तथा समुचित रूप से कार्रवाई की जाए ताकि हिंदी सलाहकार समितियों के गठन का उद्देश्य पूरा हो सके तथा राजभाषा हिंदी का प्रगामी प्रयोग सुनिश्चित हो सके ।
16.5 (ज) नगर राजभाषा कार्यान्वयन समिति की बैठकों में कार्यालय प्रधान को स्वयं उपस्थित होना चाहिए ।
यह संस्तुति स्वीकार कर ली गई है । सभी मंत्रालय/ विभाग अपने संबद्ध/ अधीनस्थ कार्यालयों , स्वायत्त निकायों , उपक्रमों और बैंकों आदि कार्यालयों के प्रमुखों को निदेश दें कि वे नगर राजभाषा कार्यान्वयन समिति की बैठकों में स्वयं भाग लें । ( झ)
16.5 नगर राजभाषा कार्यान्वयन समिति की बैठकों में लिए गए निर्णयों पर अनुवर्ती कार्रवाई की उच्च स्तर पर पूर्ण निष्ठा से निगरानी और समीक्षा की जानी चाहिए ।
यह संस्तुति स्वीकार कर ली गई है । नगर राजभाषा कार्यान्वयन समिति के सदस्य कार्यालयों के प्रमुख समिति के निर्णयों पर कार्यवाही की निगरानी व समीक्षा सुनिश्चित करें ।
16.5 (ट)
नगर राजभाषा कार्यान्वयन समिति की वर्ष में दो बैठकें अपेक्षित है । इन बैठकों में कार्यालय अध्यक्ष अनिवार्य रूप से भाग लें । इस संबंध में राजभाषा विभाग समुचित निर्देश जारी करें ।
नगर राजभाषा कार्यान्वयन समितियों की बैठकें त्रैमासिक रूप से आयोजित की जाएं तथा वर्ष में आयोजित होने वाली चार बैठकों में से कम से कम दो बैठकों में कार्यालय के अध्यक्ष अनिवार्य रूप से स्वयं भाग लें और बैठकों में लिए गए निर्णयों का पूर्ण रूप से अपने कार्यालयों मे अनुपालन कराएं । 829 भाग I-खण्ड 1]

16.5(ठ)
यह संस्तुति स्वीकार्य नहीं पाई गई । नगर राजभाषा कार्यान्वयन समिति की बैठकें अलग -अलग स्थानों पर आयोजित करना, बैठक स्थान व अन्य संसाधनों की उपलब्धता की दृष्टि से व्यवहारिक नहीं है । नगर राजभाषा कार्यान्वयन समिति की वर्ष में तीन बैठकें समिति के अध्यक्ष की अध्यक्षता में अलग -अलग कार्यालयों में आयोजित की जाए तथा अंतिम बैठक समिति के अध्यक्ष के कार्यालय में ही आयोजित की जाएं और उसमें राजभाषा विभाग के वरिष्ठ अधिकारी भी उपस्थित रहें ताकि वर्ष भर की गतिविधियों और प्रगति की समीक्षा की जा सके और पाई गई कमियों को सभी संबंधितों के ध्यान में लाया जाए और उन्हें सामूहिक प्रयास से दूर कर लिया जाए ।
16.5 (ड)
संसदीय राजभाषा समिति के प्रतिवेदन के खंड-6 में की गई संस्तुति सं . 11.5.17 पर आदेश दिया गया है कि ऐसी नगर राजभाषा कार्यान्वयन समितियों को , जिनकी सदस्य संख्या 150 या इससे अधिक है, दो भागों में बांटा जाए । इस नहीं है । व्यवस्था में अभी परिवर्तन करना सामयिक विभिन्न नगर राजभाषा कार्यान्वयन समिति की बड़ी सदस्य संख्या को देखते हुए ऐसे नगरों में जहां एक ही नगर राजभाषा कार्यान्वयन समिति है, वहां नगर राजभाषा कार्यान्वयन समिति को तीन उप समितियों में विभाजित कर तीन अलग -अलग संयोजक बनाए जाएं एवं उनका अध्यक्ष एक ही हो ताकि सभी सदस्य कार्यालयों में हिंदी के अनुकूल वातावरण बने और राजभाषा नियमों के प्रति जागरूकता आए ।
यह संस्तुति स्वीकार कर ली गई है । 16.5 (ढ) नगर राजभाषा कार्यान्वयन समितियों द्वारा प्रत्येक वर्ष राजभाषा समारोह/ संगोष्ठी आयोजित की जानी चाहिए ताकि राजभाषा के प्रयोग के प्रति जागरूकता पैदा हो और अनुकूल वातावरण बने ।
यह संरतुति स्वीकार कर ली गई है । 16.5 (त) प्रत्येक कार्यालय में कार्यालय अध्यक्ष की अध्यक्षता में राजभाषा कार्यान्वयन समितियों का गठन होना चाहिए तथा नियमित रूप से बैठकें तिमाही आयोजित की जानी चाहिए । अगली तिमाही बैठक में पिछली बैठक के बाद हुई प्रगति के पूर्ण और अपूर्ण कार्यों का मूल्यांकन किया जाए ।
यह संस्तुति स्वीकार कर ली गई है । 16.5 (थ) राजभाषा कार्यान्वयन समितियों की तिमाही बैठकों के अभिलेख रखे जाने चाहिएं तथा बैठकों में लिए गए निर्णयों को पूर्ण निष्ठा एवं तत्परतापूर्वक लागू किया जाए ।
16.6 (क)
यह संस्तुति सिद्धांतः स्वीकार कर ली गई है । सभी कार्यालय अपनी क्षमताओं के अनुरूप कार्यक्रम, संगोष्ठी आदि आयोजित करें ।
राजभाषा हिंदी को लोकप्रिय बनाने के लिए समय- समय पर देश के भीतर एवं बाहर सांस्कृतिक कार्यक्रमों/संगोष्ठियों एवं कवि सम्मेलनों का आयोजन किया जाना चाहिए । 830

16.6 ( ख)
यह संस्तुति इस संशोधन के साथ स्वीकार कर ली गई है कि सभी कार्यालय अपने पुस्तकालय अनुदान की राशि वार्षिक कार्यक्रम में निर्धारित लक्ष्य के अनुसार हिंदी पुस्तकों की खरीद पर खर्च करे और अपने कार्मिकों को उनके पठन-पाठन के प्रति प्रेरित करे । पुरस्कारों की राशि और संख्या बढ़ाने पर विचार किया जाएगा । सभी सरकारी कार्यालयों में पुस्तकालय / बुक क्लब आदि की व्यवस्था होनी चाहिए जिसमें हिंदी का सरल, सुबोध व रुचिकर साहित्य उपलब्ध कराया जाना चाहिए । पाठकों को हिंदी के पठन - पाठन के प्रति आकर्षित करने के लिए उन्हें उचित अवसरों पर प्रोत्साहित किया जाना चाहिए । राजभाषा के प्रयोग को प्रोत्साहित करने के उद्देश्य से दिए जाने वाले पुरस्कारों की न्यूनतम राशि एक हजार रूपये की जानी चाहिए और पुरस्कारों की संख्या में भी बढोत्तरी की जानी चाहिए ।
16.6 ( ग )
यह संस्तुति स्वीकार कर ली गई है । सभी मंत्रालय/ विभाग इस संबंध में अपेक्षित कार्रवाई करें ।
विज्ञान एवं तकनीकी क्षेत्र में हिंदी के प्रकाशनों की कमी महसूस न हो इसके लिए संबंधित विषयों पर मौलिक रूप से हिंदी में पुस्तक लिखने वाले लेखकों को आकर्षक पुरस्कार दिये जाने चाहिएं , साथ ही पुस्तक की उपयोगिता को देखते हुए समुचित रायल्टी देने का प्रावधान किया जाना चाहिए ।
16.7 (क)
यह संस्तुति सिद्धांत रूप में स्वीकार कर ली गई है । राजभाषा विभाग , मानव संसाधन विकास मंत्रालय के सहयोग से एक समुचित पाठ्यक्रम तैयार करने की व्यवस्था करें ।
हिंदी का कार्यसाधक ज्ञान प्राप्त अधिकारियों / कर्मचारियों को हिंदी में प्रवीणता प्राप्त करवाने के लिए राजभाषा विभाग कोई पाठ्यक्रम तैयार करें एवं उचित व्यवस्था हेतु अपने क्षेत्रीय कार्यान्वयन कार्यालयों के माध्यम से ठोस कदम उठाएं
16.7 (ख)
यह संस्तुति इस संशोधन के साथ स्वीकार की गई है कि जहां तक संभव हो सके सभी सरकारी प्रकाशनों को डिग्लॉट रूप में छपवाया जाए ।
गैर सरकारी प्रकाशकों को सरकारी प्रकाशनों के प्रकाशन की अनुमति देते समय यह पाबंदी अवश्य लगाई जाए कि वे केवल अंग्रेजी भाषा में उन्हें प्रकाशित न करें बल्कि इन प्रकाशनों को डिग्लाट में हिंदी-अंग्रेजी मे अनिवार्य रूप से छापें ।
16.7 ( ग ) प्रत्येक स्तर पर हिंदी के और पदों का सृजन किया जाए ।
यह संस्तुति स्वीकार कर ली गई है । सभी मंत्रालय/विभाग व सभी कार्यालय न्यूनतम हिंदी पदों के संबंध में जारी आदेशों का सरकार के संगत आदेशों को ध्यान में रखते हुए अनुपालन सुनिश्चित करें । 16.7 (घ) अवर सचिव व इसके ऊपर के स्तर के अधिकारियों की प्रबंधकीय दक्षता के उन्नयन हेतु आयोजित सेवाकालीन प्रशिक्षणों को हिंदी में आयोजित किया जाए ।
यह संस्तुति इस संशोधन के साथ स्वीकार कर ली गई है कि सभी सेवाकालीन. प्रशिक्षणों को प्रमुखतः हिंदी भाषा के माध्यम से और गौणतः मिली- जुली भाषा के माध्यम से चलाया जाए । 831 भाग I-खण्ड 1 ]

केंद्रीय सेवाओं आदि में कार्यरत अधिकारियों को हिंदी में कार्य करने के लिए प्रेरित करने हेतु विशेष कार्यशालाएं आयोजित की जाएं जिनमें व्याख्यान देने के लिए विश्वविद्यालयों के प्रख्यात हिंदी के विद्वानों अथवा अपने विषय को हिंदी के माध्यम से प्रस्तुत करने में सक्षम विशिष्ट व्यक्तियों को आमंत्रित किया जाए ।
16.7 (छ) अधिकारियों के लिए उनके द्वारा हिंदी में दिए जाने वाले डिक्टेशन व अन्य कार्यों के लिए राजभाषा विभाग वार्षिक कार्यक्रम में स्पष्ट लक्ष्य निर्धारित करें तथा उनका अभिलेख (लेखा- जोखा) रखना अनिवार्य किया जाए तथा मुख्यालय/ मंत्रालय स्तर पर इसकी समीक्षा सुनिश्चित की जाए ।
यह संस्तुति इस संशोधन के साथ स्वीकार की गई है कि जिन अधिकारियों के पास हिंदी आशुलिपिकों की सुविधा उपलब्ध है वे उनकी सेवाओं का पूरा उपयोग करें । राजभाषा विभाग द्वारा वार्षिक कार्यक्रम में अधिकारियों द्वारा हिंदी में दी जाने वाली डिक्टेशन के लिए लक्ष्य निर्धारित किया जाए ।
16.8 (क) विधायी विभाग , हिंदी में मूल प्रारूपण के संबंध में प्रशिक्षण के काम को प्राथमिकता देते हुए समयबद्ध रूप में तीन माह के भीतर आरंभ करवाएं ताकि विधि प्रारूपण का 'कार्य मूल रूप से हिंदी में हो सके ।
इसी प्रकार की संस्तुति संसदीय राजभाषा समिति के प्रतिवेदन के खंड-5 , सिफारिश संख्या 10 में की गई थी । उस सिफारिश को सिद्धांत रूप में स्वीकार करते हुए आदेश पारित किए गए थे कि "विधायी विभाग विधि विशेषज्ञों/ प्रारूपकारों को विधिक सामग्री का मूल प्रारूपण हिंदी में करने के लिए प्रशिक्षण की व्यवस्था करें । " विधायी विभाग इस संस्तुति के आलोक में. आवश्यक कार्रवाई करे ।
16.8 ( ख )
यह संस्तुति सिद्धांत रूप में स्वीकार कर ली गई है । विधायी विभाग इसके लिए आवश्यक कार्रवाई हेतु समयबद्ध कार्य- योजना तैयार करें ।
इस प्रयोजन के लिए प्रशिक्षण कार्य छह माह से एक वर्ष की समयावधि में पूरा किया जाए । प्रशिक्षण कार्य की समाप्ति के दो वर्षों के भीतर विधायी प्रारूपण का कार्य हिंदी में प्रारंभ किया जाए । इस प्रयोजन के लिए एक प्रशिक्षण संस्थान स्थापित करने पर विचार किया जाए ।
(ग )

यह संस्तुति स्वीकार नहीं की गई है क्योंकि प्रारूपकार नियमित सरकारी कर्मचारी हैं । राजभाषा हिंदी में प्रारूपण करने वालों को विशेष प्रोत्साहन दिया जाए । 832

16.8 (घ) संविधान के अनुच्छेद 348 में संशोधन किया जाए ताकि विधायी विभाग मूल प्रारूपण का कार्य हिंदी में कर सके ।
(घ) और (च): ये दोनों संस्तुतियां विधायी 16.8 (च)
विभाग को इस निर्देश के साथ भेज दी जाए कि वे इन पर भारतीय विधि आयोग की सलाह लेकर अपनी सुविचारित टिप्पणी से अवगत कराएं । तद्नुसार ही अंतिम निर्णय लिया जाएगा ।
संविधान के अनुच्छेद 348 में संशोधन के उपरांत उच्च्च न्यायालयों/ उच्चतम न्यायालय से कहा जाए कि वे निर्णय और डिक्री आदि हिंदी में देना प्रारंभ करें ताकि ऐसे अनेक विभाग जो न्यायिक/ अर्धन्यायिक स्वरूप के कार्य कर रहे हैं, न्याय- निर्णयन हिंदी में कर सकें । इस समय ऐसे विभाग न्याय- निर्णयन हिंदी में पारित करने में इसलिए असमर्थ हैं क्योंकि उच्च न्यायालयों/ उच्चतम न्यायालय में उनके निर्णयों के विरूद्ध की जाने वाली अपील अंग्रेजी में होती है ।
16.9 (क)
यह संस्तुति विचाराधीन है ।
किसी गैर- सरकारी व्यक्ति को भारत सरकार के हिंदी सलाहकार के पद पर प्रतिष्ठित किया जाए जो न केवल संसदीय राजभाषा समिति में स्थायी रूप से आमंत्रित रहेंगे बल्कि केंद्रीय हिंदी समिति के भी स्थायी सदस्य रहेंगे । इसके लिए हिंदी के किसी विद्वान या हिंदी के प्रचार- प्रसार से जुड़े व अनुभवी व्यक्ति की सेवाएं लेना उचित होगा ।
( ख )
यह संस्तुति स्वीकार कर ली गई है । 16.9 सरकारी कार्यालयों में मूल रूप से हिंदी में दैनिक नेमी काम हो सके , इसके लिए उच्च अधिकारी वर्ग को हिंदी में प्रशिक्षित किया जाए । राजभाषा विभाग, संयुक्त सचिव एवं उच्च स्तर के अधिकारियों के लिए कार्यशालाओं को आयोजन करें । मंत्रालयों /विभागों के बाद संबद्ध / अधीनस्थ कार्यालयों के उच्च अधिकारियों के लिए भी उसी प्रकार कार्यशालाएं आयोजित की जाएं ताकि मानसिकता में बदलाव आ सके तथा यह भी सुनिश्चित किया जाए कि अधिकारियों का इन कार्यशालाओं में भाग लेना अनिवार्य हो । 033 भाग 1-खण्ड 1 ]

16.10 सरकारी कार्यालयों के वित्तीय एवं प्रशासनिक कार्यों से संबंधित विभिन्न संकलनों, नियमावलियों एवं प्रक्रिया साहित्य के साथ-साथ अन्य मंत्रालयों/विभागों के प्रकाशनों की हिंदी में सुलभता के लिए संसदीय राजभाषा समिति यह सिफारिश करती है कि:
16.10 ( 1 )
यह संस्तुति इस संशोधन के साथ स्वीकार कर ली गई है कि जहां तक संभव हो सके सभी सरकारी प्रकाशनों को डिग्लॉट रूप में छपवाया जाए ।
प्राइवेट प्रकाशकों को सरकारी प्रकाशन छापने के पूर्व उन्हें सरकार द्वारा प्रकाशन के अधिकार (कापीराइट) की अनुमति प्राप्त करने का प्रावधान किया जाना चाहिए । यदि ऐसा प्रावधान पहले से विद्यमान है तो सरकार अथवा इसके किसी विभाग द्वारा कापीराइट हस्तांतरित करने की अनुमति देने के समय संबंधित सामग्री को द्विभाषी मुद्रित कराने की शर्त का प्रावधान किया जाना चाहिए । यदि पुस्तक के आकार के कारण डिग्लाट रूप में छापना असुविधाजनक हो तो ऐसी स्थिति में अंग्रेजी संस्करण के आवरण पृष्ठ पर विशेष रूप से यह उल्लेख किया जाए कि प्रकाशक/ वितरक के पास इस संस्करण का हिंदी रूपांतरण भी उपलब्ध है ।
16.10 (2 ) भारत सरकार, गृह मंत्रालय के राजभाषा विभाग के अधीन एक अतिरिक्त प्रकोष्ठ का गठन करके उसे निम्नलिखित दायित्व सौंपे :-
(क) से (च): ये संस्तुतियां विचाराधीन है । (क) यह प्रकोष्ठ सभी मंत्रालयों/विभागों के सरकारी प्रकाशनों के मौलिक लेखन, अनुवाद एवं प्रकाशन आदि के कार्य में समन्वयः स्थापित करेगा तथा इस प्रकार प्रकाशितः साहित्य की सर्वसुलभता सुनिश्चित कराएगा ।
(ख) विज्ञान तथ्था तकनीकी क्षेत्र से जुड़े मंत्रालयों/विभागों/ संस्थ्यनों में हिंदी प्रकाशनों की कमी को पूरा करने के लिए इन क्षेत्रों के विशेषज्ञों का एक पैनल तैयार करेगा एवं इस क्षेत्र में मौलिक लेखन एवं अन्य भाषाओं में उपलब्ध आवश्यक सामग्री का हिंदी में स्तरीय अनुवाद करने का कार्य सुनिश्चित करेगा ।

(ग) यह प्रकोष्ठ समस्त सरकारी प्रकाशनों को वर्गीकृत करते हुए एक सूची का संकलन करेगा तथा नियमित रूप से इसका प्रकाशन करेगा । इसके अतिरिक्त नवीन हिंदी प्रकाशनों की उपलब्धता तथा इसके स्रोतों की जानकारी देते हुए इसमें संशोधनों आदि की ताजा जानकारी उपलब्ध कराते हुए एक मासिक बुलेटिन प्रकाशित करेगा ।
(घ) प्रकोष्ठ अपने इस प्रयोजन के लिए एक वेबसाइट निर्मित कराएगा तथा इसपर सरकारी प्रकाशनों की उपलब्धता के साथ- साथ हिंदी के प्रसार एवं प्रचार से संबंधित बाजार में विभिन्न सॉफ्टवेयरों की जानकारी आदि प्रदान करेगा ।
(च) यह प्रकोष्ठ मंत्रालयों /विभागों सरकारी उपक्रमों में हिंदी प्रकाशनों को उपलब्ध कराने के लिए सभी संभव मदद एवं मार्गदर्शन प्रदान करेगा ।
यह संस्तुति स्वीकार कर ली गई है ।
16.10 (3 ) राजभाषा नीति के कारगर अनुपालन हेतु समिति यह सिफारिश करती है कि राजभाषा विभाग हिंदी के प्रयोग संबंधी नियम पुस्तिका का अद्यतन संस्करण हर दो वर्ष में प्रकाशित करे तथा इसके परिचालन एवं वितरण की ठोस योजना सुनिश्चित करे ताकि राजभाषा विभाग द्वारा समय - समय पर जारी किए गए आदेश एवं इनके संकलन सरकार के सभी छोटे- बड़े कार्यालयों में उपलब्ध हो सके ।
16.10 (4 )
यह संस्तुति स्वीकार कर ली गई है । इस संबंध में राजभाषा विभाग और प्रकाशन प्रभाग , सूचना एवं प्रसारण मंत्रालय आवश्यक कार्रवाई करें ।
संमिति का यह भी सुझाव है कि सरकार प्रकाशन विभाग की मौजूदा कार्यप्रणाली की गहराई से समीक्षा करे तथा इसे राजभाषा नीति के प्रति जवाबदेह बनाने के लिए समुचित उपाय करे ।
16.10 ( 5 )
यह संस्तुति स्वीकार कर ली गई है । इस संबंध में सभी मंत्रालय समुचित कार्रवाई अग्रता के आधार पर सुनिश्चित करें । निजी प्रकाशनों की तरह सरकारी प्रकाशन समय- समय पर किए गए संशोधनों/ परिवर्तनों को शामिल करते हुए इनके नये संस्करण शीघ्र प्रकाशित किए जाने की व्यवस्था सुनिश्चित की जानी चाहिए । इसके अतिरिक्त संकलनों की बिक्री की परवाह किए बिना समयबद्ध प्रकाशन निकाला जाए । इन्हें प्रकाशित करते का दायित्व उन संबंधित मंत्रालयों/विभागों पर हो जो इनका निर्धारण करते हैं । प्राप्त सूचनाओं के अनुसार सरकारी प्रकाशनों के संशोधित एवं अद्यतन संस्करण कई वर्षों के 835 भाग I-खण्ड 1 ]

बाद पुनर्मुद्रित किए जाते हैं जिससे इनकी उपादेयता सिद्ध नहीं हो पाती , परिणामस्वरूप सरकारी कार्यालय पूरी तरह प्राइवेट प्रकाशनों पर निर्भर रहते हैं । इस स्थित्ति का समाधान खोजा जाना चाहिए एवं अद्यतन प्रकाशन/ मुद्रण हेतु एक निश्चित समय सीमा निर्धारित की जानी चाहिए ।
16.10 (6)
यह संस्तुति स्वीकार कर ली गई है । इस संबंध में सभी मंत्रालय विशेष रूप से शहरी विकास मंत्रालय, मुद्रण निदेशालय तथा सूचना व प्रसारण मंत्रालय, प्रकाशन प्रभाग प्राथमिकता के आधार पर कार्रवाई सुनिश्चित करें ।
प्रकाशनों की सुपाठ्यता आदि को ध्यान में रखते हुए इनके आकर्षक मुख्य पृष्ठ/ मुद्रण के लिए अच्छे फान्ट, उत्तम गुणवत्ता वाले पृष्ठ एवं उपयोगिता को ध्यान में रखते हुए इन्हें विभिन्न साइजों में तैयार करने के लिए प्रचलित नीति में व्यवसायिक दृष्टिकोण अपनाने की आवश्यकता है ।.
16.10 (7)
यह संस्तुति स्वीकार कर ली गई है । इस संबंध में सभी मंत्रालय विशेष रूप से राजभाषा विभाग और प्रकाशन नियंत्रक, शहरी विकास मंत्रालय प्राथमिकता के आधार पर कार्रवाई सुनिश्चित करें । सरकारी प्रकाशनों की सुलभ उपलब्धता के लिए इनका समयबद्ध प्रकाशन किया जाए । इनके बिक्री केंद्रों की संख्या बढ़ाई जाए एवं वर्तमान नीति में आवश्यक बदलाव करते हुए इस कार्य में निजी पुस्तक विक्रेताओं/ एजेंसियों की सहायता ली जाए । सरकारी साहित्यों के हिंदी अनुवाद, प्रकाशन एवं इनके वितरण में आवश्यक समन्वय स्थापित किया जाए ताकि इनकी उपलब्धता मंत्रालयों/विभागों से लेकर छोटे से छोटे कार्यालयों में भी सुनिश्चित हो सके ।
16.11 (क) समिति ने पाया है कि लगभग सभी राज्यों में किसी न किसी रूप में माध्यमिक स्तर तक हिंदी की पढ़ाई जारी है । समिति की सिफारिश है कि इसे जारी रखा जाए ।
यह संस्तुति स्वीकार कर ली गई है । मानव संसाधन विकास मंत्रालय हिंदीतर भाषी राज्यों में भाध्यमिक स्तर तक हिंदी की पढ़ाई को जारी रखने की समुचित कार्रवाई करें ।
16.11 (ख) अहिंदी भाषी संघ शासित क्षेत्रों में हिंदी का स्तर ऊंचा उठाने के लिए समुचित प्रयास किये जाएं ।
यह संस्तुति स्वीकार कर ली गई है । मानव संसाधन विकास मंत्रालय इस पर आवश्यक कार्रवाई करें ।
16.11 (ग)
यह संस्तुति सिद्धांततः स्वीकार कर ली गई है । शिक्षा विषय समवर्ती सूची में है इस बारे में मानव संसाधन विकास मंत्रालय सभी राज्य सरकारों से परामर्श करके समुचित कार्रवाई करें ।
' ख ' एवं ' ग ' क्षेत्रों में स्थित सभी राज्यों तथा संघ शासित क्षेत्रों में हिंदी की शिक्षा प्राथमिक स्तर से आरंभ कर दसवीं कक्षा तक अनिवार्य की जाए । हिंदी विषय में निर्धारित अंक प्राप्त कर उत्तीर्ण होना आवश्यक माना जाए । बारहवीं कक्षा तक हिंदी को 836

16.11 (घ)
यह संस्तुति स्वीकार कर ली गई है । " क ", "ख " तथा " ग " क्षेत्रों की राज्य सरकारों तथा राज्य और संघ सस्कार के बीच आपसी पत्राचार आदि की भाषा के लिए वर्तमान व्यवस्था जारी रखी जाए ।
16.11 (ड.)
यह संस्तुति सिद्धांत रूप में स्वीकार कर ली गई है । इसके क्रियान्वयन के लिए मानव संसाधन विकास मंत्रालय आवश्यक कार्रवाई करने पर विचार करें ।
अहिंदी भाषी राज्यों, जहां विश्वविद्यालयों में हिंदी विभाग नहीं हैं, में उच्च शिक्षा एवं शोध हेतु हिंदी विभाग खोले जाएं । इसके लिए मानव संसाधन विकास मंत्रालय व विश्वविद्यालय अनुदान अयोग द्वारा पहल की जाए ।
16.12 (क)
इस संस्तुति पर राजभाषा विभाग संबंधित मंत्रालयों से चर्चा करे ।
विनिवेश के संदर्भ में समिति यह सिफारिश करती है कि जिस भी उपक्रम में सरकारी भागीदारी हो, चाहे कम या ज्यादा, राजभाषा नीति यथावत लागू रहेगी ।
16.12(ख)
राजभाषा विभाग इस विषय में संबंधित पक्षों से चर्चा करे ।
बहुराष्ट्रीय कंपनियों के साथ - साथ स्वदेशी कंपनियों, जो अपने उत्पाद की बिक्री अथवा उसके प्रचार प्रसार के लिए हिंदी का सहारा ले रही हैं, उनके लिए यह बाध्य किया जाए कि वे सरकार के साथ पत्राचार हिंदी में ही करें साथ ही सरकार भी उनके साथ पत्राचार हिंदी में ही करे ।
16.12 (ग )
यह संस्तुति सिद्धांततः स्वीकार कर ली गई है ।
भारतीय उत्पादों को विदेशों में उनकी बिक्री के लिए विदेशी भाषा के साथ हिंदी का अनिवार्य रूप से प्रयोग किया जाए ।
16.13 (क)
इस संस्तुति का अनुपालन करने का सभी मंत्रालय प्रयास करें ।
चूंकि कंप्यूटर पर अंग्रेजी में काम करने वाले अधिकारियों और कर्मचारियों को अधिक से अधिक दो सप्ताह में कंप्यूटर पर हिंदी का प्रशिक्षण दिया जा सकता है अतः सभी अधिकारियों/ कर्मचारियों को दो वर्ष की समय- सीमा में कंप्यूटर पर हिंदी में काम करने का प्रशिक्षण दिया जाए । 837 भाग I-खण्ड 1 ]

16.13 (ख)
यह संस्तुति स्वीकार कर ली गई है । इस बारे में संचार और सूचना प्रौद्यौगिकी मंत्रालय आवश्यक कार्रवाई करे । सूचना प्रौद्योगिकी मंत्रालय के तत्वावधान में एक "सूचना प्रौद्योगिकी मिशन ' स्थापित किया जाए, जो हिंदी सॉफ्टवेयर के संबंध में अनुसंधान तथा विकास परियोजनाओं पर कार्य करे । यह "सूचना प्रौद्योगिकी मिशन ' कांप्लेक्स नेटवर्क प्रणाली का उपयोग कर रहे भारत सरकार के अन्य विभागों जैसे रेल, डाक- तार, बैंक, दूरसंचार, नागर विमानन, विद्युत आदि के साथ समन्वय करे ताकि वे भी अपना विशिष्ट सॉफ्टवेयर पैकेज हिंदी में विकसित कर सके ।
16.13 ( ग)
यह संस्तुति स्वीकार कर ली गई है । इस बारे में संचार और सूचना प्रौद्योगिकी मंत्रालय आवश्यक कार्रवाई करे । यह सुनिश्चित करने के लिए कि भारत सरकार के सभी विभागों में केवल वही सॉफ्टवेयर लगाया गया है तथा उपयोग में लाया जा रहा है जिसका हिंदी में उपयोग किया जा सकता है, सूचना प्रौद्योगिकी मंत्रालय एक प्रमुख भूमिका अदा करे ।
आदेश
आदेश दिया जाता है कि इस संकल्प की एक प्रति भारत सरकार के सभी मंत्रालयों /विभागों , सभी राज्य सरकारों तथा संघ शासित क्षेत्रों, राष्ट्रपति सचिवालय , उपराष्ट्रपति सचिवालय, मंत्रिमंडल सचिवालय , प्रधानमंत्री कार्यालय, योजना आयोग, भारत के नियंत्रक महालेखा परीक्षक, लोक सभा सचिवालय और राज्य सभा सचिवालय , भारत के उच्चतम न्यायालय के महारजिस्ट्रार, विश्वविद्यालय अनुदान आयोग, भारत का विधि आयोग तथा बार कौंसिल ऑफ इंडिया आदि को भेजी जाए ।
इस संकल्प को आम जानकारी के लिए भारत सरकार के राजपत्र में भी प्रकाशित करवाया जाए ।

The Committee of Parliament on Official Language was constituted in 1976 under section 4( 1) of the Official Languages Act , 1963. The Committee submitted seventh part of its Report , relating to propagation of Hindi for official purposes , the position of Hindi in the field of Law , original use of Hindi in Government work , availability of publications relating to Administration and Finance in Hindi , position emerging after discussions with the representatives of States and Union Territories . the status of Hindi in the perspective of Globalization and the challenge of computerization to Hindi , to the President . In accordance with section 4 ( 3 ) of the Official Languages Act , 1963 , the Report was laid on the Table of the Lok Sabha and the Rajya Sabha . Copies of the Report were sent to all Ministries / Departments of the Government of India and to all States/ Union Territory Governments . After considering the views expressed by various Union Ministries/ Departments and the States/ Union Territories Governments , it has been decided to accept most of the recommendations of the Committee in toto and some of them with modifications . Accordingly, the undersigned is directed to convey the Orders of the President made under section 4 ( 4) of the Official Languages Act , 1963 on the recommendations made in the Report of the Committee as follows :

This recommendation has been accepted with the modification that the term of Kendriya Hindi Samiti will generally be 3 years but in special circumstances it may be extended or curtailed .

This recommendation has been accepted . All Ministries Departments are requested to take appropriate action to implement the decisions of Kendriya Hindi Samiti .
Necessary steps should be taken to convene annual meetings of the Kendirya Hindi Samiti regularly under the Chairmanship of the Prime Minister . All decisions taken in the meetings of the Kendriya Hindi Samiti must be implemented .

The agenda of the Hindi Salahkar Samiti should include an item regarding review of progress made in the implementation of Official Language Policy in the organization under the administrative control of the concerned Ministry/ Department and proper and immediate action should be taken on the decisions taken by the samiti so that the purpose of constituting Hindi Salahkar Samiti is fulfilled and the progressive use of Union Government's Official Language Hindi could be ensured .
16.5 (g) Heads of Offices must themselves attend meetings of the Town Official Language Implementation Committee.
This recommendation has been accepted . All Ministries/ Departments are requested to issue instructions to the Heads of their Attached/ Subordinate offices , autonomous bodies, undertakings and banks etc. to attend Town Official Language Implementation Committee meetings personally .
16.5(h) The Head of the Office and other senior functionaries should oversee the implementation of the decisions taken in the Town Official Language Implementation Committee's meetings withsincerity.
This recommendation has been accepted. Heads of Office of all member offices of the Town Official Language Implementation Committee are requested to ensure monitoring and review of follow up action of decisions taken by the committee .
16.5 ( i )
Two meetings of Town Official Language Implementation Committee are required to be held in a year . Heads of Office of all member offices may attend these meetings compulsorily. Department of Official Language may issue instructions in this regard .
Quarterly meetings of the Town Official Language Implementation Committee should be held and the heads of Offices must themselves attend at least two meetings out of four and take measures to ensure strict compliance of the decisions taken in these meetings in their offices .

This recommendation has not been found acceptable . To organize Town Official Language Implementation Committee meetings at different venues is not feasible from the point of view of availability of venue and other resources .
Three meetings of the Town Official Language Implementation Committee in a year should be held in different offices under the Chairmanship of the Head of the Committee and the last meeting should be held in the office of the Head of the Committee itself and a senior officer of the Deptt . of Cificial Language should also be invited to attend that meeting , so that a review regarding the activities and progress made through out the year could be undertaken and the shortcomings observed should be brought to the notice of all concerned ; and these should be overcome by a collective effort .
16.5(k)
It has been ordered on the recommendation No. 11.5.17 of the VIth report of the Committee of Parliament on Official Language that all such Town Official Language Implementation Committees may be divided into two , where members are 150 or more . It is not appropriate to change the set up at this stage .
Keeping in view the large number of members of various Town Official Language Implementation Committees in the cities where only one Town Official Implementation Committee exists , such Town Official Language Implementation Committee should be divided into three sub- committees under separate conveners under the Chairman , so that a pro - Hindi atmosphere should be created and awareness of the Official Language Rules etc. in all the member offices increased .

This recommendation has been accepted with the modification that all offices may spend their library grants on purchasing of Hindi Books as per the targets specified in the Annual Programme and encourage their employees to read these books . The issue of increasing the amount and number of prizes will be considered later .
Every Government Office should have libraries/ book- clubs equipped with simple , interesting and comprehensive books in Hindi . On occasion the readers should be encouraged so as to develop an interest in reading and writing Hindi . The amount of the rewards meant to encourage the use of Hindi should be enhanced . The minimum amount should not be less than Rs.1000/ . The number of rewards should also be increased.
16.6( c)
This recommendation has been accepted. All Ministries/ Departments may take necessary action in this regard .
To ensure that there should not be any dearth of books in Hindi in the field of Science & Technology , attractive rewards should be given to the authors who write originally in Hindi . Simultaneously, keeping in view the utility of the book, provision for appropriate royalty should bemade.-
16.7 ( a)
This recommendation has been accepted in principle . Department of Official Language may prepare appropriate course of studies with the help of Ministry of Human Resource Development .
Department of Official Language should prepare a course to impart training for proficiency in Hindi to the officers / employees who possess the working knowledge of Hindi , and appropriate steps be taken with the help of its Regional Implementation Offices .
16.7(b)
This recommendation has been accepted with the modification that all Government publications should be printed in diglot form , as far as possible.
While granting permission to Private publishers for publishing Government Publications , a condition be imposed on them that they will not publish such publications only in English and it should be made mandatory for them to publish these publications in Hindi and English in diglot form.
16.7(c) More Hindi posts are required to be created at each level .
This recommendation has been accepted . All Ministries / Departments and offices are directed to comply with the orders issued regarding minimum Hindi posts , keeping in view the relevant orders of the Government issued in this regard.
16.7(d) In service training for the officers of the rank of Under Secretary and above for enhancement of their managerial skills should be conducted in Hindi .
This recommendation has been accepted with the modification that all in- service Training courses be conducted primarily in Hindi and secondarily through mixed medium.

This recommendation has been accepted . Prominent Hindi Scholars and eminent persons may be invited to Hindi workshops .
To motivate the officers serving in Central Services etc. , to do their work in Hindi , eminent Hindi scholars of Universities or other eminent personalities , who could present their subject in Hindi , be invited at specially organized workshops.
16.7 ( f)
This recommendation has been accepted with the modification that officers provided with stenographic assistance may utilize their services fully . Department of Official Language may prescribe targets in the Annual Programme for giving dictation in Hindi by the officers .
Specific targets in respect of dictation in Hindi or for other work to be done in Hindi by the officers may be included in the Annual Programme of the Department of Official Language and it should be made mandatory for them to keep a record of this work and it should be ensured that the same is reviewed at Headquarter/ Ministry level .
16.8 ( a) Legislative Department , while according priority to the work of providing training for original drafting in Hindi , should start it in a time- bound manner within 3 months , so that legislative drafting could be done originally in Hindi .
Similar recommendation was also made in 5th Part of the Report of the Committee of Parliament on Official Language at recommendation No.10 . The recommendation was accepted in principle and orders were issued to the effect that " Legislative Department of the Government of India should make arrangements for imparting training to legal experts/ draftsmen for drafting legal materials originally in Hindi . " Legislative Department may take necessary action in the light of the recommendation .
16.8 (b)
This recommendation is accepted in principle . Legislative Department may prepare a time bound action plan for this purpose .
For this purpose , training should be completed within a span of six months to one year . Work of legislative drafting in Hindi should commence within 2 years from the completion of training . Setting up of an Institute for this purpose may be considered .
16.8 ( c)
This recommendation has not been accepted , as draftsmen are regular government officials .
Special incentive may be given to those, who undertake drafting in Official LanguageHindi .

After organizing Hindi workshops for Ministries / Departments , similar workshops may also be organized for the senior executives of Attached/ Subordinate Offices , in order to change their attitude towards work in Hindi and to ensure that these officers take part in these workshops , their attendance should be made mandatory.

In order to ensure the availability of various Codes ,, Rule Books and procedural literature relating to administrative and financial matters of the Central Government Offices along-with the publications of other Ministries/ Departments in Hindi , the Committee of Parliament Official Language recommends as urider :

This recommendation has been accepted with the modification that all Government Publications may be published in diglot form , as far as possible.
Provision should be made to seek Governmen: permission for getting the copyright by private publishers before printing of the Government publications/ material ; and if such a provision already exists , a condition to the effect that the publication shall be both in Hindi and English should be included therein before the permission is accorded by the Government or any office/ department . If, on the basis of size etc , printing of any book/ compilation in ciglot form is not feasible , in such a situation a special mention should be made on the cover page of the English edition that the Hindi version of this edition is also available with the publisher/ distributor .

[b] To tackle the scarcity of Hindi publications in the Ministries/ Departments/ Institutes relating to Research , Science and Technology field, the cell may draw a panel consisting of experts/ educationists of these areas and will ensure original writing as well as standardized translation in Hindi of the required material available in other languages .

[d] For this purpose the cell will create its own website and will update it with information relating to various useful software available in the market for expansion and propagation of Hindi along-with the availability of various Government Hindi publications .
[e] In order to ensure the availability of Hindi publications in the Ministries/ Departments/ Undertakings , this cell will provide all sorts of help and guidance.

This accepted . recommendation has been For effective compliance of the Official Language Policy, the Committee recommends that the Department of Official Language should bring up updated edition of the Rule Books regarding use of Hindi , biennially , and ensure appropriate planning of its circulation and distribution so that the orders and the compilations issued from time to time by the Department of Official Language become available in all the large and the small offices of the Union Government .

In the context of disinvestment , the Committee recommends that the status- quo with regard to the Official Language policy should be maintained in these enterprises irrespective of the government's large or small shareholding inthem.

Correspondence in Hindi with the Govt . should be made mandatory for those MNC'sas well as Domestic Companies who use Hindi to publicise and promote the sale of their products . At the same time the Government should also respond inHindi .

An Information Technology mission ' should be set up under the aegis of the 1.T. Ministry to undertake R & D projects in Hindi software . This " I.T. Mission " should also coordinate with other Government of India Departments using complex network systems viz. Railways , Posts, Banking , Telecom , Civil Aviation , Power etc , so that they can also develop their specialized software packages in Hindi .
